Bulk carriers, freighters, and tankers are the three classes of seagoing vessels engaged in transporting mineral commodities. However, vessels in these classes are not wholly devoted to mineral commodity transport, as seen in tables 16 through 22. Bulk carriers move considerable tonnages of agricultural products as well as crude minerals, their concentrates, mineral fertilizers, and the like. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to non mineral goods, as well as carrying mixed mineral commodities and non mineral commodities. They include general cargo ships, full container ships, partial container ships, roll-on/roll-off ships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Table 16 shows the distribution of the world's merchant fleet by vessel type in terms of the number of vessels, their gross tonnage, and their deadweight tonnage. The increase of nearly 1.5 % in the number of vessels between 1990 and 1991 compared with a 2.7% growth in gross tonnage and a nearly 2.3 % increase in deadweight tonnage points to an increase in the average size of vessels. Of the four categories of vessels reported, all showed increases in number and in deadweight tonnage between 1990 and 1991 except for "other," and on the gross tonnage basis, all groups registered increases. Although physical characteristics of vessels such as size, draft, crew requirements, type of propulsion system, ratio of gross tonnage to cargo tonnage, and fuel costs have undeniable influences on shipping industry performance, problems of and changes in the quantity and types of materials moved also significantly affect the shipping sector of the world economy, and thus have a bearing on the minerals sector of that aggregate. Unfortunately, comprehensive global data reflecting changes in these critical variables are not published.

A detailed experimental study of breakage kinetics in a batch rod mill indicates that while the system is inherently nonlinear, the feed disappearance kinetics for the finer sizes and the coarser sizes at high holdups is well represented by first-order behavior. The set of breakage distribution functions was found to be normalizable and independent of particle holdup in the mill. The size discretized initial breakage rate functions were found to be inversely proportional to particle holdup and almost directly proportional to particle size. A linearized grinding model that results from the first-order Taylor's series expansion of the breakage rate expression was found to give good simulations of the mill product size distributions without recourse to any parameter improvement routines. Material transport through rod mills was evaluated by investigating the effect of operating variables on the holdup and residence time distribution of particulate solids flowing through the mill. Identical experiments performed in a continuous ball mill helped delineate the fundamental differences in particulate transport through these two types of mills. Mechanistic interpretations of the observed transport phenomena are presented, and their implications in the context of tumbling mill analysis and design pointed out.

"The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. A power-line proximity-warning (PLPW) system must have a high probability of detection (alarm activation at a specific distance), low probability of false alarm, and minimal set-up and maintenance. Tests of electric-field sensors have not demonstrated a dependable alarm distance. Alternative sensing methods such as microwave radar, optical radar, and sonar can meet the requirements by direct measurement of the range from the boom to the power line. Suitable microwave techniques include RF pulse, chirp FM/CW, and baseband pulse. Baseband-pulse radar has adequate range capability and does not require expensive microwave components. The radar cross section of a power-transmission cable is adequate for its detection optical-radar systems based upon LEDs and photodiodes are inexpensive, but can achieve only marginal performance in this application because of their limited modulation bandwidth. Since laser diodes and cryogenically cooled photosensors must be used to achieve the desired range resolution, the cost of an optical-radar system is greater than that of a microwave radar system. Sonar systems are feasible, but are not as precise and cost at least as much as baseband-pulse-radar systems. The performance of both optical-radar and sonar systems is degraded by dirt, necessitating the inclusion of a "windshield wiper.' Baseband radar appears well suited to the PLPW application. The cost of a baseband-pulse radar PLPW system is expected to be comparable to that of an electric-field PLPW system. Development and testing of an experimental model are therefore recommended.

The Bureau of Mines has developed the shearer-clearer--a new type of dust control system for longwall shearers. The system partitions the airflow around the shearer into a clean split and a contaminated split. The dust cloud is confined to the vicinity of the coal face, while the shearer operators remain in the clean split on the gob side of the machine. The shearer-clearer operates on the principle that each water spray moves air like a small fan and can be positioned to direct the dusty air towards the face. The hardware is inexpensive and can be installed in a single shift. It consists of several strategically mounted water sprays and one or more passive barriers. Laboratory testing indicates reductions 1n shearer operator dust exposure as high as 97 pct. Preliminary results from an underground demonstration in one mine also indicate that considerable dust reductions at the shearer may be obtained. In conjunction with the development of the shearer-clearer, dust surveys were conducted in three other mines to determine if some shearer spray systems currently in use partition the flow in a manner similar to the shearer-clearer, and if so, whether this partially accounts for markedly cleaner conditions on some longwalls. Results from these surveys indicate this to be the case. A feature of the cleaner longwalls was a downwind orientation of their water sprays, which is a key element of the shearer-clearer system. The shearer-clearer system described in this report was designed for an Eickhoff EDW 300 shearer working a 7-foot coal seam. The testing to date has concentrated on cutting directions counter to the primary airflow. The development effort continues for different mining equipment and conditions. It is expected that different systems will be required to accommodate the range of conditions occurring underground. Application of the system presented here to conditions different than those described is not likely to produce the same results.

[As part of the Bureau of Mines effort to provide thermodynamic data for advancement of mineral resources technology, the standard Gibbs energies of formation (?G°f) of MnS (manganese sulfide) and Fe0.9 S (pyrrhotite) were investigated with a high-temperature galvanic cell employing stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnS, MnO, S02 (g, 1 atm)//Zr02//02(g, 0.0114 atm), Pt with the overall cell reaction MnS (s) + 1.5 02 (g, 0.0114 atm) = MnO (s) + S02 (g) . (1) These results give the standard Gibbs energy of formation of MnS for the reaction Mn (s) + 0.552 (g) = MnS (s) (2) ?G°f = -66.487 + 15.19 x 10-3T±0.207 kcal/mole (896.4 - 1,208.1 K) (3) where temperature (T) is expressed in kelvins. Similar measurements were obtained for the cell Pt, FeO .9S, Fe304 , S02 (g, 1 atm) //Zr02//02 (g, 0.0114 atm) , Pt with the overall cell reaction 10/3 FeO .9 S (s) + 16/3 02 (g, 0.0114 atm) = Fe.,04 (s) +10/3 S02 (g). (4) These results yield the standard Gibbs energy of formation for the reaction 0.9 Fe (s) + 0.5 S2 (g) = Fe0.9 S (s) (5) ?G°f = -35.229 + 12.67 x 1073T+-0.104 kcal/mole (839.5 - 1,086.6 K). "A Product from Mica Mines.Mica commonly occurs in pegmatites which consist of large crystals of feldspar and quartz, mica constituting but a small proportion of the total rockMuch of the feldspar thus thro n out during the process of mining is pure and of high quality, end the Bureau of Mines has suggested that much of it could be utilized for ceramic purposes. Encouragement is given to such utilization by the fact that several mines now worked for mica were formerly operated for the production of feldspar. ""'here mines are not readily accessible to railroads feldspar utilization might not be feasible, for it is a much lower priced product than mica and cannot therefore bear as heavy transportation expense. '""here mines ire located close to railroads, however, such utilization would tend to reduce the cost of mica mining, and at the same time assist in the solution of the waste disposal problem.The Bureau has recently been informed that some of the feldspar from mica mines near Spruce Pine, N.C., is now being sold and shipped away. An extension of this by-product industry is to be recommended.A Mica Deposit in New York City.The Bureau recently received a mica specimen obtained from a. building excavation at 157th St. and Riverside Drive, New York City. The specimen was about 2 by 4 inches in size, and fairly clear though containing numerous hair cracks. It was obtained only 7 or 8 feet below street level. At greater depth and with more careful methods of excavation material of much better quality might be obtained. The material submitted could be used for mica washers but not for sheet mica. It is stated by an official of a prominent mica company that many such fragments are obtainable in this locality and the possibility of the occurrence of a good mica vein is thereby suggested."

Carbon monoxide poisoning is one of the most widely distributed and most frequent causes of industrial accidents . Carbon monoxide gas is a product of incomplete combustion , and since it is without color , odor , or taste , its presence is frequently unsuspected in many places where it exists . It is an ever present danger about blast and coke furnaces , smelters , and foundries . It may be found in buildings having a leaky furnace or chimney , and in buildings where a gas stove is used without a proper flue connection , such as is often found in tenements , tailor shops , and boarding houses . Hospitals receive annually a great number of victims of poisoning , either by accident or in an attempt at suicide , from artificial illuminating gas . People may be affected by leaks wherever water gas is formed or used . The exhaust gases from gasoline motors under average running conditions usually contain 5 to 7 per cent carbon monoxide , and sometimes as much as 13 per cent ; deaths from running an automobile engine in a closed garage are not infrequent . A similar danger may arise in operating gasoline engines in launches without sufficient ventilation . The gas is formed also in stoker rooms , in gun turrets on battleships , in petroleum refineries , and by the Lablanc soda process in cement and brick plants . In underground mines carbon monoxide may appear as the result of shot firing , mine explosions , or mine fires , and in tunnels where automobiles , coal or oil - burning locomotives are operated . In spite of the common occurrence of carbon monoxide poisoning there appears to be no uniformly recognized treatment for a person overcome by carbon monoxide . In the rescue work of the United States Bureau of Mines , however , a method has been developed which has been supported by laboratory investigation , and has proved successful in practical experience , over a period of years . As outlined in this article , the method is useful in the hands of first -aid men as well as physicians .

This study presents a historic overview of the role of mobile roof support (MRS) technologies in improving stability and worker safety and presents the results of recent field evaluations of the MRS load rate monitoring device and other remote deformation-monitoring techniques. Field studies were implemented at two sites in cooperation among researchers from the National Institute for Occupational Safety and Health (NIOSH), Maleki Technologies, Inc., and J. H. Fletcher & Co. The objective of the field programs were to (1) study the interaction between MRS’s and coal mine strata and (2) develop and test suitable monitoring systems for assessing roof and pillar stability. An MRS consists of a roof canopy, four hydraulic cylinders, a caving shield canopy, and associated electromechanical systems mounted on crawler tracks. The machines are controlled by radio from a remote location and operate on self-contained power units. Typically, MRS’s have capacities of 5,340 and 7,120 kN (600 and800 tons). In comparison to posts, an MRS is capable of maintaining the yield load after significant amounts of roof-floor deformation. Because the mining cycle is accelerated, MRS’s help reduce the potential for time-dependent roof falls. MRS performance has been monitored in the laboratory under controlled static loading conditions and in the field under deep, two-seam mining conditions. Laboratory studies have quantified support capacity and system stiffness as a function of machine height. Field investigations have focused on determination of optimum operating conditions and development of warning systems that indicate excessive load on the machine and/or impending roof-pillar stability problems. Analyses of field data show that roof instabilities are influenced by (1) pillar failure, (2) pillar yielding, (3) mine seismicity, (4)geologic structures, and (5) panel layout designs and mining practice.Pillar yielding and failure (unloading) and seismicity can be conveniently monitored by the load rate monitoring device, but for consistent detection of roof falls, additional deformation measurements directly within the cuts are needed.

"This paper describes the mechanism of coal and rock cutting from quasi-static indentation through dynamic indentation to rotary cutting. The results indicate that during quas~static indentation, a crushed zone, and subsurface fractures develop. The crushed zone is a potential source of dust generation. Dynamic indentation produces a crushed zone due to the frictional resistance offered by the coal or rock during penetration of the bit. Confining pressure changes the mode of failure from tension to mixed tension and shear. The wider bit causes larger crushed zone and more dust generation. The rotary cutting is a combination of quasi-static and dynamic indentation which results in chip formation. 1. INTRODUCTIONThe trend from conventional mining to continuous machine-cutting of coal, using more productive machinery is inexorable. Intolerable levels of dust generated at the face is an indication of inefficient coal or rock cutting by these machines. The Federal Government of the United States paid about 11.7 billion dollars workman compensation to more than 470,000 miners with Coal Workers Pneumoconiosis (Newmeyer, 1981). Bieniawski and Zipf (1985) reported that annual benefit payments were about 2 billion dollars. The need for research m improving coal cutting 1s therefore paramount. The enactment of Health and Safety Act in 1969 in the United States triggered the initial investigation into coal cutting mechanism and cutting tool design. The European countries were also engaged in the same area of research, however, their emphasis was in the use of wedge shaped bits. In 1981, the United States Bureau of Mines commissioned the South West Research Institute to investigate the effect of operating parameters mainly on airborne respirable dust in order to provide a healthier and safer atmosphere for coal mine workers.A research program by the Department of Mining Engineering, West Virginia University, USA was initiated to study the fragmentation mechanism during coal/ rock cutting. The research program was divided into three areas of research, namely quasi-static indentation, dynamic indentation and rotary cutting."

Improve surface mine haul-age truck safety and efficiency by providing a means for sensing the weight and distribution of the truck's load. Approach The safety hazards and the economic implications of overloading mine-haulage trucks were analyzed to determine the net effect of that practice on mine operations. The analysis indicated that: Ten to 25 pct overloading is typical; Higher haulage, tire, and maintenance costs occur due to overloading (a 20 pct overload was estimated to increase operating costs 7 pct per ton); Ten to 15 pct of haulage? truck injuries and fatalities are attributable to overload conditions, at a cost over one million dollars per year to the mining industry. Vehicle-weighing technology that conformed to the performance specification for an off-highway haulage truck overload detection system was selected for in-mine testing. How It Works Normally, volumetric estimates are made during the loading sequence which do not account for the varying ore density. Hence, the actual weight of a load is never precisely known. By providing a precise measurement, an overload detection system will not only indicate vehicle overloading, but will also show under-utilization of the truck. One system tested by the Bureau of Mines was the ?Load Analyzer" manufactured by Pactronics Corporation in California. This system consists of a meter-type analog readout for the cab console and three "Electrosensors" (linear variable differential transformers) attached to the main frame. Using conventional welding and brazing techniques, two sensors are attached between the front members of the engine sub-frame and the top of the left and right trailing arms (one sensor per arm). The same techniques are used to attach the third sensor to the rear centerline of the truck. between the main frame cross member and the A-frame. The readout unit on the cab console indicates by color-coding whether each sensor loading is under (green), at (yellow), or over (red) the pre-set rated load. The three-sensor configuration with in-dependent readouts also detects uneven distribution of the load.

Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. Expansion in total capacity of the natural-gasoline industry.to produce light products continued in 1944 and 1945. The average rate of gain, however, was reduced to about 6 percent annually from over 9 percent in the preceding 4-year period. New facilities at cycle plants again accounted for most of the increase in productive capacity. Between January 1, 1944, and January 1, 1946, the number of cycle plants increased from 32 to 37 and their total capacity from 3,278 thousand gallons daily to 4,848 thousand (48 percent). Capacity of all other plants in the industry increased in the same period from 12,735 thousand gallons daily to 13,080 thousand, or only 3 percent. The capacity of the average plant increased to 28,600 gallons a day from 24,400 gallons on January 1, 1944, continuing the established trend. The average capacity of cycle plants increased to 131,000 gallons a day from 102,400 gallons, and the average capacity of all other natural-gasoline plants increased to 22,200 gallons a day from 20,400 gallons. Although the number of plants increased in only three States in the 2-year period (Texas, Okla- homa, and Arkansas), the total capacity of plants increased in eight States. A further decline of 29 reduced the total number of plants to 626 on January 1, 1946. Compared with 10 years earlier, gasoline plants were more numerous in only 4 States: Texas (48 more), New Mexico (7 more), Arkansas (2 more), and Louisiana (1 more). The largest declines, in order, were in Oklahoma, Illinois, Pennsylvania, West Virginia, and California. The number of plants with fractionating equipment for separating the liquefied gases from heavier fractions was 202 on January 1, 1946 and 182 2 years earlier. The principal changes in number and capacity of shut-down plants were an increase in Texas and a decrease in California. Shut-down natural-gaso- line plants are usually among the smallest units in their vicinity.

"SUMMARYElectron spin resonance (ESR) measurements provide direct evidence for the involvement of the glutathionyl radical, as well as an isolable Cr(V)-glutathione intermediate in the Cr(VI) glutathione redox reactions. These results indicate a new mechanism for the reduction of Cr(VI) by glutathione in relationship to cellular environment and suggest that synergistic reactions of Cr(V) and GS· might be responsible for the (unexpected) increase in the Cr(VI)-induced DNA-strand breaks at high glutathione levels.INTRODUCTIONWhile the reduction of Cr(VI) by glutathione (GSH) is thought to be a critical' step in the pathogenesis of the Cr(VI)-exposure related carcinogenesis1- 4, the exact reduction mechanism is not yet understood. The following reaction steps have been suggested :(A) Initial step:Cr04 2- + GSH - GSCrOa - (1)(B) At high GSH levels:GSCroa- + GSH - Cr( IV) + GSSG (2)(C) At low GSH levels: GSC rO a - - Cr ( V ) + GS ·(3)Thus far, however, in these reactions, the GS· radical has eluded spectroscopic detection, while the evidence for the Cr(V) formation has been reported positives as well as negative2·. Her~ we present spin-trap ESR evidence for the formation of the GS· radical, and a definitive ESR detection of an isolable cr(V)-GSH intermediate in Cr(VI)-GSH reactions.MATERIALS. AND METHODSESR spectra were obtained at X-band (-9.7 GHz) using a Bruker ER200D ESR spectrometer. The magnetic field was calibrated with a self-tracking NMR Gaussmeter (Bruker, Model ER035M) and the microwave frequency was measured with a Hewlett-Packard (Model 5340A) frequency counter. The spin probes, a-(4-pyridyl-1-oxide) -N -tert-butylnitrone (4-POBN) and 5,5-dimethyl~1-pyrroline-1-ox1de (DMPO) were purchased from Aldrich, K2Cr201 from Fisher and used without further purification. "The Bureau of Mines, in cooperation with the Anaconda Copper Mining Co., has conducted a series of experiments an air measurement in fan-pipe installa¬tions in a Butte mine during the fall and winter of 1922-3. The chief purpose was to determine the friction factors for different types and sizes 3f fan piping, but much attention was devoted to methods of air measurement, not only with respect to the methods used for friction factor tests, but also to com¬parison with other methods.The air flow was measured simultaneously at two points 380.6 feet apart in six different fan-pipe installations, each over 500 feet in overall length, in a rock cross cut adjacent to an air shaft,The air pressure was regulated by two sinoco multivane fans, driven by 7 ½ h.p. motors, the fans being connected in tandem so that one discharged into the intake of the other through a short connector and the latter discharged into the line through a straight connection equipped with a honeycomb of 4-inch squares or S radial vanes to prevent spiral flow of air, At each point where it was desired to measure the air flow, measuring sections equipped with piezometer rings pierced for easy insertion of pitot tubes, thermometers, etc. Piezometer static pressures were used in all the tests as standard, and dynamic or total pressures only were obtained with the pitot tubes, except for purposes of comparison.The tubes had special guide blocks, designed especially for underground work. To insure greater accuracy two tubes were used simultaneously, in order to obtain the velocity pressure at the center of the section simultaneously with that nearer the circumference, so that the mean velocity would be determined as accurately as possible. The tubes were held in proper place by means of flat guide boards. Velocity pressures were measured in manometers."

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

Disposing of coal mine waste at the surface has been and continues to be a problem which has yet to be resolved within the coal mining industry. A possible solution to this problem is to return the refuse back into the operating underground mine generating the waste material. It is believed that the approach described will provide an inexpensive and pratical solution to the problem. The designed system is installed and operable at the Millers Cove Energy Company, Inc. property in Lee County, Virginia. This system limits surfact facilities to a minimum size. It incorporates state-of-the-art hydraulic transport and backfilling technology and equipment to systematically backfill areas within the active mine. It maximized the benefits of reducing treatment of coal wasts while it minimizes environmental impacts on groundwater. The system approaches the problem in a manner to maximize benefits and minimize risks. The cost of returning coal waste back underground at the Millers Cove site is estimated at $0.67 per ton of marketable coal (1982 dollars), which is slightly higher than their surface disposal cost of $0.61 per ton of marketable mat (1982 dollars). The underground disposal costs do not include cost savings that should be realized within the preparation plant and treatment facilities at the surface. Preliminary tests of the system were conducted at the surface; funding restrictions prevented an in-mine trial. Efforts should continue to demonstrate the feasibility of solving the problem of refuse disposal. The installed system and plant at Millers Cove should provide the opportunity to test an underground disposal operation. This report contains guidelines to pursue this opportunity.
