Recent investigations of a 55-km long trend of intrusive complexes on southern Prince of Wales Island have identified significant resources of Nb, Y, REE. U, Zr, and a host of potential by-product metals. The northwesterly trend comprises multi-phased sodic alkaline and peralkaline diorite, monzonite, syenite, and riebeckite granite. There are at least three significant deposit types recognized, two of which, 1) pegmatite dikes/vein-dikes that zone laterally from the intrusions and 2) concentrically zoned pegmatites, contain most of the lithophile metals. A third, epigenetic replacement-type mineralization, contains much of the U resource. Other deposit types with minor or unknown resource potential include diatremes, carbonatite, and placers. This report summarizes the deposit evaluations, characterizes the mineralization, and estimates the resources. To date a total of 40.7 million tons of mineralized material is estimated as indicated or inferred. Most of the Y203 plus REO is at a grade exceeding 0.5% and half of the Nb20S exceeds 0.125%. Tonnage estimates would likely be substantially lncreased with additional exploration. Mineralogy is generally fine-grained and complex, and consists of more than a dozen principal REE-Y-Nb-U-Th-Zr phases, the sum of which may compose up to half of the rock. Approximately half of the REE-Y content comprises the heavy yttrium subgroup which is uncommon compared to deposits elsewhere. Although the Alaskan deposits are likely subeconomic at today's metal prices and consumption levels. recent technological advances suggest future demand may increase.

A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. Additions to the program will be made from time to time. '

Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. INTRODUCTION In April 1988 discussions were about to start with BP on the possibility of buying their- mineral interests, and it took a long time to arrange a deal. I will talk about RTZ without BP Minerals, look at the new RTZ with BP Minerals, discuss the outlook for metal prices, and review the problems in South Africa and develop the case against sanctions on that country. RTZAT THE END OF 1988 Late in 1987, after completing a worldwide review of our strategic thrust, we decided: 1. That the business focus would be to remain a major diversified natural resource group with interests in related industries. 2. To divest non-core and low growth businesses. 3. To develop a logical acquisition plan. 4. To emphasise organic growth and, most importantly, to enhance shareholders' wealth by capital increase and a progressive dividend policy. Subsequently, we concluded that we should sell our oil and gas business and dispose of several assets for which we saw little growth potential. The disposal programme raised some U.S.$ 1,600 million, representing a significant capital gain on our various investments. All transactions were carried out by our small Head Office staff in London, without the help of merchant banks and lawyers, and we were able to safeguard the employment of our staff in all these operations. The most interesting disposal was of our oil and gas interests. Before the 1987 strategic review, we had ambitions to develop our oil and gas interests and to become the leader in the second division of European oil companies. Our interests, which were purely in exploration and production of oil and gas, consisted of the 100% owned RTZ Oil and Gas company, and 29% of LASMO, a publicly quoted U.K. oil and gas company with extensive worldwide interests. LASMO, in turn, owned 25% of Enterprise Oil, one of the more successful of the North Sea oil exploration and production companies. Prior to the end of 1987, our intention was to acquire control of both LASMO and Enterprise. However, when we evaluated the net asset value of these two companies based on our oil price assumptions, which were pessimistic for the next five years or so, we concluded that they were both trading in the market at significant premiums. This, taken with the additional premium required for acquisition and the high cost of exploration, led us to conclude that, since funds could undoubtedly be used to better effect, we should sell our interests. Turning to the other major achievements in 1988, we commissioned, and built up to design levels in a very short period of time, the Morro do Ouro gold mine in Brazil. This mine reached its design output of 100,000 ounces of gold per year within three months of start-up, which was on time and under budget. We are now considering a possible expansion of this property. In South America, Utah International, Mitsubishi and RTZ arranged non-recourse finance, with post completion guarantees, for the giant Escondida Project in Northern Chile. THE oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky all that is above and all that is below-consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, A.D. 1853, with J. D. Angier of Cherrytree township in the county of Venango Pennsylvania that he shall repair up and keep in order the old oil springs on land in said Cherrytree township, or dig and make new springs, and the expense to be deducted out of the proceeds of the oil, and the balance, if any, to be

The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World's increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world's economy began to slow in the late 70's and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." INTRODUCTION The Keystone Tunnel project consists of widening an existing 7.3 m-wide (24 ft) highway tunnel to a width of 13.7 m (45 ft) to provide a three-lane, two-directional highway tunnel. The 13.7 m-wide tunnel was excavated in a staged drill-and-blast sequence through foliated schist, and was supported using pattern rock reinforcement and shotcrete. Notable project features are: the low vertical cover over the tunnel is less than the span of the opening; the project is the second instance where the Federal Highway Administration (FHWA) has accepted rock reinforcement as a permanent support element; and the project is the first instance where the FHWA is accepting shotcrete as the final interior surface of the tunnel. This paper covers the design and construction phases of the project. PROJECT DESCRIPTION The South Dakota Department of Transportation (SDDOT) retained Woodward-Clyde Consultants (WCC) to evaluate the feasibility, prepare construction plans and specifications, and provide construction management services for the widening of the Keystone Tunnel. The tunnel is located in the Black Hills National Forest area of South Dakota near the southwest corner of the state. The Keystone Tunnel is on U.S. Highway 16A, about 0.8 km (1/2 mile) north of Keystone which is approximately 32 km (20 miles) south of Rapid City (Figure 1). Highway 16A serves as an important transportation link between Rapid City and the Mount Rushmore National Monument which is located about 2 miles west of Keystone. The gross production on the Island of Sahreirl during 1944 was approximately 6,700,000 U. S. bbl. No additional wells were drilled in the field during the year, but a number that were plugged off during the critical days of the war were brought back on production. This work is continuing. The construction of the extension of the refining plant was continued during the year and the new crude still was started in November. In Arabia, the production for the year 1940 was 5,074,838 U. S. bbl. Four wells were completed in Dammam field and all were commercial producers. Production for 1941 was 4,310,110 U. S. bbl. Seven more commercial producing wells were completed in Dammam field, and Well No. I at Abqaiq was complcted at 6180 ft. and was also a commercial producer. In 1942 production was 4,530,492 U. S. bbl. Abqaiq No. 2 was drilled to 5785 ft. but was left standing because of mechanical difficulty. The 1943 production was 4,868,- 184 with one well drilled, Abqaiq No. 3 completed at 6488 ft. and a commercial producer. Total production in Arabia for the year 1944 was around 7,800,000 U. S. bbl. and at the close of the year was running at approximately 40,000 bbl. per day. The small refinery, built in 1939, at Ras Tanura was in operation in the fall and a new refinery is being constructed. Only three wells were completed during the year—the El Jauf well in Northern Arabia (completed at 10,974 ft.) which did not bring in commercial production and Wells No. 4 (completed at 6270 ft.) and No. 5 at Abqaiq (completed at 6751 ft.), which were brought in as substantial commercial producers. Production for the year was entirely from the Dammam field. In this field, some of the wells that had been plugged off early in the war were brought back in production and this work is continuing. At the close of the year, one well was drilling in the Abqaiq field and an additional well was drilling at Qatif, the latter being a wildcat. Neither of the wells in question had reached producing horizons on the first of January.

Uranium is conventionally extracted using a process that employs strong acid (H2SO4) and an oxidant (MnO2) as leaching agents. This method often creates environmental problems, requires large amounts of energy, and involves a complex operational plant. It is not, however, economically attractive to extract uranium from low-grade ores by chemical leaching. Because the content of U3O8 in the Indian ore is usually below 0.1% by weight, it is necessary to develop an alternative process to enable the efficient and economic recovery of uranium. Uranium ore from the Narwapahar mines, UCIL is a type of vein deposit found in India, which accounts for ~54% in India. The ore (0.047% U3O8), though of Singhbhum area, possess exceptionally different mineralogy due to presence of some refractory minerals and richness of apatite (5%) resulting in a maximum 78% recovery through conventional processing at UCIL, with a very high consumption of sulfuric acid and pyrolusite, besides possible loss of uranium as uranium phosphate. To avoid usage of environmentally non-benign oxidants, remediation of influence of phosphates, and improve the overall process output of uranium; an alternate extraction technology using microbial isolate(s) is worthwhile exploring and the same is presented in the paper. The microbial isolate enriched with Acidithiobacillus ferrooxidans grown from source mine water was employed for bio-leaching of uranium while varying pH, pulp density (PD), particle size, etc. On varying pH at 35oC using 20%(w/v) PD and <75µm particle size, 83.5% and 78% uranium bio-recovery were observed at 1.7 and 2.0 pH in 40 days against maximum recovery of 46% and 41% metal in control experiments respectively. Whereas, it was observed that grinding of ore to finer size actually helped dissolution of uranium. Finer size particles (<45µm) gave a maximum biorecovery of 93% in 40days at 10%(w/v) PD, 1.7 pH and 35oC. The bio-recovery of uranium fell down from 93% to 82.73% and 60% on increasing the pulp density from 10% to 20% and 30% respectively for particles of <45µm size. The higher uranium dissolution during bioleaching at 1.7pH can be correlated with increase in redox potential from 433 mV to 664mV in 40 days.

Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion &apos;is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

The importance of optimizing equipment replacement decisions becomes more critical each year due to the rising costs of buying new equipment versus maintaining old equipment. Replacing equipment when it is physically worn out, or replacing it too soon or too late relative to its Economic Life (when it is economically worn out), is very costly. After extensive literature review and research, Kennecott has developed its Equipment Replacement Guide (ERG) system which identifies, evaluates, and justifies the replacement of uneconomical equipment. The system considers such critical factors as inflation, decreasing work capability, increasing maintenance/repair and operating costs, taxes, time value of money, return on investment, salvage value, and investment tax credit. These factors are used in a system of equations which balance the costs of new equipment against the total operating costs of old equipment. The solution of the equations determines the Economic Life of equipment. Replacement of equipment at the determined Economic Life will earn the specified, required return on investment that is used in the calculation of the Economic Life.

However, if he began to make special fibre grades for each customer, he would be in the position of constantly rearranging his milling technique, adding more equipment, or building a new mill. In the end, his mill would he producing hundreds of different fibre grades of varying degrees of texture, which is a difficult accomplishment if he desires to maintain any quantity of production."

An official of one of the prominent iron companies of the South recently made the following statement during a discussion of the present conditions of the Southern iron business: " The trouble with us in the South has been that we have been satisfied to buy iron and coal lands, build blast-furnaces, and make pig-iron. We stopped at pig-iron, and as a result we are all poor. The South needs diversified industries, and needs to work up its raw products into articles the Southern market can use. If we had realized this sooner, some of us might now be rich." The South is awakening to this view, and in the Birmingham district alone one basic steel-mill is already in operation, and in a year&apos;s time another and much larger one will be turning out rails and shapes, with rod- and wire-mills in prospect. THE farmer pays the phosphate miner! Phosphorus is used in fireworks; goes to battle in military smoke screens, incendiary shells, and tracer bullets; and, in vermin destroying pastes, does its part in the war against insects. A lemon phosphate can be had for a nickel at most soda fountains, and tens of thousands of tons of phosphate rock are mined annually for use in the food industries, chiefly for making monocaleium phosphate baking powder. Sodium phosphate cleaning, washing, and scouring compounds consume substantial quantities: the iron and steel industries buy a few thousand tons yearly to make ferrophosphorus and to balance foundry-iron furnace charges; and even nonferrous metallurgists use a little for phosphor bronze and other alloys. Phosphoric acid, its salts, and diverse other derivatives of this versatile element have countless applications, and industrial outlets are increasing rapidly, especially in the United States. Nevertheless, in this country nearly 90 per cent and in the whole world fully 95 per cent of the phosphate rock consumed is absorbed ultimately in agriculture.

In the early stages of opening up a mine, when there is some uncertainty as to its future career, necessitating caution in laying out works of a permanent character, the want is often felt of an assay furnace, easily built and easy of transportation, should the&quot; mine &quot; prove to be &quot; no mine.&quot; Again, cases occur in which parties buy the right to treat comparatively small heaps of tailings, and then shift their plant to other localities. Under these circumstances it is necessary to restrict the plant to the barest necessaries, to suit, so to speak, the nomadic character of the work.An assay furnace that is really portable, easily transported, erected, taken down, of little weight, always ready for action on short notice, is indeed in these cases a desideratum which has long been wished for. The gasoline furnaces introduced intothe Australian market some time since practically fulfil these conditions; but they have the fatal drawback of being dependent on a constant supply of the liquid fuel, gasoline, which is seldom, if ever, obtainable locally in&apos; any wayback mining township...

The reaction kinetics of the acidulation of Moroccan phosphate rock (32% P?05) using 45% nitric acid were investigated using the Shrinking Core Model (SCM) , a newly developed Diffusion Model (DM) and a newly developed Combined Reaction and Diffusion Model (CRDM). This was achieved buy conducting a number of experiments in a controlled batch reactor system at different temperatures. The conversion and the reaction rate were calculated at different time intervals. The SCM based on reaction time and the CRDM characterize the acidulation process of phosphate rock. Diffusion of nitric acid and the products of acidulation at the early stages of reaction through the phosphate rock were found to be the rate-controlling step, resulting in a dif- fusion coefficient, which controls the mass transfer process. The reaction kinetics were found to fit first-order kinetics especially during early stages of reaction time. The deviation of the kinetics from first-order at later stages was due to the fact that the overall reaction was mass transfer controlled with respect to nitric acid and products diffusion.
