In addition to explosion-proof enclosures, the IEC has published recommendations: 1. 79-2 Pressurized Enclosures, 2. 79-3 Intrinsic Safety, 3. 79-5 Sand-Filled Apparatus, 4. 79-6 Oil-Immersed Apparatus, and 5. 79-7 Increased Safety. All these are valid methods of electrical hazard reduction and find wide use in industries other than mining. Magison (52) discusses in detail each technique and, therefore, such an examination will not be repeated. Two other systems, lamina and labyrinth, are but variations of common explosion-proof enclosures and, therefore, will not be cov¬ered. (34,35,46,53,54,61) By examining other national authorities' opinion, the following will investigate each system's applicability to coal mining. Intrinsic safety applies to any system which is incapable of re¬leasing sufficient energy to be an electrical hazard. (49) Not one foreign country contacted disagreed with the concept, and they find these systems totally acceptable. Only South Africa does not accept oil-immersed apparatus, but no reasons were given. (62) Healy (27) stated that Queenlands, Austrailia would accept all techniques, yet some were still to be employed. Japan specifications allow for all but sand filled. (42,43) Increased safety or Protection Type "e" is an approach in hazard reduction in which special design considerations are applied to ensure an extremely low probability of electrical or mechanical breakdown

Such related operations as the manufacture of cement and lime and rock dressing are included. Data on clay and sand and gravel operations are not included and will be found in other Bureau publications on injuries and employment. The Bureau is authorized to make requests for such data and the information voluntarily submitted by the operators contributes to the promotion of safety in the quarrying industry. Every effort has been made to make this canvass as complete as possible. Data for production workers and office employees at the quarry site are included.

To improve rock-burst control in deep vein mining, a field demonstration has been carried out by the Bureau of Mines to test a new rock-burst control concept--rock preconditioning in advance of mining. The procedure is to fracture the major rock-burst-prone zone during the development of each level before production mining. This allows initial mining to begin in a preconditioned zone and later mining from the level below to end in a prefractured or preconditioned pillar zone that is relatively burst-free. This full-scale field demonstration was carried out On the 7700 level of the Hecla Mining Co.'s Star-Morning mine. An expected burst-prone zone along the main vein between 7 and 10 crosscuts, some 250 feet long by 40 feet above and below the level, was preconditioned by blasting a fanlike ring of drilled holes from each crosscut. The drill holes, up to 100 feet long and 4 inches in diameter, were loaded with high explosives and shot. About 4,550 feet of drilling and 9,000 pounds of explosives were involved in the effort. Comparison of preshot and postshot data from monitoring instrumentation indicated that the blasting did fracture the rock in the planned zone and did result in an immediate stress decrease and softening of rock. The field data compared favorably with predicted results from a finite-element computer model simulation of the destressing. Based on observations made during mining and on the data from the Hecla rock-burst monitoring system, there is no doubt that this preconditioning in advance of mining demonstration resulted in much-improved rock-burst control during first-floor mining. It was also concluded that preconditioning the vein was more effective than preconditioning the wall rock.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. In recent years the interest in rare-earth compounds as refractory materials has exceeded the available literature on the subject. While some basic properties, such as density and melting point, of the more readily available rare-earth compounds have been reported in the literature, relatively few papers can be found that deal comprehensively and primarily with high-temperature refractory properties and applications of rare-earth oxides, carbides, sulfides, and nitrides. Therefore, this bibliography has been pre-pared for the use of the ceramic industry as a guide for locating and utilizing the scattered and frequently fragmentary information available. The term "rare earths", as applied in the literature search for this bibliography, is understood to include the following elements: cerium, dysprosium, erbium, europium, gadolinium, holmium, lanthanum, lutetium, neodymium, praseodymium, samarium, terbium, thorium, thulium, uranium, and ytterbium. (On the periodic chart, these elements appear as numbers 57 through 60, 62 through 71, 90, and 92.) It is emphasized that many of the abstracts included are from papers in which the rare-earth compound or compounds are treated along with several other ceramic materials, are mentioned only secondarily, with primary interest placed on a more commonly used refractory material, or are used as part of a mixture of materials formed experimentally and reported on in the paper. As the better known rare-earth materials, such as the oxides of uranium, thorium, and cerium, appear more frequently in the literature, they also appear more frequently in this collection. Articles abstracted include only information on the basic properties that are of interest to the refractories investigator. References to crystal lattices and related topics are generally excluded from this publication. The temperature 1,500° C. has been set arbitrarily as the lower limit for reported data on thermal properties. However, because of the scarcity of information, some reports are included in which data are limited to those obtained at lower temperatures. Many of the articles abstracted include lists of references that will be of additional assistance in pursuing specific lines of investigation.

This paper describes the location and general features of the ?Red Bed? or sandstone copper deposits in southeastern Colorado and New Mexico. Most of the areas containing this type of deposit were visited, and many deposits were examined. Some deposits were not visited because of lack of information as to their location. In the large area covered a great variety of climatic, geographic, and topographic conditions exists. Some of the deposits are in arid areas, whereas others are in heavily forested regions. Altitudes range from 3,400 to 9,200 feet, and the terrain varies from flat plains to rugged mountains. Transportation is a difficult problem in most of the districts, involving long truck hauls to a railroad and long rail hauls to a smelter.

This study was conducted using field interview methods to determine the data and information requirements of the underground coal mining industry for improving mine ground control procedures in existing and future mines. The establishment of a central geologic and engineering information resource center with computer searchable abstract files that can locate and supply descriptive and case-study literature addressing specific mining problems is recommended. Research done under Bureau of Mines Contract J0395010, includes a Bibliography of Underground Coal Mine Ground Control Literature.

The report provides a general description of DOM technology, sources for DOM technology, and identifies approaches and requirements for acquisition by the Enterprise of DOM technology by conventional means. The approaches identified assume the Enterprise enters into a contractual/ joint venture arrangement with an uncommitted and competent systems management firm at various stages of the DOM system acquisition process. The approaches provide for training through work/study as well as through direct participation in acquisition programs. The potential success of the alternatives are evaluated in terms of the likelihood of the acquisition of an ongoing Enterprise economic DOM operational capability. The study concludes that sources exist and that the Enterprise should under-take the development of its own technical capability through conceptual design prior to selecting its source for systems management expertise.

This final report describes the work performed by Gulton Battery Corporation under USBM Contract No. HO-112033, entitled "Research and Development on Lithium-Nickel Fluoride Batteries For Mint Life Support Equipment". The lithium-nickel fluoride couple was chosen For this investigation because of its high theoretical energy density (626 Wh/lb), its ability to operate at ambient temperatures and the fact that it showed promise as a secondary system. The theoretical energy density of the lithium-nickel fluoride couple is ten times greater than that of the widely used lead-acid battery and three times greater than the silver-zinc battery which has the highest theoretical energy density of the commercially available secondary systems. The experimental program first evaluated the cell components individually. The results of these studies then formed the basis for investigations of cell performance using experimental three-plate cells. These cells consisted of one nickel-fluoride and two lithium electrodes. All work was performed in a glove box under an argon atmosphere which was sufficiently pure to maintain the shiny appearance on freshly prepared lithium surfaces. The major portion of the work effort was concerned with the nickel fluoride electrode. Binder, conductive diluent, fabrication technique, as well as the nickel fluoride active material itself, were considered. Criteria for binder materials were established and six classes of materials encompassing thirteen binders were evaluated. The candidate materials were initially screened for appropriate chemical and physical properties and finally evaluated in three.-plate cells, Two epoxy powders emerged as the most promising binders. Two types of conductive diluent were evaluated. The first is a carbon black of low bulk density and high surface area. This material is a good conductive diluent; however, electrodes fabricated with it lacked good mechanical strength. It was hypothesized that a uni¬form, small particle size, low specific surface area would improve the mechanical properties of the electrodes. Therefore, two samples of graphicic materials, milled to uniform powders in the one-to-ten micron range were evaluated. Electrodes prepared with the graphitic materials had superior mechanical properties, However, their electrical performance was significantly poorer and voltage losses of 0.2 to 0.3 volts were observed. Several electrolyte solutions were evaluated. N-Methyl-2-Pyrrolidone was tested but found to be incompatible in the presence of lithium. Lithium perchlorate, lithium hexafluoroarsenate, and lithium bromide were tested as two-component electrolytes in propylene carbonate solvent and their performance compared with that of the single electrolyte solutions, Lithium perchlorate gave the best performance. Lithium hexafluoroarsenate was also evaluated in methyl formate and appears to give equivalent performance. The lithium perchlorate-propylene carbonate system is preferred as it is easier to handle and less expensive.

A method is being developed by the Federal Bureau of Mines for recovering lead metal from galena without the generation of SO2. Lead chloride is obtained by leaching lead concentrate at a temperature of approximately 100° C with FeCl3 solution: PbS + 2FeCl. " PbC1 2 + 2FeC1 2 + S. Electrolysis of the PbCI 2 product in a fused-salt bath results in deposition of molten lead metal at the cathode and evolution of chlorine at the anode. The chlorine can then be absorbed in the spent leach solution to regenerate FeCl3 for recycling. Optimum electrolyte composition was a PbC12-LiCl eutectic containing 7.6 wt-pct LiCl. The PbCl2-NaCl eutectic also proved satisfactory. Electrolysis in the PbCl2-LiCl bath at 450° C yielded 99 pct current efficiency at a current density of 5 amp/in2 with an energy requirement of only 0.24 kW-hr/lb metal produced. This compares with 98 pct current effi¬ciency and 0.26 kW-hr/lb metal produced for the PbCI2-NaCI bath. A typical lead deposit contained less than 100 ppm total detectable metallic impurities. At the low temperature employed for electrolysis, there was essentially no vaporization of Pb or FbC12.

This paper discusses the application of digital human models (DHM) to examine computer generated forces necessary to move specific joysticks by using roof bolter virtual operators to predict the forces experienced on the operator’s upper extremities. Using DHM and simulations of static movements, investigators analyzed predictions of joint moment and joint force effects on virtual operator’s right wrist, elbow and shoulder and compared them to different body dimensions and work postures. This study exemplifies the ease of estimating upper extremity loads on equipment operators using virtual operators and computer models of equipment and work environment. As expected, comparing results of percentage of joint force and moment reduction using the electronic control and of the mechanical control showed that the electronic control had lower joint forces and joint moments over the mechanical control. The average predicted value of the joint moment on the wrist was 1.84 Nm, elbow 7.85 Nm and shoulder 14.55 Nm and of the joint force on the wrist was 5.06 N, elbow 4.56 N, and shoulder 3.67 N. Because the data illustrates low-level forces to move a joystick, inadvertent actuation of the control is addressed. Regardless of the findings, research is still needed on joysticks in real world situations such as an epidemiological assessment of equipment operators in the field before final recommendations and conclusions can be drawn.

The investigation summarized in this report addressed two primary issues: the determination and use of correction factors, and the development of guidelines for velocity measurement site selection. Other ancillary issues which were addressed include a comparison of measurement methods and devices, aircourse cross-sectional area measurement, and characteristics of mine airways. An exhaustive literature search and analysis was performed; extensive in-mine experiments were conducted; a quantitative analysis of the data was used to develop correction factor tables and site selection guidelines. The reported results of other researchers who have examined the correction factors and site selection criteria, were analyzed in light of the results of this study. The measurement devices included in the experimental phase were: vane anemometer, vortex shedding anemometer, a prototype thermoanemometer, smoke tube, and, oil of wintergreen. The measurement methods include single-point centerline, timed¬-point traverse, continuous traverse for the anemometers, and various distances and cloud positions for the smoke tube and oil of wintergreen devices.

The experience of the past 2 years has demonstrated clearly that mine explosions with heavy loss of life can be prevented. The investigations of the Safety Division of the United States Bureau of Mines disclose that during the fiscal year 1934 there were only 28 deaths from mine explosions in the United States, and during the fiscal year 1935 there were 54 deaths, a very favorable reduction when compared with an average death toll of 265 from this cause during the 20-year period prior to 1929. Although the frequency of occurrence of explosions has not decreased greatly during the past 7 years, there has been a marked decrease in severity, indicating that the coal-mining industry is taking more effective precautions to prevent the spread of explosions. A number of large coal-producing States, which in past years have experienced numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 5 years or even longer. A study of several hundred mine explosions occurring in the United States during the past 10 years or more indicates that the factors mainly responsible for these explosions are inadequate or defective ventilation and disregard of the hazards from explosive gas. Both of these factors are subject to control, and if controlled it is safe to say that deaths from explosions would be reduced to a negligible number as relatively few explosions are now initiated by dust.

Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources and potential of deposits in the Bucks Lake and Chips Creek RARE II areas in Plumas and Butte Counties, California. These areas lie along the west slope of the Sierra Nevada on opposite sides of the North Fork Feather River and encompass an area of 62,800 acres (25,400 ha). Metasedimentary and metavolcanic rocks of the Pennsylvanian Calaveras Formation are intruded by plutons of Mesozoic age. Mineral; of economic iterest are in quartz veins in metasediments close to these plutons; they are principally gold and silver with minor amounts of copper, lead, and zinc minerals. Molybdenum, copper, silver, and tungsten minerals occur in tactite along metasedimentary-granitic rock contacts. In both areas, auriferous Tertiary channel gravels have been extensively developed. Asbestos occurs in ultramafic rocks in both areas, and a limestone deposit was explored in the Chips Creek area. Gold is the principal economic mineral in the Bucks Lake RARE II area. The Shenandoah Mine (fig. 1, no. 19) contains 7,500 tons (6,800 t) of indicated and inferred subeconomic gold resources in sulfide-bearing, silicified metamorphic rocks of the Calaveras Formation (table 1). Similar rocks have yielded gold at the Edman and Megowen Mines, adjacent to the area. A high potential exists for additional lode resources in the area around the Shenandoah Mine. Callahan Mining Corporation personnel believe a multi-million ton disseminated gold deposit underlies the property.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and the results are described in this report.

Gaseous and particulate exhaust emissions from 20 diesel engines in service at five underground mines were measured with high accuracy instrumentation. The engines that were tested were checked for faults or maladjustments. The vehicle and engine maintenance organization was studied at each mine and an idealized maintenance program was devised. Faults were induced in a new diesel engine to determine their effect on the characteristics of the exhaust emissions. The results, conclusions and recommendations from this investigation are presented in this final report.

The objective of this program was to develop a cost effective microprocessor-based electronic image sensor system for monitoring pit slope displacement to detect and/ or predict impending slope failure in surface mines. A background study and data analysis yielded a performance specification for candidate Video Slope Monitoring Systems. A design concept was developed based on using a pair of solid state video cameras located on precision pointing assemblies. The digital images from the cameras are compared and, using electronic triangulation, slope topology is calculated. The current and past locations of operator selected features are compared to determine pit slope displacement. A proof-of-concept test was performed using a laboratory model of a pit slope. Based on the successful results of that testing it is recommended that an in-mine evaluation be performed using a full-scale prototype Video Slope Monitoring System.
