"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

Fire is always a serious-menace, whether in a residential or in an industrial region; in wartime it is particularly damaging in an industrial plant. The mining industry is especially vulnerable, as its plants are generally more or less isolated front centers of population and do not have access to modern fire-fighting equipment; moreover, owing to the transitory rapture of most mines, their surface structures; are often relatively flimsy and flammable.. Trained firemen seldom are available at or near mining plants to teach the fundamentals of fire-fighting to local fire brigades, with the result that efficiency in combating actual fires is lacking. Often the attitude "it can't happen here" is held by the management of a mining property, unless the plant has suffered a serious fire; even then lapse of time is very likely to induce forgetfulness as to the possible hazards. The necessity for producing metals for the prosecution of this war has increased management's responsibility. Whereas heretofore the loss of a plant or mill by fire meant merely monetary less to the stockholder of the company, now the national interest is affected, in that the nation suffers from loss of production of minerals indispensable for war purposes.

T SEEMS almost sheer presumption to attempt' to discuss Russia in its present chaotic political and economic condition, and were it not that at least two certain absolute factors are continuously at work, it would be impossible to' even approach the subject with any degree of intelligence. These are the inborn love of peace of the people and the national character of the cooperative movement. The love of peace inborn in the soul of every Russian, the desire to be left alone and to- live his life among his home village surroundings, is probably one of the two greatest factors that will make the continuance of the present conditions of civil war impossible. One army or the other may sweep up and down the country. but the Russian peasant will: remain in his own village if not literally darken out. This love of peace is evidenced by the fact that there is no country where personal safety is greater than in Russia in normal times. I have traveled in many isolated parts, carrying considerable sums of money and persolial equipment that; in itself, would be a fortune to any peasant, and have never even encountered a condition in which the most wildly imaginative person looking for adventure, 01: trouble, could muster up even a suspicion of fear. This statement applies also to Southern Siberia and Northern Turkestan, which are inhabitated by the nomadic tribes of Khirghese origin.

Concentradora "Dana Aida" (100 t/d capacity) was built in 1971-1972 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals from two veins. The veins, Don Felipe and aria are about 150 m apart, but are distinctly different mineralogically. The deposit is near San Juan de Guadalupe, Durango. Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuila. Sampling, ore testing, flowsheet design, plant design, drawings purchasing, financing, etc. was planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.

It is no need to say that exploitation of industrial minerals has a close relation to development of the industries related. In the first stage, a small scale manufactures were initiated in areas producing some main raw material minerals. China and cement manufactures, for example, were established depending on the local occurrence of raw materials such as kaolin and limestone without exception. That is, the industrial development is greatly influenced by the local production of the raw materials in the stage. With the development of industrial technology, various kinds of raw material minerals are explored to meet the demands of industries in the second stage. New materials become indispensable, and low-grade raw material minerals, which were left as useless, are developed as useful materials. In the stage, the development of raw material minerals is accelerated by that of industrial technology related. However, industries mainly rely on domestic production of the min raw material minerals.

To better understand those factors which increase mining costs in Alaska, a Bureau of Mines study was conducted to compare the estimated costs of operating a 100,000-tpd open pit copper mine located on a hypothetical ore body in the Lake Clark area, Alaska, with the costs of mining a similarly sized hypothetical copper ore body near Tucson, Ariz. The information derived should be beneficial to the State and Federal governments in appraising the potential for development of large, low-grade porphyry copper deposits in south-central Alaska. Conventional mining and concentrating methods were assumed, and capital and operating costs were derived using flowsheets and standard costing methods. The total price required for copper mined in Alaska and Arizona was $1.12 and $0.63 per pound, respectively, plus or minus 20 percent. These values were obtained assuming no leaching of low-grade copper, recovery of gold, silver, and molybdenum as byproducts, 100-percent equity financing, and a 12 percent discounted cash flow rate of return. The average domestic and international prices for copper in July 1973 were $0.60 and $0.916 per pound, respectively. The existence of a developed transportation and power system in Alaska would have reduced capital and operating costs subs tantially. The required price for copper would have declined from $1.12 to $1.05 per pound, plus or minus 20 percent.

The Lake Lynn Laboratory is a multipurpose mining research laboratory operated by the Bureau of Mines and located in Fairchance, Pa, It consists of both surface and underground facilities. The initial focus of the facility, scheduled for full operation in fall 1982, will be on the problems of fires and explosions in mines. The initial experimental explosion was fired on March 3, 1982. The intent of this document is to provide the reader with detailed information on the physical capabilities of the Lake Lynn Laboratory. Subsequent publications will focus on the capabilities of Lake Lynn as compared with those of other similar facilities worldwide, and a comparison of initial explosion test results realized at Lake Lynn and comparable results from the Bruceton Experimental Mines.

"Detailed studies have been conducted on the dispersion of uranium in stream waters and sediments around various types of mineralization and hitherto unexplained anomalous areas in the Okanagan Valley and Highland region of south-central British Columbia. These studies were part of the jointly funded and planned Federal-Provincial Uranium Reconnaissance Program of the Geological Survey of Canada and the British Columbia Ministry of Energy, Mines and Petroleum Resources. Statistical analysis of regional data indicates that U in stream waters and sediments varies considerably for different rock types, thus affecting data interpretation. In addition, the data demonstrate a poor correlation between U in stream waters and their associated sediments which can be largely accounted for by variations in climate and water and sediment composition. Regional trends in the distribution of U can be explained in terms of the above secondary factors as well as primary metallization phenomena.Significant correlations between U and F, and U and Mo can be explained by certain magmatic and mineral-forming processes. U shows little correlation with other base metals.The dispersion characteristics of U in the vicinity of Miocene "" basal type "" mineralization ; uraniferous pegmatite terranes, anomalous lineaments in granitic terranes and high-background volcano-sedimentary areas are discussed. Highly anomalous U concentrations in waters and sediments may not always be indicative of mineralization, and guidelines for interpretation require a sound knowledge of the geological and secondary processes operative in the area."

"This paper presents regional radiometric gamma-ray spectrometry maps of Syria for total radioactivity (Ur) and surficial concentrations of equivalent uranium (eU). The maps were created by merging airborne and ground-based gamma-ray spectrometric survey datasets. On the regional radiometric eU map, eU anomalies are closely related to either phosphate and/or glauconite deposits. The Ur and eU maps delineate the boundaries of three phosphate deposits, close to the Palmyrides ridge, in the northern part of the Coastal Range and Syrian Desert. Scattered occurrences of uranium mineralization in other phosphate formations are attributed to secondary chemical and physical processes, rather than primary accumulation.RÉSUMÉ Cet article presente des cartes regionales radiometriques de spectrometrie gamma de la Syrie pour la radioactivite totale (Ur) et les concentrations en surface de l’equivalent en uranium (eU). Les cartes ont ete creees en combinant des ensembles de donnees, aeroportees et au sol, de releves de spectrometrie gamma. Sur la carte regionale radiometrique eU, les anomalies eU sont etroitement reliees aux gisements de phosphate et(ou) de glauconite. Les cartes Ur et eU delimitent les limites de trois gisements de phosphate, a proximite de la crete des Palmyrides, dans la partie nord de la chaine cotiere et du desert de Syrie. [INTRODUCTION] The significance of gamma exposure to uranium miners has been recognized only in the last few years. Most ore deposits which have been underground mined, were 1% or less U308. Full-time mining of this grade ore can result in exposure exceeding 1 Rem per year. Several companies in Saskatchewan are planning to mine recently discovered ore bodies which contain ore pods in excess of 10% U308. The purpose of this paper is to present dose data which can be used to estimate gamma exposure from high-grade ore deposits, and to present mining techniques which will minimize miner exposure. [Dose Estimates] When one has a point source of radiation, the conventional laws of isotropic emission and the fall of dose with square of the distance, make dose calculations relatively easy. However, if one has an area source of infinite thickness, the assumption must be made that a uniform gamma flux is being emitted from all faces of the source (Figure 1). Dose from gamma emission would fall off only due to air attenuation up to such a distance at which the source can be considered to be a point source (usually 10 times the largest dimension of the source). For short distances, such as to the cab of ore-moving equipment, the dose reduction would be negligible. Assumptions: 1) Radium and gamma-emitting daughters are in secular equilibrium with uranium. 2) All gamma radiation is emitted from radium and its daughters. 3) Average gamma energy of 0.8 MeV. 4) Uranium ore has a linear attenuation coefficient of 0.212 cm-1, similar to that of Si02(sand). 5) Uranium ore density of 3.0 gm/cm3. 6) One curie of radium emits 6.84 x 1010 photon/sec(l). 7) One percent uranium ore contains 1 x 10-8 Ci/cm3 of radium. 8) Each MeV of 0.8 MeV photon results in a dose of 2.10[ ]10-3 mRem/hr. per MeV/cm2 -sec. 1) 9) Minimum ore depth 100 cm. 10) Linear attenuation coefficient instant for radium gamma of 0.374 cm -1 [ ] The photon flux from a radioactive slab is computed as follows: [Flux = photon/cm3 3(1) 2u S] [where, us is the linear absorption coefficient of s the source (uranium ore).] Thus, 1% uranium ore, in the form of an infinite slab, emits 1613 photon/cm2-sec, which results in a dose rate of 2.71 mRem/hr. Webster&apos;s dictionary nearly equates portland cement with its current primary definition of cement. While such equation may be a triumph of common usage, the confusion between the terms cement and concrete unfortunately is very widespread. Full definition of cement properly would extend to many substances, but for purposes of this chapter cement is restricted to "varieties" of portland cement including "portland-pozzolan" cement. Among the usually recited historical notes concerning cement is that it was developed by the Romans. Their use of cement in the great structures of Rome, and even in the far corners of their Empire, such as Hadrian&apos;s Wall in the north of England, testifies to the antiquity of a major cement industry. From English sources we know of John Smeaton&apos;s carefully proportioned hydraulic cement mixed in 1756 and of Joseph Aspdin&apos;s patented cement to which, in 1824, he gave the name portland cement. (He claimed that his cement mortar looked like the famous dimension limestone quarried from the Isle of Portland on England&apos;s south coast.) The year 1971 marked the centennial of portland cement manufacture in the United States. A fair historical account of the many real contributors to the cement industry between 1756 and 1972 unfortunately would be too extensive for this chapter. Development of rotary kiln practice and burning at higher temperatures clearly was the major move into today&apos;s technology. As part of the 4th edition of Industrial Minerals and Rocks, this chapter on utilization focuses on inferred interests of the anticipated readers. The main period for which statistics are cited generally is that since the 3rd edition (1960) of this same volume. Cement manufacture is the processing of selected and prepared mineral raw materials to produce the synthetic mineral mixture (clinker) that can be ground to a powder having the specified chemical composition and physical properties of cement. Cement making incorporates a number of distinct steps, but it is characterized by the key pyroprocessing (or "burning") step, which brings about the necessary changes in the raw materials. This pyro processing is a chemical process. Conversion of large volumes of mineral raw materials into specification-controlled cement at relatively low cost is the objective. Statistics on the cement industry are of uneven quality. The U.S. Bureau of Mines (USBM) is the principal collector of available data. These statistics can be only as good as the quality of information supplied by the reporting companies. The data perhaps most often questioned relate to productive capacity of the industry. The questions submitted by USBM are valid, nevertheless, and the information gained from them, as good as is available, is what is generally used. The Portland Cement Association also is a source of much quality information. The year 1972 witnessed a test of the adaptability of cement industry statistics. This was the year of conversion from barrels and sacks of cement as the units of measure to tons and hundredweights. The barrels and sacks related to volumetric measures in that a sack was judged to be 1 cu ft (weighing a "standard" 94 lb). A barrel was 4 sacks. Volumes of concrete are stated in cubic yards, and the number of cubic feet of cement in a cubic yard of concrete was a sensible approach to the mensuration involved. However, cements do not weigh the same amount from plant to plant or from type to type, and the buyer was more interested in getting an assured weight for his money than in "buying air." Thus, a sack, in accepted practice, became 94 lb instead of 1 cu ft, and a "barrel" became 376 lb, regard- less of whether it would fit into 4 cu ft of space. Most of the production of copper in the United States comes from a few large companies. Often overlooked, however, are the more numerous small mining operations, which collectively produce a significant portion of the nation&apos;s copper. The objective of this paper is to describe the operations of a small mining company - Ranchers Exploration and Development Corporation - how it views its place in this industry of giants, how it exploits the advantages offered by its relatively small size, and how it protects itself from the hazards being small introduces. Environment is, of course, a critical factor for such a company because it does not have the resources which help large companies weather periods of financial stress. Ideally, this environment is characterized by a heal thy economy, strong product demand, relatively stable prices , adequate grades and tonnages of ore commensurate with depth and over-burden, ready access to utilities, a dependable labor pool, and suitable technical "know how". When the environment is right, properties which were previously uneconomical to operate attract the attention of companies whose primary interest is a return on investment commensurate with risk over a reasonable period of time. Naturally, the amount of the investment and the duration of operation determines the size of the company which would be interested in such a venture. Such is the case with Ranchers Bluebird Mine at Miami, Arizona - a small property operated by a small company in a favorable economic environment.

Methane, a highly explosive gas evolved during the coal-formation process, is one of the hazards of mining most difficult to overcome. It is retained between particles of coal and entrapped in strata overlying and underlying the coal beds to a degree dependent upon the permeability of the enclosing strata. Considering that methane might be encountered at any time during the mining of coal, attempts have been made through the years to minimize the sources of ignition at coal-mine faces, such as the introduction of permissible electric equipment, the prohibition of smoking and open lights, and the development of safer explosives. The sparks created when mining-machine picks contact sandstone or iron pyrites2/ constitute one source of ignition, always recognized as a possibility but never greatly emphasized in the United States until recently, when ignitions began occurring with rather alarming frequency and in widely scattered coal-producing areas.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

INTRODUCTION A nickel doesn&apos;t buy much anymore. That&apos;s even true in the cost of recovering nickel -- the commodity. A 5[C] per pound (11 [c] per kilogram) increase in the nickel price won&apos;t cover a 10-percent increase in fuel costs for processing laterite ores, nor will it cover a 10- percent increase in wages for recovering nickel from a sulphide ore. It won&apos;t even cover a 5- percent increase in the capital cost necessary to mine and process ocean nodules. The basis for this statement and a quantitative analysis of the variations in costs to recover nickel from different types of nickel ores will be discussed in this paper. During the early part of the 1970&apos;s, the interest in nickel and its potential development was shifting from Canada to the Pacific Basin area. Canadian growth rate was slowing and each additional increase in nickel capacity was very expensive (Argall, G.O., 1970). Laterite ores were attractive to developers since they were easy to mine at a low labor cost, and technologies were being developed that would allow the recovery of nickel in marketable forms (Mohide, T.P., Warden, C.L., Mason, J.D., 1977). During the last decade, new laterite production was achieved in the Philippines and Botswana, and a significant increase in production from Indonesia and New Caledonia occurred. However, recent reports on nickel identify numerous problems plaguing the industry, i.e., high energy costs that are forcing shutdowns (INCO, 1980), (Mohide, T.P., Warden, C.L., Mason, J.D., 1977), high Canadian sulphide mining labor costs (Anon., 1976), and rapid inflation of nickel capital costs (Anon., 1981b). No definitive study has been made to determine how sensitive the total cost of production is to rising energy, labor, or capital costs, or to identify to what extent increased byproduct revenues could be used to offset these production costs. The purpose of this paper is to quantify the effects of increases in energy, labor, capital costs, and by-product credits on the future cost of production from nickel reserves and/or resources. METHODOLOGY OF ANALYSIS In order to evaluate the sensitivity of nickel production costs to changes in energy, labor, and capital costs, and in byproduct revenues, an analysis was made of existing and proposed nickel operations, their costs, and their sensitivity to change. The data for these analyses were obtained from numerous sources including international govern¬ment and university publications, professional journals, company reports, private communications, U.S. Bureau of Mines contracts, and estimates by Bureau of Mines personnel. These data were collected, in part, as an ongoing effort of the U.S. Bureau of Mines Minerals Availability System (MAS) to systematically measure and classify identified mineral resources according to their respective extraction technologies, economics, and commercial availability. The MAS Program is currently evaluating the present and potential availability of nickel to the United States in relation to mining, beneficiation, smelting, refining, leaching, transportation, infrastructure, environment, land use, labor, productivity, technology efficiencies, operating capacities, deposit life, and political factors. As a summary of this data, the following briefly describes nickel ore types as each relates to energy, labor, capital, and byproducts. Sulphide Operations Nickel is currently available from sulphide deposits. Roughly 55 percent of the current world nickel production in market economy countries is from sulphide ores, although only about 20 percent of the known land-based nickel reserves and/or resources are sulphides (INCO, 1981). In 1979, the Western World sulphide reserves were estimated at about 9.2 million metric tons of nickel (Little, A.D., 1979). Sulphide ores are typically mined underground, thus resulting in high mining costs; however, these ores can often be upgraded by flotation prior to final nickel recovery and require about one-third of the energy required to recover nickel from laterites (Anon., 1981c). In addition, nickel in sulphide ores may be associated with economically recoverable byproducts, which include copper, cobalt, gold, silver, and other precious metals. Laterite Operations Forty-five percent of current nickel production is from laterite deposits. Laterite deposits account for 80 percent of the known land-based nickel reserves and/or resources (INCO, 1981). In 1979, the Western World laterite reserves were estimated at over 35 million metric tons of nickel (Little, A.D., 1979). Nickeliferrous laterites are residual soils formed by weathering, typically under tropical or near tropical conditions. They can be easily mined by open-cut methods, but generally cannot be beneficiated; thus, recovery of nickel must entail processing of the total mined ore. Usually, these ores have high moisture content (20 to 30 percent by weight) that result in additional fuel costs to dry the ore. Nickel silicates, garnierites, are, processed by pyrometallurgical methods; limonite nickel oxides are normally leached. An advanced water-in-oil emulsion hydraulic fluid has been developed which meets defined laboratory performance criteria and which has given fully satisfactory results in a one-year underground mine test in two continuous miners. A novel method of monitoring fluid water content was demonstrated and incorporated into a test kit for use at or near the mine site. Test fluid fire resistance integrity as measured by the MSHA Schedule 30 procedure was maintained during the test and important fire resistance test variables identified.

This paper describing the methods of dredging and treatment of gold-bearing gravels at the Lancha Plana Gold Dredging Co.&apos;s dredge is one of a series of similar papers being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The dredge is located near the Mokelumne River, 12 miles west of San Adreas, Calif.; it is accessible by an improved dirt road from Jackson, which is about 20 miles distant.
