Although the mechanical properties of high-carbon manganese-iron alloys, particularly the Hadfield manganese steels, have been established, the literature discloses discrepancies in the reported properties for the low-carbon alloys. Hadfieldla summarized the existing data up to 1927, including the investigations of Guillet, Arnold, Strauss, Burgess and Aston, and reported his own values for alloys containing for the most part from 0.06 to 0.I5 per cent carbon. He noted: From these comparisons it wil! be seen that while there is a broad and general agreement as to the character of the alloys at the different manganese percentages, there are disparities in individual cases, especially as regards the degree of toughness or brittleness displayed by an alloy with certain percentages and with particular types of treatment. These differences are not always readily explainable.lb His data showed that alloys containing 4 to 10 per cent manganese water-quenched from Iooo°C. were brittle and hard with maximum brittleness at about 7 per cent. Slight improvement in ductility was obtained with compositions from 10 to 17 per cent manganese. Alloys containing up to 17 per cent manganese slowly cooled rather than quenched from 87o°C., he found, were slightly improved in ductility with significant improvement in alloys analyzing 4.1 and 4.8 per cent manganese. Recently Walters, Kramer and Loring2 reported mechanical properties for alloys made up from electrolytic manganese and ingot iron and containing from 0.02 to 0.04 per cent carbon. They showed that a tempering treatment at 54o°C. (Iooo°F.) for one hour significantly improved the ductility of compositions ranging from 6.7 to &apos; 20.7 per cent manganese. The differences of these compared with Hadfield&apos;s results they considered to originate in this tempering treatment plus the fact that Hadfield&apos;s alloys contained higher carbon and phosphorus (0.06 to 0.I5 per cent C; 0.06 to 0.07 per cent P compared with 0.02 to 0.04 per cent C, <o.ooI per cent P). In this paper it is shown that of the low-carbon alloys (0.02 to 0.03 per cent) containing from 3.3 to 21.5 per cent manganese moderately or rapidly quenched from IOOO°C. some are brittle or ductile, depending on presence or absence of hydrogen. Hydrogen is readily absorbed at high temperatures, and much of it is retained when the alloys are cooled to room temperature. The presence of hydrogen in the range of composition from 10 to 18 per cent manganese is a major factor in determining relative ductility. At 22 per cent manganese, and also at compositions below 10 per cent manganese, factors other than or in addition to hydrogen play a role. These are discussed. Also data are presented to show that hydrogen absorbed by the high-carbon alloys of Hadfield composition is without effect on their mechanical properties.

This paper presents theory which is used to predict rock-bit bearing life reduction due to simple harmonic variations in bit forces. The theory is based on the premise that if a constant load acts for a certain fraction of the life which the bearing would have if that constant load were applied for its entire life, then the same fraction of thelife of the bearing is consumed. Total bearing life is related to simple harmonic variations in bearing life associated with instantaneous bearing loads. The results show that rock bit bearing life is not affected appreciably by forces commonly impressed upon a bit, but it is affecied appreciably by relatively large dynamic bit forces occasionally encountered during drilling. In addition, the results show that the life of sealed bearings is more sensitive to bit force variations than is the life of unsealed bearings. INTRODUCTION Roller bearings are important components in roller cone rock bits because they transmit a large portion of the drill collar weight to the formation being drilled. Unfortunately, they have a relatively short life under down-hole drilling conditions. Roller bearings are usually the first bit components to fail, and their failure leads immediately to failure of the entire bit. Short roller bearing life, and thus short bit life, is due mainly to high unit loads transmitted by the bit and to the adverse environment in which the bearings operate. The results of the study discussed in this report show how dynamic bit forces also affect roller bearing life. The purpose of this paper is to discuss theory developed to predict the effect of different magnitudes of periodic bit forces on roller bearing life. Theoretical results are used to compare the life of rock bit roller bearings subjected to steady forces to the life of rock bit roller bearings subjected to unsteady forces similar to the type of unsteady forces measured at the bit with a special downhole recording instrument. BACKGROUND AIanufacturers of bearings have conducted laboratory tests which show how bearing life is affected by steady bearing load. 1 The well-known empirical equation which defines bearing life follows from bearing test data. It is: where L = bearing life, hr P = bearing load, Ib C = constant q = exponent (constant). The effect of environment on bearing performance is manifested through the exponent q and the constant, C. King,2 in similar tests conducted on roller bearings used in rock bits, showed that, in addition to the load, the environment (abrasive materials, chemical components, etc.) greatly affects bearing life. His data, which show how the life of roller bearings in a 7-7/8-in. W7R bit rotating at 60 rpm is affected by bit weight and fluid environment, are displayed on a log-log plot by broken lines made up of straight line segments. A fine lamellar structure with interlamellar spacings ranging from 0.I to 3.7 was Woduced by high-speed directional solidification and used to study the interaction of dislocations with an array of bimetallic bound-am.es. The tensile flow properties were measured at elevated temperatures and the results interpreted in terms of an image force model. As the width of the plates decreases the strength increases according to a Hall-Petch relation, suggesting pile -ups. Considerable strengthening was also observed at elevated temperatures. In recent years composites containing a strong but brittle phase and a ductile but weak phase have been studied extensively in the search for a high-strength material with adequate ductility.&apos; However, the strength of these composites has been limited to a volumetric average of the strengths of the component phases. In this paper we will show that a composite made by directional solidification of a Cu-Ag eutectic has strength properties that substantially exceed the strength of either of the metals in the composite, and an explanation for this increased strength will be presented. The Cu-Ag eutectic is a near ideal material to study for several reasons. The eutectic structure is made up of alternate plates of silver-rich and copper-rich phases with the same crystal structure.2&apos;3 In addition, the mechanical and elastic properties of silver4 and copper5 are known over a wide range of temperatures and the eutectic microstructure is stable to nearly the melting point.6&apos;7 Therefore, the properties of the eu-tectic are readily comparable to various theories involving the mechanical properties of copper and silver. The experiments consisted of producing directionally solidified Ag-Cu eutectic material, determining the structure and performing tensile tests at different temperatures and strain rates. EXPERIMENTAL A) Solidification and structure. A cylindrical ingot 2.2 cm in diam and 15 cm long was prepared from 99.999 pct pure materials and cast in argon. The ingot was placed in an alumina crucible and was direc-tionally solidified at 7 x 10"4 cm per sec in a Bridg-man apparatus in argon. Metallographic examination at both ends and along the length of the ingot showed a uniform structure that consisted of fine alternate plates of silver- and copper-rich phases. The plates were aligned parallel to the growth direction, as shown in the longitudinal section, Fig. 1, and were in small randomly oriented domains of parallel plates as viewed in a transverse section, Fig. 2. Four smaller ingots 0.175 in. in diam were solidified at speeds of 2Xlo-&apos;, 4.4 xlo-&apos;, 4.4 x 10-3, and4.4x10-4 cm per sec to produce a range of lamellar spacings. An analysis of the conditiom fm the dendrite-eutec-tic transition is presented which takes into account a temperature gradient. The composition and temperature in the liquid ahead of a eutectic interface growing at a particular velocity are used to determine whether dendrites can grow faster than the eutectic interface in the liquid which exists ahead of it. If the dendrites grow faster, then a mixed structure with dendrites growing ahead of the eutectic interface is expected. If the dendrites do not grow faster, then only eutectic will be present. The analysis is presented for Sn-Pb system, for which sufficient experimental data to make the analysis are available. The transition from eutectic to dendrites-plus-eutectic derived by this analysis is in good agreement with the recent experimental observations of Mollard and Flemings on Sn-Pb alloys. In alloys which grow with a lamellar eutectic structure, the lamellar structure can be grown over some range of compositions close to the eutectic composition. When the composition is too far from the eutectic composition, dendrites of one or another of the primary phases grow ahead of the eutectic interface, producing a microstructure consisting of "primary phase" interspersed with a lamellar eutectic. Hunt and Jackson&apos; have recently predicted the range of compositions over which the eutectic phase should grow in Sn-Pb alloys, and the composition-growth rate dependence of the transition from eutectic to dendrites-plus-eutectic. This prediction was based on work on organic eutectics. The model on which the prediction was based assumed that there was no temperature gradient in the system, a condition approximately satisfied in the study of organic eutectics2-5 but not in the growth of metallic alloys. Mollard and Flemings6,7 have recently reported experimental results for Sn-Pb alloys in which they have located the transition from eutectic to eutectic-plus-dendritic growth. The experiments were performed using large temperature gradients (65 to 515 deg per cm), so that the assumption of zero gradient on which the predictions of Hunt and Jackson&apos; were based does not apply. It is not surprising therefore that the predictions&apos; were not born out by the experiments.7 In the present work, a modification of the model used by Hunt and Jackson is presented which takes into account the temperature gradient. The modified form of the theory predicts the transition from eutectic to eutectic-plus-dendritic growth in terms of the composition, growth rate, and temperature gradient. Good agreement with the experimental data of Mollard and Flemings7 is obtained. THE HUNT-JACKSON MODEL The model used by Hunt and Jackson&apos; to predict the transition from eutectic to eutectic-plus-dendritic growth was based on the assumption that dendrites grow ahead of a eutectic interface only if they grow faster than the eutectic interface. Analytic expressions for the growth rate of dendrites and the eutectic in Sn-Pb alloys were obtained by fitting experimental data with equations whose form was indicated by theory.

Thin foil electron microscopy techniques have been used to study the micros tructure of a Ti- 7.5 wt pct vanadium alloy in the quenched and aged cond_itions. Selected area diffraction has identified a (1011) twinning mode accompanying the martens ite t9.an.sfo?rn~ation. Precipitation of the 0 phase during the aging of quenched alloys has been obsevced to occuv in the form of plates and needles with preferential growth along the (1120) direction in the a&apos; matrix. In the present work, the micro structures of quenched and aged alloys of the 0 isomorphous Ti-V system have been investigated by means of thin-foil electron-microscopy techniques. Most of the previous studies of martensitic phases in titanium-base alloys have utilized optical microscopy and X-ray diffraction techniques. The application of transmission electron microscopy is more recent, and only a few such studies have been reported.1-5 This paper is concerned particularly with the crystallographic nature of substructures formed in the martensitic a&apos; plates. The early stages of aging or tempering have also been examined to determine the modes of precipitation from the martensitic solid solutions. Such information is essential in studying strengthening mechanisms and in determining the feasibility of high-strength rnartensitic alloys based on titanium. Liu and Margolin6 reported several types of substructures within the martensitic plates of quenched Ti-Mn alloys. It was later suggested by Liu7 that the structure of martensitic plates might be very complex and not single crystals as normally assumed. The sub-markings could not be identified with the two possible habit-plane orientations {334}ß and {344}ß, and it was not positively determined whether they are associated with mechanical twinning. The recent studies by Armitage5 on titanium martensites in a variety of commercial alloys have indicated that twinning does not generally accompany the transformation. This observation is in accordance with the Mackenzie and Bowles model for the transformation in pure titanium8 which suggests that twinning is not to be expected. However, a number of other recent investigators have reported twinlike substructures in the martensitic plates of several titanium systems including commercia1 titanium,2,3 Ti-Cu,5,9 Ti-Ta,1 and the commercial alloy Ti-8A1-1Mo-1V. Blackburn* has reported that the structure of quenched Ti-8A1-1Mo-1V depends on the prior solution temperature. He identified two types of martensitic structures, one of which is described as a heavily faulted hcp or twinned fcc structure and the other an hcp structure with a high internal dislocation density. The latter type exhibited some twinning with a (1011) twin plane. The Climax Molybdenum Company&apos; s newest operation is the Henderson project, which is located on the east side of the Continental Divide. Ore reserves are estimated at more than 300 million tons at a grade of 0.49% MoS2. For mining the ore a modified panel caving system is used. The ore is transported to the Henderson mill on the west side of the Continental Divide on a 42 in. (1.07 m) gauge railroad through 9.6 miles (15.4 km) of tunnel and 4. 8 miles (7.7 km) of surface track, a total distance of 14.4 miles (23. 2 km). Each train consists of 30 ore cars with capacity of 22 st (20 mt) of ore or 660 st (599 mt) per train. The unmanned trains operate completely automatically. At the 54 in. by 84 in. primary gyratory crusher, the bottom dump ore cars pass over a dump scroll to discharge at a maximum rate of 100 st (91 mt) per minute. Dumped ore falls onto a rock box before passing over a 17 ft long by 46 ft wide (5. 2 m by 14 m) grizzly set at a 40° angle with bar spacings of 7 ½ and 8 ½ in. (191 mm and 216 mm) openings. An estimated 30 to 50% of the ore (which at times is wet and sticky) passes through the grizzly. The operators report that a shallower angle on the grizzly, perhaps 35º to 37º, would have been sufficient and would have prevented impact on the back of the crusher pocket by large boulders. This pocket as well as the crushed ore pocket under the crusher is lined with AR plate. The accompanying drawings show a "future splitter" and the operators are planning the installation of this unit to prevent impact and subsequent damage to the crusher spider. Crushed ore at an 8 to 9 in. (203 mm to 229 mm) size joins the grizzly undersize in the pocket beneath the crusher. This pocket is sized at 660 live st (599 mt) so that it will accept an entire trainload of ore. Crushed ore is removed from the pocket by a four-speed, 84 in. (2. 1 m) apron feeder operating at 9.6 to 29. 3 fpm (2.9 to 8.9 mpm). A 60 in. (1.5 m) takeaway conveyor operating at 480 fpm (146 mpm) delivers the crushed ore to a 58,000 st live and 193,000 st total (52,600 and 175, 100 mt) open stockpile under an A -frame supported tripper gallery. Impact idlers on the takeaway conveyor under the apron feeder discharge are mounted on wood blocks for a cushioning effect and ripped belt detecting bars are located behind each impact idler. The conveyor tunnel is of corrugated and galvanized steel construction rather than concrete. The concrete crusher enclosure is circular in design from its lowest level at elevation minus 110 ft 4 in. INTRODUCTION This discusses some of the economic risks and uncertainties which face any company investing in new mineral ventures. These differ mainly in degree rather than kind from other large capital intensive projects, except that economic risks are compounded with technical risks. Mines face a wide variety of physical risks, and in addition the ore reserves may not prove as ample, nor as amenable to treatment as the feasibility studies indicate. On the economic front, mineral projects are subject to risks of fluctuating prices and sales volumes, no matter where they are located, or how they are financed. Typically, they are heavy users of capital compared with their owners&apos; internally generated funds. Long term debt of various types is still the favoured form of finance. A project&apos;s currencies and cost often differ from each other and from those of the parent company. Facing up to the various risks associated with fluctuating and uncertain revenues, interest rates and exchange rates are amongst the hardest tasks for natural resource companies. ATTITUDES TO THE MINING INDUSTRY Some have questioned whether the game itself is now worth playing. They have argued that the mining industry&apos;s mediocre rewards in the past decade have been insufficient, compared with the risks involved. They can see no prospect of dramatic improvement in the next decade. Demand is highly cyclical and tends to grow less rapidly than economic activity, as a whole. Barriers to entry are low in most mineral markets, but impediments to exit can be substantial. Exit is especially problematic in those minerals where there are large state shareholdings and/or where less developed countries are major producers. The consequence is claimed to be an endemic tendency to excess capacity, and prices barely adequate to cover marginal cash costs. Many of the petroleum companies that moved into mining with such high expectations in the late 1970s have retreated, often bearing the scars of heavy losses. Individual shareholders, taken collectively, place low valuations on their investments in mining companies. The price/earnings ratios of the major mineral producing companies are low compared with their historical averages and with those of other industries. Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn&apos;t longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act&apos;s provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania&apos;s Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act&apos;s provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act&apos;s application guidelines for different mining areas.

IN six years the construction of Hoover Dam and the power plants probably will have reached the operating stage and this vast new source of power will then be continuously available for industry. The height of the darn will be 580 ft. and the average annual flow of the Colorado River is calculated at approximately 24,000 cu.ft. per sec. If this full head and average flow can be maintained the year round, about one million horsepower will be generated. The U. S. Reclamation engineers, taking into consideration the probable range in flow and head, have set the figure for power contracts at 660,000 firm horsepower, which can be assured at all times of the year. During the months of heavy run-off of water from the Colorado River Basin the power plants should be able to generate the full 1,000,000 hp. capacity of the power plants, so there will be 340,000 excess or secondary horsepower. The cost of firm power at the switchboard will be close to 2.15 mills per kw.-hr., equal to $14.05 per hp.-yr., and the cost of the secondary or off-peak power will be close to 0.8 mills per kw.-hr., or $5.22 per hp.-yr. In no place in the country can such cheap power be obtained today. The electrochemical industry is in a state of flux because the power costs from its old sources have increased so much (to $30 per hp.-yr. at Niagara) that the industries have had to seek new sources, so they have gone to Canada and Norway and built new plants.

Hydrogen is readily absorbed at high temperatures, and much of it is retained when the alloys are cooled to room temperature. The presence of hydrogen in the range of composition from 10 to 18 per cent manganese is a major factor in determining relative ductility. At 22 per cent manganese, and also at compositions below 10 per cent manganese, factors other than or in addition to hydrogen play a role. These are discussed. Also data are presented to show that hydrogen absorbed by the high-carbon alloys of Hadfield composition is without effect on their mechanical properties.

ONE Of the most significant developments in the iron industry in recent years has been the discovery and opening of enormous reserves of low-grade ore in eastern and northeastern Cuba. The two principal fields are the Mayari and the Moa, situated on Nipe bay, in the Province of Oriente. A less well-known district of the same type is that of Baracoa, at the east of the island, and another is in Camaguey province in central Cuba. In the comprehensive estimates of the iron-ore reserves of the world, published during the summer of 1910 by the International Geological Congress in Sweden,&apos; these Cuban deposits are estimated at about 2,000,000,000 tons. Certain it is that the reserve is a large one. The Spanish-American Iron Co., the Juragua Iron Co. (Bethlehem Steel Co.), the U. S. Steel Corporation, and others have been active in this exploration.. The Spanish-American Iron Co. has established a port for the handling of these ores at Felton, has built a railway 16 miles to the ore-fields, and has opened up deposits for steam-shovel mining. Its expenditures have reached an aggregate of about $6,000,000 in preparation for the handling of these ores. Shipment of the ore to Sparrow&apos;s Point, Md., has begun and may be expected to rise to a considerable amount in the near future. The ore reaches this point at a cost per unit of iron considerably lower than Lake Superior ores, and the presence of a low percentage of nickel gives a desirable steel. It is not the purpose of this article to consider these ores from a commercial stand-point, but rather to discuss their-origin. IN 1949 Lehigh Navigation Coal began a study to improve its mining methods. At this time the company mines were using conventional breast and pillar and slant chute methods to mine the. steeply pitching coal (40º to 90º). Mining costs were high, the miners&apos; productivity low. There were many hazards typical of the methods employed. Coal seams in the Panther Creek Valley area of the southern anthracite field form a syncline dipping 40" to the south and 75º to 80º to the north, the lowest point 1500 ft from surface. Several contiguous veins 7 to 50 ft thick are mined. Characteristic folding is shown in Fig. 1.

THE valuable mineral content of the current feed to the Miami concentrator is as follows: copper, 0.7 pct total; molybdenum, 0.01. Flotation of this ore yields a sulphide concentrate containing: chalcocite, 44 pct; molybdenite, 0.5; pyrite, 50.0; insol, 5.5. A combination of potassium ethyl xanthate and pentasol amyl xanthate as collectors, and pine oil, as frother, are used in this flotation. Rejection of pyrite is encouraged by holding the amount of collectors used to the minimum consistent with copper recovery and by operating at high alkalinity (equivalent to 0.35-0.40 lb CaO per ton solution of pH 11.0).

On January 1, 1948, we boarded the cage at 7 a.m. and were dropped to the 900 level of the Brunswick shaft. The previous evening, we had attended the New Year&apos;s party at the Miners&apos; Guild Hall and as this soireée had not disbanded until the small hours of the morning, we had only had about two to three hours sleep. At the 900 level station, we fell in beside our mining partner, a Cousin Jack, who was known by all as Porky. Porky didn&apos;t say anything as we plodded down the drift, we didn&apos;t say anything either-in fact there was little conversation by anybody.

ENROLLMENT of both undergraduate and graduate mineral engineering students rose approximately 11.8 pct over last year to a total of 12,830. Leading again in the enrollment climb was ceramic engineering which increased by about 21 pct. Approximated increases in enrollment of the other mineral engineering categories, in order, were: metallurgical 17.7 pct; petroleum 13.3 pct; geological and geophysical 3.3 pct: and mining proper, the lowest with 2.9 pct. Total ECPD school enrollment climbed to 242,405 -just below the 1947 peak, but 14.4 pct higher than 1955. Engineering enrollments have shown a general increase since 1951, and freshmen enrollments have climbed steadily since 1950.

LIKE nearly everything else, mining geology has been reconverting. Many geologists had been in military and other government service. Many more, with mining companies, had been working primarily toward increasing production from known reserves. All of these are turning now toward their normal peacetime endeavor-the search for new ore; for most mining companies, finding themselves with accumulated deficits in development work, are more than ready to go ahead with their postwar plans made a year or more ago but still stalled at the close of 1945 for lack of man power. These plans include not merely development in the old home camp but also wide exploration for new prospects both domestic and foreign. Most of the large concerns have geologists and engineers in the field in the United States, despite the outlook for higher mining costs here, and at least half a dozen strong American companies are already investigating opportunities abroad, notwithstanding past unhappy experiences in certain Latin-American nations which have welcomed capital but later found means of preventing investors from reaping the reward of their enterprise. A few of these new foreign expeditions are following well-planned programs, but too many, in their haste to get any sort of footing, are proceeding without well-considered policy. with the result that their geologists can do little more than desultory scouting.

AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf&apos;s friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope&apos;s permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf&apos;s intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The
