The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

To many Australian Mining Engineers, we take it, the singular features of banket deposits are not as familiarly known as they would wish, possibly because in the majority of instances they are not in touch with the South African milling world, and have had little opportunity of studying the development of the banket beds, either from correspondence or literature. The writer hazards this opinion feelingly, because, when in Australia and before he had visited Africa, the utmost knowledge he was able to obtnin was a mass of conflicting theoretic discussion as to the agencies which formed the banket bed, without any practical hints as to their geological horizon, the rocks with which they are associated, the usual appearance and character of the ore, in fine, without that everyday detailed description which the miner requires when seeking information regarding mineral or metal deposit foreign in character to any that he has yet studied, or as yet had any opportunity of studying in his own country.The writer recognised that many more able men than he have from time to time discussed the features and formation of the banket beds of the land, notwithstanding which and feeling that many of his Australian colleagues have found themselves in a similar position regarding accurate detailed information respecting these African banket deposits as he himself was, he hopes that the present paper on the said deposits, as found on the fields under notice, will prove useful to some and of interest to all.

To date Iron Monarch is the most important Australian source of iron ore and since HH5 has produced about 84 million tons of direct shipping ore containing 62 per cent iron and 3 per cent manganese.Previous geological work, mainly by Rudd, Edwards and Miles is reviewed and the results of later exploration by quarrying and drilling are discussed and modified interpretations of both stratigraphy and structure are advanced. Renewed study of the mineralogy of the iron ores is advocated.The Iron Monarch orebody lies on the up-thrown side of a major transcurrent fault that truncates it on its northern boundary. The nearby Iron Knob orebody is believed to occupy a horizon that is some thousand feet stratigraphically above Iron Monarch.The origin of the ore cannot be explained by any simple theory; development probably took place over a long period of time from Lower Palaeozoic to Tertiary.INTRODUCTIONIron Monarch orebody has supplied the Australian iron and steel industry with the greater part of its ironstone requirements since the establishment of the Newcastle steelworks in 1915. Annual production of direct-shipping ore has exceeded three million tons but declined slightly after 1956 when Iron Prince was brought into production. Total production of ore from Iron Monarch to the end of 1962 is about 84,000,000 long tons containing some 55,000,000 tons of metal.The deposit (Lat. 32°44'30"S : Long. 137°08'30"E) is 34 miles north-west of Whyalla, on the western shore of Spencer Gulf. A 42 in. gauge railway connects Iron Monarch and its associated small town of Iron Knob with Whyalla (Fig. 1).For the purpose of this paper Iron Monarch includes Iron Knob and the intervening jaspilite hill known as Substation Ridge, and the description of the general geology necessarily 'Assistant Chief Geologist, The Broken Hill Proprietary Co. The mesothermal quartz-scheelite lodes of the Wakamarina valley are one of twelve known mined or prospected gold-bearing areas in the Marlborough Schist. Recorded production was 556 kg gold, a little silver, and c. 390 t scheelite. 134 m of the 1800 m long Golden Bar reef are accessible in the No 2 level of the Golden Bar mine. The reef is a typical multi-banded mesothermal vein, mostly c. 1.75 m wide, enclosing narrow horses of schist country rock. Scheelite is sparsely distributed, and is more common in small veinlets in the hanging wall schist. The country rocks are textural zone I-1m schists of prehnite-pumpellyite to pumpellyite-actinolite metamorphic facies. Their geochemistry suggests they are part of the Caples Terrane, and of calc-alkaline volcanogenic arc origin. The associated Wakamarina Quartzite is strongly recumbent folded, and of the same metamorphic grade, with abundant pumpellyite, stilpnomelane, and garnet, presumably spessartine. Although it has geochemical signatures of a deep sea sediment, it is depleted in Cr and Cu, and greatly enhanced in K and Ti, when compared with a standard chert. It also has trace element characteristics of a calc-alkaline arc-related sediment. However, associated greenschist has MORB-like incompatible element chemistry. The Golden Bar reef lies within a steeply dipping, normal to transtensional dip-slip fault adjacent to a shallow-dipping mylonite shear zone, which, at least on the footwall side, is 040 m wide. The shear foliation has been severely dragged down to nearly parallel the Golden Bar reef within 1 m of the quartz lode. Preliminary structural analysis suggests that the shear zone is extensional. X-ray diffraction analyses of the wall rocks show a progressive depletion of amphibole, stilpnomelane, and pumpellyite towards the reef, and enhanced illite/muscovite and Kfeldspar adjacent to the lode, along with possible graphitic carbon within 10m. Two zones of intense quartz veining occur, one adjacent to the hanging wall for 12 m and one from 40 m outwards. Quartz vein systems in the country rock are complex and span from pre-schistosity to post-mylonite. They include multiple generations of quartz, actinolite, stilpnomelane, pumpellyite, albite, adularia, chlorites, illite/muscovite, calcite, and scheelite. Metal analyses across the Golden Bar reef showed gold values of 0.13.1 ppm, and low tungsten values, consistent with the observed sporadic scheelite occurrences. As and Sb are at background levels, but enhanced Cr (150 - 430 ppm) relative to the schists (30 - 41 ppm) suggests that the source hydrothermal fluids passed through and leached mafic to ultramafic rocks.

Minerals processing needs a step change in energy efficiency. While the search for new technology breakthroughs is important, huge gains are still available by better using existing research outcomes. This potential remains untapped due to a combination of organisational 'silos', inappropriate performance measurement, and poor science in some areas. It is time to see the elephant in the mill.

A weak airborne radiometric anomaly was examined in the field and the presence of uranium confirmed. Rotary-percussion drilling showed the presence of uranium but a subsequent programme of diamond and rotary percussion drilling indicated that the concentration of uranium was uneconomic. Within the tufts and volcanics of the prospect the uranium existed as uranyl phosphates within the oxidized zone. Geological mapping and the diamond drill core showed that the Stag Creek Volcanics are part of the Lower Proterozoic Masson Formation, probably with member status, rather than the expression of an Archaean basement ridge. This change in the interpretation of the fundamental structure of the Pine Creek Geosyncline has led to a reexamination of the stratigraphy and to suggestions which differ from the current concept.

Addition of sodium nitrite-borax, sodium hydroxide, sodIUm carbonate, lime, or sodium silicate reduced wear of forged steel balls and cast iron slugs in wet grinding a complex zinc-lead-copper sulphide ore in laboratory ball mills. Maximum wear reductions were 27 per cent (forged steel balls) and 33 per cent (cast iron slugs) with sodium hydroxide and nitrite-borax additives respectively.Potential measurements of balls and slugs during grinding, and analysis of the data in terms of corrosion theory demonstrated that corrosive wear had been reduced or prevented by these additives. Actual per cent wear reductions were not equated to the rate of corrosive wear because of the undefined interdependence between abrasion and corrosion in wear processes. The investigation verifies that in laboratory ball mills corrosion is significant in the wear of grinding media and wear can be reduced by corrosion inhibition and pH adjustment.

A unique sluicing process for recovering tailing impounded in a valley was developed by Electrolytic Zinc Company of Australasia Ltd., West Coast Mines, Rosebery, Tasmania.Earthmoving equipment could not be used as most of the material to be recovered was semi-fluid. A conventional sluking method was also impracticable as there was no suitable working face from which the process could be commenced.Operations started from a flat surface, using special techniques for sinking through the tailing and establishing producing working faces as the sinking process continued.After about 2 years the bottom of the dam was reached and conventional sluicing methods could be used.

With depth, many gold ores become sulfidic with minerals such as pyrite, pyrrhotite and arsenopyrite becoming prevalent. In addition, many underground gold mines use tailings backfill to bind and store the waste. In these cases, acid mine drainage (AMD) can become an issue. One approach to the control of AMD is desulfurisation whereby the sulfide minerals are removed prior to disposal. Four sulfide tailings samples, representing different ore types and gold and base metal operations, were selected for assessment and testing using simple physical beneficiation techniques. The aim was to determine the extent to which mineral processing methods were suitable for separating sulfides from non-sulfides and for extracting potentially marketable by-products from the tailings. In order to streamline the testing procedure a simple diagnostic separation technique was developed to enable quick screening of bulk sulfide tailings for suitability for reprocessing. The testing procedure involved detailed characterisation and a sequential set of testing regimes based on simple unit processes including water washing, classification, gravity concentration, magnetic separation and bulk flotation. The preliminary test results indicate each unit process can play an important part in producing effective sulfide/non-sulfide separations and in generating useful by-products from the tailings. Potential valuable products identified include coarse, benign silica sands, bulk iron sulfide products rich in pyrite and/or pyrrhotite, high-grade iron products (magnetite) low in silica, low-volume bulk sulfide concentrates and low-grade molybdenite and talc products. The work presented shows how sulfide tailings can be viewed as a resource rather than a waste stream, and identifies a pathway for developing a more sustainable approach to the environmental management of sulfide tailings for the future.

IN previous discussions on the occurrence of gold in the Bendigo quartz reefs the opinion has been put forward that the gold shoots are primary concentrations in the quartz reefs during the period of vein-formation. The view has been based upon the constant features of the gold shoots in a large number of individual reefs, independent of their depth below the surface. These features include the mineral associations accompanying the gold, the appearance and association of the gold in the quartz, the similarity in all respects (excepting mineral content) between richly gold-bearing quartz and poor quartz, and the variations in mineral content in the reef apart from gold. The view has been supported by a relation of the gold shoots to faults, together with the dependence of the reefs on the existence of pre-mineral faulting. The secondary deposition of gold has only been observed in a few instances .associated with the younger monchiquite dykes, and is of no economic importance.

Sulfide-rich scale occurs in steam and water lines at the Ohaaki geothennal field,Taupo Volcanic Zone, New Zealand. Precious metals show very high concentrations around areas ofpressure reduction (Au 15500 ppm, Ag 68800 ppm). Pyrrhotite dominates at the orifice plate due to low PH2s1PH2 conditions. Sulfide mineralogy in the scales is consistent with alteration mineralogy of the reservoir rocks. Separated steam then produces a mainly pyrite/magnetite mineralogy, with lesser chalcopyrite, where textures reflect high flow rates and high levels of supersaturation. This study outlines the effect that pressure and subsequent temperature decreases have on the mineralogy, chemistry and textures of sulfide scales.

The Heavy Media Separation plant operated at Lidsdale siding, eight miles from Lithgow, by the N.S.W. Mining Co. is a product of the Western Machinery Company, of D.S.A.This mill, designed to use finely ground magnetite as the heavy medium, was prefabricated in America and shipped to Australia for erection.First operated early in December, 1951 it has worked on a two-shift basis since. Designed for an input rate of 330 tons per hour, this mill is capable of washing 4 in. x /u in. coal down to its inherent ash by removing all heavy material, including high-ash coal.The principle is quite simple. A stream of raw coal is fed into the separatory vessel which contains a liquid medium, the density of which is adjusted to produce the desired split between coal and refuse. In this bath the lightest coal floats, and all material heavier than the specific gravity of the medium sinks, and is removed separately. Such a system is,. ideally suited to Western coal, as there is no definite splitting point between coal and refuse. Inherent ash of the coal fed to the plant ranges from 8 to 25%, the corresponding density range being from 1.28 up to 1.8.Generally speaking, the higher the density the higher the ash content of the coal.The density in the separatory vessel (hereafter called the cone) can be quickly and easily adjusted throughout the above range to any desired value. Two new splitter designs for intercepting moving streams of matter are presented, the variable cross-stream splitter (vCSS) and the rotary stream splitter (RSS), which are intended for implementation in a fully automated modus. The vCSS facilitates obtaining up to three subsamples with different splitting ratios from automated laboratory flow paths, while the RSS divides the intercepted sample into 16 equal analytical aliquots. The splitters can process a wide range of dry, granular and free-flowing materials (<5 mm). The required weight for each subsample can be set without mechanical adjustments in the case of the vCSS. Typical applications are subsampling/splitting for X-ray fluorescence pelletisation (or fused beads) or splitting for average shift composite sampling or grain size analysis. The vCSS combines the advantages of riffle splitting (three user-defined subsample masses) with miniature bed blending and can accept up to 15 kg in total incoming sample mass. In practice, the automated vCSS can deal with unlimited ingoing mass fluxes, while the RSS is designed to operate at a user-defined fixed subsampling rate (1/16th in the tested version). Both splitters have the potential to be optimised and evaluated according to an application/user-defined total sampling error (TSE) + total analytical error (TAE) threshold. Both splitters were tested under adverse conditions and with compositions involving three components with properties representing typical mass fluxes and components concentrations in industrial and technological systems: phosphate concentrate 89.00 per cent (<500 µm), slag ten per cent (>2 mm) and glass spheres one per cent (750–1000 µm). The slag particles vary widely in particle shape, aspect ratio and surface roughness, while the glass spheres are extremely prone to bouncing and segregation (spillage). This test system is extremely difficult to split and thus constitutes a realistic worst-case scenario. While the vCSS does not comply strictly with Theory of Sampling demands for correctness, both splitters may well be able to deliver fit-for-purpose representative results if/when tested properly. Average relative mass deviations ranged from 1.89 per cent for phosphate concentrate (relative standard deviations of 20-fold repeated splitting) to 4.72 per cent for glass spheres and 13.04 per cent for slag. For the RSS, the average replication experiment splitting variation was 2.89 per cent for phosphate concentrate, 4.82 per cent for glass spheres and 11.1 per cent for slag. Both new automated online splitters would therefore appear to be able to be tuned to fit-for-purpose representivity (defined here as maximum relative reproducibility <5 per cent) for many non-extreme materials; however, it is always imperative to test every new type/class of material empirically. Forty one whole rock samples from the Gold Cross low-sulfidation epithermal Au-Ag deposit have d18O values that range from 4.4 to 9.3 per mil, with an average value of 7.0 per mil. Unaltered and weakly altered rocks have d18O values greater than eight per mil, and the orebody is surrounded by samples that are depleted in 18O. A strongly silicified sample adjacent to the Empire Vein System has a d18O value of 9.0 per mil, similar to previously reported analyses of vein quartz (7.0 to 11.7ë, average 9.4ë). This suggests that, in detail, Golden Cross may have a zone of 18O-enriched wall rocks in the core of the deposit, adjacent to the main underground veins. Although some workers have suggested that stable isotope geochemistry may provide useful information for epithermal mineral deposit exploration, at Golden Cross this is not the case. Alteration minerals, major elements and trace elements all define larger, less ambiguous halos than the zone of 18O-depleted wall rocks.

Compared with elsewhere in the world, New Zealand quarries have tended to be mostly small. The reasons for this are a combination of the relatively high transport costs, low population density and a pioneering, self-employed attitude. The small size of the operations is reflected in low productivity, a tendency to repair and rebuild equipment rather than replace it, designed flexibility in the processing plant, minimal reserves investigation or development planning and a versatile and innovative work force who are generally not professionally trained. The Resource Management Act and the Health, Safety and Employment Act as well as a customer driven demand for higher quality and consistent products will have even greater influence upon future direction of the Industry. The trend will be towards fewer quarries operated by companies and professional managers that can adapt to the new demands.

The Macraes Gold Project, operated by GRD Macraes Limited, engaged GRD Minproc Limited to assist with the evaluation of a pressure oxidation circuit, this being the key component of a recovery enhancement project. The initial study gave sufficient confidence in the process to enter into project execution. GRD Macraes Limited was the first company to license Newmont Mining Corporation's pressure oxidation technology, which aims to improve gold recovery from the carbonaceous sulfidic flotation concentrate. This paper outlines the fundamental chemistry of the process followed by a description of the plant that was ultimately installed. A summary of the commissioning is given together with an overview of the production results to date. The project ramp-up was rapid, with design temperature and throughput being achieved within days of hot commissioning. Gold recoveries have exceeded expectations, improving from around 70% prior to the installation of pressure oxidation to above 84%. The project has increased the nominal gold output at Macraes from 120,000 oz/y to 170,000 oz/y. On-going plant optimisation for process parameters is discussed, giving rise to flexibility in gold production, with key controlling parameters exceeding design.

The Golden Cross low sulfidation epithermal deposit produced approximately 750,000 ounces of Au from two ore zones: the underground Empire Vein System and the open pit stockwork. The Empire Vein System has at least eight stages of vein formation: (1) sulfide veins, (2) black veins, (3) massive veins, (4) banded veins, (5) thin white veins, (6) crumbly veins, (7) massive/platy calcite veins, and (8) flattened rhomb calcite veins. Gold mineralisation occurred relatively early in the lifetime of the system, dominantly during 2 through 4. The late calcite veins (7 and 8) and early sulfide veins (1) are barren. The vein system formed in a dominantly extensional environment, though some compressional faulting may have also existed during vein formation. There is no evidence for significant strike-slip faulting during vein formation, highlighting the fact that explorationists should pursue on-site structural patterns rather than fashionable models.
