The competitive forces now driving the electric utility industry and the constraints of regulation at all levels are changing the way we will all do business now and into the next century. Utilities are using every technological tool at their disposal to find optimum solutions to challenges in every aspect of operations. In fuel planning and procurement, these tools include models that predict which dispatch line-up will comply with environmental regulations at minimum cost. This paper presents how those tools are being used for Duquesne Light Company.

This U.S. Bureau of Mines report presents an evaluation of the coal mining industry's impact on the economy of Pike County, KY. A software package called IMPLAN was used to perform the analysis. The results of this study show that coal mining was the primary income producing industry in Pike County in 1990, accounting for about 46% of the county's Total Industry Output, and 21% of the total employment.. Coal production in that year amounted to 29.6 M mt (32.6 M st). Two alternate economic scenarios were developed to study the potential effects of changing coal market conditions on the county. Scenario A assumes market changes result in a coal production increase of 4.5 M mt/yr (5.0 M st/yr), and scenario B assumes a decrease of 4.5 M mt/yr (5.0 M st/yr). Scenario A would result in a 15.3% rise in the value of Pike County's Total Industry Output, adding a total of 1,663 jobs (+6.1%) in all sectors in the county. Scenario B would have the opposite effect, decreasing the Total Industry Output and employment by identical amounts. Such knowledge would allow local and regional officials to anticipate the economic and social impacts of shifts in coal production, and plan accordingly to mitigate impending changes.

Magnesite is of importance primarily as a refractory material for lining steel furnaces , although substantial amounts are used in the production of flooring compositions and other building materials and for certain chemicals , notably epsom salts . Since consumption for all of these purposes is largely in the eastern United States and domestic deposits are situated in California and Washington , this country's magnesite mining industry , which was created largely by war- time conditions , has subsequently been sustained by tariff protection .

This publication describes the control of fires in inactive coal deposits in the Western United States, including Alaska by the Bureau of Mines. Material presented should contribute to a better understanding of the purpose, process, and benefits of the program. Forty fires were extinguished or controlled in the Western United States and Alaska from 1948 to 1958 under a national program directed by the Bureau's Health and Safety activity. Thirty-five fires were controlled by smothering; three were controlled by the isolation method; and two were extinguished by removing the burning coal, smothering it with incombustible material, and backfilling the fire zone. The fire-control projects were distributed as follows: Alaska 2, Arizona 1, Colorado 9, Montana 9, New Mexico 4, Utah 2, and Wyoming 13. The total cost of the 40 fires extinguished or controlled was $1,203,957. Of this cost, 12.8 percent was engineering and administrative and 87.2 percent was contractual services.

This paper is one of a series describing; mining and milling methods and costs being published by the Bureau of Mines. It deals with the mineral resources of western South Dakota and describes the mining and milling of tantalite and associated amblygonite by the Black Hills Tin Co. and the Fansteel Mining Corporation. The addition of nitrogen (0.10 to 0.20 pct) to Fe-Cr-Ni alloys of simulated commercial purity results in a real displacement of the u phase boundaries to higher chromium contents. The effect is small for the (Y + s)? boundary, but is pronounced for the (y + a +s)/(y + a) boundary. Although there is an indication of an exceptionally large shift of the n boundaries to higher chromium contents, especially in steels with nitrogen over 0.2 pct, the major portion of this apparent shift results from the fact that carbide and nitride precipitation cause "chromium impoverishment" of the matrices. The effect of combined additions of nitrogen and silicon to the Fe-Cr-Ni phase diagram is demonstrated also. Nitrogen can nullify the effect of about 1 pct Si in shifting the (y + o)/? phase boundary to lower values of chromium at all nickel levels from 8 to 20 pct. NItrogen can nullify this U-forming effect of about 2 pct Si at the 8 pct Ni level, but not at the 20 pct Ni level. The alloys studied were in both the cast and the wrought conditions. There are indications that the u phase forms more slowly in the cast alloys than in the wrought alloys if both are in the completely austenitic state. The presence of 6 ferrite in the cast alloys accelerates the formation of U. Cold working increases the rate of o formation in both cast and wrought alloys. THE major improvement in Fe-Cr-Ni austenitic alloys in recent years has been in the addition or removal of minor alloying elements to facilitate better control of corrosion resistance, sensitization, and heat resistance. One shortcoming of the austenitic Fe-Cr-Ni alloys, which never has been completely circumvented, is their propensity toward u formation. In the AISI-type 310 (25 pct Cr-20 pct Ni) and type 309 (25 pct Cr-12 pct Ni) steels, sufficient amounts of u phase can form, if service or treatment is in a suitable temperature range, to cause severe embrittlement. Also, there is a growing conviction that this phase may be contributory to some unexpected decreases in the corrosion resistance of certain of the 18 pct Cr-8 pct Ni-type steels. The present paper discusses the effect of nitrogen additions on the location of the (r+u)/d and the (y+a+u)/(y+a) phase boundaries in the ternary Fe-Cr-Ni system, for cast and wrought alloys of simulated commercial purity, and in similar alloys containing up to about 2.5 pct Si. The objective is to define compositional limits for alloys which will not be susceptible to u formation when used near 1200°F (650°C). An excellent review of the early studies of the u phase in the Fe-Cr-Ni system has been compiled by Foley.1 Rees, Burns, and Cook2 have determined a high purity phase diagram for the ternary system, whereas Nicholson, Samans, and Shortsleeve3 are- stricted themselves to a portion of the simulated commercial-purity phase diagram. Both groups of investigators show almost an identical position for the commercially significant (y+u)/y phase boundary. Further comparison of the work of the two groups indicates that, below the 8 pct Ni level, the commercial alloys have a decidedly greater propensity toward u formation than the high purity alloys. The two groups of workers agreed that both the AISI-type 310 (25 pct Cr-20 pct Ni) and the type 309 (25 pct Cr-12 pct Ni) steels are well within the (y+~) region and that the 18 pct Cr-8 pct Ni-type alloys straddle the U-forming phase boundaries. Nicholson et al.3 showed, in addition, that these boundaries shift toward lower chromium contents if greater than nominal amounts of silicon or molybdenum are added. The effect of nitrogen on the location of the s phase boundaries in the Fe-Cr-Ni system has not been known with any certainty. In 1942, an approach to this problem was made by Krainer and Leoville-Nowak,' but at that time they apparently were unaware of the slow rate of s formation in strain-free samples and aged their samples for insufficient times, e.g., 100 hr at 650°C (1200°F) and 800°C (1470°F). For this reason, it would be expected that their (y+ u) /y boundary would be shifted toward lower chromium contents (restricted ?-field) when equilibrium conditions were approximated more closely. Predictive ground-water modeling is currently being applied to a wide range of engineering applications. In recent years models have been used to evaluate the effect of large ground-water withdrawals on regional water supplies; subsidence associated with overpumping; siting and design studies for chemical dumps; siting and safety aspects of nuclear waste storage; and heavy metal migration from disposal sites. Similar modeling techniques could be used to analyze water-related problems in the minerals industry such as mine dewatering (both open pit and underground), environmental and pollution control, and process water supply and disposal The objective of this discussion is to describe how ground-water models are being used to assist in the solution of water-related problems outside the industry and to extrapolate that use to mining problems.

Following the recession of 2001, restrained consumer spending, declines in domestic manufacturing and industrial output, and increased unemployment led to a lack-luster year in the domestic economy. In 2002, the U.S. real gross domestic product (GPD) grew only 2.4%. Significant production declines in the U.S. metals industry were registered by copper, lead and zinc producers. Steel producers, despite a slight improvement in shipments, continued to face strong foreign competition, higher energy costs and lower prices for their products. Homebuilding and other domestic construction sectors— major consumers of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above 2001 levels. A strong U.S. dollar relative to other national currencies continued to weaken the competitive stance of U.S. metal and non-metal mineral materials companies alike against foreign producers in markets at home and abroad.

Longwall mining systems are used to mine approximately 50 pet of the world's total underground coal production. Single entries are the predominant method of longwall development in Europe and Asia, where mining conditions are more severe than those encountered in the United States. During the 1970's and early 1980's, the U.S. Bureau of Mines and the U.S. mining industry invested nearly $20 million in single-entry and related research. This report reviews the accomplishments of single-entry research in the United States and describes two U.S. single-entry field projects: the Sunnyside single-entry project in central Utah and the tunnel-boring project in northern West Virginia. Also discussed are a single-entry study conducted by North American Mining Consultants (NAMCO) and a single-entry design study conducted by Ketron, Inc. This Bureau report compares the resulting technology with European counterparts to further assess the utility and efficiency of U.S. systems.

Froth flotation has been used to improve the recovery of fine coal, for minimizing the sulfur and ash content of clean coal and for the removal of fine coal from recycled or discharged backwater from coal preparation plants. Though froth flotation and allied processes for ores date from the turn of the century, with the first U.S. commercial application in 1911, coal flotation has been introduced into U.S. practice much more slowly. The first European coal flotation plant was started in 1920, and by 1933 Europe had 60 operating plants while the United States had only one plant, newly commissioned. Over the years there has been a steady increase in coal flotation so that today one-third of the 345 U.S. plants employ the process. This report traces U.S. coal flotation practice and technological improvements from early laboratory experiments in 1915 up to today's extensive use of the process.

The total value of coal, FOB mine, consumed in the United States was $21 billion in 1985. Roughly $6 billion was spent to transport coal from the mine to the consumer by rail. This indicates the impact railroad transportation has on the competitiveness of U.S. coal as an energy resource. Actually, this is just the tip of the iceberg. When you consider the largest U.S. reserve of coal, the Powder River Basin, which is possibly the lowest cost coal in the U.S., or maybe even the world, the transportation cost is the overriding factor in developing competitive pricing. Rail transportation costs from Powder River can be multiples of 2, 3, or even 4 times the cost of coal FOB mine. About sixty percent of all U.S. coal is shipped by rail. In the case of Powder River Basin coal and many other reserves there are no current alternatives to rail. Are there feasible alternatives to rail transport?

However, the coal industry's historical management practices must change to remain viable? The practices of the current day efficient coal mine manager are reviewed and examined using W. Edwards Deming's definition of management. The statistical tools, including Pareto Charts, Control Charts and Scatter Diagrams, which identify the problems management must approach differently to increase productivity at a coal mine, are discussed.

New Mexico ranks 2nd in uranium reserves in the U. S., which amounts to 15 million tons ore at 0.277% U3O8 (84 million lbs U3O8) at $30/lb (EIA, 2006). The most important deposit in the state is sandstone within the Morrison Formation (Jurassic) in the Grants district. More than 340 million pounds of U3O8 have been produced from these deposits from 1948-2002, accounting for 97% of the total production in New Mexico and more than 30% of the total production in the United States. Sandstone uranium deposits are defined as epigenetic concentrations of uranium in fluvial, lacustrine, and deltaic sandstones. Three types of sandstone uranium deposits are recognized: tabular (primary, trend, blanket, black-band), roll-front (redistributed, post-fault, secondary), and fault-related (redistributed, stack, post-fault). Several companies are planning to mine these deposits by in-situ leaching.

Regardless of how a mineral deposit in first discovered or by whom, any mining enterprise based upon it must pass through a preliminary stage of exploration. The common understanding of ?exploration? among mining engineers is well-expressed by Jackson and Knaebel:3/ Exploration work ranges from that performed by the individual prospector employing only the simplest tool, and equipment to elaborate campaigns involving the expenditure of largo stuns of money end the use of churn- car diamond-drilling equipment, large test-pitting crews, or sometimes a regular mining organization. In any event, the object is to determine as accurately as possible, with the funds available, the size, shape, and other characteristics of the ore bodies and their average value or grade.

In uranium metallurgy, the main purpose is to obtain a product containing 80-85% U308 (yellowcake) from ores whose average grade is a mere 0.21% U30& Essentially, the task of extraction and concentration involves dissolving the ore's U308 values, followed by purification and concentration of the uranium-rich solution (using such operations as filtration, clarification, and ion-exchange), and then selectively precipitating and isolating U308. Leaching is First Step In yellowcake production mills, the first chemical change occurs by leaching the ore with either sulfuric acid-as done by Anaconda and Kerr-McGee-or with an alkaline solution of, say, sodium carbonate, as done by United Nuclear-Homestake Partners. The choice of either acid or alkaline leaching is not an arbitrary one: it depends on the chemical and physical characteristics of a particular ore. That is, on the presence of clays, organic compounds (usually of carbonaceous origin), and soluble impurities, as well as on the ore's wetness and grindability.

Leaching column techniques and microbiological methods have been described in detail in Madgwick and Ralph (1980) and Madgwick, Ralph and Sadler (1981).Sixty-nine kilograms of copper porphyry ore (0.4 per cent Cu, 2.7 per cent Fe) (particle size 2.4-11.2 mm; 60 The effect of sodium chloride (O.6M) irrigation on bacterial leaching of Bougainville copper porphyry ore was studied.Viability of suspended Thiobacillus ferrooxidants was reduced to less than 10 cells/ml in NaCI (O.6M) compared with 10' eells/ml in dilute II,SO, (0.01 M, pll 2). Salt irrigation had no significant effect on heterotrophic and sulphur oxidizing bacteria. Increascd short term recovery of copper (145 g/tonne/ 15 days) was followed by a marked decrease in tenors to less than 20 mg/litre/day compared with an acid leach, steady release, of 110 mg/litre/day. Resumption of acid leaching restored average solution copper to 46 mg/litre/day and the viability of suspended T Ierrooxidates to 10 cells/ml.Quantitative removal of sodium ehloride from ore particles was difficult and t races of NaCI remained for more than 200 days.
