Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

In 1986 at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 2 acre North Sisters Rocks Wilderness Study Area (OR-12-8) in order to evaluate its identified mineral resources. The Wilderness Study Area is located in Curry County, Oregon, about 15 miles north from Gold Beach. No mines, prospects, or mining claims were located inside the study area, and no mineral resources were identified. Stone from the study area could be quarried and used for construction purposes; however, two nearby quarries have sufficient stone to satisfy local construction needs. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and mineral resource potential of the North Sisters Rocks WSA (Wilderness Study Area) 1/ at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of investigations will be used to help determine the suitability of the North Sisters Rocks WSA for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

MODERN mining is based on drilling--everything else stems from that. U. S. and Canadian mining companies and suppliers of mining equipment are constantly seeking new techniques and tools for increased drilling efficiency. Ultimate goal is increased bit-against-rock time. Just how important their efforts are can be seen through a legitimate extension of available statistics. In Canada some 70 million ft of drilling per year is required. While the number of feet actually drilled in the U. S. is unknown, it is possible to compare U. S. and Canadian mineral production, excluding oil and coal. In the U. S. mineral value was $4200 million and across the border $836 million. Taking into account the number of drilled feet required to produce Canada's total, the U. S. total would be 365 million ft in 1953. A saving of 14 per ft would reduce over- all metal and nonmetal mining costs some $3.65 million per year. This does not take into account other indirect savings. Methods have changed and there have been structural and metallurgical advances in blasthole practice in the last ten years. The Editors of MINING ENGINEERING in the articles on the following pages present the most significant innovations coupled with results in the field. Environment plays an important role in selection of materials and equipment -but while unanimity does not exist throughout the industry in reference to drilling problems, a definite trend is evident. For the story of that trend read the articles on the following pages.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 334-acre Mountain Lakes Wilderness Study Area (OR-011-001) in order to evaluate its identified mineral resources. The study area is located in Klamath County about 15 miles northwest of Klamath Falls, Oregon, and is adjacent to the Mountain Lakes Wilderness. The area is underlain by Pliocene-age basaltic andesite. No mining districts are in the study area nor were any claims recorded or found. There are no oil and gas lease applications. There are no identified mineral resources in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Mountain Lakes WSA (Wilderness Study Area), at the request of the BLM (U.S. Bureau of Land Management). "When performing a valuation of a mineral property, a developing mine or perhaps an ongoing operation, the appraiser is typically provided with a range of information prepared by the property owner. This information can include ownership records, geological interpretation, assay data, an estimate of the reserves or resources believed to be on site (tons and grade), mine plans, production forecasts, capital and operating cost projections, and so forth.The appraiser familiarizes himself with the data, analyzes the various reports and then prepares the appraisal. There is usually a site visit, and there may be some effort at comparison of the particular mineral deposit with others in the region or with those of similar depositional characteristics, but for the most part, the appraiser is relying on the corporate documents, tempered by his/her experience in the field. Time is usually of the essence, the cost for the assignment has been trimmed, and therefore independent verification of the various components comprising the underlying data base (legal review, redrilling portions of the deposit, collection of new samples, re-assaying, etc.) is unlikely in most situations.In the case of high-value commodities — gold, silver, diamonds, perhaps the platinum-group elements — there have been numerous examples of the property owners attempting to increase the value of their holdings by nefarious methods. Most of these involve salting the deposit in some fashion; i.e., introducing small amounts of the commodity into samples being sent to a laboratory for analysis so that the resultant assay shows a higher grade (Donaldson, 2002; Greeley, 2001; Lechler et al., 2008 and Meech, 2001). Other schemes to enhance the apparent worth of a property include the use of nonstandard assay procedures, incorrect handling or withholding of the underlying information, and false reporting."

In 1985 at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 9,400 acres of the 10,005-acre Duncan Creek Wilderness Study Area (ID-111-78) in order to evaluate the mineral resources. The study area is located in Owyhee County, 10, about 36 miles southwest from Bruneau, ID. No mining districts are in the study area, nor were any mines or claims recorded or found. The southern half of the area was covered by oil and gas lease applications, all of which were cancelled prior to June, 1985. No economic concentrations of minerals were found in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Duncan Creek study area at the request of the BLM (U.S. Bureau of Land Management). THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired

Fur a secure mineral supply position to be maintained in the Fiuropean Community there must be a supply of qualified people in the minerals industries. The education of the people required to run and develop these industries should be a priority in the community. This means that there should be a strong capability in mining engineering education. The mining engineering professors decided in 1990 to get together in a new Society to discuss the problems. The Society of Mining Professors/Societat der Berg-baukunde was formed at a meeting in Austria in October 1990. It is basically a F.uropean Society with a few member professors from outside Europe to keep the Society conversant with trends elsewhere. The objectives of the Society are to see that the mining universities in Fiurope maintain standards and produce enough mining engineers. The present membership of the Society and the work of developing a database of current courses is described. Working from the knowledge base developed, it will be possible to design a 'European' mining degree course. The problems which will have to be addressed have been identified and are described in detail.The paper finally goes on to discuss the other problems that universities are facing, the economic problems and above all the lack of students applying for mining courses across Europe. The help and active participation of the mining industry, if that industry still wishes to employ mining engineers, is identified as the only possible solution to those problems.

"Abstract Although one can think that it is very low the probability of a seism occurrence during the execution of an excavation in an urban lot protected by a diaphragm wall curtain, reality shows that whenever a seism occurs in an urban area several diaphragm walls will be affected by it. So it is advisable to consider the seismic action when designing a diaphragm wall curtain. The paper refers the main information about the seismic design of diaphragm walls according to the Eurocodes 7 and 8 and to the Portuguese Norms related to them (respectively NP EN 1997-1 2010 and NP EN 1998-5 2010), as the Eurocodes consider the possibility of each European country to adopt their own seismic parameters as the seismic risk is different in each country. Prof. H. O. Hofman, Massachusetts Institute of Technology, Boston, Mass. (communication to the Secretary): When Mr. Stetefeldt quotes me as saying that " silver-assays are uniformly made by scorification," he has evidently not understood that I was referring solely to the practice of silver-lead smelting-works. Everybody knows that silver-mills do not employ the scorification-assay for regular work ; and it is equally certain that in very few, if any, silver-lead smelting-works will the crucible-assay be found in use for determining silver. The second part of the quotation, "as it is adapted to all kinds of ores and gives excellent results unless organic matter is present," although, of course, also intended in a restricted sense, might very well be extended to a general one. Mr. Furman, in his Manual of Practical Assaying,* says, on page 123: "We believe that the Colorado practice is preferable, as most ores will yield higher silver-results by scorification." The fact that the scorification-assay is the accepted one in Colorado is strong presumptive evidence for its accuracy, as exactness would nowhere else be more jealously demanded. Mr. Stetefeldt cites Albert Arents- as a supporter of his preference for the crucible-assay, although I had already done so in favor of scorification. Looking up again the reference, I find that I was justified in quoting him, as, while Mr. Arents advocates the crucibleassay for low-grade gold ores, not on account of the greater accuracy of its results, but because it is quicker and less expensive, he condemns it§ for the assay of silver-ores, and prefers the scorifier for rich goldores, and for coppery ores, and in general for ores containing both silver and gold. When an open pit mine is deepened, more and more waste rock must normally be removed. Techniques for optimization of open pit design are well-established within the mining industry. The recommended method is to choose the open pit alternative with the highest net present capital value of open pit and future underground mining. When the open pit is mined out, the operation must be closed, or, if it is profitable, mining must start underground. When planning an underground operation we experience the same type of optimization problem that occurs when determining the optimal depth for open pit mining. When mining underground the ore body is often divided into a number of areas, blocks or slices, each containing a transportation system with trains, trucks, conveyors, etc. When all the ore within such a part of the deposit is extracted, the operation must be closed, or, if it is profitable, a new transportation must be developed. The question that now arises is: how large a pan of a deposit shall be included in the first development and how much shall be left for future consideration?

The Santa Fe Railway serves the dominant U. S. potash producing region which is centered at Carlsbad, NM. This rail system extends over 12,000 miles stretching from Chicago to the Texas Gulf Coast to the state of California. (see Figure 1) Since Carlsbad mining operations began in the 1930?s, Santa Fe has been transporting potash to many of the important grain producing areas of the country and to the major ports in Texas and California. Santa Fe has maintained a close relationship with the potash companies and has adopted a marketing philosophy of attempting to maximize opportunities for the Carlsbad producers where it is mutually beneficial. Potash has been an important commodity for the Santa Fe. It accounted for 8% of our revenue in 1965 and 3% in 1984. In the 1950?s, Carlsbad became the second largest revenue producing point on the Santa Fe. But this prominent position has diminished as ore reserves became depleted, imports flooded the U. S. market, and truck transportation developed.

The alchemists of old are remembered well for their tireless efforts in attempting to convert various common metals, such as lead, into gold. Not so well known generally, but no less intense, have been the efforts of certain individuals who attempted to manufacture diamonds over the last 100 years. Diamond, the most glamorous and permanent of gems and the hardest industrial abrasive, is carbon in a high-density unique crystalline form with a cubic structure and a density of 3.5. This contrasts with graphite at a theoretical density of 2.2 and possessing a hexagonal structure. Diamond is the hardest natural, material known and until very recently had no close competitor, natural or otherwise, with respect to hardness. The hardness of diamond exceeds that of any other industrial abrasive by a factor of approximately five. The early theories of diamond synthesis were rather vague. Since diamonds occurred in nature, man then looked to nature for clues as to how this might be accomplished. The original known diamond deposits of India are alluvial in character and provided little insight as to how diamond had been formed by nature, for in, these locales the diamonds have been washed by streams or carried by the glaciers long distances from the areas in which they occurred originally in the earth's crust. As a matter of fact, we are told that even today the locations of the mother ground for the Indian alluvial deposits are not known.

Custom milling-plants have been operated successfully for a great many years on this continent. One of the outstanding examples in the United States is the Golden Cycle mill at Colorado Springs, which mills the gold-telluride ores from the Cripple Creek district. In eastern Canada, the Northern Custom Concentrators, Limited, at Cobalt, successfully treated the cobalt-silver ores of that area for a number of years. Flotation plants have entered the custom field in the past few years. The building of flotation concentrators to treat ores on a custom basis indicates the advance which has been made in flotation. In fact, three years ago it was considered almost impossible to treat successfully a mixture of miscellaneous ores by flotation. The methods used at that time were considered so delicate that any change, even in a single ore, would usually result in decreasing the effectiveness of the separation. Today we find four large custom flotation plants in the United States and one in Canada for treating complex lead-zinc ores from many different localities. The advent of these mills was brought about by the serious problem confronting the lead-smelting plants due to increasing amounts of zinc in the ores presented for treatment. It was necessary to penalize the mines shipping high-zinc ores. The penalty is justified, because high zinc in the lead blast-furnace charge not only decreases the tonnage of the furnace but increases the amount of flux necessary, as well as increasing the metal loss in the slag. It has been estimated that in the Salt Lake valley alone, 75,000,000 pounds of zinc was lost in the slag-dumps from the operations of three large lead blast-furnace plants. It has also been estimated that $150,000 worth of additional flux was required to slag this zinc. It was to avoid at least a part of this wste and to help maintain an ore supply that custom flotation concentrators were built by the smelters.

Missouri River Division (FORD), U.S. Army Corps of Engineers (COE), has completed (October 1982) a study for the U.S. Air Force Ballistic Missile Office, in which desireable and needed changes in contracting methods for underground construction were identified. Due to the importance of geotechnical considerations in such construction, a good number of the resulting recommendations relate to geotechnical considerations. Corps contracts have traditionally served as models for contract documentation by public agencies and in private enterprise. Several standard features of present-day contracting methods were Corps innovations. Corps officials are generally in agreement with the recommendations of the Better Contracting reports published by the U.S. National Research Council (NAS/NRC), through its U.S. National Committee on Tunneling Technology (USNCTT). However, the findings of the 1982 MRD study indicate that additional changes are warranted for underground construction contracting methods; changes that deal specifically with site geological conditions, both known and to be reasonably anticipated, as well as with their associated impacts on construction. The 1982 MRD report identifies the need for nine specific improvements in geotechnical aspects of contracting; improvements based on recognition of geological conditions.

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

Mixed uranium and refractory metal carbide systems have been proposed for space nuclear power and propulsion applications. Solid-core space nuclear reactors could be utilized for low- earth-orbit (LEO) to geosynchronous-earth-orbit (GEO) transfers, manned missions to the moon or mars, and orbiter missions to the outer planets. However, these high performance space nuclear reactors present some challenging materials engineering requirements for operating in a high temperature, high radiation, and hot hydrogen environment. Since the RoverNERVA programs were concluded in 1973, significant advances in ultrahigh temperature materials technology have been made which can be applied to the development of an advanced solid-core nuclear fuel. Nuclear thermal propulsion (NTP) was first studied in the U.S. beginning in the mid-1950's during the RoverNERVA programs. During that time, about 20 rocket reactors were built and tested. More recently, Russian nuclear rocket reactor tests with pseudo-ternary carbide nuclear fuels (U, Zr, Nb)C and (U, Zr, Ta)C have been operated at temperatures as high as 3300 K for one hour. This study examined the processing parameters for fabricating the pseudo-ternary carbide, (U, Zr, Nb)C.

An architect representing the Atlanta office of the Brick Institute of America periodically presents a slide lecture to interested groups entitled "The First 10,000 Years of Brick". The title signifies the fact that brick, man's oldest manufactured building material, has been around for quite some time and will continue to be utilized by architects and builders in the foreseeable future. This is not to say that the brick industry can rest on its laurels and ignore the competition presented by newer more innovative products. The industry will have to be equally inovative and market oriented in order to maintain its market share of the predicted construction boom between now and the year 2000. The implication is made, however, that brick can be produced under rudimentary conditions and that the desire to use the product has been long standing. In addition, history has sham that there has been plentiful clay available to produce the product. This paper is an attempt to assess the climate in which the brick industry will operate during the next 26 years. An analysis of regulatory conditions affecting the manufacture of the product will be followed by an assessment of the materials environment in which the industry will be operating. These factors are then reconciled with a projected demand for the product to determine the ability of the industry to satisfy future demand for brick. From a mineral point of view this paper will address itself generally to the availability of and demand for clay. However, other than a brief overview of the uses of other specific types of clay, it will concentrate on the clays utilized in the production of structural clay products, specifically brick.

In 1984, personnel from the U.S. Bureau of Mines examined the 9,550-acre Yatahoney Creek Wilderness Study Area (WSA) for mineral resources. This study area, in southwestern Idaho, is underlain by tuffs and basalt of Tertiary age. Owyhee County mining records and U.S. Bureau of Land Management records, and other references were examined prior to the field study. There are no known mines, claims, or prospects in or near the WSA. No evidence of mineral deposits or occurrences was observed. Oil and gas leases or lease applications are in the southern portion and northeast corner of the WSA. Although placer gold exists in the Owyhee River drainage, there are insufficient deposits of gold-bearing gravel in the Yatahoney Creek WSA to enable mining. INTRODUCTION The U.S. Bureau of Mines (USBM) and the U.S. Geological Survey (USGS) conduct mineral surveys of designated wilderness study areas (WSAs) 1/ to ensure mineral values that may be present are considered in wilderness recommendations. The USBM examines known mines, prospects, and mineralized sites, and the USGS performs geologic mapping, and geochemical and geophysical surveys on an areal basis.
