The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (PH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

Computerized financial models can be used in all phases of the mineral industry from setting exploration targets to projecting profit plans for producing mines. In this presentation, I will use the example of an exploration company entering a new district to trace the application of financial models through the following intermediate phases. 1. Hypothetical analysis and strategy 2. First encounter of mineralization 3. Preliminary drill results - decision process 4. Feasibility studies 5. Post-feasibility negotiations 6. Producing mine 7. Acquisition of producing mines or mineral properties. I will conclude with a brief discussion of the mechanics of the financial models that we use at Wright Engineers Limited. As we progress through the seven phases, the availability and accuracy of the data will parallel the complexity and application of the financial models. However, the same basic financial models are utilized throughout the seven phases. I will begin by suggesting that the exploration group is somewhat autonomous and has the mandate to explore in Western Canada.

The choice of the flotation reagent that suits a particular coal has become more complicated with the development of new, more efficient reagents. Frothers and conditioning reagents, in particular, have experienced a dramatic reevaluation of their role in floating various types of coals. The US Geological Survey (USGS) is currently conducting a coal resource assessment of the coalbeds and zones that are projected to provide the bulk of the nation’s resources for the next few decades. The Pittsburgh and Upper Freeport coals are the first two beds in the northern and central Appalachian basin region to undergo fully digital coal assessments. The bed-specific assessments are being carried out in partnership with the state geologic surveys of West Virginia, Ohio, Pennsylvania and Maryland. Comprehensive stratigraphic and geochemical databases have been developed for both of the beds. The extent of the bed with mined areas, structure contour, isopach, and overburden thickness maps for the Pittsburgh coal bed have been released as USGS open-file reports.

Flotation of oxide minerals, particularly silicates, with cationic collectors differs substantially from classic flotation of sulfide minerals using sulfhydryl collectors. In the case of cationic flotation of these minerals, in general: 1. There is a greater importance of electrostatic interaction between mineral and collector. 2. Longer-chained collectors are required; as a rule at least 10 carbons must be present in the hydrocarbon chain. 3. Moderate concentration of collector is required. 4. Attachment between collector and mineral appears to be less strong even though the system may exhibit a large contact angle. 5. Required conditioning time before flotation is usually relatively short. 6. There is sensitivity to slimes. 7. The collectors usually possess frothing power. 8. Selectivity of cationic collectors for specific minerals is usually poor. Almost any of the oxide and silicate minerals may be floated using cationic collectors. It is a common observation that objects having, different; temperatures exchange energy by radiative transfer. The quantity of radiant energy emitted by an object is a definite function of its temperature. Therefore, a measurement of emitted radiation, by means of a calibrated radiometric instrument, provides a temperature measurement without contacting the emitting object. The physical laws describing radiant energy transfer and their application to remote temperature measurement form the substance of this paper. The energy radiated by bodies having temperatures up to 4000°C is largely in the infrared spectral region. The infrared spectral region is that part of the electro-magnetic spectrum having wavelengths longer than visible light and extending to the microwave region. The wave-lengths range from 0.7 micron (1 micron = 10-4 cm) to 1000 microns. In general, infrared radiometry deals, with the methods of measuring energy flux in the 1 to 15 micron region of the infrared spectrum.

Alunorte is a metallurgical-grade alumina refinery located in northern Brazil. This plant which was designed to produce 1.1 million mtpy of calcined alumina, started operation in July 1995. A process information system was installed before refinery start-up. It has been a main factor in process improvements, which resulted in an increase in production from 1.1 to 1.5 million mtpy. This system has been particularly useful for analyzing data and allowing retrieval of data by process engineers. This paper describes how a quality monitoring system to evaluate all aspects and stages of production, as well as alumina silo level and blending percentage, was developed. This system was designed to give support to ISO 9002 certification, which happened in December 1998. The quality monitoring system was developed using Microsoft Excel 7.0 and makes extensive use of VBA macro. The primary users of the system are shift foremen, managers and engineers, who use it to track the process and avoid variations in alumina quality.

In the, West, walking draglines often offer the least cost method of uncovering coal for surface mines. However, with each of these machines costing millions of dollars, a good deal of analysis can be justified by the potenial savings or, conversely, costs associated with the choice of a machine. This has resulted in the recent development of a number of computerized models for dragline selection and pit design. One of the earliest reported models for this purpose was developed by Dunlap and Jacobs (1). Later, Rumfeldt described the computer approach to sizing stripping draglines given the required production rate and mine site parameters (2). This basic approach is probably still the most widely used with models for more complicated mining methods reported by Stefanko, Tomica, Finch, as well as others (3,4,5). furthermore, detailed simulation models useful in this regard have been developed by McDonnell Douglas and Fluor, Utah (6,7)

Mechanical raise and tunnel boring are new techniques to most of the mining industry. Coal, salt and potash have been bored economically, but until recently boring machines were not designed specifically for rock boring in underground mining. The construction industry has led the field of rock boring since 1854 when the first tunnel boring machines built by James S. Robbins and Associates went to work at Oahe Dam, South Dakota. Since that time the company has built boring machines for tunneling through ground conditions varying from cohesionless soil to hard rock, and in diameters ranging from 7 feet to 36 feet 8 inches. It is natural that the construction industry got the jump on mining with the use of mechanical rock boring equipment. Mines have looked for the long range answer to problems of underground excavation and they have chosen proved and established techniques they expect to employ for the next ten or twenty years. The mine development was laid out to accommodate these techniques.

During the past three years the New York Trap Rock Corporation has been restricting blasting operations to days when favorable atmospheric conditions prevailed. By favorable atmospheric conditions is meant the absence of temperature inversions or isothermals in the lower atmosphere or under 6,000 feet altitude. Strong wind and wind shear can also cause conditions unfavorable for blasting. As a result of this practice, there has been a marked decrease in the number of blasting complaints received. The New York Trap Rock Corporation operates four stone quarries on or near the Hudson River within 60 miles of New York City. The Company supplies approximately 7,080,000 tons of high grade, crushed and graded aggregate, rip rap and by-products to the New Pork City area annually, This stone is carried to the market by a fleet of company owned deck &cows which are moved by tugs of a subsidiary towing company. Stone from two of the quarries is diabase: and, from the remaining two, dolomite.

Over the years, Alabama's coal industry has generated, during mining and cleaning operations, about 150 million st of fine waste coal, with this total increasing at a rate of 2 million stpy. Reclamation of the fine-size wastes (containing 20% - 60% clean coal by weight) provides, free of charge, mined and crushed feed stocks for coal recovery. Also, the removal or recovery of pyrite from the tailings should eliminate a major source of acid-water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the +100-mesh material produced commercial-grade coal averaging 7.6% ash, 0.8% sulfur and 13,471 Btu/lb. However, the coal yield, at about 31 % - 56%, was relatively low. Froth flotation, using mechanical and froth column methods, gave similar coal products at much higher coal recovery rates of 87% - 93%. This coal analyzed 10% ash and 1.1% sulfur.

The Jabali zinc deposit in Yemen contains at least 9.4 Mt (10.4 million st) of ore at a grade of 10.7% zinc, 2.2% lead and 77 g/t (2.2 opst) silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to a conventional zinc smelter, and it has been necessary to formulate a less-conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material at Yanbu, Saudi Arabia. To give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulfide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, presents the flowsheet for Yanbu and estimates preliminary costs for both operations.

The University of Alabama Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of carbonate gangue from sedimentary apatites (francolite) in the pH range of 4-6 without collector conditioning of the pulp. The process, which does not require an apatite depressant, was modified to benepciate a high- MgO siliceous phosphate matrix from south Florida. The modified process includes two flotation stages, one for car- bonate removal and the other for phosphate recovery from the siliceous gangue. The selective flotation separation of the carbonate and phosphate from siliceous constituents of the matrix at various pH levels and collector dosages are discussed. In the carbonate flotation stage, about 70% of the MgO was rejected in the froth. The phosphate flotation stage produced concentrates analyzing about 31% P2O5 0.7% ? 5 MgO, and 4% insol. The Jim Bridger Mine is operated by Bridger Coal Company and is located in Sweetwater County, 35 miles (56 km) northeast of Rock Springs, Wyoming (USA). The general location of the mine site is shown on Figure 1. Bridger Coal is a joint venture of NERCO Coal Corp, the operator, and Idaho Energy Resources Company. The permit boundary encompasses in excess of 20,000 acres (81 km2) and is nestled against the western side of the Continental Divide. Production started on July 3, 1974, and the mine has produced approximately 90 million tons (82 million t) while moving approximately 450 million cubic yards (344 million m3) of virgin earth. Annual production averages 5 to 7 million tons (4.5 to 6.4 million t) of run-of-mine coal. Coal is consumed on site by the Jim Bridger Power Plant, a 2,000-megawatt generating station, and the electricity is transmitted to the Pacific Northwest power grid (Oregon, Idaho, Northern California, etc.).

The 16-to-1 milling operation is Sunshine Mining Company's first new silver and gold producing facility. The 16-to-1 underground mine and mill are located approximately 64 km (40 miles) southwest of Tonopah, Nevada. Ore re- serves in the epithermal vein deposit are estimated at 0.91 Mt (one million st) of ore, at an average silver grade of 206 to 240 g/t (6 to 7 oz/st) and an average gold grade of 1.2 g/t (0.035 oz/st). The underground mine uses a large diameter blasthole stoping system of mining using highly mechanized rubber-tired equipment. The mill uses conventional cyanide leaching with countercurrent decantation and Merrill-Crowe precipitation. The mill start-up was in February 1982 resulting in the first pour of dore' in March 1982. The mill's present annual production is approximately 31.1 t (1.0 million oz) of silver and 264 kg (8500 oz) of gold.

A glance at the accompanying table and a review of contributors' comments suggest that the industrial minerals industry is recovering from the recession of the past few years. Actually, the total value of nonmetal production in 1983 was $15.5 billion, up 10% over 1982. Nonmetallics still have not recovered to 1981's high of $25.3 billion, but at least it is on the way up. It is significant that cement (+20%), clays (+13%), gypsum (+16%), sand and gravel (+12%), sodium carbonate (+7%), and crushed stone (+11%) are up. These commodities are largely used in the housing and construction industries. Raw steel and steel mill products, iron ore production and castings, and purchased scrap are showing improvement and increased in value last year. They are, however, still not up to the high of 1981. These industries consume considerable amounts of many industrial minerals, such as limestone, dolomite, fluorspar as fluxes, and many types of refractories.

This study is a continuation of previous work designed to further explore the mechanism of the bioleaching of sulfide concentrate at neutral pH by heterotrophic bacteria Bacillus megaterium QM B1551. The concentrate contained 13.2 percent nickel (Ni) and 0.2 percent cobalt (Co), which presented primarily as pentlandite and pyrrhotite. Contact and noncontact bioleaching experiments were conducted with finely ground ore at an initial pH of 6, resulting in 44.7 percent of Ni and 38.2 percent of Co leached in the contact-bioleaching treatment. Oxidation experiments of sulfur, thiosulfate (S2O32−) and ferrous ions (Fe2+) by cell membrane were performed to verify whether sulfur transferase, thiosulfate quinone reductase and enzyme cytochrome B558 on the surface of the bacteria could be expressed to oxidize the sulfide. The results show that thiosulfate quinone reductase and cytochrome B558 could be expressed to oxidize S2O32− and Fe2+ to SO42− and Fe3+, respectively.

Theoretical investigations and laboratory experiments demonstrated that there is a great potential for the use of jet fan ventilation in mines. This paper summarizes research that consisted of laboratory-scale model tests, full-scale mine model tests and underground coal mine entry tests. The laboratory model used water as a fluid medium and simulated a typical 25-m- (82-ft-) long heading having a 1.5 x 6-m (4.9 x 19.7 ft) cross section. The effects of various nozzle positions and designs were investigated by using still photography. It was also found that the use of jets in combination with line curtains enhanced the overall ventilating effect in the model entry. Flow measurements in the full-scale mine model and in the coal mine entry were conducted to evaluate the effectiveness of the jet fan. It was concluded that the designed jet fan ventilation system was an effective means of ventilating blind airways.

The Plant. The annual production of the Pyhasalmi mine is 900 000 tons of copper- zinc-pyrite ore containing approximately 0.7 % Cu, 2.5 % Zn and 30 % S. During 1976...1981 altered surface ore, 850 000 tons in all, was also treated at the concentrator. The surface ore was crushed and ground in a separate plant and was then fed into the copper or zinc flotation or was flotated in its own circuit, depending on the degree of alteration and the content of copper and zinc in the ore. The surface ore was exhausted in October 1981. Flotation comprises three consecutive flotation circuits; copper, zinc and pyrite circuit. The zinc circuit includes an open circuit roughing and scavenging. The scavenger concentrate and cleaner tailing are pumped to the middlings flotation. Rougher concentrates of the open circuit and the middlings flotation are pumped to cleaning which includes four stages. Figure 1 describes the flowsheet of the zinc circuit.

Virginia Electric and Power Company commencing in early 1985 will begin operating the Bath County Pumped Storage hydroelectric facility, presently the largest capacity installation of its kind. Six concrete lined vertical shafts, 3 ea x 44.0 ft (13.4m) diam x 330 ft (100m) and 3 ea x 28.5 ft (8.7m) diam x 740 ft (226m), comprise a portion of the three underground power conduits. The project team decided to employ the slipform over the conventional jump form method. This selection was based on the engineer's hydraulic design and the contractor's performance requirements. This paper presents the key elements of the shafts' successful slipform operations. The contractor achieved slip rates as high as 60 ft (18m) per day; and the owner received competent permanent linings as specified by the engineer. The authors describe the team's effort to progressively improve both concrete quality and placement rate.
