The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of the California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

The Bureau of Mines is investigating the recovery of alumina from domestic nonbauxitic resources, including anorthosite. The United States has large reserves of anorthosite, but its aluminum content is less than 50 pct soluble in acid, unless a source of fluoride is added to the acid. A flowsheet that includes leaching with HCl and fluoride followed by crystallization of AlC13.6H20 from the pregnant liquor by HCl gas injection was designed. Approximately 90 pct of the aluminum values were recovered from the anorthosite when a ratio of 0.14 mole of fluorine per mole of aluminum was used. Sodium chloride is cocrystallized with the A1C13.6H20 but is removed by water washing of the Al203 product. A material balance is given based on results of laboratory studies of the unit operations.

The objective was to develop a Program Plan of analytical studies and tests for determining (1) the optimum installation tension of a coal mine roof bolt, (2) the most valid bolt support theory or theories, and (3) the most valid roof failure theory or theories. On this basis a comprehensive literature search was made and significant material dealing with coal mine roof behavior, roof bolting and roof support was collected, reviewed, classified and analyzed. Emphasis was given to the influence of rock reinforcement on the control of deformation, stress field modification and mine roof stability. An assessment was made of the effect of various parameters including bolt tension, bolt pattern and time of installation, on the effectiveness of rock reinforcement systems, and equations developed for bolt tension as a function of these parameters, and rock properties. From these studies, a major program plan of tests and studies was developed for verifying and validating the most tenable theories of roof behavior and roof support and for determining optimum bolt installation tension.

This paper describes the sinking and lining of a 14 foot 6 inch finished diameter shaft down to and into the salt of a typical dome of the Gulf States region. The conditions and nature of the strata encountered divide the work into three distinct sections - that in (1) alluvial surface deposits, sunk through by open caisson methods, (2) water bearing rock, directly above the salt, and in (3) salt. In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 334-acre Mountain Lakes Wilderness Study Area (OR-011-001) in order to evaluate its identified mineral resources. The study area is located in Klamath County about 15 miles northwest of Klamath Falls, Oregon, and is adjacent to the Mountain Lakes Wilderness. The area is underlain by Pliocene-age basaltic andesite. No mining districts are in the study area nor were any claims recorded or found. There are no oil and gas lease applications. There are no identified mineral resources in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Mountain Lakes WSA (Wilderness Study Area), at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the WSA for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at reasonable cost.

[Apparent progress in fuel economy at petroleum refineries, as measured by the average amount of .seat units required to refine a barrel of crude oil, received a set-back in 1935, when the average rose to 562,00 B. t. u., compared with 562,000 B.t.u. in 1937 (see fig. l). The primary factor in the rise in average heat requirement's per barrel of crude oil refined in 1938 wan the decline in total runs to Invariably the average requirement increases when crude ins to stills decline, and vice versa. In other words, annual gains in fuel efficiency at refineries arc masked by the degree to which the capacity is utilized. Additional crude runs give lower average e heat requirements in two ways - first, because they are mane with the c expenditure of comparatively small amounts of auxiliary heat, and, second, because the additional runs generally represent simple topping operations. In 1938 crude runs, to stills declined 1.6 percent (from 1,183,440,000 barrels in 1937 to 1,165,015,000 barrels in 1938), but the total heat consumption declined only 0.4 percent, or from 663,866 billion B. t. u. in 1777 to 660, 56 billion in 1938 .]

[Surveys of the manganese situation conducted by the Geological Survey any other agencies have definitely established the, fact that the tonnage of high-grade manganese or in the United States is relatively small. It is therefore obvious that large-scale production of manganese is possible only through beneficiation of low-grade material. Deposits of low-grade manganese ore are being examined by engineers of the Mining Division of the Bureau of Mines to determine their size and possibilities as sources of manganese on a tonnage basis. The Metallurgical Division of the Bureau is developing and perfecting beneficiation processes with the objective of utilizing such low-grade ores. Microscopic study of these ores represents one phase of the research.]

Flotation tests are described on samples of two lowgrade nickeliferous ores of Oregon and Washington. The sample from the Congress mine, Ferry County, Wash., contained 1.2 percent Ni, occurring chiefly as millerite. The sample from the Shamrock mine, Jackson County, Oreg., contained 2.20 percent Ni and 0.78 percent Cu occurring chiefly as pentlandite, nickeliferous pyrrhotite, and chalcopyrite. The millerite in the Congress ore was concentrated by flotatioin with aulfydric collectors in a series of locked tests to recover 73 percent of the nickel as a 7 percent bulk concentrate. By successively regrinding and floating the bulk concentrate, it was further concentrated to 12.4 percent Ni at a recovery of 59 percent and 21.8 percent Ni at a recovery of 50 percent. Attempts at selective concentration of the copper-nickel Shamrock ore were only partly successful because of the intimate association of pentlandite and chalcopyrite. The nickel concentrate, which contained 86 percent of the nickel, had an analysis of 4.42 percent Ni and 1.03 percent Cu. The copper concentrate had an analysis of 18.8 percent Cu and 1.96 percent Ni and contained 48.5 percent of the copper. A bulk sulfide concentrate contained 92 percent of the copper and 01 per¬cent of the nickel and had an analysis of 4.17 percent Ni and 1.63 percent Cu.

When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis' when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps. This crisis was a clear demonstration of the dangers of the dependence of the United States on imported petroleum, and of the Nation's vulnerability to the actions of the oil exporting countries. Sixteen elements were determined spectrochemically in the general range of 3 to 1,000 ppm in high - purity columbium . Samples were converted thermally to Cb2 O , mixed with graphite and Ge02 , and excited for 15 seconds using a 15 - ampere dc arc . For the molybdenum determination , the oxidized samples were mixed with NaCl and Geo₂ and excited for 30 seconds . Spectra were recorded on photographic plates , and spectral line transmittance values were measured photometrically . Relative - intensity ratios of selected analytical and internal standard spectral lines were plotted against concentrations of standards to form curves from which concentrations of impurities were read . Average precision of the method was 11.2 percent relative standard deviation .

The increased use of tunnel boring machines (TBM) has stimulated laboratory research to optimize the cutting parameters of these machines with the objective of increasing machine efficiency and penetration rate. Laboratory-scale rock cutting experiments have succeeded in identifying many of the important parameters involved in rock-cutter interaction. Although scaling factors may be required to apply the results directly, the concepts developed can be used qualitatively as design guidelines for boring machines. The Bureau of Mines Twin Cities Mining Research Center has recently developed a large-scale rock cutting device (RCD) that will simulate many of the operating parameters of the tunnel boring machines in the laboratory under a controlled environment. The results of the experiments with this device will be directly applicable to the design of TBM's.

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. Studies on continuous - circuit leach - aluminum precipitation and leachelectrodeposition of mercury were made by the Bureau of Mines to determine optimum conditions and cost estimates for recovering mercury from mercury sulfide flotation concentrates . With 150 grams of sodium sulfide and 50 grams of sodium hydroxide per liter , from 98 to 99.8 percent of the mercury was extracted from flotation concentrates , with about 0.5 pound of sodium hydroxide used per pound of mercury produced . Precipitation of mercury from the caustic - sulfide solution with minus 8 - mesh aluminum shot required about 0.2 pound of aluminum per pound of mercury produced at a cost of $ 0.05 per pound of mercury . Electrodeposition cost with 7 mill power , based on 50 percent current efficiency , was below 2 mills per pound of metal deposited . Feed solutions ranged from 10 to 130 grams of mercury per liter , and current densities , from 2 to 70 amperes per square foot . The cost of open- pit mining 250 tons per day was estimated at $ 1.75 per ton , and flotation - leachingelectrodeposition of the ore , at $ 3.54 , resulting in a cutoff grade of about 0.1 percent mercury . The cost of underground mining 50 tons per day was estimated at $ 20.00 per ton , and the cost of milling the ore was estimated at $ 13.33 , which resulted in a cutoff grade of 0.6 percent mercury .

"One of the main functions of the U. S. Bureau of Mines, as authorized by Congress, is to investigate safety and health conditions, to disseminate information regarding safe and unsafe practices in mining, and to aid in improving safety and health conditions of mining communities and in promoting the welfare of the miner. Among several methods of reaching the miner and interesting him in safety work, perhaps the most effective is through the 11 mine safety stations and 11 railroad cars known as mine rescue, or more correctly, mine safety cars.Frequently, the Bureau of Mines receives requests for information regarding the purpose, equipment, personnel, and construction of its safety cars used in the field service. It is the intention of this circular to present to the mining public in particular, and to the public in general, some definite information regarding these safety cars and their functions.The cars are operated throughout the mining fields of the United States and are headquartered as follows (see fig. 1): Car 1, Reno, Nev.; Car 2, Raton, N. M.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa; Car 11, Anchorage, Alaska.One of the most important purposes of the U. S. Bureau of Mines safety cars is to render service at mine fires and explosions where human life is endangered. State mine inspectors and other interested persons are supplied with itineraries of the car operating in their districts from time to time, so that they may know at all times where the car can be found in case of emergency. When these disasters occur the car may be reached direct or through its field headquarters, and upon receiving word of a mine disaster, or request for assistance, it immediately proceeds to the scene of trouble. Frequently a special locomotive is supplied by the railroads and in many instances the movement of the car is given the right of way over all other railway traffic. Upon reaching the destination, the facilities and personnel of the car are immediately available for rescue and recovery operations.Following most mine disasters a thorough investigation is made by engineers of the Bureau of Mines, and a confidential report is submitted to the operator. The information gained in this manner from a large number of mine fires and explosions, together with the knowledge gained from the experimental work carried on at the Experimental mine of the bureau at Bruceton, Pa., serves as a basis upon which the bureau is able to recommend preventive measures whereby similar occurrences may be averted. The bureau car is often used as headquarters for the investigating engineer when such an examination is being made."

An impact wear testing machine was devised by the Bureau of Mines that simulates the repeated impact conditions encountered in large milling and grinding operations where breakage and spalling are problems. The apparatus provides data on materials that may help in the design of alloys with improved resistance to deformation, spalling, and breakage. The test blocks are 2 in thick by 6 in by 8 in. Impacts are produced by dropping 3-in-diam balls weighing 4 lb from a height of 10 ft. Tests were run until breakage occurred or to a total of 100,000 impacts. Four types of failures of the test block were observed: (1) cold flow of the bulk material by plastic deformation, (2) flaking of the surface in the impact region, (3) spalling of the block to form a crater in the region of impact, and (4) breakage of the test block into two or more major pieces. The effects of composition, heat treatment, microstructure, and hardness on types of failure are discussed.

The Bureau of Mines investigated methods for beneficiating platinum-palladium ores from the Stillwater Complex, Montana. Results of bench-scale and pilot-scale studies employing froth flotation to recover sulfide concentrates containing platinum-palladium values from a serpentinized ore are presented. Best results in the pilot mill were obtained with a sodium isobutyl xanthate-normal dodecyl mercaptan col-lector combination at a natural pH of 8.2. A rougher concentrate con-taining 1.7 oz/ton Pt and 4.7 oz/ton Pd was prepared. Recoveries of platinum and palladium were 96 pet and 86 pet, respectively. Batch cleaner flotation of rougher concentrates yielded concentrates contain-ing 3.7 oz/ton Pt and 9.8 oz/ton Pd.

The Critchfield manganese deposit, Huntingdon County, Pa., was investigated by the Bureau of Mines in October 1942. Iron ore was mined from an open cut just southeast of the manganese deposit about 80 years ago. The Critchfield Sand & Feldspar Co. was operating (1942) a clay-mining and beneficiation plant northeast of the manganese deposit. The Bureau completed six rotary bucket-drill holes and three hand-auger holes, aggregating 370 feet on the deposit. This report describes the work performed and presents the results obtained.

PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments. RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupation-al Research Agenda, problems created by occupational hearing loss include(1) reduced quality of life due to social isolation and unrelenting tinnitus,(2) impaired communication with family members, the public, and coworkers, (3) diminished ability to monitor the work environment (i.e., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers’ compensation and hearing aids. Although eliminating hazardous noise is the long-term solution to the noise problem, miners will likely need to rely on personal hearing protection in certain situations for quite some time. However, it is well known that noise attenuation provided by hearing protectors as they are worn during everyday use is usually quite different (i.e., worse) than when tested under lab conditions. In addition, workers may refuse to wear their hearing protection for any number of reasons. This project was initiated to evaluate practical technological advances in hearing protectors, with an emphasis on optimizing the balance between effectiveness, comfort, over protection, and communication ability. The recently completed auditory research facility is now under-going the accreditation process conducted by the National Institute of Standards and Technology under the National Voluntary Laboratory Accreditation Program. Experiments are planned to investigate the factors that affect a miner’s ability to hear hazard and warning sounds (e.g., roof working, alarm signals, spoken communications, etc.). A service contract has been initiated to record and digitally store samples of typical warning sounds heard in an underground coal mine. This information will be analyzed in the lab to develop recommendations that can be offered to the mining community regarding correct earplug/earmuff usage to maximize there cognition of hazard and warning sounds while adequately protecting the miners’ hearing.
