"INTRODUCTION The act of Congress establishing the Bureau of Mines in 1910 delegated to the Bureau, as one of its principal duties and functions, the study of health and safety in the mineral industries with a view to devising and putting into operation means of conserving the health and safety of persons employed in the industries. One of the first health and safety activities of the Bureau of Mines was therefore organization of a trained force to promote instruction in first aid in the mineral industries. First-aid training has been an important activity of the Bureau of Mines since its establishment. The standard first-aid course requires a minimum of 15 hours of instruction and practice work. A person completing the initial training course is issued an engraved certificate and pocket card certificate; thereafter, only a pocket card certificate is issued for additional training.From 1910 to 1926 first aid was taught by trained Bureau of Mines employees; consequently, only a comparatively few persons were trained. In 1926, however, cooperative first-aid training was initiated, which provided the means to train the entire personnel of mines or plants within a short time in a single campaign. Many mines and plants have taken advantage of the cooperative plan, whereby keymen in a mine or plant, in addition to the initial training received, are given intensive training in first aid by a Bureau of Mines instructor. Those men who show an aptitude for teaching are selected as tentative provisional first-aid instructors. In order to qualify as a provisional instructor, a tentative instructor must, under the supervision of a Bureau of Mines instructor, train a class of at least six persons employed in the minerals industries in the standard Bureau of Mines course in first aid. After it has been determined that the class has been trained properly, a provisional first-aid instructor's pocket card certificate is issued to the class instructor. The first-aid instructor can renew his pocket card certificate each year by training or retraining at least six persons connected with the mineral industries to satisfactorily pass an examination given by a Bureau of Mines representative. After five yearly renewals of a provisional instructor's pocket card certificate, an engraved, permanent instructor's certificate and a permanent instructor's pocket card certificate are issued to the instructor."

This report presents a comprehensive tabulation of lifting cost data collected from oil companies in many different fields. These data were collected during the writer's studies of surface equipment and methods of pumping oil wells, in practically all of the important oil fields in the United States and are based on average operating conditions at 57 groups of properties with a total of 4,497 producing wells. Although lifting cost is only a part of the total cost of producing oil, it nevertheless gives a representative cost figure for purposes of comparison.

This publication describes further research by the Federal Bureau of Mines in beneficiating domestic manganese ores. The ores selected for treatment were typical of many manganese deposits in California and Nevada in that they have not been economical to mine because they are low grade or contaminated with siliceous minerals and are not amenable to physical concentration.3 4/ It would be desirable to develop a simple treatment method resulting in nearly complete extraction of manganese from these ores and applicable to small-scale operations. Sulfation reduction appeared to be such a method. The studies reported in this publication were directed toward sawdust or lignin-sulfonates as reducing agents. Sawdust, as waste from lumbering, and lignin-sulfonates, byproducts of woodpulp papermaking, are comparatively cheap and may be available in areas where manganese ores are found. Sugar, oils, and coal were also tried as reducing agents.

Infrared spectroscopy employing attenuated total reflectance (ATR) techniques on thin films of dried gelatinized starch solution was used during Bureau of Mines research to determine the structural and impurity differences in starch products and to correlate these characteristics with the flotation response of a nonmagnetic taconite. All of the starch products evaluated gave spectrograms which were characteristic of the anhydroglucose monomer and its polymerization product. Distinct infrared absorption peaks caused by the protein molecule were observed and were used to classify the starches. Correlation of laboratory flotation of calcium-activated gangue from a Mesabi Range nonmagnetic taconite and infrared spectra produced from gelatinized starches showed that protein impurities and linear chain structure limited the effectiveness of starches as iron mineral depressants. Starch products having spectrograms similar to pure amylopectin were generally good depressants for iron oxides, were effective at about one-half the addition that was required for starches that gave infrared responses similar to pure amylose, and yielded acceptable iron concentrates containing 61.5 percent iron and 6.5 percent silica.

The purpose of this investigation was to obtain subsurface information on the John Burdette barite-fluorite deposit, Garrard County, Ky. The deposit was intersected in each of five inclined diamond-drill hales aggregating 1,163 feet. All holes were drilled from the hanging wall of the deposit; the inclinations varied from minus 41° to minus 75°. Disseminated metallic sulfides were noted in the drill cores from holes 1, 2, 4, and 5. The deepest drilling was hole 5, which intersected the deposit at approximately 490 feet down dip. Visual inspection of the cores did not indicate mineralization of economic importance; therefore, no chemical analyses were conducted. Condensed logs of diamond-drill cores are included in this report. All drill cores were shipped to the Bureau of Mines core library in Minneapolis, Minn., for future reference,

The purpose of this report is to present results of tests on the effectiveness of a spray of water mist, commonly called compressed-air water blast or water blast, in reducing the concentration of dust present in the air shortly after blasting and during mucking of the blasted material. Many observations have been male on the effectiveness of such ,sprays, but published quantitative information on comparative dust concentrations with and without their use, obtained by dust-sampling methods in use in this country, is rare if not absent. Tests conducted in South Africa about 19164/ and more recently in England5/, 6/ have shown that such sprays reduce the dust concentration to very low values within a fen minutes after blasting,

In view of some of the outstanding properties of chromium, considerable effort has been made in recent years to prepare the high-purity metal in ductile form. The object of this investigation was to obtain such metal by electrolysis of chromic acid solutions and to determine the conditions that yield optimum results. The apparatus is described, as well as the parameters that received consideration. Ion-exchange resins were employed to remove cation impurities from the electrolyte. Tensile specimens prepared from the electrodeposits by arc melting, press forging, swaging, and drawing, were ductile at room temperature. INTRODUCTION Metallic chromium displays an exceptionally high resistance to corrosion, oxidation, and wear at elevated temperatures. Although these properties are utilized to some extent when chromium is alloyed with other metals, such as in stainless steels, high-chromium alloys and pure chromium are not employed as engineering materials because of a serious lack of ductility and impact resistance at room temperature. Because high-chromium alloys appear promising as refractory metals for applications such as in gas turbines, much interest has been shown recently in the preparation of uniformly ductile chromium and in determining which factors contribute to its brittleness.

This investigation by the Bureau of Mines demonstrated that building bricks can be produced by the steam-curing process from various types of industrial mineral wastes. Wastes, utilized to produce bricks, consisted of copper mill tailings, roofing granule fines, asbestos fines, and zinc mill tailings. Bonding of the wastes with either Ca(OH)2 or portland cement resulted in building bricks that met ASTM specification C73-67 for grade SW and MW bricks when evaluated in accordance with ASTM designation C67-66 on sampling and testing of brick. An economic evaluation of the process indicates the total operating cost per 1,000 bricks is about $36.

Principal mineral products in the Dominion of Fiji were gold, silver, pit and quarry construction materials, and cement. In 1981, the combined value of these commodities accounted for about $11.6 million,2 over 85% of the total value of mineral output. Production of cement, sand and gravel, and quarry products increased substantially above the 1980 level. Mining bated on gold production was decreasing, and employment in the industry was declining. The better grade deposits in the one active mine were worked out, and only another 10 years' production at current rates was estimated to remain. While the high world gold price of 1979-80 led to intensive exploration, there has been little sum.

As part of its objective to expand the body of mineral information as a basis for new technology, the Bureau of Mines conducted research on the fundamental behavior exhibited by phosphate clay waste in settling ponds. A semiempirical equation used to describe the compaction of ceramic powders in a single-acting die was applied to aqueous phosphatic clay waste and attapulgite slurries. This equation, [*V = a1 e ?k1/P + a2e ? k2/P] was found to describe the compaction of an attapulgite gel and a phosphate slime gel by a moving screen. [*V] is the ratio of the compaction achieved at a given pressure, P, to the compaction achieved at a pres-sure sufficient to remove all space between particles. The constant al represents the fraction of compaction achieved at low pressure by rearrangement of floes to higher packing density, and a2 represents the fraction of compaction achieved at higher pressure resulting from removal of voids within floes. K1 and K2 are constants determined from the experimental data. Both the low-pressure and high-pressure compaction mechanisms were observed in the compaction of the clays. These two compaction mechanisms offer an explanation for the observation that impounded slimes initially dewater rapidly and then dewater at a much slower rate.

Comparisons are made between the results of the Buckley-Leverett and Kern solutions, which describe immiscible displacement of oil by gas in a linear system and the results obtained from a less restrictive numerical model. This model takes into account the effect of compressibility of the oil and gas and the effect of allowing changes in the amount of gas in solution in the oil. These effects are best exemplified by imposing large pressure drops across the system. With these large pressure drops, comparison of the model solution with the Buckley-Leverett solution reveals that the Buckley-Leverett solution provides estimates of recoveries at breakthrough of the gas that are too low. In contrast to the model, the Kern solution predicts breakthrough recoveries that are too high. A modification to the Kern solution is presented to facilitate more accurate predictions of recovery at gas breakthrough for gas injection at pressures higher than the saturation pressure of the oil.

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry's concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation's capacity for producing essential minerals.

Develop rugged, cost-effective fire protection for hydraulic shovels and backhoes. Approach Automatic fire sensing and suppression systems were designed and built for use on hydraulic shovels and backhoes. How It Works A line-type temperature sensor is mounted in the machine's engine and hydraulic pump areas to detect the heat from a fire while it is still small and easy to control. Two systems were tested. In one, the inside of the sensor consists of two conductors separated by a ceramic material whose electrical resistance decreases with increases in temperature. When heated to a predetermined temperature) the control circuit responds to the resistance drop. In the second system, the detection element of the sensor is comprised of a thin metal tube containing a hydrogen charged metal hydride wire. The tube is sealed at one end and is connected to a sensitive pressure switch at the other end. When exposed to the heat from a fire, hydrogen gas released from the metal hydride wire actuates the pressure switch.

Improve face ventilation in mines with large cross-sectional entries. Approach Oil shale, salt, and limestone mines typically have large entries. Providing adequate airflow to the working faces of such mines for worker comfort, health, and safety is a substantial ventilation problem. If diesel equipment is used at the face or if a methane hazard exists in the mine, the problem becomes even more complex. To address this problem, a study was conducted under a joint contract between the Oil Shale Committee of the Colorado Mining Association and the Bureau of Mines. The study evaluated two face-ventilation concepts for large-entry mines. Improving Ventilation Two face-ventilation systems were selected for testing of an oil-shale mine, based on results of a cost/benefit analysis. The systems were a free-standing jet fan and a ducted fan operating in the blowing mode. The jet fan was spotted on the intake side in the mouth of the entry being advanced with final positioning, in or out, deter-mined by minimum recirculation. The ducted fan was also positioned in the mouth of the entry being advanced, with its tubing terminating 75 feet from the working face. The mine face entry was a dead heading 55 feet wide, 30 feet high, and 320 feet long. Sulfur hexafluoride (SF.) tracer gas was used to measure the performance of the two systems in diluting mine face pollutants including after-gases from blasting, hot diesel emissions, methane roof layers, and methane emitted from muckpiles.

APPENDIX B - DEVELOPMENT OF FOAM-CONCRETE SLURRY MINE SEALANT 1. Introduction This appendix describes the results of an experimental development and laboratory evaluation of foam-concrete as a rapid setting, lightweight, self-supporting mine sealant material. Foam concrete, otherwise known as Aerated Concrete, is a form of lightweight concrete whose structure consists of air bubbles held together by a hardened cement mortar. Its principal applications are found in roofing, insulation, shock absorbing, and backfill. The air bubbles in foam concrete are formed either by chemical reaction in the wet, placed mortar, or by introducing a stable foam into the mortar during mixing. The mortar is usually a cement slurry with fine sand or fly ash as filler. Our attention focused on preformed foam concrete, since this is most adaptable to field applications. Equipment is available,* which simultaneously mixes and pumps a slurry of foam concrete. Such a slurry can be produced at a rate of up to 50 yards/hr and has been pumped in a 2-inch-diameter hose 1000-feet horizontally and 250 feet vertically up without significant bubble deterioration. A 3-inch pilot hole was directionally drilled to intercept the Freeport coalbed horizon horizontally at Mather, Pa., as part of a Bureau of Mines degasification project. The original concept was to continue the horizontal drilling into the coalbed, after the initial intercept, with a total of three horizontal holes eventually being completed. However, the erratic thickness (0.0 to 4.3 feet) of the Freeport coalbed at Mather was not sufficient to sup- port the horizontal drilling degasification technique, and the site was abandoned after six attempts to locate adequate continuous coal thicknesses. The drilling of coreholes in the immediate vicinity of proposed well paths to evaluate coal thickness is essential prior to future slant hole operations. Although mechanical failures of the new directional drilling equipment, mud pump and rig breakdowns, directional control problems, and exploratory horizontal drilling in the Freeport horizon more than doubled the anticipated cost of the pilot hole, continuing improvements in directional drilling equipment and techniques should significantly reduce the time and costs of future drilling operations.

SCOPE AND APPLICATION The rules cover the installation and use of electrical equipment in coal mines.- For generating stations, substations, lines, and equip¬ment aboveground, reference is made to existing rules covering such locations, viz, the National Electrical Code and the National Electrical Safety Code and any existing State or municipal regulations. The purpose of the rules is to set forth methods for safe electrical installation. In preparing the rules five basic measures for safe¬guarding the use of electricity in mines have been followed, viz 1. Remove the contributory causes of accidents or danger. 2. Remove from the vicinity of electrical apparatus all elements susceptible to the influence of electricity. 3. Keep the electric current where it belongs, if possible; if not, limit the area of its activity by protective devices. 4. Use a. large factor of safety in the selection, installation, and in¬ spection of equipment. 5. Have full control of the operation of electrically driven machines. Computer input data for an operating mine is developed on the basis of a detailed ventilation survey which includes air quantity, air quality, pressure loss and fan performance measurements. Quantity measurements must be reviewed extensively and assumptions made about leakage quantities and airflow paths. Pressure measurements must be reviewed and developed into a pressure gradient for the mine system. Air quality measurements are used to determine methane sources and amounts. Finally, the fan test data is used to develop the correct fan characteristic curve. Quantities and pressure losses for each branch in the system are used to calculate the branch resistances which are then utilized in the ventilation simulator to model the mine system. QUANTITY BALANCE The quantity of air coming into a mine based on field measurements will rarely equal the quantity exiting the mine, even if allowances are made for methane or compressed air input to the system. The same statement can be made for airflow through any isolated part of the mine ventilation system such as individual working section or main aircourses leading to an area isolated from the rest of the mine. The reason for the apparent discrepancies is the accuracy of the indicated quantities which in turn is based on the accuracy of the individual velocity and area measurements. Even with measurements following the guidelines described in the previous section on quantity measurement, this error can only be minimized but not eliminated. As a result the ventilation system must be carefully balanced so that, for any loop, the quantity in plus any methane or compressed air injection will equal the quantity out. The estimated value of world crude mineral production in 1992 was $1,633.3 billion in terms of current (1992) dollars, or $1,178.0 billion in terms of constant 1983 dollars. This latter figure was 4.8% above the 1992 level but was 2.4% below the record-high level of $1,207.1 billion 1983 dollars set in 1980. Table 1 provides the latest available revised time series of the estimated value of world crude mineral production both in terms of 1983 constant dollars and in terms of current dollars. The statistical base for this estimation is derived from the data on the value of production of a group of key commodities that was published in the authoritative French language mineral industry periodical, Annales des Mines, for selected years up to 1983. The aforementioned values and those presented in the table are for crude minerals only and only begin to suggest the impact that the mineral industry has on the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the Earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,900 billion in terms of 1992 dollars.
