One of the main functions of the United States Bureau of Mines is to obtain and disseminate information that will promote safety in and around mines, and the health and safety of employees engaged in mining. Serious health and safety conditions arising out of contamination of air in metal mines by dust, fumes from explosives and fires, and absorption of oxygen by timber and other causes, led the Bureau of Mines to cooperate with the United States Public Health Service in the study of dust occurrence and ventilation in metal mines in various parts of the country. A. J. Lanza, of the U. S. Public Health Service, and Edwin Higgins, mining engineer of the U. S. Bureau of Mines, in 1915, made a detailed study in the mines around Joplin, Mo.; their reports1 are now available. In 1916, 1917, and 1918, a similar study was made in the Butte, Mont., region by Doctor Lanza and D. Harrington, mining engineer of the Bureau of Mines; the reports of this investigation will be available soon. In 1919, the study was continued in some of the Arizona mines by D. Harrington, of the Bureau of Mines, and G. E. McElroy and R. A. Koronski, of the U. S. Public Health Service, the underground work being completed in June, 1920; these reports are now being prepared for publication. In the spring of 1920, the scope of the work was extended, with D. Harrington in charge as supervising mining engineer, and short studies were made in the mines of the Coeur d' Alenes in Idaho and around Oatman, Ariz. It is hoped soon to extend the work into mines of California, Nevada, Colorado, Michigan, and Minnesota, and ultimately to other states should the mining companies be willing to coöperate. SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

During no similar period in the development of petroleum refining technology has so much progress been made in methods and equipment for the economical utilization of heat. Drastically severe commercial and economical conditions controlling the refining industry during 1927 gave a great impetus to improved efficiency and more economical operation in all departments. I think it is fair to say, however, that more progress has been made in the department of heat utilization than in other branches. I use the word utilization advisedly in the dual sense of better primary generation and application of heat and of saving by recovery methods. It was because of this trend that the subject, "Economical Application of Heat," was made the keynote of the refinery engineering sessions just completed. No new, outstanding elemental discoveries can be claimed for the year along this line. Some of the progress made has been in the development of better furnaces and distilling equipment embodying the more modern principles of boiler practice in obtaining complete combustion of the fuel, low excess air requirements and high transfer rates through the heating surface. Transfer rates of 3000 to 6000 B. t. u. per sq. ft. per hr. were considered good some time ago in the older type of equipment. Today a transfer rate of 25,000 to 35,000 B. t. u. is an actual accomplishment in commercial installations and engineers are talking of the feasibility of 50,000, 75,000, even 100,000 R. t. u. per sq. ft. per hr. Contributing most to bringing this about have been the rational use of the velocity factor on both the oil and firing side of the heating surface, and the study and application of the principles of radiant heat in furnace design. Vapor Heat Economy The principle of heat exchange, especially against oil vapors, has been applied to a greater extent than ever before. The recovery of heat from oil vapors is not new. This discussion is concerned with those com-J- paratively infrequent bumps that eject material from the failed mass with enough energy to wreck heavy machinery and seriously injure or kill people. In such cases there is a loud report, and the pressure waves set up in the mine atmosphere wreck ventilation controls several hundred feet from the site of the failure. Vibrations are induced in the earth's crust which may be detected several miles from the point of origin, and explosive gases may be released in large quantities." Usually a dense suspension of dust is produced from the failed mass, together with dust placed in suspension by the resulting air blast. These rock bursts or bumps have also been called mountain shots, bounces, pillar bursts, and crumps. Such occurrences, when extensive, are serious catastrophes, and may force abandonment of the mine.' CAUSES OF ROCK BURSTS Rock bursts in coal mines have occurred in sev-eral places under diverse geological conditions, mining methods, and/or practices. A study of many such occurrences indicates that they depend on the following conditions: 1) cover thickness of 500 ft or more, 2) cover composed of strong members and having a strong member lying close to or on the coal bed, and 3) a floor that does not readily heave. The minimum thickness of cover under which coal mine rock bursts occur is based on observation. Under unusual circumstances involving very strong roof members and/or mining systems, and/or practices especially likely to induce bursts, a burst conceivably could occur under less roof. Under special circumstances rock bursts have occurred in marble quarries almost at the surface.' Furthermore, under very heavy cover it is likely that controlling roof members need not be as strong and as close to the coal bed to cause bumps. Just what constitutes a strong roof or roof member is open to question. Obviously the strength of a roof member is determined by its thickness, the distance between bedding planes across which little or no bond exists, the spacing and development of joints, and the inherent strength of the rock material. Strata sections showing roofs under which rock bursts in coal mines have developed are illustrated in Fig. 2. In several instances the strength of rocks composing the roof of mines developing bumps has been tested. The tests (Table I) show that these rocks develop considerable strength in compression, bending, and shear and that in some cases the strengths are very high. No quantitative data are available concerning joints in roof members over coal beds where rock bursts have occurred, but the author has examined many mines subject to bursts and has received the impression that joints in the shales immediately over the coal beds are always present and well developed. In the main sandstone or conglomerate members themselves, however, where observed, he has yet to see a fracture system indicating well developed joints. Undoubtedly joints are present, but the evidence indicates that they are few, poorly developed, and widely spaced. In a mine subject to bumps, moreover, actual measurements of roof spans up to 225 ft between supports under a cover of about 800 ft have been made before roof failure occurred. Such spans signify strong roof. In coal beds subject to rock bursts, the bottom rock is usually a sandy shale. A few tests (Table I) have been made on the floor rock of coal beds. Observations in mines indicate that they are usually weaker than roof rocks and that under load they show more plastic effects. Observation in ground subject to bursts invariably indicates a relatively strong floor highly resistant to heaving, although some heaving may occur. Other factors listed as favorable to rock bursts are: 1) mountainous surface; 2) steeply dipping beds; 3) proximity of faults, folds, and other similar geologic structures. Many bursts have occurred in mines under mountainous country, although many bursts in mines under a surface with little relief indicate that thickness of cover, not relief, is the essential factor. In steeply dipping beds, many bursts occur in mines that are essentially flat, and rock bursts have been recorded in beds dipping as much as 35o Most rock bursts in the U. S. occur in beds that dip less than 10 pct. It is also true that most U. S. coal is produced from beds dipping less than 10 pct. Geologically, faults are regarded as providing stress relief, but in the vicinity of faults, as well as sharp folds, it would seem that residual stresses could be present. The fact that rock bursts occur in areas remote from faults and sharp folds suggests that their presence is not necessary for this phenomenon to take place. There have been many bursts close to faults and folds, and it may be assumed that occasionally such structures accentuate their occurrence3 The conditions and circumstances under which they occur, coupled with the effects produced, leave In the Crowsnest Pass coalfield, British Columbia, a rock burst is estimated to have released 1.8 million cu ft of methane.

(communication to the Secretary): I have read with much pleasure the interesting and valuable paper by Mr. Kunz, and hope that the following brief notes, gathered a few years ago, while a resident in Mexico City, may help to elucidate the subjcct: Turquoise.—This was known to the Aztecs as Xihuitl. Santiago Ramirez states that they found it in the Cerro Xicohtzonc, close to Atzcapatzalco, a suburb of the City of Mexico (compare page 59). Opal.—This was known to the ancient Mexicans, for they named it mezcuitlatt (compare page 63). Jade.—Under this was iucluded a third mineral, prehnite, not mentioned by Mr. Kunz. According to James D. Dana, part of the "jade " of China is prehnite; and Humboldt informs us, in his work on New Spain, that the same species of jade is known in some parts of Mexico as mahagua (majagua ?). The same writer says, in his Views of the Cordilleras, that the Aztec name Tecpatl included flint, hornstone, and green jade; and finally, in his Travels in South America," he discusses the nature of the ancient amazon-stones, and declares them to have been made out of a jade resembling " compact feldspar," one of the constituents of the gabbro verde di Corsica. IIence those stones were probably composed of nephrite. According to Humboldt, the form given to them most frequently is that of the Babylomian cylinder, longitudinally perforated, and loaded with inscriptions and figures. They were also cut by the natives into very thin plates, perforated at the center, suspended by a thread, and worn as amulets. Henry LOUIS, London, England (communication to the Secretary) : Prof. Richards's paper has impressed me as highly valuable. Without entering upon any discussion of it as careful and thorough as it deserves, I venture to mention one or two points which a perusal of it has recalled to my mind in connection with my own study and practice of ore-dressing. I always mentally divide jigging into two phases: 1. A particle at rest on the jig-bed is lifted and carried upwards by the rising current of water, at an increasing velocity, which tends to a maximum. When the upward current is stopped, the particle continues to rise with rapidly diminishing velocity until it comes to rest. This completes the first phase. 2. In the second phase, the particle falls from its position of rest with an increasing velocity which tends again to a maximum, and continues to fall until the rising current of water has reduced its velocity to zero. This completes the second phase. The second phase will evidently be greatly modified by the effect of suction, as Prof. Richards shows; but I do not see that his experiments very clearly imitate the action of the second phase. And the brief intervals at the end of each phase, when the mineral particle, by reason of its acquired velocity, is still moving, though in opposition to the water-current, yet remain to be investigated. I feel especially, in Prof. Richards's paper, a difficulty which I have felt with regard to all similar previous investigations, namely, that the experiments deal with particles falling a long distance, when the velocity becomes uniform. I question whether this uniform maximum velocity is attained in actual jigging-practice. If so, it is certainly for a comparatively very small proportion only of each stroke. It seems to me that an investigation like that of Prof. Richards, but confined to the first 6 or 8 inches of fall only, and carried out with suitably delicate recording-apparatus, is what we

BELT-CONVEYOR 'history in this country dates back to the end of the eighteenth century. Up to 1896 they were crude in design and application. The second era, dating from 1896 to about 1920, saw special study given to belt construction and idler design. The latter part of this era saw the beginning of the present-day antifriction idler. The third era followed World War I, when industry began to expand rapidly. Mines and quarries, steel mills, and power-generating plants became larger and greater quantities of ore, stone, and coal were being handled. It became vital that belts handle larger capacities, that they be longer, and that they be dependable for 24 hours per day. In this third era a radical change in belt conveyor design and application occurred. The design has became more scientific. Studies have been made to find out what factors influenced the power required for a belt conveyor and it was found that the sag of the belt between idlers and the flattening of the load between idlers had considerable effect on power requirements. So definite initial tension was put into the belt at the loading end and idler spacing was reduced at the foot end to limit this sag. Belt manufacturers made tougher and stronger belts.

INTRODUCTION The demand for aluminum metal and thus for alumina and bauxite (the primary sources), is expected to increase at an annual rate of about 6% through the year 1980. It appears that about 90% of the future aluminum metal requirements could be produced at domestic plants but the production would remain dependent on the use of imported bauxite and alumina. The U.S. dependence on foreign bauxite and alumina is of considerable economic and strategic concern because availability and prices are very sensitive to changes in the political climate in the exporting countries. Dependence of the United States on foreign sources of bauxite closely parallels its dependence on foreign sources of oil, particularly since ten countries, including most of the world's major bauxite exporting countries, recently have formed the Inter- national Bauxite Association (IBA) for the specific purpose of increasing revenue for the participating countries. Although it is clear that long-term aluminum requirements cannot be fulfilled by domestic resources of bauxite,; the U.S. has an almost unlimited supply of aluminous resources such as Kaolinite (38% Al203), Alunite (37% Al203), Dawsonite (35% A1203), and Anorthosite (29% A1203)

Ore deposits of the western U.S. are divisible broadly into two genetic groups, a smaller one that fits the plate tectonic model of subduction and a larger one that appears unrelated to subduction. Some of the middle Paleozoic and lower-middle Mesozoic ore deposits in the western U.S. are associated with eugeosynclinal rocks and lie a few hundred kilometers west of reconstructed continent margins. These deposits probably formed as a result of subduction beneath oceanic or thin continental crust that was analogous to subduction predicated for the Kuroko massive sulfide deposits of Japan. Some middle Mesozoic porphyry copper deposits may have formed east of the continental margin when subduction-generated magmas were emplaced high in continental crust in a manner analogous to subduction-generated magmas that formed the Andean porphyry copper deposits. Most Cretaceous-Cenozoic ore deposits lie in a broad region extending many hundreds of kilometers east of the continent margin and characterized by conjugate tectonic zones, high terrestial heat flow, and low seismic velocity in the upper mantle. The deposits likely were formed in relation to magmas generated along the conjugate tectonic zones during differential northwestward drift and internal wrenching of the continental plate.

During the radium boom in the early part of the twentieth century, the basic chemistry of uranium was fairly well defined. Uranium production has progressed from the status of a radium by-product to a very important industry. With the ever increasing need for more efficient and cheaper methods of processing uranium ores, new techniques are being developed. Since uranium and vanadium often occur together in nature, the latter element will also be considered. As production rates, costs, and certain aspects of uranium chemistry are still classified by the Atomic Energy Commission, these will not be discussed. Domestic uranium deposits, in general, are composed of the minerals carnotite, which contains hexavalent uranium, and to a lesser extent, pitchblende and uraninite, which contain tetravalent uranium. Carnotite also usually contains vanadium. The uranium and vanadium contents of these ores vary considerably. The ores currently processed on the Colorado Plateau assay from 0.2 to 0.4 pct U and from trace amounts to 5.0 pct V. On the other hand, the phosphate rock deposits of the southeastern U. As one of its functions, the U.S. Bureau of Mines gathers and analyzes mine accident data, and then publishes annual reports on work injury experience in the various segments of the minerals industry- coal, nonmetals, rock. These reports contain a wealth of detailed data, with a multitude of analyses and cross-tabulations, all intended to shed as much light as possible on accidents and to suggest possible ways of reducing them. In this article, the terms, "injury" and "accident" will at times be used interchangeably to denote accidents which cause disabling injury. The Bureau bases many of its analyses on American National Standard Z16.1 for recording and measuring work injury data. This document establishes two models for measuring disabling injury experience: (1) the frequency rate, obtained by dividing the number of man hours into the number of injuries multiplied by 1 million, and (2) the severity rate, similarly constructed, with the variable of interest being the number of days lost due to these injuries. Similar computations are performed by the U.S. Bureau of Labor Statistics and the National Safety Council. Additionally, these models are used in many other countries, sometimes with minor changes.

This paper describes a comprehensive computer program, developed under the joint sponsorship of the U.S. Environmental Protection Agency and the U.S. Bureau of Mines, that simulates the performance of coal preparation plants. A typical plant configuration may include several different washers, crushers, and screens as well as stream blenders and stream splitters, interconnected in whatever manner the user may specify. The program will predict the mass and energy yields of each unit and the properties of each flowstream (weight, ash, pyritic sulfur, total sulfur, and energy distributions), provided the feed properties and appropriate values for various control parameters are given. The program is used to assess washability characteristics of different coals, to determine the effectiveness of different plant operating conditions, and to compare the performance of various plant configurations. A brief description is given of the methods used to carry out the calculations for each type of unit. Results of some calculations are also presented. These results illustrate the versatility of the program for analyzing both simple and complex plant configurations. The paper concludes with a description of other accomplishments and future plans.

The past five years have seen communications techniques and hardware developed by the Bureau of Mines and its contractors increasingly brought into use in U.S. mines. The Bureau philosophy has been to help develop and introduce new hardware that goes as far as possible toward meeting the mining industry's needs. The Bureau programs are also designed to provide continuous fallout of new communications capabilities which are introduced to the mine operators as they occur. As more progress is made in meeting mine communications needs, it is hoped that the mining industry will readily adopt the equipment and techniques that it finds most useful in meeting its individual needs. This paper reports on recent advances achieved in the development of improved mine communications systems. In May 1975 the U.S. Bureau of Mines (USBM) conducted a mine communications technology meeting to provide a brief overview of the USBM communications technology developments in the past 5 yr. This meeting lasted for 1 1/2 days. Therefore, I have elected to narrow this paper to a brief review of recent underground mine communication developments. FOR some time it has been thought that there should be > closer relationship between the members' of the Institute engaged in education in the mining schools, the mining, metallurgical, ceramic, and geological departments of universities, and the members of the Institute actually engaged in the production of mineral products and the operation and direction of works. The American Society of Chemical Engineers and the American Ceramic Society have for some years past devoted especial attention to the educational matters of their respective fields. The Engineering Foundation, representing the great engineering societies of the country, is deeply interested in technical education and maintains a Committee on Educational Research.

In 1934 the Southern Experiment Station of the U.S. Bureau of Mines in. cooperation with the University of Alabama began an investiga-tion of the availability of kyanite ores as a source of raw material for the manufacture of refractories. Under this program, gravity concentration and flotation tests have been made on two varieties of Georgia kyanite ore, mica schist and massive. Most of the attention has been directed to the mica schist ores, as they are more widely distributed and seem to offer greater economic possibilities than the massive ores. It is evident that the preparation of kyanite for use as a refractory material involves other considerations than the mere elimination of impurities. A concentration process that eliminates impurities satisfactorily may have to be followed by some additional treatment, since the final product must be of a coarse-ness and size ratio that will make it suitable for refractories manufacture. So far in the investigation at the Southern Experiment Station of the U.S. Bureau of Mines only the concentration problem has been considered, and this paper is intended as an interim report.

One aspect of ocean mining that is frequently overlooked in discussions is the problem of establishing some form of legal control over the seas. Much of the discussion centers on mining in territorial waters, which are controlled by the various countries according to the Geneva Convention on the Continental Shelf, and perhaps by political subdivisions of countries such as the individual states of the U.S. But as technology improves and the mining of deeper waters becomes feasible, the problem of rights outside the continental shelf and territorial waters becomes a significant factor for anyone expending the time and capital for development. Several schemes are possible for regulating ocean mining but as yet none have been instituted, except what might be termed the "wait and see" approach. Even some of the coastal states in the U.S. have no regulations governing mining in the territorial waters under their jurisdiction. Until some regulation is formulated, there may well be little development in ocean mining due to the high risk of capital involved, both with respect to companies wishing to invest their own funds and financial institutions funding a venture to develop offshore mineral deposits.

On that day, Chester Alan Fulton, the sixty-first President of the American Institute of Mining and Metallurgical Engineers, was born, and she endowed him with every good quality within her reach - looks, physique, intelligence, and character. Brought up in the valley of the Hudson River, with the mighty Palisades which make it the "Rhine of America," he has lived up to his early promise - as a man, as an engineer and as a friend.
