As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Mississippi Valley Type Pb-Zn deposits are widespread in the midcontinent U.S. and have been mined from the 1800's to present. Some tens of thousands of acres of mined land in the Tri-State District have been designated as Superfund sites as a result of surficial mine wastes and ground waters with elevated levels of metals. EPA considers the surficial mine wastes to be hazardous and a major source of acid mine drainage fAMD) that degrades water resources and threatens human health and the environment. To mitigate potential risks at one site near Galena, Kansas, a group of mining companies who had been identified by EPA as Potentially Responsible Parties IPRPs) proposed subgrade disposal of the mining wastes in shafts and subsidence features. However, this proposal was challenged by the Agency on grounds related to AMD and the potential for degradation of ground water quality. The PRP team developed a program of materials characterization, laboratory-scale leaching, and finally large-scale, pilot testing in the field. Static and dynamic leaching tests at both laboratory scale fusing artificial rainwater under both variably and fully saturated conditions) and field scale (using pH 4.5 ground water) showed that the surficial wastes do not produce acidic leachate and are not a long-term source of metals. Laboratory chemical and mineralogical tests show that the mine wastes contain substantial carbonate, but very limited iron sulfides, consistent with the leach test results. EPA "characterization" tests fEP Toxicity and TCLP) compare very poorly with tests simulating the expected leaching conditions. While these tests would classify the surficia1 wastes as "hazardous, they do not characterize the behavior of the high-volume, low-concentration, coarse-grained materials with respect to environments and disposal options of interest. To be meaningful, characterization of mining wastes must be performed in a manner that simulates the environmental conditions that are actually of interest with respect to a specific decision, such as subgrade disposal in the saturated zone.

Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). In this study, with the primary goal of capturing ongoing digital transformation and automation impacts on the mining industry and its workforce, we conduct several interviews with mining industry experts in the United States and analyze our survey reports qualitatively and quantitatively through exploratory analysis. After the interpretation of the insights of industry experts, we proceed to generate a personalized and customized data analysis through a novel metric based on skills, knowledge, competencies and occupational requirements, which quantifies the job similarities for occupations in the mining industry based on the publicly available database of the U.S. Department of Labor. We use text analytics to tokenize and classify the interviews to capture a better understanding of major response categories. The temporal analysis shows that the critical competency needs in the data science and autonomy category increases from 28 percent in current demands to 43 percent. In defining our metric, we also calculate Kullback–Leibler (KL) divergence for each job profile that enables determining whether and to what extent that job is transitionary in our test set based on the mean, standard deviation and kurtosis of each job of interest. Our analysis reveals that the in-group job transitions are significantly easier than the between-group transitions, proving our initial assumptions and common sense. The generated heat maps provide the opportunity to present the gap between the current job and desired job profiles that provide feasible career change options, among others, offering individualized career paths for job seekers and promoting potential job transitions. Through the collection of industry-specific individual employee data, the AI system is envisaged to continue to learn as end users engage with the system, thus creating a central data hub specifically for the future workforce in the mining industry. Although the study has limitations on generalizability for qualitative assessments, it presents itself as a valuable application of how qualitative and quantitative approaches could be of value for future worker training in the mining sector.

Additionally, this volume contains 15 papers and one discussion that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. "More than 6,300 people attended SME’s 2016 Annual Conference & Expo in Phoenix, AZ and many of them made the trip to the conference to take part in the excellent technical sessions that are presented on a yearly basis by the Society.Holding true to form, this year’s conference was full of options. In fact, this year there were 121 technical sessions and 751 presentations to chose from. The following is a sample of some of the technical sessions as seen through the eyes of the editors of Mining Engineering and SME technical papers.SME Sections Sharing Success: Changing thePublic Perception of MiningThis session was a workshop on how several local sections were effective in getting the message out to their communities and schools about the value of the extractive minerals industry. Several sections shared their outreach successes, including the Mining in Society merit badge activities by the Minnesota Section by Julie Lucas and SME’s participation in the World Scout Jamboree in Japan by Frank McAllister.Dan Alexander highlighted activities by the Pittsburgh Section, such as preparing minerals kits and pamphlets for elementary school classes and regional science fairs. The West Virginia University Student Chapter used the kits as handouts at their local gem and mineral show. School speakers in full mining gear were especially interesting to the young children.Other speakers were Michael Linn, Paradise Valley Unified School District — Business and School Partnerships; and Greg Kruse, Central Wyoming Section of SME — What makes a successful section?Engineering Competency ModelAmerican Association of Engineering Societies and the U.S. Department of Labor, with a grant from the United Engineering Foundation, developed a guide to the set of skills necessary for success in the engineering community -- Knowledge – Skills – Abilities — needed for all disciplines.Various engineering societies are now writing the Tier 5 occupation-specific requirements. The Penjom gold mine treats highly preg-robbing carbonaceous ore by using relatively inexpensive gravity and hydrometallurgical methods. The mine is a joint venture between Avocet Gold Limited, a subsidiary of Avocet Mining PLC, a U.K listed mining company with interests in gold and tungsten, and the Pahang State Development Corporation (PKNP) who receive a 2% royalty. The operating team at Penjom embarked on a programme of innovation during 1998 following a realisation that almost all of the primary ore in the gold deposit was highly carbonaceous in nature. Earlier attempts at desliming and leaching the deslimed product through a normal CIL circuit had failed, and through shear necessity, the team turned to new technologies which were considered most suited to the ore characteristics indicated from pre­feasibility testwork. Between April and September, 1998, the mine introduced three key processes, which combined represent the elements of "The Penjom Process". The gravity circuit was boosted to maximise the capture of leachable sulphide and free gold from the relatively carbon free cyclone underflow stream, kerosene and diesel blanking was introduced to treat the cyclone overflow and RIL (resin-in­leach) technology utilised to replace the existing CIL (carbon-in-leach) circuit. Further experimentation with selective resin in partnership with Mintek of South Africa yielded a significant improvement to the process during 1999. Minix­Dowex resin was introduced mid year to replace a non-gold selective resin, which had been used in a flotation/batch leaching circuit for about nine months. Lower carbon levels in the feed at that stage led to the abandonment of flotation and the introduction of continuous RIL, which has been adopted as the major chemical process at the Penjom gold mine since September, 1999. Given the proven performance of the circuit to date, this process may be considered as a low cost option for the treatment of highly carbonaceous ores, particularly those which are not refractory and contain a reasonable percentage of free gold.

INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. From my experience in the U.S. I believe that we have substantially the same ratio: so many of the jobs with which I was associated were short, 1,000-ft, 2,000-ft and sometimes 3,000-ft and the bores

Dust collectors for roof bolting machines generally use a dry box to collect the roof bolting material. Recently, an underground mining operation converted a dry box dust collector to a wet box dust collector with a unique exception from MSHA for testing purposes. Water is routed to the roof bolter from the main water line of the continuous miner. The wet box utilizes a water spray to wet the incoming material. Testing was conducted comparing the two different collector types. Respirable dust concentrations surrounding the roof bolter with the different collection boxes were similar. The main difference in respirable dust concentrations occurred when cleaning the dust boxes. The average respirable dust concentration during cleaning of the wet box was 0.475 mg/m3, and during the cleaning of the dry box the average respirable dust concentration was 1.188 mg/m3. The silica content of the roof material was high, ranging from 28.9% to 52.7% during this study. The results from this study indicate that using the wet box as a collector reduced exposure to respirable dust up to 60%when cleaning the collector boxes. INTRODUCTION Currently, the dry vacuum dust collection system is the standard dust collector on roof bolters in underground coal mining. It has been proven to be an effective dust control to prevent roof bolter operators’ overexposure to coal mine respirable silica dust during roof bolting operations [Potts eta l, 2011 and Colinet, 2013]. The dry collection system works as follows: drill cuttings are vacuumed into the precleaner. The precleaner dumps oversized material onto the mine floor while undersized material enters the dust box via vacuum airflow produced by a blower. The cuttings entering the dust box are either deposited on the floor of the dust box or into a dust collector bag. The vacuum airflow leaves the dust box through a final filter which removes any small particles from the airflow. Figure 1 shows the internal view of two dry collection system boxes; one that does not use the dust collector bags and another that uses the dust collector bags. Dust collectors that use dust collector bags to contain material inside the dust collector box have been shown to provide better protection to roof bolter operators than dust collectors that do not use the bags [Listak and Beck 2008]. The dry collectors are very efficient at reducing respirable coal mine dust exposure from roof bolting activities. Recently, Blue Mountain Energy’s Deserado underground coal mining operation, outside Rangely, CO, made a modification to the dry collector system to convert it to a wet collector system with a unique exception from the Mine Safety and Health Administration (MSHA) for testing purposes. The wet collector system still uses a vacuum system to pull material from the vertical roof bolt hole, but incorporates a water spray nozzle located inside the dust box to wet the incoming material. The flow through the nozzle ranges from 1.9–7.6 lpm (0.5–2.0 gpm) at 0.69 MPa (100 psi). The conversion to the wet collector system removes the precleaner and the cyclones inside the dust box. The wet material (sludge) then empties through a specialized valve in the bottom of the box. The final filter is still used to prevent respirable dust from leaving the dust box through the exhaust. During operation, the wet collector dust box is opened and hosed clean after roof bolting every place. After every two entries the final filter is changed out. Figure 2 shows the inside of the wet collector box.

INTRODUCTION Truck haulage of muck in underground mining operations has been in use around the world for many years. From the late 1.950s into the early 1970s, haulage by means of load-haul-dump (LHD) units challenged haulage by means of trucks, and, to a large degree, LHD units dominated the trackless concept of moving mate¬rial underground. However, beginning in 1975, the emphasis began to shift back to the use of trucks, with LHD units assuming the secondary role of loading the trucks. Over the years, several manufacturers have been offering trucks with capacities ranging from 4.5 to 45.4 t (5 to 50 st) and with features that specifically address the constraints of underground operation. TRUCK TYPES Three different types of trucks are available for use underground, namely the tip dumpers, telescoping dumpers, and push-plate dumpers. The following para¬graphs describe each of these three types. Tip Dumpers Tip dumpers are designed to lift the truck box, using gravity to dump the load out the rear of the box. The primary application of these trucks is in the haulage of muck to the surface. However, these trucks also may be utilized underground, if a chamber is provided to accommodate the raised truck box at the dumping point. Fig. 1 illustrates a four-wheel drive truck with a 10.0-t (11-st) capacity; this truck is only 1.9 m (6.25 ft) wide and is designed specifically to follow narrow and winding vein courses. Fig. 2 illustrates a two-wheel drive tip dumper with a 24.5-t (27-st) capacity; this truck operates on 12% grades with firm dry surfaces and in modes both loaded-up and loaded¬down. Telescoping Dumpers Telescoping dumpers specifically address the constraints imposed by low back heights, and they represent an optimization of compressed envelope size with maximum payload capacity. Figs. 3 and 4 illus¬trate a typical telescoping dumper with a capacity of 18.1 t (20 st). Fig. 3 shows the box in position for carrying the load, and Fig. 4 shows the same truck with the box in the full-dumping position. Fig. 5 illustrates the loading and dumping cycles. Fig. 6 illustrates an approximation of how an LHD unit with an eject-o-dump (EOD) bucket would be used to load over the rear of this type of truck. Fig. 6 shows a low-profile telescoping truck in the first stage of loading, with a 6.8-t (7.5-st) LHD unit equipped with an EOD bucket. A loader with a smaller capacity and a narrower bucket would allow the bucket to fit inside the truck box and would achieve an even lower loading height than that illustrated. Gen erally, an LHD unit equipped with an EOD bucket and teamed with a telescoping dump truck can be used with a lower back height than could any other front-end loader and truck team. Push-Plate Dumpers Push-plate dumpers are similar to telescoping Bump¬ers, except that they do not have the two-stage box. Instead, push-plate dumpers utilize a single push plate to discharge the load out the rear of the box. Gen erally, these units are limited to payload capacities of about 9 t (10 st). Fig. 7 illustrates a typical push-plate dumper.

Introduction The concept of in-the-wall haulage was formally introduced to the mining community in the early 1970s. The basic concept is simple. Rather than the traditional in-the-pit haulage/access ramp, single or twin ramps driven in the pit wall are used with crosscut connections on the working levels. The in-the-wall pit haulage system could be considered as part of the opening of a new mine, a way of completing to final depth an existing pit, or part of the transition from open-pit to underground mining with the ramp remaining as part of the access. This paper is intended to acquaint the reader, particularly mine planning engineers, with some of the possibilities presented by the concept. Nordstrom (1983) said, "In many countries, mining engineers are either open-pit or underground specialists and, hence, often don't consider the possibilities for combining the best aspects of each into a hybrid mining system." This is believed to be true. There are few "hybrid mines" employing, for example, open-pit methods with underground haulage systems. One reason is the variance with the experience of the mining company and the engineers involved. However, with today's low metal prices, innovative and unconventional thinking may be just what a property requires to remain in production. All the possible situations where an in-the-wall ramp might be considered cannot be presented here. Rather, a few examples will be discussed for illustration purposes. Potential savings in stripping costs A major cost in open-pit mining is associated with the removal of overburden and waste rock. Although much of this stripping cannot be avoided, the volume (V) associated with the presence of an in-pit haul road can be quite large, V 100 (pit depth) a (road width) 2 x road grade (%) As an example, consider a vertical ore body 400 m (1312 ft) long, 60 m (197 ft) thick, extending to a depth of 160 m (525 ft). Cross sections are shown in Fig. 1. Other data are: ore tonnage = 11 Mt (12 million st), ore density = 2.9 t/m3 (0.09 st per cu ft), waste rock density = 2.7 t/m3 (0.08 st per cu ft), road width = 20 m (66 ft), road gradient = 10%, and level interval = 10 m (33 ft). The evaluation has been made assuming that the pit slope (0) is constant around the pit except on the side with the haul road. On this side, the slope is decreased to allow for the road. Slope angles of 30° to 60° have been selected to indicate the dependence of stripping volume (V) on slope angle. The stripping at the ends have been calculated assuming representation by cones. The volume associated with the haul road is 2.6 Mm3 (92.8 million cu ft). A comparison of the strip volumes involved is shown in Table 1. As can be seen, the percent savings in strip volume varies from about 4% to 17% and depends greatly on the slope angle. It is perhaps more interesting to examine the savings in stripping costs that could then be used to cover the cost of the access ramp and the crosscuts for stripping costs of $3/m3 ($0.08 per cu ft). The cost with the road volume is 2.6 million x 3 = $7.8 million.

Large is the applicable adjective here. The largest hydraulic shovel in the world, the largest copper mine in the world, the largest copper producing company in the world. The O&K RH 300 hydraulic excavator has been put into service to move overburden and mine ore at the Chuquicamata open pit mine of the Chilean state copper mining company, Corporation Nacional de Corbre de Chile (Codelco). A large shovel: Equipped with a 26-m3 (34-yd') rock shovel, the RH 300 is able to fill a 170-t (187-st) truck in three passes with cycle times of 30 seconds. A large mine: At present, the Chuquicamata pit is 4 km (2.5 miles) long, 2 km (1.2 miles) wide, and 520 m (1700 ft) deep from rim to bottom bench. The current 450 kt/d (496,000 stpd) of material mined will increase to 600 kt/d (661,000 stpd) when the expanded production rate is reached in 1989. (Chuqui Expansion details, p. 20). A large mining company: Codelco's total output from its two open pit and three underground copper mines is more than 1.1 Mt/a (1.2 million stpy) of copper. This makes Codelco by far the largest copper producer in the world. It accounts for about 15% of the Western World's copper requirements. Chuquicamata is located in the hot and arid Atacama desert of northern Chile. The mine is located 240 km (150 miles) northeast of the port city of Antofagasta. Mine elevation is 2700 m (8850 ft). Chuquicamata's known reserves of oxide and sulfide ores amount to more than 450 Mt (496 million st) of contained copper. There are also reserves of more then 1.4 Mt (1.5 million st) of contained molybdenum. Originally, Chuquicamata was a rail pit. The shovels loaded rail cars hauled by locis on tracks along the benches. During the 1970s, the rail transport was replaced by truck haulage. Crushing and conveying rock waste in the pit is the latest step in the continuing evolution of more productive and economical methods of materials movement. In 1990, the in-pit crushing plant will be in operation. The waste will be mainly transported out of the pit on belt conveyors rather than trucks. The system will incorporate a 9.6-kt/h (10,600-stph) semi-portable crushing station, a 14-km (8.7-mile) conveyor using 1.8 m (6 ft) wide heavy duty belts, and a tripper-spreader to stack the waste dumps. Since Chuqui went into production in 1915, more than 2.5 Gt (2.8 billion st) of material has been excavated. This includes nearly 1.7 Gt (1.9 billion st) of ore from which some 16.4 Mt (18 million st) of copper has been recovered. The Chuquicamata porphyry type ore body is an altered and fractured intrusive granodiorite or quartz-monzonite porphyry that carries the mineralization. The action of ground water on primary sulfide minerals in geo¬logic time has created oxide ores and a zone of secondary enrich¬ment. The oxides occur above the sulfide zone and are also mixed with the upper parts of the latter. At Chuquicamata, the current grade of 1.5% copper is expected to decline to about 1% by 1995. To maintain metal production at cur¬rent levels, it will be necessary to increase ore production rates by about 50%, as mentioned, to 153

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). A possible process for extracting tellurium and antimony from a residue generated in alkaline sulfide leaching of telluriumbearing alkaline skimming slag was proposed. The central composite design was employed to define the optimal leaching conditions for tellurium and antimony extractions from the residue sample. Using a 23 factorial matrix, the best performance for tellurium and antimony extractions (96.36% and 99.64%) were obtained at 175 g L−1 Na2S concentration for 80 °C during 60 min. The notable degree for influencing tellurium and antimony extractions was leaching temperature, Na2S concentration, and leaching time. The analysis of variance results indicated that the regression model was significant and suitable to be used for the optimization of independent variables within the range. The model was validated under optimal operating conditions based on the experimental design results. Antimony and tellurium in the leach liquor were separated and recovered by H2O2 oxidation followed by Na2S-Na2SO3 reduction. 98.93% of antimony was precipitated selectively during H2O2 oxidation, while 95.06% of tellurium was precipitated during Na2S-Na2SO3 reduction. NaSb(OH)6 and elemental tellurium was obtained as the product.

Faced with rapid growth that strained their current water supply capabilities, the Somerset Water Service in Somerset, KY decided to construct a new intake structure on the shore of Lake Cumberland. With an existing intake structure within 200', very hard limestone geology with calcite geodes, and lake level fluctuations as high as 50 ' ,this project posed many challenges. The following paper discusses how mechanical excavation techniques were used to overcome these obstacles.

A glance at the following chart reveals that because of the continued poor economy, the slump in industrial mineral production continued into 1980. Gypsum was down 17% from 1979; cement down 9%, sand and gravel, 17%, and crushed stone, 11%. All these downward trends reflect the high interest rates and high costs that slowed construction starts. Domestic fluorspar was down 21% and imports off 14% due to the steel iudustry slump. However, potash production was up 8% and phosphate, 5%. Increased drilling activity spurred au increase in barite production of 25%. Most other industrial minerals posted losses with only a few insignificant increases. As expected, prices were higher, reflecting increases due to high costs for labor, supplies, and above all, energy. Increasing energy and transportation costs also had their effect on industrial mineral production. Railroad freight rates increased 16-22% including fuel surcharge; truck rates increased 11-14%a; and ocean freight rates increased 20% for finished goods. The 1979 shortage of boa and hopper cars did not continue into 1980-most likely due to low production of many of the hulk industrial mineral commodities. All in all, 1980 was not a good Year for industrial minerals.

Mention of company names or products does not constitute endorsement by NIOSH. ABSTRACT Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation. INTRODUCTION Pinning, crushing, and striking accidents are a large problem in underground coal mines, especially for mobile haulage. Between 1984 and 2014 there were 179 non-fatal and 42 fatal pinning, crushing, and striking accidents involving mobile haulage vehicles, including coal hauling machines and scoops [1]. Proximity detection systems (PDSs)—automated systems that decelerate and stop a vehicle in order to prevent a collision—have the potential to protect mineworkers in these situations. In fact, PDSs are now required on all place change continuous mining machines as of March 16, 2018, as a result of the final rule published in January 2015 (30 CFR 75.1732) [2]. To address mobile haulage, later in 2015 the Mine Safety and Health Administration (MSHA) also proposed a new rule that would require PDSs on mobile haulage vehicles [3]. Though there has been no additional actions related to the proposed rule and it is not currently required, mobile PDS can still help to save lives. MSHA estimates that the adoption of mobile PDSs could prevent approximately 70 injuries and 15 fatalities over the next 10 years [4]. As of June 2015, the underground coal industry had already equipped 155 of the 2,116 mobile haulage vehicles in use [1]. In order to capitalize on the projected safety gains afforded by PDSs, it is important that the systems are designed and implemented effectively. Along with others, researchers at the National Institute for Occupational Safety and Health (NIOSH) have been exploring PDSs for more than two decades [5-7]. Throughout this time, NIOSH has also held several stakeholder meetings (2010, 2014, 2016, and 2017) in order to disseminate information and provide an opportunity to discuss on ongoing issues and concerns. Despite some progress, human factors remain a key concern. Previous research examined mineworkers’ attitudes towards PDSs on continuous mining machines [8] as well as how continuous miner operators’ perceptions of risk have changed as a result of PDSs [7]. However, stakeholders have still expressed a need to better understand how mobile PDSs affect the mining process, the mineworker, and whether and how they may present previously unidentified risks.

"For the first time, the influence of stearyl trimethyl ammonium chloride (STAC) as a collector, on the flotation behavior of lepidolite (Uljin, South Korea) was systematically examined in Denver Sub-A cells. Flotation tests were carried out by varying amount of STAC (50–200 g/ton), feed size (-65, -100, -150, and -200 mesh), and solution pH. The impeller speed of 1000 rpm, flotation time of 10 min and AF-65 (a frother) of 250 mL/ton were invariably applied. In order to complement flotation experiments, zeta potential measurements and XRD analysis were conducted. XRD results showed that the ores were mainly composed of lepidolite, muscovite, quartz, calcite and albite. In addition, zeta potential results showed that isoelectric points were about 2.5, 2.3, and 9.7 for quartz, albite, and calcite, respectively, and lepidolite was determined to be less than 2. Overall, the results of 3-stage flotation showed that Li2O grade and recovery tended to increase with increasing STAC dosage and decreasing feed size. In addition, Li2O grade increased with decreasing pH. The results were explained by the extent of the interaction between STAC and each mineral.INTRODUCTION A great number of potential applications of lithium are being developed currently by the thermonuclear fusion power generation industry(1,2) as well as by the battery and fuel cell industry(3). Even though lithium is mainly consumed in the form of lithium metal and some lithium compounds, about 10% of total lithium production is consumed directly as mineral concentrates by the ceramic industry for the manufacture of special ceramics and mica based glass-ceramics(4). Granitic pegmatites normally contain feldspars, quartz, and mica in addition to lithium-bearing minerals such as spodumene (LiAl(SiO3)2), petalite (LiAlSi4O10), and lepidolite (KLi2Al(Al,Si)3O10(F,OH)2). The amount and grade of metallic minerals tend to gradually decrease and become lower, leading to the increase in the price of base metal or metallic compound(5). Accordingly, recent studies have been extensively devoted to developing the technique to improve the grade of metallic minerals from low grade metallic ores(6,7). Nevertheless, studies regarding the improvement of Li grade from lepidolite ores are very scarce. Lepidolite is a phyllosilicate mineral of the mica group and is often associated with other minerals such as calcite, muscovite, feldspar, and quartz, which need to be separated for lepidolite enrichment(8). Many studies have reported the flotation techniques for separating calcite, muscovite, feldspar, and/or quartz from various targeting minerals(9-11); however, there has been no attempt to investigate physico-chemical properties of lepidolite and its separation from such types of gangue minerals through flotation. Hence, in this study, for the first time, flotation has been carried out for the quaternary ammonium salts (stearyl trimethyl ammonium chloride (STAC, (CH3)3CH3(CH2)16NCl))-lepidolite system based on only the electrokinetic property of minerals that consist of lepidolite ores without adding any depressant to get an initial insight on its flotation behavior. The experimental variables that influence the lepidolite flotation such as amount of collectors, feed size and solution pH have been also examined."

Introduction Occurrences of platinum group minerals (PGM) in mafic and ultramafic rocks in association with Cu-Ni mineralization are well known. Yet for the Duluth Complex, a large body of dominantly mafic igneous rocks in northeastern Minnesota with significant Cu-Ni mineralization (Bonnichsen, 1972; Boucher, 1975; Watowich, 1978; Weiblen and Morey, 1980), little has been published concerning its platinum group element (PGE) contents and mineralogy. In a previous study of massive sulfide rock, sperrylite (PtAs2) was found in nickel arsenide and recovery of arsenide minerals by flotation has been investigated (Iwasaki et al., 1986; Ryan and Weiblen, 1984). Recently, an announcement was made of the discovery of significant quantities of platinum and palladium [peak assay values of 9 g/t (0.27 oz per st)] in an interval of a drill core with disseminated sulfide mineralization 16 km (10 miles) southeast of Ely, MN (Anon, 1985; Sabelin, 1985). This paper describes PGM from the Pt-Pd-enriched zone and evaluates their potential for concentration. Geologic setting The Pt-Pd zone occurs in the South Kawishiwi in¬trusion near its basal contact at 734 to 737 m (2408 to 2418 ft) depth. The South Kawishiwi is one of several minor mafic intrusions that constitute the western margin of the Duluth Complex near Ely, MN (Fig. 1). It is com¬prised of a 70.1- to 350.5-m (230- to 1150-ft) thick sul¬fide-bearing basal unit of troctolite with minor amounts of anorthosite, norite, picrite, and oxide layers overlain by a troctolite unit with interlayered anorthosite (Bonnichsen et al., 1980; Foose, 1984; and Foose and Weiblen, 1986). The basal unit, in which the Pt-Pd zone is found, is markedly heterogeneous in rock type, lacking any coherent internal stratigraphy, and shows evidence of both pre- and post-consolidation faulting (Foose and Weiblen, 1986). Geochemistry Chemical analyses were made on 0.3-m (1-ft) intervals of crushed drill core material (1/4 core, BX size) at 731.5 to 740.7 m (2400 to 2430 ft) depth and the results are presented in Fig. 2. The analytical techniques used were atomic absorption spectrometry for silver, chromium, copper, and nickel; a coulometric titration method for sulfur; and a combined fire assay-DC plasma technique for gold, palladium, and platinum. Figure 2 shows the significant enrichment of platinum and palladium at 734 to 737 m (2408 to 2418 ft) depth; it corresponds to a stratigraphic interval rich in oxide minerals. Average values for platinum and palladium contents over the 3-m (10-ft) interval are 2520 and 2580 ppb, respectively, or 5.1 g/t (0.15 oz per st) platinum plus palladium. Platinum plus palladium contents from individual 0.3-m (1-ft) intervals are as high as 9120 ppb or 9.1 g/t (0.27 oz per st) and average 7.4 g/t (0.22 oz per st) in a 1.5-m (5-ft) interval in the richest part of the zone. The Pt-to-Pd ratio is nearly 1:1 over the entire 9.1-m (30-ft) interval and the platinum and palladium correlate closely with chromium, which ranges from 1.9% to 5.3%. Copper, nickel, and sulfur contents for the drill core interval are also given in Fig. 2. In¬terestingly, the Pt-Pd high corresponds to a depletion in copper, nickel, and sulfur.
