The Tri-State district, as its name indicates, is composed of portions of three States, the southeastern corner of Kansas, the northeastern corner of Oklahoma, and an adjacent strip of Missouri east of these portions of Kansas and Oklahoma. An area approximately 40 miles long in a northeasterly-southwesterly direction, and 30 miles wide at right angles thereto, containing minable occurrences of ore at widely scattered locations, comprises the district. However, what has been and is the main productive area, is a strip about 35 miles long and 10 miles wide, which begins at Miami, Okla., as its southern extremity and runs in a northeasterly direction through Commerce, Picher, and Hockerville, Okla., Baxter Springs and Galena, Kans., and Joplin, Webb City-Carterville and Carthage, Mo. Almost the entire present production comes from the area between Commerce and Baxter Springs.

Under the present emergency every consumer should store as much coal as he can. Although there is no shortage of coal, there is likely to be a shortage of labor to mine excessive quantities in the fall, and railroads cannot be expected to deliver coal promptly on account of the need for transporting war materials. Some miners must join the armed forces, and those who are left may be unable to mine coal as rapidly as you will need it when winter comes. When the first cold days arrive, there may be a shortage of trucks to deliver coal. Deliveries may be planned in advance, and your turn might not come until it is too late.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

NINETEEN FORTY-SIX was an eventful year for the mineral industries. Perhaps the most significant development was the socialization of industry in Great Britain, initiated in 1945 but carried to fruition in the coal industry in 1946. On Jan. 1, 1947, management of the coal industry will be vested in a National Coal Board, responsible to the Ministry of Fuel and Power. A sum of £164,660,000 has been provided to compensate private owners for assets transferred to the Board. The British coal industry has been a problem for many years. Production has declined to a point where serious shortages of fuel for domestic needs have developed. Exports have dwindled to a small fraction of the previous trade. Costs have increased greatly, and quality has deteriorated. The industry's physical plant has not kept pace with the rapidly mounting wage scales in recent years. Some claim that the best and most accessible coal reserves of Britain are heavily depleted. The industry has been harassed by difficult labor problems, including bad morale among the workers and a shrinking labor force.

The author was privileged to find employment as a uranium mill chemist for The Anaconda Company while working his way through school in the mid-1950s. He then served Anaconda in various technical and management positions until 1980. This paper describes the prevalent technologies employed by uranium producers, briefly describes various mines and mills in the U. S., and memorializes a few of the thousands of men and women who contributed to the U. S. Uranium Boom. Following isolation of uranium as an element by M. H. Klaproth in 1789, uses of uranium were confined primarily to pigments, glass coloring agents, and ceramic glazes. In 1896, Antoine Becquerel found that uranium is radioactive, releasing particles and energy as it decays. In 1898, Pierre and Marie Curie isolated radium from uranium and learned that it can be an effective treatment for some types of cancer. In 1939, it was discovered that the isotope U235 is fissionable1 . Up to this point, nearly all uranium production was from pitchblende concentrates made in Bohemia, Canada, and the Belgian Congo. In 1938, only about 5 percent (23.85 short tons) of global output was produced from ores of the carnotite mineral that were being mined in the U.S. By the early-1950s, physicists in many countries had begun to recognize the potential for nuclear chain reactions. Ernest Rutherford (UK), Frederick Soddy (UK), and Leo Szilard (US) explained transmutation of elements and formulated the principle of “atom splitting”. In 1934, Marie Curie’s daughter, Irène, and her husband, Frédéric Joliot, identified uranium as the most viable source for this new form of energy. The basic fission process was unraveled by German scientists in December 1938. After Hitler’s army seized the uranium deposits in Czechoslovakia, many feared that Germany would build the first nuclear weapon.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. In January 2007, Fultondale Alabama opened a new elementary school. Site work at the old school location included blasting activities and the old school building was scheduled for demolition. With help from Apache Construction, blasting was scheduled to be performed in close proximity to the old school building prior to the demolition. Arrangements were made to perform extensive monitoring on the old school building during the blasting activities. The monitoring plan for the project included: • Pre and post blast inspections were performed on the structure; • Conventional crack monitors were installed at 22 locations throughout the structure; • Digital displacement monitors were installed at 6 locations on the structure; and • Seismographs were used to monitor structure vibration at 6 locations and ground vibrations at 9 locations. Blasting activities were allowed to produce vibration levels well above the safe levels established by the U.S. Bureau of Mines (USBM). Vibration levels up to 7.44 in/sec were recorded with no damage noted. Permanent deformation was recorded on vibration levels of 9.68 and above. Not only did this project reinforce previous studies which indicate that concrete block walls can withstand vibration levels well above 2.0 in/sec, this study was also a good example of employing new technology to help determine if/when damage occurs on a specific structure.

Jaguar Mining Inc. is implementing a 1.1 Mtpy, 7-year LOM gold project in the Iron Quadrangle (?Quadrilátero Ferrífero?), Brazil. Construction is on schedule and startup is programmed for Q2 2010. Mill feed grade averages 4.43 g/t and LOM gold production is estimated at 800,000 oz. The project entails two sulfide underground mines and three oxide/transition open pit mines. A state-of-the-art flotation/gravity concentration/CIP Plant has been designed based on testwork carried out by internationally recognized Canadian, U.S., and Brazilian laboratories. The mass recovery of the flotation section is only ca 10%, while its gold recovery is about 90%. Therefore, the CIP-ADR Plant will treat only 10% of the solids mass contained in the mill feed, while 90% will be fully cyanide-free material that will be partially used to feed a Backfill Plant. The leached tailings will be conveyed to a rather small tailings dam, whose 20- m3/h supernatant solution will be treated by a new electrolytic technology. The plant design contemplates a High Density Thickener for the cyanide-free rejects exceeding the backfill demand and a Regrinding Section before the Leaching Circuit. The estimated overall metallurgical recovery sits around 92%. This paper focus on the use of modern technologies to reduce costs, risks, and liabilities.

The Bureau of Mines, U.S. Department of the Interior, conducted studies to recover phosphate from four dolomitic southern Florida deposits not currently mined. The samples contained 5.8 to 10.2 percent P205 and 1.7 to 1.8 percent MgO. Chemical analyses of sized fractions indicated that no pebble concentrate (plus 1.2 mm) could be produced from these samples. A scheme was developed that consisted of desliming, grinding, scrubbing, and redesliming the ore to produce a flotation feed. Conventional one-step fatty acid-fuel oil batch flotation tests on the samples resulted in concentrates containing 29.0 to 31.3 percent P205 at flotation recoveries ranging from 72.4 to 96.1 percent of the flotation feed. The MgO content of the concentrates ranged from 0.47 to 1.36 percent. Continuous flotation of the Manatee No. 2 sample indicated that commercial-grade phosphate concentrates analyzing 31.3 percent P205 and 0.55 percent MgO could be produced with a flotation recovery of 89.9 percent. The MgO content of concentrates obtained from the Manatee No. I and Hardee samples was 1.20 to 1.36 percent, respectively. Leaching with aqueous SO2 reduced the MgO content of these phosphate concentrates to 0.5 and 0.8 percent, but with a concomitant loss in phosphate recovery.

In 1977, the Bureau of Mines awarded a grant to the State of South Carolina to explore the possibility of using Landsat multispectral scanner (MSS) data as an aid in monitoring surface mining activities in selected counties of the State. Work had been done in Aiken County prior to the grant by Bureau of Mines and State personnel at the EROS Data Center using both the GE Image 100 and ESL IDIMS systems. The initial work on the 1-100 consisted of locating and measuring the areas of various kaolin mines. The results were excellent on location, identification, and accurate area measurements of several mines as compared with aerial photos of each mine. The effort also included locating and measuring the size of all mines (including sand and gravel) within two U.S. Geological Survey (USGS) 7 ½ min quadrangle maps. Line printer overlays using the IDIMS equipment and software resulted in the location of all known mines within an estimated error less than ±91.4m (5300 feet). Mine acreage was calculated by counting each symbol (which represented one pixel) and multiplying by 1.1 (the number of acres per pixel). Figure 1 shows a portion of one quadrangle overlay. Table I gives a comparison of acreage measured for sever- al mines from the 1-100 and IDIMS systems vs. aerial photo measurements.

Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

The Bureau of Mines investigated the availability of potash from 68 mines and deposits in 12 market economy countries (MEC's) containing, at the demonstrated resource level, approximately 11.7 billion metric tons (mt) of potash in assay terms of contained K2O; K2O as used by industry as a standard of comparison for the different forms of potash. These resources include almost 190 million mt in the United States, 9.63 billion mt in Canada, approximately 430 million mt in Western Europe (France, Federal Republic of Germany, Italy, Spain, and the United Kingdom), 1.24 billion mt in the Middle East (Israel and Jordan) and over 220 million mt in other countries (Brazil, Chile, and the Congo). This analysis his determined that future production of potash in MEC?s will most likely continue to be from the large resources associated with producing operations in Canada. Based solely on the demonstrated resources included in this study, potash mining in the United States would decline while overseas production from MEC's can continue into the next century at near current production levels. However, timely development of new or inferred resources would offset any such decline. Producing mines in Canada have the resources to increase and maintain increased production well into the next century. For U.S. potash users, Canada is a long-term stable and secure source.

The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.

The coal reserve base is defined for coalbeds having sufficient thickness for underground mining within a depth range compatible with economic recovery. The reserve data are compiled by the Federal Bureau of Mines by updating and reevaluating previous estimates of the U.S. Geological Survey, State geological surveys, and others. Through the application of computer techniques, the tonnages are compiled by State, county, coalbed, and rank. Coal reserve base is allotted to sulfur categories by a statistical apportionment of data from available Bureau of Mines reports and records. The coal reserve base in those States east of the Mississippi River, minable by underground methods, is estimated to be 169 billion tons in coalbeds greater than 28 inches in thickness to a maximum depth of 1,000 feet. Excluding those coals in reliability categories other than measured and indicated, the underground reserve base includes 162 billion tons of bituminous coal and 7 billion tons of anthracite. Of the total, 27 billion tons contains 1.0 percent or less sulfur. Most of this low-sulfur coal is in the southern Appalachian area. Approximately 16 percent of the underground reserve base is without available analyses. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves. The purpose of this system is to provide a common yardstick for determining coal resources and reserves.

The U.S. Bureau of Mines investigated column flotation for recovery of a high-grade fluorite (CaF2) concentrate and byproduct concentrates from the Fish Creek fluorite deposit in Eureka County, NY. The recovery scheme consisted of (1) grinding the ore to minus 48 mesh, (2) fluorite rougher and cleaner flotation, (3) desliming the rougher fluorite flotation tailings at 20 Jjm, (4) mica flotation, and (5) silicate rougher flotation. Acid-grade fluorspar, mica, free silica (Si02) sand, and low-grade beryl (Be3Al2S~018) concentrate were produced in a 100 lb/h continuous column flotation unit (CCFU). The highest results achieved were %.6-pct CaF2 recovery in a fIrst cleaner concentrate containing 99.7 pct CaF2. Beryl recovery was as high as 92 pct at a grade of 5.3 pct BeO. The silica sand, which assayed 98 pct Si02, was recovered as the rougher beryl flotation tailings. Collector reagent consumption was reduced 45 pct for fluorite and 58 pet for silicate flotation in comparison with bench-scale conventional flotation. All products were signillcantly improved in both grade and recovery over conventional flotation results, and the recovery scheme was simplifIed by removal of several stages of flotation in the fluorite and silicate flotation steps.

Methane gas is an ever-present problem facing the underground coal mining industry. Mine operators are mandated by law to maintain safe concentrations of methane gas within the mine environment. Ventilation is used by all mine operators to reduce gas concentrations. When gas emissions are such that ventilation alone cannot control the gas, methane drainage methods must be applied. In the 1970's, there was a concern that unprecedented gas emissions would be experienced as mine operators began new developments in the deep and gassy Blue Creek and Pocahontas No. 3 Coalbeds. Such concern was well founded as significant gas volumes are being emitted as these mining operations mature. In 1971, the O.S. Bureau of Mines began to tabulate and track the change in mine emissions. These data were extracted from the underground coal mine quarterly air quality-quantity inspections performed by the Mine Safety and Health Administration. At that time, approximately 6,560 Mm Id (231.7 MMcfd) of gas were emitted from 430 underground coal mines. It was determined however, that the mines emitting less than 2,832 m Id (100 Mcfd) contributed only 2.1 percent of the total daily gas flow. In 1988, underground coal mines emitted 8350 Mm Id (294.9 MMcfd) from 487 mines. This report evaluates the changing nature of U.S. mine gas emissions over the last 18 years.

Analytical procedures are described for the quantitative determination of 16 elements (As, Ba, Be, Cd, Co, Cr, Cu, Fe, Mn, Mo, Ni, Pb, Sb, Se, TI, and Zn) and 7 ionic species (NH4, C032-, CI-, F-, NO3-, P043-, SO42-), identification of major and minor mineral components, and measurement of physical properties associated with manganese nodules and nodule processing reject waste materials. Compound identification methods discussed include X-ray diffraction, infrared spectroscopy, scanning and transmission electron microscopy, selective area electron diffraction, and optical and reflected light microscopy. Methods for elemental analysis include atomic absorption spectrophotometry, inductively coupled plasma emission spectroscopy, neutron activation analysis, fluorescent X-ray spectrography, and ion chromatography. Thermal gravimetric analysis, ultraviolet-visible spectrophotometry, ion specific electrodes, and standard wet chemical procedures are briefly discussed. Physical properties determined in manganese nodule materials include grain size distribution, specific gravity, triaxial shear, permeability, maximum density, Atterberg limits, and slurry density. The results of a round-robin analysis of an ammonia process waste material and manganese nodule standards demonstrate the applicability of the discussed methods. Tests discussed for the evaluation of the waste materials for disposal options include the Environmental Protection Agency (EPA) EP toxicity test, the ASTM shake extraction test, and the U.S. Army Corps of Engineers EPA seawater elutriant test.
