The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.

Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

• Phelps-Dodge Corp. signed an agreement with the Defense Materials Procurement Agency to increase copper production from the east ore deposit of the company's Copper Queen branch at Bisbee, Ariz. The company agreed to undertake a $25 million expansion program, including construction of a concentrating and leaching plant at the Bisbee mine and enlargement of the Douglas smelter. The Government agreed to buy the first 112,500 tons of the first 150,000 tons produced at 22e per lb if the company could not sell at a higher price. The new facilities will have a yearly capacity of 38,000 tons and should be in production by late 1954 or early 1955. • American Smelting & Refining Co. has started construction of a new building to house the Central Research laboratory at South Plainfield, N. J. It will have approximately 75 individual laboratories and an equal number of offices and shops. Modern apparatus to be installed will include electron microscopes, electric and fuelfired furnaces, miniature copper refineries and zinc plants, wire drawing machinery, and large pilot plant laboratory. Gold prices are rising, in what is coming to be seen as the beginning of a longer term upward trend. After languishing between $325/oz and $364/ oz from early 1991 into early 1993, prices began rising in the first half of 1993. Gold rose from a low of $326/oz in March 1993 to $414/oz on an intraday basis in early August. There was a speculative sell-off at that point, which took gold prices quickly back down to $350/oz briefly in October 1993. At that time, there still was a fair degree of skepticism about gold's price prospects. Many banks believed that gold prices could not mount a sustained rally. As prices dropped in August and September of last year, these suspicions seemed to be confirmed. Gold prices quickly rebounded, however, reaching $395/oz by early January 1994. The strength of this renewed increase led many banks, investors and others that had held negative views of gold to grow more positive. They began buying gold and trading it from the long side of the market. The result was that gold prices remained strong during the first quarter of 1994, trading between $375/oz and $390/oz.

Modern shaft kilns in Europe are fully mechanized and burn cement of acceptable quality at 700,000 Btu per bbl and lime at 3.2 million Btu per net ton. Rotary kilns for cement have increased in thermal efficiency by using exit gas heat for preheating incoming raw material and by recovering heat from outgoing clinker in air-quench coolers. The dry process Lepol or ACL kiln has the lowest fuel consumption, 580,000 to 630,000 Btu per bbl, and very low dust loss, about 1 pct weight of clinker. The Holdebank-Gygi system reaches 720,000 Btu per bbl. The calcinator kiln for the wet process consumes 1.1 million Btu per bbl. IN every country economic circumstances prescribe the method used to produce a commodity at lowest cost. In Pennsvlvania a man's wages for working 4 hr buys a ton of coal wholesale; in Germany a laborer must work 40 hr, or ten times as long. In western Europe, therefore, conservation of fuel is of primary importance, and recent practices of burning lime and cement differ from those employed in the United States. This report presents a U.S. Bureau of Mines study of the flow of arsenic-containing materials in the United States, based on the best data available in 1991, includes a consideration of arsenic as a byproduct of the processing of nonferrous metals, the fate of arsenic in manufacturing wastes, the quantity of arsenic used in products, tile fate of arsenic in dissipative uses, and the useful life of discarded products. Where possible, estimates are given of the amounts of arsenic lost from the materials flow. Arsenic byproduct of mining nonferrous metals. Historically, most U.S. production has been from the states of Montana, Washington, and Utah. The smelters in these states are believed to be the areas of the country where arsenic is most concentrated in the soil, tailings ponds, and waste dumps. Since the closure of the last domestic producer of arsenic in 1985, all arsenic has been derived from imported sources. Historically, arsenic was important in agricultural applications as an insecticide, herbicide, and cotton desiccant. As the environmental movement gained momentum and the toxicity of arsenic became better understood, most of the agricultural uses for arsenic were banned. Beginning about 1975, the use of arsenic as a wood preservative began to grow. After 1980, wood preservative uses became more important than agricultural applications. By 1990, 70% of the arsenic consumed in the United States was used by the wood preservative industry and 20% by the agricultural industry. The major source of domestic arsenic emissions in 1989 was from the U.S. copper processing indus¬try. About 7,800 mt/yr of arsenic was discarded in leach dumps, tailings, and slag. Another 800 mt/yr was liberated to the atmosphere and 1/100 mt/yr was exported in copper concentrates. On the consumption side, 9,200 mt/yr was lost, mostly from dissipative agricultural uses and the disposal of obsolete arsenical products.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Elaine Dorothy Cu-Au (REE-U) skarn deposit in the Mt Isa Inlier, Queensland, Australia is characterised by extensive metamorphic calc-silicate hornfels long before hydrothermal skarn and complicated deformation history. The deposit is hosted by the Corella Formation (1780–1740 Ma) and exhibits two phases of skarn formation in the study area – banded fine-grained diopsidic hornfels (Phase 1) and coarse-grain pyroxene skarn (Phase 2). Phase 1 skarn is predeformation and is interpreted to have been caused by the 1743–1734 Ma Burstall Magmatic Suites, whereas the coarse-grained pyroxene skarn (Phase 2 skarn) postdates the deformation and peak metamorphism events. Phase 2 skarn consists of prograde pyroxene, less garnet and titanite, retrograde epidote, REE-allanite, amphibole, biotite, and later sulfides, carbonate, quartz, anhydrite and chlorite. It hosts most of the copper mineralisation, with the REE elements occurring mostly in allanite. Titanite coexisting with allanite and Cu-Fe sulfides in Phase 2 skarn has been dated by laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS) at 1524 ± 9 Ma (207Pb/206Pb). The ages are similar to Williams-Naraku Batholiths, which outcrop approximately 40 km to the east in the Eastern Fold Belt. In Elaine Dorothy, the isotopic compositions for calcite cluster around 12.2‰ d18O and -3.7‰ d13C. It probably resulted from a mixing processes between marine sourced carbon-oxygen (ca 20‰ d18O and -0.5‰ d13C) and other distinct geochemical reservoirs, eg magmatic C-O. These features indicate that Phase 2 skarn and Cu-Au (REE-U) mineralisation may be related to unexposed intrusions at deeper levels.CITATION:Sha, P, Spandler, C and Chang, Z, 2015. The casting alloy 88 copper, 10 tin, 2 zinc, commonly known in England as Admiralty metal and in this country as Government bronze, gun metal, or Naval Department composition G, has, at its best, many valuable properties. However, its physical properties are known to vary widely with slight changes in method of manufacture of the castings, such as slight variations in composition, variation in pouring temperature, kind of mold used, method of pouring and gating of molds, size and shape of castings, amount and kind of heat treatment, and so forth.' The microstructure of castings made from this alloy is influenced by slight variations of composition, rate of cooling, and kind and length of heat treatment. This is best understood by reference to the equilibrium diagram. The part of the diagram in which we are interested and the effect of the thermal equilibrium relations on the physical properties of the alloy 88 copper, 10 tin, 2 zinc, have been discussed by Hoyt, Campbell, Primrose, and Rawdon.2 In Fig. 1 is given the equilibrium diagram of the copper-tin alloys. Briefly stated, the relations of composition and temperature changes are as follows. Compositions between A and a consist of but one constit ent—the a bronze, which is a solid solution of copper and tin, rich in copper. On cooling from the molten state these compositions gradually crystallize, at temperatures above 790°, into a mass of interwoven treelike crystals or dendrites. The cores of the dendrites are rich in copper and the percentage of tin gradually increases as the surfaces are approached. AS cooling progresses, after a11 the metal has crystallized, no further changes occur in the crystals other than diffusion within the crystals, which tends to erase the dendritic pattern and to render the structure more homogeneous. * Metallurgical Ceramist, U. The U.S. Bureau of Mines developed an alternative electrochemical process for the production of calcium metal. The current industrial practice is costly, complex, and inefficient. The Bureau method involved electrowinning of a calcium-tin alloy followed by electrorefining to produce calcium metal. In the electrowinning cell, CaCI2 was fed to a KCI2-CaCI2 electrolyte. The calcium was electrowon at 6500 C into the pure molten tin cathode until the cathode contained 7.5 wt pct Ca. Current efficiency for electrowinning averaged over 90 pct. The resulting calcium-tin alloy served as the anode for the electrorefming cell, which employed a [CaC~-CaF2] fused salt as the electrolyte. Calcium metal was electrorefmed at 8500 C with a current efficiency of 85 pct based on calcium metal recovered. The calcium metal analyzed 99.2 pct, which is purer than commercially produced calcium.

During 1991 through 1993, the U.S. Bureau of Mines (Bureau) -Alaska Field Operations Center (AFOC) in cooperation with the Bureau of Land Management (BLM) -Arctic District Office and the State of Alaska, Division of Geological and Geophysical Surveys (ADGGS), conducted exploration, geological, geochemical, geophysical, mineral resource, and mineral potential investigations in the 6.7 million hectare Colville Mining District (CMD) study area. This mining district study area, located in northern Alaska, includes the Colville River drainage basin as well as 0.35 million hectares of the southern part of the National Petroleum Reserve in Alaska (NPRA). This investigation was conducted as part of the Bureau's continuing Mineral Land Assessment (MLA) mining district program. The Bureau's MLA mining district program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies.

Real gross national product increased at a larger-than- expected annual rate of 8.3 percent in the first quarter of 1984, with both consumption and investment spending increasing significantly in real terms (table 1). Residential and nonresidential fixed investment increased at annual rates of 25.7 and 14.6 percent during the first quarter of 1984, and investment in nonresidential structures, which declined in 1983, also increased during the first quarter of 1984, nearly attaining its 1982 level. The annual level of personal savings increased $27.7 billion, while the personal savings rate (the ratio of personal savings to disposable income) increased to 5.8 percent during the first quarter. The increase in the personal savings rate comes as welcome news to analysts concerned over the flow of loanable funds to the private sector and the impact on interest rates in 1984 of increased private and Government demands. U.S. Minerals Industry Performance A major upswing in the performance of the metal mining sector occurred during the first quarter of 1984, with production increasing almost 11.2 percent from January to March, The recovery of the metal sector is also reflected in the performance of primary metal industry profits, which were positive during fourth quarter 1983 following seven consecutive quarterly losses (table 1). Two thousand nine hundred more metal mining production workers were employed in February 1984 than in February 1983.

In 1980, gold, silver, and pit and quarry construction materials were the principal minerals produced in the Dominion of Fiji. The combined value of these minerals totaled some $7.2 million,2 over 85% of all mineral production, Production of cement, sand and gravel, and quarry products continued to increase, but gold and silver production from Fiji's only operating mine declined slightly from the previous year's level. Mineral exploration has been carried out by U.S., Australian, British, Canadian, West German, and South African companies since the early 1960's, and a high level of activity was maintained throughout 1980. At the end of 1980, some 40 mineral prospecting licenses covering over 4,300 square kilometers were in force, and 19 applications were under consideration by the Mineral Resources Department. Total expenditures by mining companies on land base projects exceeded $6 million in 1980.

The Coal Research Bureau of the School of Mines at West Virginia University, using a modified design of a Russian flotation device, was able to obtain a clean coal product containing 7.64 percent ash with 94 percent yield and 97 percent coal recovery. This favorable performance was obtained with the semi-pilot scale flotation cell operating as a simulated three stage unit on slurry taken from the fine coal circuit of a coal preparation plant. This experimental device, consisting of a sheet metal cyclone-like unit mounted on a U-shaped uplift pipe, uses a combined flotation and cyclone action to beneficiate the minus 14 mesh partially cleaned feed product. In addition to providing comparable analytical results, the airlift-cyclone possesses other attractive features among them being a low capital expenditure, utilization of moderate plant floor space, efficient "operation on high density feed slurry, and absence of moving parts.

The flammability and explosibility of unsymmetrical dimethylhydrazine ( UDMH ) were investigated by the Federal Bureau of Mines to evaluate hazards associated with commercial application of this material as a missile fuel . This program included the following determinations : 1. Temperature limits of flammability in air at one atmosphere pressure ; 2. limits of flammability at selected elevated temperatures and pressures ; 3. 4 . 5. spontaneous ignition temperature in air at one atmosphere and at 200 pressure per square inch gage ( p.s.i.g. ) initial pressure ; spontaneous decomposition temperatures in nitrogen at one atmosphere and at 200 p.s.i.g .; shock sensitivity over a temperature range from about ( ca. ) 25 ° to 50 ° C .; 6. shock sensitivity of reference propellants ( hydrazine , nitromethane , methyl acetylene , etc. ) ; 7 . shock sensitivity of UDMH plus small amounts of selected metal catalysts . Part of the corresponding data was obtained for a mixture of unsymmetrical - dimethylhydrazine and diethylenetriamine ( U - DETA) .

Experiments were conducted by the U.S. Bureau of Mines to verify enhancements due to chloride and surfactant additions in the leaching system of chalcopyrite with ferric sulfate and sulfuric acid. A statistical experimental design was used and equipment was designed to eliminate contributions from changes in solution electrochemical potential during the course of the measurements. Results confirmed that chloride additions increased chalcopyrite leaching by as much as 94 pct over the electrochemical potential versus hydrogen electrode range of 630 to 750 mV at pH 1.7 and 50°C. Total iron concentration had no effect over the range of 1 to 5 g/L. The effect of surfactant addition was less well defined. While additions of LA 790 (a polyoxyethylene lauryl ether) resulted in increased copper leaching in several of the tests, the differences were too small to be statistically significant. No interaction effect could be verified.

The U.S. Bureau of Mines examined the wettability of bituminous and subbituminous coals before and after exposure to ambient air atmosphere, as part of an ongoing project investigating the coal-wetting abilities of surfactant solutions intended for the suppression of dust during coal mining operations. Exposure periods were generally 7 days or less, and the changes in wetting response were measured with a capillary penetration apparatus. Wetting solutions tested included a nonionic surfactant, two anionic surfactants, and pure distilled water. After exposure, higher ranked bituminous coals treated with nonionic surfactant solution and pure water showed increased wettability, but lower ranked subbituminous coals showed decreased wettability. With the anionic surfactants, the coals demonstrated opposite responses. The wettability changes appeared to be related to the coal moisture content. These changes may be amplified by specific, but incompletely understood, interactions between surfactant polar groups, absorbed water, and the coal surface.

ANNUAL or necessary inspections and investigations of coal mines for various purposes were made possible through the Federal Coal Mine Inspection Act of May 7, 1941, which authorized entry to the Secretary of the Interior through the Bureau of Mines. Primary object of these inspections is to obtain information pertaining to health and safety conditions. Among the purposes for which the data are to be used, are annual reports to Congress, the publication of inspection reports, and the compilation and publication of statistics. The act states that inspections and investigations shall be made by employees of the Bureau of Mines, who shall co-operate with other bureaus of the U. S. Department of the Interior, as well as with the official mine-inspection, safety cr health agencies of the several states and territories. Coeur Rochester Inc. located in north central Nevada, operates an open pit mine moving a total of 16 - 18 million short tons of material per year. A three stage crusher produces approximately 8 million tons of a minus half inch product that utilizes truck stacking to construct a heap leach with a zinc precipitation recov­ery plant. Coeur Rochester recovers approximately 6.0 - 7.0 MM ounces of silver and 60 - 80 K ounces of gold annually. Current metal prices and good operating practices require contin­ued review of operating systems that support the operation, thus the development of a Strategic Mine Plan. This Strategic Mine Plan provides managers, engineers and supervisors a means to improve their operations through three main objectives: 1. Reduce operating costs, 2 .. Increase production, 3. Increase mine life (reserves). These three main objectives will be reviewed in context to their current status and past performance.

This paper describes laboratory techniques and subsequent results of Bureau of Mines research to produce chlorination-grade feedstock from an abundant, low-grade, domestic, rock ilmenite ore. The research is part of the Bureau-effort to devise technology that may help decrease U.S. dependence on imported raw materials. A rock ilmenite containing about 46 wt pct Ti02 was smelted in an electric arc furnace with coke, woodchips, and Na2C03 to separate most of the iron as pig iron and to form a low-iron, titanium-enriched slag. The slag was ground, pelletized, oxidized, and then sulfated with mixtures of SO2 and air in a continuous 4.5- to 9.1- kg/h apparatus at 1023 to 1223 K. The sulfated slag, containing 60 to 65 pct TiO2, was reground and leached in water at ambient temperature to decrease the combined levels of the troublesome Ca, Mg, and Mn impurities from 7.0 to 1.7 wt pct. At levels of more than 3 wt pct, these impurities contribute to operating and disposal problems, The final product was upgraded to about 84 wt pct TiO2. This material potentially is suitable for chlorination in a fluidized-bed reactor. The most favorable results were achieved with leached slag sulfated at a feedrate of 4.5 kg/h and at temperatures of 1073 to 1123 K.
