This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

This report describes results of beneficiation and smelting studies conducted by the Federal Bureau of Mines on chromite samples from the Emma Belle and Seiad Creek prospects in the Seiad Creek area, northern California. Samples were chosen from this area because the ore is typical of disseminated types that represent a sizable domestic reserve. The two samples were similar in composition, and both responded in like manner to gravity beneficiation. As the ore was banded, considerable coarse gangue was rejected in laboratory sink-float from a minus-3/4-inch, plus-6-mesh fraction without excessive chromium loss at a medium density of 3.32. An average of 85.6 percent of the chromium was recovered in the sink product, which analyzed 35 percent chromic oxide (Cr203). Tabling yielded concentrates containing 49 percent or more Cr203; however, recoveries, ranged from only 33 to 45 percent. A combination of tabling and electrostatic separation of the table middlings showed that the chromium recovery could be increased to about 73 percent; the composite concentrate averaged 53 percent Cr203.

The commonly used exact methods (1-2) to determine the WL measure the total a activity or the total number of a counts during three preselected time periods. Due to the half-lives involved (TRaB = 26.8 min, TRaC = 19.7) I these methods take 3S minutes to complete the a activity Ra measurements. Methods using the total a counts, obtained at times less than about one RaB half-life after the end of sampling run into statistical 214 problems. These methods are almost blind to RaB (Pb214) as a consequence of its relatively long half period (see above) and the fact that RaB is a ß emitter. The way out of this dilema is to measure RaB directly through its ß activity. Since RaB's daughter Rae (Bi214) is also a ß emitter, the two f3 spectra have to be separated to obtain RaB alone. How this is accomplished 1s described in subsequent sections describing the theory of the IWLM and its calibration. 2.0 THEORY The IWLM samples air for two minutes and counts this airs ample for two minutes starting 3 sec after the end of the sampling period. The instrument has three channels. The lower a channel, the upper a channel, and one ß channel. The total RaA counts observed are accumulated in the lower a channel, the total RaC? counts are stored in the upper a channel. The total ß counts from RaB and RaC are recorded in the ß channel. For years many oil producers have believed that often low-pressure oil- and gas-bearing strata have been over coked in fields where the rotary system of drilling has been used. Collom3/ gave as a reason for this con¬dition that because the mud fluid was thick, the oil or gas stratum was plastered and sealed as the tools passed through it and no oil showed at the surface. Although this observation was made 15 years ago, it may often still be true notwithstanding modern developments in coring and electrical logging. Operators have believed, also, that mud fluid does not solidify behind the casing. Lewis and McMurray4/ stated: "All the evidence obtainable from practical experience points to the fact that the mud fluid properly mixed and employed does not solidify behind the casing, even in deer wells and after long periods."

The Pilgrim mine, operated by the Pioneer Gold Mining Co., is 9-1/2 miles west of Chloride in the Pilgrim mining district on the eastern slope of the Black Mountains, or River Range, Mohave County, Ariz. In March 1937, 100 tons of gold ore per day were being mined and milled at the property by a total force of 5i men. Climatic conditions allow year-round operations. Due to present activity in the county there is an ample supply of labor for the requirements of the mine. The Pilgrim is the only producing property within s radius of 6 miles; recently, however, the South Pilgrim Mining Co. has launched a development campaign on claims that adjoin the Pioneer Co. property to the south.

The wastewater-treatment system of the Anaconda Mining Co., at its Butte, MT., operation has been physically and chemically characterize modeled on a computer and investigated with respect to alternate systems for economic heavy metal recovery. The system involves lime addition to a mixture of acid underground copper sulfide mine water, acid effluent water from the iron induced precipitation of copper from acid leach solution and basic suspensions of solid effluent from a concentrator plant. Experimental chemical analysis and predictive computer calculations shows that the monosulfllte and disulfllte complexes of transition metals (Iron II being dominant) and alkaline earths are 40% of the total dissolved metal load of both acid streams. The suspended solids (30% by weight) in the basic concentrator slurries are dominated by quartz and pyrite and also contain kaolinite muscovite, biotite and undissolved lime. The mixture of these three streams result's in major reductions in concentrations of Al, Cu, Fe, Mg, Mn, Sir and Zn, and a pH >7 with calcium, sodium, potassium, and sulfate being the major dissolved ions. The treatment system has been simulated in the laboratory and accurately modeled on a computer. The computer program, an altered REDEQL-EPAK, is capable of accurately predicting the amount of lime required to reach a desired effluent water. Preliminary research has indicated the usefulness of electroprecipitation as a means of recovering the valuable metal load and providing an EPA acceptable effluent.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

"IntroductionA study of 256 coal-mine explosions, which occurred during the period 1909-1924 killed 4113 men and injured 570 others, reveals the fact that there are the critical times of day when explosions are most likely to occur, and when corresponding care should be exercised to guard against disaster. Of these 256 explosions, 83 straight as explosions, 89 were straight coal-dust explosions, and 81 were mixed gas and dust explosions, while three were undetermined.It has been determined from the times given in these reports (in several cases no times were given,that the critical period in the morning ranges between 6 and 9 o'clock when 83 explosions took place with a peal. at 7;30 o'clock. Of these 55 were straight gas explosions, the remainder being either coal dust or mixed gas and coal dust explosions. The critical period in the afternoon or early ranges between 3 and 7 o'clock, when 113 explosions took place, with a peak at 6 o'clock. Of these, 87 wore straight coal-dust explosions the remainder being neither gas or mixed gas and coal-dust explosions. Between these morning and evening periods is one which might be called the noon period - that is, from 11m to 7. p. m. - when 26 explosions occurred while some of these were normal type of explosions - that is, as to causes - others were of unusual cause and character, and. are discussed later. A number of explosions (29 in all) took place during mid-afternoon, late at night, and early in the morning - that is, after midnight."

Much has been written of the changes undergone by coal in storage and the deterioration of coal through exposure to the weather. In order to obtain definite information for the benefit of the Government departments and of all who store coal in large quantitieS', a series . of tests was begun in the fall of 1909 under the supervision of tT. A. Holmes, then chief technologist of the United States Geological Survey, and was continued by the Bureau of Mines after its establishment in 1910. The tests were confined to determinations of the loss in heating value of the coals and did not include a study of other deterioration; for exaIp.ple, in coking quality or the yield of by-products in coking. The Bureau of Yards and Docks of the Navy Department cooperated in tests of New R~ver (W. Va.) coal, a variety largely used by the Navy. A preliminary report presenting a brief account of the early results of these tests has been published by the Bureau of Mines as Technical Paper 16.a The detailed report is presented in this bulletin, which gives a fu11 account of the tests and the analytical data covering a period of five years' storage. Data of somewhat similar experiments for shorter periods with gas coal from the Pittsburgh bed, with Pocahontas coal on the Isthmus of Panama, and with Sheridan, Wyo., subbituminous coal, which is used for railroad and other purposes in the West, are included. The tests of New River coal, in cooperation with the Navy Department, were undertaken to determine the advantage to be gained by storing coal under water, and particularly under salt water. Small lots were used in order to make the tests of maximum severity, and parallel experiments were made with run-of-mine and crushed coal under one-fourth inch size. All of the small lots tested under the different conditions (except those tested near Key West, Fla.) were taken as representative portions from one large original lot. The tests of Pocahontas coal, which, like the New River, is semibituminous, were undertaken chiefly to determine th.e effect of the tropical conditions in Panama. They were made on an outdoor pile of 100 tons of run-of-mine coal. Pittsburgh gas coal, a high-volatile, bituminous type used at gas and by-product coke works, was exposed for test at Ann Arbor, Mich., in cooperation with the University of Michigan. The university agreed to make tests at successive intervals of storage to determine, in its illuminating-gas experiment station, the yields of gas and byproducts from the coal. The coal, screened lump, was stored in about 4-ton lots out of doors in open bins. Subbituminous coal, which is mined in Colorado, Wyoming, and other States, and is known also as "black lignite," is commonly supposed to deteriorate rapidly in storage, especially by "slacking" or crumbling of the lumps. The tests herein described were undertaken at Sheridan, Wyo., in cooperation with the Chicago, Burlington & Quincy Railroad Co., in order to determine the extent of this slacking and the accompanying loss of heat value. The tests were in open bins holding 4 to 12 tons.

In a previous study, the e?cacy of commercial and prototype impactors for sampling diesel particulate matter (DPM) in coal mines was investigated. Laboratory and ?eld samples were collected on quartz-?ber ?lters and analyzed for organic and elemental carbon. Coal dust contributed a minimal amount of elemental carbon when commercial cascade impactors and prototype impactors, designed by the University of Minnesota (UMN) and the US Bureau of Mines (BOM), were used to collect submicrometer dust fractions. Other impactors were not as e?ective at excluding coal dust. The impactors evaluated in that study were either not commercially available or were multi-stage, expensive, and di?cult to use for personal measurements. A commercial version of the BOM impactor, called the DPM Cassette, was recently introduced by SKCs. Tests were conducted to evaluate the performance of the DPM Cassette for measuring diesel-source elemental carbon in the presence of coal dust. Bituminous coals from three mines in two di?erent coal provinces were examined. The dust particle diameters were small and the coal dust contained a high percentage of carbon, there by giving a worst-case condition for non-anthracite coal mines. Results for the DPM Cassette were essentially identical to those obtained by the BOM impactors in a previous study. At a respirable coal dust concentration of 5.46mg m3, which is 3.8 times the regulatory limit, the DPM Cassette collected only 34µg m3 of coal-source elemental carbon.

This report on the characteristics of commercial aviation gasolines presents compilations of inspection test data furnished on their products by manufacturers of commercial grades of aviation gasoline, and special data obtained in Bureau of Mines laboratories on samples of these gasolines. Data and physical samples for the survey were submitted by 15 manufacturers on 18 grade 80, 21 grade 91/98, 22 grade 100/130, and 10 grade 115/145 aviation fuels.

The monorail bridge conveyor (MBC) is a prototype continuous face haulage system that was surface tested and evaluated by the Bureau of Mines. The MBC consists of a series of cascading belt bridge conveyors suspended from roof-supported monorail track. Tests were conducted to determine MBC haulage capability, maneuverability, power consumption, and reliability using rigid and chain-suspended monorail track installations. Subsequent modifications to improve operation and reliability made during surface testing are described. Mining plans were devised to show potential MBC installations for room-and-pillar, longwall development, and shortwall mining sections. Compatibility tests were conducted with the Bureau's prototype hopper-feeder, to provide additional surge capacity and lump-breaking capability. Results from the surface test program, along with modifications to improve system operation and reliability, indicate that the MBC has the potential to perform success- fully in an in-mine trial.

The Bureau of Mines made continuous-circuit beneficiation studies to determine the optimum conditions for concentrating phosphate minerals from the intermediate-and marginal-grade ores of the Phosphoria Formation in southeast Idaho. Intermediate-grade ore was represented by a sample from Georgetown Canyon and marginal-grade ore from the Gay mine near Fort Hall. Two flow-sheets were developed: The first involved roasting, attrition scrubbing, sizing to remove a concentrate, grinding of the oversize, des liming, and flotation; in the other flowsheet roasting was eliminated. Controlled attrition scrubbing was used to remove clay and silt-size quartz particles imbedded in the phosphate pellets without breaking the pellets. The minus 35-plus 200-mesh fraction was removed by sizing as a finished acid-grade concentrate. The plus 35-mesh material was ground in a rodmill to minus 35 mesh and recycled to the attrition scrubber. The minus 200-mesh fraction was des limed at about 800 mesh to remove clay slimes and floated with 3 to 4 pounds of emulsion per ton of feed. The aqueous fatty-acid oil emulsion consisted by weight of 3 parts No.2 diesel oil, 3 parts crude tall oil, and 0.5 part water-soluble petroleum sulfonate.

[Testing explosives for safe use in coal miner ran boon an important factor in preventing mine explosions. In the United States, explosives that have been approved by the Bureau of Mines are called permissible explosives. A purvey of the history of coal mining since permissibility testing welt, instituted some 4 years ago shown that there is no record of a coal-mime explosion caused by permissible explosives when used in a manner prescribed by the Bureau. To maintain the appropriate standards of quality, the Bureau of Mines conducts a series of examinations and tenth on samples of explosives collected in the field. In what is considered the most crucial test, teat 1, the explosives An fired from a steel cannon into a gallery atmosphere containing a mixture of natural gas and air, In another important test, test 4, the explosives charge to fired into a mixture of natural gas, air, and coal diet. To satisfy the permissibility requirements, the explosive must undergo throe gallery teats without igniting gas or coal duet. Other tests also are required for permissibility, but they do not come within the scope of the present paper, which studies the factors affecting the incendivity of explosives when fired into methane, air, and/or coal-dust mixtures. In 1969, the number of fatal injuries in the coal mining industry was lower than in any previous year and the number of nonfatal injuries was lower than in any preceding year except 1968. Fatal injuries in 1969 totaled 203 with frequency rates of 0.85 per million man-hours of worktime and 0.36 per million tons of coal These rates were new annual lows. Nonfatal injuries totaled 9,917 with frequency rates of 41.76 per million man-hours and 17.42 per million tons. The severity rate for fatal and nonfatal injuries combined was 7,359 days lost or charged per million man-hours. The average severity was 173 days lost or charged per injury. These statistics represent the injury experience of an average of 133,302 employees per day working an average of 225 days in 5,955 coal mines for a total of 237-5 million man-hours worked and a coal output of 565 2 million tons

"INTRODUCTION The investigation of the general hazards of combustible gases and vapors in manholes owned by the Edison Electric Illuminating Co. and the study of methods for eliminating these hazards, conducted by the Bureau of Mines, the Edison Electric Illuminating Co. of Boston, and the Boston Consolidated Gas Co. since 1929, was continued during 1933.From May and through December 1933 these tests were supplemented by a study of the manholes of the New England Telephone & Telegraph Co. The test crew was under the direct supervision of John Campbell, superintendent of the Special Service Department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Boston Consol¬idated Gas Co.The procedure of sampling manhole atmospheres and of shipping the samples to Pittsburgh was the same as that used heretofore. In previous reports the relative explosibility of the samples was calculated by adding the percentages of the illuminants, hydrogen, carbon monoxide, methane, and ethane, dividing the total by 6.5, and multiplying by 100. Experience has shown that the factor 6.0 is more nearly correct; therefore, this has been used in calculating the relative explosibility of all the samples listed in appendix A and B of this report. Coking time was investigated as a function of coal properties, carbonization parameters, and the interactions between these variables. The results indicate that coal properties and carbonization conditions interact to influence the coking time, and these interactions may be determined quantitatively. Prediction equations were developed and used to simulate the effects of bulk density, flue temperature, and oven width on coking times for coals having a wide range of properties. The data presented provide additional information on the carbonization process to permit the coke oven operator to maintain closer control of coke production and coke uniformity.
