The apparent activation energy, U, JOY plastic deformation of aluminium, copper, and gold single crystals and polycrystalline aluminum was found to he dependent upon surface condition. At low strains, the value for U for aluminum single crystals was 4200 cal per mole ; however, this value decreased to 920 cal per mole when the specimens were polished during the test at a rate of 50 X 10-5 win-1 The activated volume also was found to increase with the rate of metal removal. That the surface plays an important role in plastic-deformation processes has been adequately demonstrated.1-4 Of particular interest at this time are the observations4 that the creep rate of single crystals of fee metals is increased markedly when specimens are polished during the deformation process. These observations were interpreted in terms of a dislocation debris layer at the surface regions of the crystal. This layer, which appears to be a region containing a high concentration of dislocations or segments of dislocations, not only will impede the egress of dislocations on the primary slip system, but will also provide a barrier against which dislocations may pile up. By this means, a stress which opposes the motion of dislocations will be generated. It is considered that this stress must be taken into account in any theory which describes the plastic-deformation process. Although a detailed dislocation model cannot be given at this time, it may be stated that the stresses opposing the motion of dislocations arise from the dislocations in the debris layer, Ts, and ti due to the resistance to motion imposed by internal obstacles such as Lomer-Cottrell barriers, subgrain and grain boundaries, forest dislocations, and so forth, as well as the resistance due to the presence of jogs on dislocations and the interaction of the stress fields of dislocations, and so forth. In essence, we have added an additional term, ts, to the usual form of the equation T = Ta- Tb, where Tb is the back stress due to the various types of obstacles which impede the motion of dislocation. Accordingly, the net stress, t, acting on a dislocation may be written as where Ta is the applied shear stress. For deformation which occurs by a thermally activated process5,8 ?=Ae-u/kT = A e(u,-VT)/kT [2] and U = Uo- Vt PI where U = activation energy for plastic flow, y = shear strain rate, Uo = activated energy for plastic deformation in the absence of stress and depends upon the particular deformation process, V = activated volume, k = Boltzmann constant, T = temperature, OK, and A = frequency factor. From Eqs. [I] and [3], U = Uo- V(Ta - Ti - TS) [4] and it is seen that if Ts decreases, the activation energy, U, must decrease if V remains constant. However, as will be shown, V is a function of the surface conditions. In their work on aluminum, Lytton and coworkers7 reported that at low strains the activation energy was 3400 cal per mole and at high strains it was 28,000 cal per mole. The lower value was interpreted in terms of the energy necessary to overcome the Peierls force, while the higher value was associated with the energy necessary for dislocations to move by a cross-slip process. It will be shown that the lower activation energy is associated with the surface debris layer rather than with the Peierls force. EXPERIMENTAL PROCEDURE Single crystals having a nominal cross section of 1/8 in. and a 3-in. gage length were prepared by a modified Bridgman technique using a multiple-cavity graphite mold. The initial purity of the metals was 99.997, 99.999, and 99.999 pet for aluminum, copper, and gold, respectively. The orientation of the specimens is given in Fig. 1. A mineral survey conducted by the U.S. Bureau of Mines in 1983 identified no mineral resources in the Beaver Meadows, Blind Horse Creek, Chute Mountain, Deep Creek/Battle Creek, and North Fork of Sun River Wilderness Study Areas (WSA's). A prospect east of the Beaver Meadows WSA has low potential for lead resources. Sand, gravel, and limestone occurrences are numerous in the WSA's; however, similar or better quality materials outside the areas are abundant and more accessible to potential markets. Impure coal and titaniferous-magnetite occurrences are near the WSA's, but are not known to occur within these areas. In 1983, there were 7,025 acres leased for oil and gas within the five WSA's; no current mining claims were in or near any of the WSA's. Evidence of mining activity was found at only one prospect in the WSA's. It is inside the Deep Creek/Battle Creek WSA; no resources or resource potential were identified at this prospect.

Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

This paper summarizes explosives transportation incident and accident data collected by the U.S. Department of Transportation (DOT) from 1993 to 1998. The paper briefly describes the legislation and regulations that cover hazardous materials transportation. The multimodal incident data collected by the Research and Special Programs Administration (RSPA) contained 86 incidents involving Class 1 materials during transit. Thirty-two occurred on public highways. The Federal Highway Administration (FHWA) data showed there were 8 1 motor-vehicle accidents involving explosives. The FHWA Crash datafile extract contained 649 records categorized as involving Class 1 materials although closer analysis revealed that nearly 90% of these did not involve explosives. In both databases, there were no fatalities caused by the explosive materials although 7 fatalities were the result of injuries suffered during the motorvehicle accident. There were also no serious explosions during any of these incidents or accidents. The paper concludes with an analysis of the risk involved with transportation of commercial Class 1 materials on the highway.

Over the past five years, the two-fold growth in Canada's coal industry "Figure, 1" results primarily from the coking coal market to Japan and, to a lesser degree, by the increasing use of sub-bituminous and lignite coal for power generation in the Prairie Provinces. This expansion will continue, but production of coal for domestic thermal generation of electricity will grow at a faster rate than coking coal exports "Figure, 2". Half of the 20 million tons of thermal coal used for electrical power generation in Canada during 1974 were imported by Ontario Hydro from U.S. coal companies in West Virginia and Pennsylvania. Ontario Hydro's Nanticoke station on Lake Erie which will consume 7.5 million tons of coal in 1977 when fully operative, as well as other future planned projects, could cause Ontario Hydro's coal consumption to rise from 10 million tons today to 20 to 25 million tons by 1985

The Bureau of Mines, U.S. Department of the Interior, devised a direct flotation method for treating low-grade carnallice (KC1.MgC12. 6H20) and sylvinite (a mixture of KC1 and NaC1) ores characterized by a high content of water-insoluble impurities. The procedure consists of (1) flocculation-depression of the insoluble slimes, (2) decomposition leach (carnallite only), (3) potash rougher, cleaner and recleaner flotation, and (4) final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid-phase KC1 from carnallite ore and 79.7% of the KC1 from sylvinite ore in final products containing 60.5% and 60.9% K20, respectively. A flowsheet incorporating the described flotation procedure is presented.

Total U.S. mineral production reached an estimated $17.8 billion for 1960, 4 pct above 1959 and second only to the record high of $18.1 billion established in 1957. As a group, metals achieved a rise from $1.6 billion in 1959 to $2.0 billion this year, an increase of 28 pct. Similarly the value of nonmetallic production including fuels (i.e., natural gas, petroleum, natural-gas liquids, asphalt and related bitumens, carbon dioxide. anthracite. bituminous and lignite coal, peat, and helium) rose from $15.5 billion in 1959 to approximately $15.8 billion in 1960. However, this 2 pct increase in the total value of non-metallic production was due to an increase in the value of the fuels ($11.8 billion in 1959 to $12.2 billion in 1960) which offset a drop in value of the other nonmetallic minerals ($3.7 billion in 1959 to $3.6 billion in 1960).

A pilot-scale treatment study was conducted on a copper-zinc bearing metal mine drainage using a pipeline treatment system called the In-Line System (ILS). The objective of this U.S. Bureau of Mines study was to determine whether the ILS could be extended from the treatment of coal mine drainages to the treatment of metal mine drainages. Hydrated lime (Ca(OH)2), quick lime (CaO), and caustic soda (NaOH) were used to neutralize the drainage. A novel reagent slurry of Ca(OH)2 and type C fly ash was also evaluated. Except for Ca(OH)2-fly ash slurry, treatment performance was evaluated for all reagents at pH values of 7,8,9, and 10. The Ca(OH)2-fly ash slurry was evaluated at a pH of 10. All reagents tested neutralized the metal mine drainage and substantially reduced the dissolved metal concentrations. It was concluded that the ILS could be useful in the treatment of metal mine drainages.

The raining and quarrying trends data shown in this report were reported to the U.S. Bureau of Mines (USBM) by mining and quarrying companies on the Mine Information Supplement survey, as well as by mineral producers on 58 annual USBM production and consumption surveys covering 59 nonfuel mineral commodities. The 1993 data presented in the tables of this chapter, were processed for the first time using the USBM Automated Mineral Information System. Domestic mining of nonfuel mineral materials totaled 3.7 billion metric tons in 1993, including 2.2 billion tons of crude ore nun& or quarried and 1.5 billion tons of mine waste and ore from development. This \vas an overall increase of 11% over that of 1992. These data do not include construction sand and gravel which until 1993 has been surveyed biennially. Starting in 1994, construction sand and gravel and the stones, which were also surveyed biennially, will be surveyed annually.

A record $19.7 billion in minerals was produced by United States industries in 1963. This was some $800 million above the previous high established in 1962. Preliminary statistics compiled by the U.S. Bureau of Mines show that most metals, nonmetals, and fuels gained both in value and volume of production. The 1963 total represents the largest value increase since 1956 and continues an upward trend begun in 1959. Product.ion and value of all mineral fuels rose, with anthracite registering a remarkable 20% value increase. Nonmetals advanced 591 in value, gains exceeding losses by 213 to 1 among individual commodities. Heavier industrial demand and the settling of labor difficulties were among the factors contributing to increased output of such materials as iron ore, bauxite, molybdenum, lead, and zinc, which accounted for most in€ the growth in metal output. Silver prices continued to rise and, as a result, production value of that metal gained 132,.

Although copper production established a new record, lead and zinc registered gains, and iron production held steady, the mixed trend in metallic and nonmetallic mining and generally lower prices in 1961 resulted in a net decline in the total value of domestic mineral production. According to preliminary estimates from the U.S. Bureau of Mines, the value of metals produced in this country during the year was approximately $1.9 billion, a decrease of $117 million from 1960; the value of nonmetallics was about $3.7 billion, a $14 million decrease. The following report of mining and mineral developments during 1961 is based on USBM and industry sources. Aluminum Output Dips from 1960 Record Government reports indicate that the domestic primary aluminum industry produced approximately 1,880,000 tons, equivalent to 77% of this nation&apos;s capacity. This production is about 6% below the 1960 record output of 2,014,498 tons. Shipments of primary metal ingot slightly exceeded the quantity produced.

The U.S. Bureau of Mines (USBM) is investigating hydrometallurgical processing techniques to recycle metals from semiconductors and other advanced materials. Cadmium and tellurium were recovered from mixed CdTe/CdS scrap produced in the manufacture of thin-film photovoltaic devices. Selective cadmium dissolution was achieved using oxygen-pressure leaching in dilute sulfuric acid. Leaching the scrap for 90 min at 110° C in 2.2NH2S04 under 400 psig 02 yielded 97% Cd extraction; however, cadmium content of the residue ranged between 4% and 7%. Soluble iron was added to the lixiviant to catalyze oxidation of the CdS component. Tellurium and sulfur remained in the leach residue primarily in the elemental form. The iron and tellurium were removed from the cadmium-rich leach liquor by adjusting the pH to 5.3. The cadmium was recovered as cadmium sulfate crystals by evaporating the solution. Alternative leaching and purification schemes are discussed.

A deposit 10 mi (16 km) southwest of the area contains copper and silver minerals in the Triassic Wild Sheep Creek Formation which probably underlies basalt lava flows covering the study area. Abundant basalt in the area can be crushed and used as aggregate, but suitable deposits closer to markets are widely available No sand, gravel, coal, oil, gas, or geothermal resource, were Identified. INTRODUCTION Location and Access The Sheep Divide RARE II area [10 mi (16 km) west of the Snake River] encompasses 7,100 acres (2,800 ha) of the Hells Canyon National Recreation Area in the Wallowa-Whitman National Forest. Enterprise, Oregon, is located 23 air mi (37 (m) west of the area. Peripheral access is provided by the highway from Joseph to the community of Imnaha, Oregon, then south to the study area by the graveled Upper Imnaha Road (fig. 1).

A new strain-based criteria is being adopted for rock blasting in New York City (NYC). This criteria is based on several years of research involving vibration measurements of tall structures during blasting within several feet from buildings designated historic and Landmarked. This research has demonstrated that tall, heavy structures show little upper-structure vibratory response during hard-rock, urban blasting carried out in NYC. The Fire Department of New York City (FDNY) permits rock blasting and regulated limits for ground vibrations using the U.S. Bureau of Mines (USBM) safe blasting criteria. However, these regulations are often superseded by a 0.5 in/s (12.7 mm/s) limit imposed by the New York City Department of Buildings for historic and Landmarked buildings that are adjacent to the majority of blasting projects in the City. This onerous limit is often exceeded resulting in frequent stop work orders that increase the cost and time of rock excavation projects. The

The United States is dependent on foreign imports for about 80 percent of its ilmenite, about 60 percent of its rutile, and virtually all of its monazite. Nearshore marine sand deposits and beach-complex sediments in the southeastern United States are important domestic sources of ilmenite, leucoxene, rutile, zircon, monazite, and a number of other less well known economic heavy-mineral (HM) species. Because global onshore reserves of placer titanium minerals may fall short of demand in as few as 20 years, offshore research in HM placers will become more important. The Atlantic Continental Shelf (ACS) defined by the shoreline and the 200-m isobath varies in width for the modern U.S. coastline from a fraction of a kilometer to about 150 km offshore of Cape Cod, Mass., and includes an area of about 3.91 x 105 km2. It probably contains 3-7 x 1011 m3 of sand and gravel which may locally contain commercially exploitable placer HM deposits.

The U. S. Geological Survey has been actively engaged in work on coal for more than 50 years. During this long period we have released more than 300 publications containing information about coal and coal reserves, including details on the thickness, distribution, and quality of coal, and the structure and stratigraphy of the coal-bearing rocks. We have also cooperated with state surveys on many similar publications. For many areas these reports are the only reliable published data on our resources of coal. During the last several years we have substantially increased our activities above the wartime low. We now have field work in progress, or reports in preparation, on 13 detailed mapping projects distributed as follows: 1. Pennsylvania anthracite field 2. Casselrnan Basin, Md. 3. Leslie County, Ky. 4. Deep River field, N. C. 5. Coosa field, Ala. 6. Powder River field, Mont. 7. Spotted Horse field, Wyo. 8. Yampa field, Colo. 9. Paonia field, Colo. 10. Trinidad field, Colo. 11. Between March and June 1962, the privilege of holding a Carnegie Corporation Fellowship enabled R. A. L. Black to travel extensively in the northeastern and western U.S. and in Canada, seeing mining schools, mining research establishments and a cross-section of the American and Canadian mining industry. Visits were paid to 12 university mining schools, 7 research establishments and 19 mining operations. The author had previously spent two months in Britain in a similar manner and eventually returned to his home in South Africa after a short period studying mining problem in Australia. Thus, although the following remarks are mainly concerned with the educational problems of mining in North America, a comparison of impressions of American and Canadian conditions could be made with impressions gained from first-hand experience of other mining centers in the English-speaking world. The conclusion was reached that the problems and conditions of mining, research and mining education are very similar in all areas visited.

Lieut. Louis J. Brunel, now in France, was commissioned on July 27, 1917, as Second Lieutenant in the Engineers Reserve Corps, assigned to the 7th U. S. Engineers, Dec. 10, 1917, and has been with the American E. F. since Mar. 26, 1918. He was assigned to the staff of the General commanding the 5th Field Artillery Brigade, as Engineer Officer, on Aug. 6, 1918. E. Ross Housholder writes that "the record for pontoon bridge building was broken Sept. 25, 1918, by Section A, Co. 4, 5th Engineer Officers&apos; Training School, at Camp Humphreys, Va., of which I am a member. The time was 15 min. 11 3/5 seconds. We then proceeded to break the record for dismantling in 9 min. 57 1/5 seconds. The length of the bridge section was 200 ft. The post band was sent out to meet us, and we feel proud of this record. I have met quite a few A. I. M. E.
