Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. A rock mechanics instrumentation and monitoring program was implemented during pillar extraction at Gulf Mineral Resources' Mt. Taylor Mine, the deepest uranium mine in the U.S. Three types of monitoring were employed: (1) drift convergence around stopes (using a portable tube extensometer), (2) stress changes in pillars (using vibrating wire stressmeters in horizontal boreholes), and (3) load changes in haulageways under stopes (using vibrating wire load cells in jack stands). Results include convergence-time graphs, convergence contour maps, stress-time graphs, a stress increase contour map, load-time graphs, and abutment load limit maps. Major factors influencing results include (1) size of pillars around the extraction area, and (2) presence and orientation of a major fault adjacent to one extraction area. These factors, combined with pillar extraction, produced evidence of load transfer over 120 m from a stope measuring only 55 m x 45 m. Vertical stress increases of 7 to 17 MPa (1000 to 2500 psi) within 60 m of the stope were obtained using the stress- meter manufacturer's method. The fault apparently prevented load transfer in the down-dip direction but increased load transfer in the up-dip direction. Convergence rates of up to 1.3 cm/day (0.5 in/day) were measured at two stations. Instruments were generally reliable despite adverse underground conditions. The instrumentation and monitoring program at Mt. Taylor provided a warning system against ground control problems and a characterization of ground behavior for future development and extraction of pillars. Recommendations are made for future mining and instrumentation practices.

INTRODUCTION Activated charcoal has been used for several centuries in many capacities including the recovery, isolation and purification of various materials (1). The first use of charcoal in a gold metallurgical system was in the extraction of gold after chlorination (2, 3,4). The gold was dissolved in a chlorine system and subsequently filtered through charcoal. The application of charcoal with cyanide extraction was patented by Johnston (5) in 1894 and adopted commercially in Australia in 1897. The process consisted of dissolving the gold and silver in a potassium cyanide solution and passing it through a series of charcoal filters. The charcoal was subsequently smelted to recover the gold and silver. The interest in the use of charcoal diminished in the first part of the twentieth century as the practice of the use of zinc as a precipitating agent increased. However, in 1916, the Yuanmi Mine in Australia replaced their zinc precipitation plant with a charcoal adsorption plant. In 1926, Scott and Gross (7) of the U. S. Bureau of Mines con- ducted extensive research on the adsorption of gold and silver from cyanide leach solutions. Among their findings was the result that the most important factor in improving the adsorptive power of charcoal was heat treatment with oxidation by air or steam. The work of Zadra (8) in 1952 stimulated renewed interest in the use of activated charcoal in gold and silver recovery with the development of a method of recovery of the gold and silver from the charcoal other than its destruction by burning. U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

NlCHOLAS, Melbourne, Australia (communication to the Secretary) : * Professor Young deals with quite a variety of machines and methods, but, strangely enough, makes no mention of the work done by me, although he concludes with the remark that the " thin-cake continuous filters are a decided improvement over the thick-cake filters." As those interested in slime-treatment may consider that I did nothing more than to patent a process, I submit Fig. 1, showing the working-drawings of a machine, made, tested, and proved to work satisfactorily by me early in 1905. This time is prior to any work done in slime-filtration with rotating filters by E. L. Oliver or others. I maintain that a number of appliances now in use for slime-filtration infringe my patents. And after most exhaustive inquiry, I know of no machine or process, prior to my description in 1899,1 that embodied getting rid of the residues by holding them on the cloth with the vacuum, and then discharging them with back-pressure, so as to form a cycle of the operation, the result being continuous treatment. INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. The 34 years from 1910 to 1943, for which statistics are presented herein, comprise periods of uneventful peace, unparalleled prosperity, industrial depression almost to the point of stagnation, and two wars of world proportions.

Two very successful schools on 'The design and operation of plants for the recovery of gold by activated carbon', were held from 14th to 18th October, 1985, and from 24th to 27th February, 1986, at Mintek. They were arranged by the Institute in close co-operation with Mr. Peter Bailey of Gencor, who was course leader. In late 1989, LAC Minerals purchased 65% of Bond International Gold and as a result became controlling shareholder of the El Indio Mine through Bond and San Jose. El Indio is a world class, complex sulphide gold deposit located in the hydrothermal alteration belt of the Andes mountains in the 4th Region of Chile. The mine is located in the high Andes about 185 km east of La Serena at an elevation of 4000 meters. The 1450 workers at El Indio live in the mine camp at 3200 m and on days off are bussed to La Serena. The El Indio mine was started in 1979 by St. Joe Minerals Corp., bought by Bond in 1987 and subsequently by LAC in 1989. The mine has produced 2.7 million oz. of gold, 9. 5 million oz. of silver and 170,000 t of copper since start of operation. The mill is currently operating at a rate of 2850 t/d and producing a copper/gold concentrate which is roasted to produce a copper/gold calcine and high quality, saleable crude As203• A small proportion of the precious metals are also produced as bullion from the leach circuit. Total production during 1989 was 224,197 ounces of gold, 1,309,342 ounces of silver and 26,968 tonnes of copper. The average cash cost of production for the period was U.S. $96 per ounce of gold, net of by-product credits. The average realized price was $5.30 per ounce of silver and $1.14 per pound of copper.

OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research to evaluate explosion blast effects on typical U.S. mine ventilation stoppings in the NIOSH Pittsburgh Research Laboratory?s (PRL) Lake Lynn Experimental Mine (LLEM). An innovative Australian-designed brattice stop-ping was also evaluated. After mine explosion accidents, MSHA conducts investigations to determine the cause(s) as a means to prevent future occurrences. As part of these postexplosion investigations, the condition of underground stoppings, including the debris from damaged stoppings, is documented as evidence of the approximate strength and the direction of the explosion forces. The LLEM data showed that a typical dry-stacked and coated solid-concrete-block stopping survived a total explosion pressure of ~6.7 psi (~46 kPa) and was destroyed at a total explosion pressure of ~7.6 psi (~52 kPa). In comparison, a typical dry-stacked and coated hollow-core concrete block stopping survived a total explosion pressure of ~3.4?4.3 psi (~23?30 kPa) and was destroyed at a total explosion pressure of ~3.6?5.2 psi (~25?36 kPa), depending on the length of the pressure pulse and the value of the pressure-time integral. A typical steel panel stopping design survived a total explosion pressure of 0.8 psi (5.5 kPa) and failed at a total explosion pressure of 1.3 psi (9 kPa). The LLEM data also showed that an obstacle blocking the path of a pressure wave resulted in a higher reflected pressure at the obstacle. An 8-in (20-cm) thick wet-laid solid-concrete-block stopping coated on one side survived a total explosion pressure of ~26 psi (~180 kPa); this stopping was not tested to failure. A 6-in (15-cm) thick wet-laid solid-concrete-block stopping coated on one side survived a total explosion pressure of ~14 psi (~97 kPa) and was destroyed at a total explosion pressure of ~25 psi (~172 kPa). An innovative Australian woven cloth stopping survived an explosion pressure of 4.0 psi (27 kPa) and was destroyed at an explosion pressure of ~6.1 psi (~42 kPa). These results will help investigators determine the approximate explosion forces that destroy or damage stoppings during actual coal mine explosions.

"The $330 million (U.S.) Dana-Farber Cancer Institute’s Yawkey Center for Cancer Care (Yawkey Center) sits in the heart of Boston’s Longwood Medical Area. The Yawkey Center is a cutting-edge cancer care facility that houses Dana-Farber’s adult clinical care and clinical research programs. Standing 14 stories above grade, it includes 7 stories of underground parking extending 75 ft (23 m) below ground. The structure is on a 198 by 186 ft (60 by 57 m) site sandwiched between Dana-Farber’s 13-story Richard A. and Susan F. Smith Research Laboratories Building, the Medical Area Total Energy Plant (MATEP), Jimmy Fund Way, and Brookline Avenue, a busy four lane artery through the heart of the Longwood Medical Area. Together with Simon Design Engineering, the project structural engineer, GEI Consultants designed an innovative foundation and excavation support system to isolate the building from ground vibrations generated by the adjacent MATEP power plant. In effect, the Yawkey Center is a 21-story free-standing structure that starts 7 stories below grade.The MATEP facility provides power for 9 million sq ft (840,000 sq m) of occupied space in the medical area. There are six 32-cylinder diesel engine generators in the facility that produce low-frequency ground vibrations in the 10 Hz range, similar to the natural frequency of typical building elements. The resonant response of the Yawkey Center building structure to these ground vibrations would affect the performance of sensitive medical research equipment and cause an unacceptable environment for clinical care.The soil profile at the site consists of stiff clay, fine sand, glacial till, and bedrock consisting of hard metamorphosed conglomerate. In-situ measurements of ground vibrations performed in boreholes showed that there was little attenuation of the vibrations with depth in the soil layers overlying the bedrock, but the vibration amplitude in the bedrock was markedly lower than in the overlying soil. Based on this data, an innovative foundation system was designed to support the building on bedrock located up to 110 ft (34 m) below ground surface, while isolating it from the surrounding soil. This was done by physically separating the below-grade parking garage floors from the perimeter foundation walls to create a free-standing structure supported on the bedrock"

Retreat mining, using yielding steel friction props, over a 7-year period has been successful at a uranium mine operated by Hecla Mining Co. in southeast Utah. The support system allows good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered. Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths. The Radon mine was one of the first American metal mines to use yielding steel props for supporting the relaxed core of the pressure arch which is induced by retreating longwall mining. Full caving was induced. After more than 7 years of stoping experience, the method has proved very satisfactory for the conditions encountered. The mine and method have been described in references listed in the bibliography. U.S. Bureau of Mines Information Circular 8004 by Wilbert Dare and Philip Lindstrom gives the most information. Stoping experience at this mine indicates that there are many advantages to be gained by using yielding supports; such as in safety, timber cost, roof control, ventilation, ore dilution, and low cost per pound of metal produced. Subsidence measurements show that the surface will rise rather than slump in some areas over the mine. This appears to be an unusual observation and is presented as a new development in subsidence studies. The Radon mine is located 35 miles southeast of Moab, Utah in the north end of the Big Indian mining district in San Juan County. Hecla Mining Co. operated the mine from early 1955 to early 1964 through an operating agreement with Federal Resources, Inc. Development consisted of a 3-compartment, 690-ft shaft, 4 main levels driven on the ore horizon and a haulage level below the ore. Evaluation of physical and economic factors showed that this flat-dipping ore occurrence could be mined by a low-cost coal mining method. The value of the deposit was high and unusual premiums were possible by clean mining. Metals From Oil Shale. -A Geological Survey News Release in mid-January indicated that a surface sample analysis of oil shale in central Montana found a ton of shale to contain up to 13 pounds of zinc, 2 pounds of nickel, 1.8 pounds of molybdenum, 16 pounds of vanadium oxide, and nearly a quarter pound of selenium. It might be possible to recover some of these metals economically on a byproduct basis. The shale in central Montana was also estimated to contain 180 billion barrels of synthetic crude oil, which compares to estimated oil reserves in the Middle East of 360 billion barrels. Merchant Fleet Dwindles. -The National Maritime Council reports that although the U.S. is the world's largest trading power and that well over 90% of its foreign trade is conducted by shipping, the U.S. fleet is tenth in absolute numbers and less than 5% of its foreign trade is carried on U.S. ships. In 30 years, the U.S. fleet has dwindled from over 4,000 oceangoing vessels to about 600. U.S. ships carry less than 2% of imported iron ore, bauxite, and tungsten, and only 3% of oil imports.

WHAT is wrong with oil shale? The answer is of interest to the public, to the oil refiner, and to the engineer. Many people have invested in shale land or shale securities, and others would invest if early development of the industry were certain. In the face of increasing demands for oil products, oil refiners are threatened with inability to maintain present output unless the supply of domestic petroleum is supplemented. Development of the oil shale industry would open a new field for engineering services. The object of this paper is to suggest reasons why there is but one shale plant in operation in the United States, and to discuss the probable time when the business will be firmly established in Colorado. As the Colorado deposits are the richest and largest in the world, ample supply of material is assured, consequently, this discussion will be confined principally to technical problems and economic problems affecting shale development.

The U.S. Environmental Protection Agency (EPA) and the U.S. Congress are presently considering several approaches aimed at reducing the amount of lead in the environment and society's exposure to lead. One approach is to tax domestic primary lead production or consumption. Objective To assist the Congress and the EPA in their decisionmaking, a study was initiated by the U.S. Bureau of Mines, which assesses the minerals related implications of a tax on U.S. primary lead production and primary lead imports. This investigation analyzes the impacts of a primary lead lax on: (1) domestic primary lead production, (2) domestic lead coproduct and byproduct production (including bismuth, cadmium, germanium, indium, silver, and zinc production), (3) domestic secondary lead production, (4) lead imports, (5) domestic lead recycling activity, and (6) the U.S. lead price. Study Findings Domestic Primary Lead and Primary Lead Coproduct and Byproduct Production. A quantitative analysis based on the application of the Bureau's Supply Availability System (SAM) has been conducted to determine the impacts on domestic primary lead and primary lead coproduct and byproduct production from domestic lead source material for a range of taxes.
