Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

To exploit an underground mine effectively and safely, it is important to have a good understanding of the geotechnical behavior around underground excavations made in the mine. The aim of this study was to investigate the geotechnical behavior around a tunnel excavated in a metal mine in China at the three-dimensional level. Using the information available on lithology, geological structures, in-situ stress measurements, physical and mechanical properties of intact rock, discontinuities and interfaces between different rocks, a three-dimensional numerical model was built by using the 3DEC software to simulate a tunnel excavation under a high in-situ stress condition. Effect of the discontinuity network, possible intact rock and discontinuity parameter variability, representation of rock masses as discontinuum or continuum material and rock support system on the deformation, stress, failure zone and stability around the tunnel was investigated. A very good agreement was obtained between the collected field deformation monitoring results and the results of the conducted numerical stress analyses.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

The subject of rapid excavation tunneling is one that is extremely important to the people in the Metropolitan area of Chicago. My personal observation is that it is also extremely important to the urban communities around the U.S., to many local and state governments, and to the public officials who are deeply concerned about state affairs and taxes. The Metropolitan Chicago area is in fact, (as are 40 other major urban areas in the U.S.) confronted at the present time with a very serious combined sewer overflow, drainage and pollution problem which accounts for an estimated 40% of the pollutional load on its waterway system. In response to this the District has to date spent some seven millions of dollars in an attempt to find the most economical solution available for the elimination of this problem. This study included extensive investigations of the geological strata, the quantity and quality of storm runoff to be dealt with, and the various methods of storage and treatment available. It has considered solving the overflow problem by a concept involving a series of tunnels, rock tunnels, shafts and storage areas which will collect, retain and subsequently treat that portion of the combined sewer overflow which can be handled in the most cost-effective and economical way, consistent with following the federal and state standards - with which we at the present time agree in principle.

The newest addition to the Anamax Mining Company's Twin Buttes copper producing complex is a by-product uranium extraction plant which was placed into service in February 1980. The plant is unusual in that it is placed internal to the copper countercurrent decantation, solvent extraction, and electrowinning plant. The plant reached full production within a month and, to date, has produced continually above design rates.

The Henderson mine is a large continuous panel caving operation in central Colorado. The orebody is roughly 760 m by 910 m and will be extracted from two production levels. Each level is divided into three north - south panels 244 m to 317 m wide. The general arrangement of a production level and its associated undercut drifts is shown in Figure 1. The production drifts (3.6 m by 3.7 m) are spaced 24 m apart center to center and have undercut drifts (3.4 m by 3.8 m) 17 m directly above them. The production drifts are interconnected with drawpoint crosscuts (4 m by 4.3 m) driven on 12 m centers. Drawpoint crosscuts receive substantial brow steel and concrete support prior to undercutting. The brow steel is a 15 cm by 46 cm wide flange beam with a 2.5 cm wear plate to box in the 'cave' side of the beam. The concrete is a minimum of 0.3 m thick and the batch design results in 27 500 kPa strength. The finished drawpoint opening is 3.7 m by 3.2 m with a choke area of 3.7 m by 2.4 m. (Figure la) Undercutting and bell formation is accomplished by blasting rings of 7.6 cm holes drilled from the undercut drifts. The rings have a burden of 2.0 m and six rings develop one complete bell.

The potential application of flotation for the treatment and processing of a fine-particle coal stream was investigated for the Chaili Coal Washery of the Zaozhuang Coal Mine Administration, Shandong Province, China. A goal of the test work was to evaluate the application of the Microcel™ flotation column and compare its performance to conventional flotation. Small-scale flotation tests were performed in the laboratory and on-site with fine coal slurry samples from the plant thickener underflow, i.e., the washing plant's undersized reject material. Flotation tests were conducted on-site with a 7.6-cm diameter Microcel™ column and with small-scale conventional cells. Column flotation tests were performed to determine a recovery-grade relationship for the fine coal feed, which contained about 24% ash, and to obtain sufficient data to enable scale-up to a large diameter unit. A primary objective as to establish the maximum throughput capacity of a Microcel™ flotation column while operating to produce a clean coal product with ash content of 7.5-7.8%. Results of the test work indicate that this product quality could be achieved at feed rates of 15-19 tph to a 3-m diameter Microcel™ flotation column. Lower ash products, i.e., 5-7% ash, were obtained but at lower column throughput capacities. Comparative flotation tests, conducted with conventional flotation cells, indicated that a product ash of only 8% or greater was achieved in a single-stage test.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Many subsidence researchers in the U. S. have developed new empirical function methods to predict subsidence, or attempted to validate some empirical functions developed by foreign researchers for use in the U. S. An attempt is made in this paper to develop a new empirical function to predict a surface subsidence basin due to longwall mining. In the U. S., the emphasis of empirical methods for the subsidence prediction over longwall panels has been in large part on determining the profile functions for the major cross-sections of a subsidence basin. In this approach, the surface monuments are usually laid out along the major cross-sections and thus, the subsidence profiles developed are restricted for subsidence prediction along the major cross-sections. However in practice many monuments or surface structures for which subsidence prediction for damage evaluation is required, are not laid out along the major cross-section of the basin. In such cases, it is difficult to get either the empirical profile function for the cross-sections where these structures are located or to predict their subsidence based on the profile function developed for the major cross-sections. Therefore, there exists a strong need to develop a subsidence basin function with a reasonable degree of accuracy, which can be determined or confirmed by the data of scattered monuments on a surface basin. The same subsidence basin function can also be used for prediction of subsidence for any arbitrary points over a longwall panel. In 1982, He (1) proposed the clastic theory, for which he developed the basic differential equations describing the movement and deformation of overburden due to underground mining, and performed the selection of best solution for the equations. He found that the Weibull dietribution is the optimal solution. The Weibull distribution has three parameters that vary to fit the subsidence profile so well that the profile function derived from it provides a high degree of accuracy in subeidence prediction. Currently, around 100 million tons of construction materials and aggregates are shipped annually by rail. And recently, producers are looking much more carefully at rail not only to reduce fixed costs through increased volume, but also to eliminate operating headaches, such as increasing community pressures about trucks on the road, noise and dust. Many producers are uncertain as to how to enter the rail shipping business since railroads have historically been reluctant to ship small quantities short distances. This article provides strategies to help producers examine and pursue moving their rock by rail.

The mining and minerals extraction industries have often been demonized by the public as industries that put profits and production before people. It is true that the inherent danger of the work has led to more fatal accidents than anyone associated with the industry would care to remember. But, in stark contrast to what has often been said, the truth of the matter is safety is now the top priority of every miner, from the face of the longwall to the executive boardroom. Without safety, nothing else matters. This message was told and retold by representatives from some of the world?s top mining and petroleum companies from Oct. 11-13 during the inaugural Safety and Reliability in the Mining and Resources Industries Conference in Calgary, Canada. The meeting was hosted jointly by the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) and the Society for Mining, Metallurgy, and Exploration (SME). It was the first of a series of conferences to focus on these important topics. Next year, the conference will be held in Minneapolis, MN from Nov. 13-15.

Currently, mineral producers are suffering through a major downturn in prices for their products, even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical down-turns that often reoccur every 5 to 7 years or so. This paper uses time trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of mineral prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. Attached is a description of the geology of the deposit from an internal report covering Cyprus activity in 1975 and a brief portion of USBM IC 6940 (1937). In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

The coal mining industry must be able to compete with alternate sources of fuel for the utility and industrial customers. If the industry is unable to control transportation costs, either due to government interference, or for other reasons, then mining costs must be kept down. Australia, South Africa, Canada, (and later Colombia) will take larger shares of the export market if mining costs are not kept competitive. The government's environmental regulations must be met without incremental increases in mining costs. Entrepreneurial instincts must be retained by the industry to provide for their investment in the future. What are the Problems with Existing Research? Government funding for coal mining research has been reduced or virtually eliminated. BCR (Bituminous Coal Research) is now a membership- supported organization, but its primary focus has been on health and safety-oriented research. BCR, however, is now attempting to widen its scope and conduct other types of research. There are almost no funds in EPRI's (Electric Power Research Institute) program for coal mining research. Large mining companies do some research for their own purposes and needs, but this is proprietary and therefore results are not shared with the remainder of the industry. The mining industry as a unit is not undertaking productivity (systems) oriented research in any common or cohesive manner.

What a difference a year makes. One year ago, the iron mining industry and the steelmaking industry in the United States were in trouble. Many companies were in bankruptcy, and talk of plant and mine shutdowns was rampant. At that time, it seemed difficult, if not impossible, to remain competitive with imported steel. In addition, the World Trade Organization declared as illegal the tariffs placed on imported steel. And many questioned the viability of the ironmining and steel industry in the United States. At that time, global economic conditions were the main contributors to the industry’s problems. However, since last year’s meeting, changes in global economics have actually helped the steel industry in the United States. Heavy global demand for steel has caused raw-material shortages worldwide. Much of the increased demand is a result of the economic boom in China. In addition, because of a weak U.S. dollar and higher international freight rates, steel imports into the United States have been reduced to about 50 percent of recent levels. These factors have contributed to a rebirth of the U.S. iron mining and steel industries.

Spray-on ground support membranes (GSM) or thin support liners hold today perhaps as much potential to impact underground (u/g) ground support operations as dry and later wet-mix shotcrete when introduced to mining in the latter part of the 20th century. This emerging technology has come a long way from the time the first single component experimental coatings were tested in the mid-1980s. Due to a number of factors, including occupational health risk and mine safety regulations, it has taken quite some time for the development of non-hazardous membrane products. However, at this junction most existing u/g mines that employ more conventional forms of ground support could benefit from evaluating GSM technology as a means of improving safety and the bottom line. The same is especially true for future mine developments. This paper describes Master Builders Inc.’s CS1251 GSM product and its implementation. It discusses the situations in which GSM may replace other forms of ground support. Furthermore, it evaluates GSM costs & safety issues and looks at present applications and the potentially bright future of this technology.
