The thickness of the coal seam is one of the more important items influencing the productivity and general overall efficiency of operation of a coal mine. The average thickness of coal seams mined in the United States has changed very little in the past 40 years. The first measurement of thickness of bituminous coal and lignite seams was made for 1920, when the average thickness was 5.3 feet.4/ The average thickness for later years was as follows: 1945, 5.4 feet; 1950, 5.3 feet; 1955, 5.2 feet; and 1960, 5.5 feet.5/ Table 1 includes data on number and production of bituminous coal and lignite mines classified by I-foot intervals of seam thickness mined in 1920, 1945, 1950, 1955, and 1960. Though bituminous coal and lignite are mined today from seams of exceedingly variable thickness -less than 2 feet to more than 50 feet - a large majority of the production, 62 percent in 1960, came from seams 3 to 6 feet thick. This is not surprising since the coal seam of moderate thickness presents the least mining difficulties.

Based on the results of this study, the underhand cut and fill stoping method, with mass destressing, is an effective method for controlling rock bursts and falls of ground for deep mining in the Coeur d'Alene Mining District. The procedure can be utilized to pull highly stressed pillars by converting from conventional overhand stoping methods or used as a primary recovery system. During the demonstration, only one minor rock burst occurred, with no injuries. The system facilitates accurate placement of vertical boreholes for effective mass destressing. Each mining cut is filled with cemented sandfill overlying a timbered mat that forms the back for the succeeding cut. For this demonstration, a cemented fill was mixed on the surface and piped to the stone. Costs for pillar recovery by this method are comparable and are considered cost effective over conventionally timbered overhand mining as a pillar recovery method.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown that operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5 to 9 dB at the operator’s left ear and 2 to 5 dB at the operator’s right ear while hammer-drilling. This paper briefly discusses the preliminary design of a cab and the testing of materials for construction of the prototype. An explanation of the ideas behind the prototype design and fabrication are covered. Finally, the field test method and results are discussed in detail.1

A lightweight compressed oxygen rescue breathing apparatus (RBA) for rescue and recovery missions has been developed by Mine Safety Appliances Company under contract to the Bureau of Mines. The apparatus is a positive pressure, closed circuit system of 4 hours duration. The weight of the complete apparatus, including an optional cooler, is slightly over 30 pounds. Weight reduction over currently available RBAs is achieved through the use of lithium hydroxide for scrubbing C02 in place of conventional chemicals and the use of a composite glass fiber/ aluminum shell cylinder for oxygen storage in place of steel cylinders. Positive pressure is maintained in the breathing circuit at all times by applying a constant spring force to the breathing bag. The harness has been designed to reduce the work of the wearer by redistributing the weight of the apparatus to the wearer's hips.

During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

To provide a flexible, low-maintenance, low-cost continuous mine air monitoring system as an alternative to conventional fixed-point, electronic monitoring systems. Background Continuous monitoring of mine air is highly desirable (and often required) not only to improve miner safety, but also to increase mine productivity. Continuous air monitoring systems can provide earl" warning of developing fires, excessive methane accumulation, reduced oxygen levels, and other developing problems in remote, inaccessible or sealed areas, and in active workings. Fixed-point, electronic systems require one Sensor for every gas to be measured at every defined monitoring location. As the number of monitoring locations increases, so does the cost, along with increases in the time required for routine maintenance and calibration of the sensor System cost also increases when monitoring locations are identified for mine areas requiring permissible electrical equipment.

To allow the controlled yielding of mine walls in order to reduce rock-burst hazards and reduce maintenance caused by excessive squeezing forces. Approach Rock bolts that elongate and continue to sustain a load, have been fabricated and tested. This device is an adoption of a concept originally developed in South Africa for use where unusually adverse conditions may warrant the added cost. How It Works A coupling in the rock bolt allows controlled elongation if the load increases beyond the bolt's design strength. (The load can build up either slowly, as during heaving, or rapidly, as before a rock burst.) The elon¬gation of one or more rock bolts surrounding a mine opening, allows the rock to move from its original position to c new position in a controlled manner. Mine fires constitute one of the greatest threats to the health and safety of those working in the underground environment and each event has the potential for disastrous consequences. Of the major mine fires and thermal events that have occurred in the United States in the last 6 years, it is estimated that remotely installed seals could have been used in 63% of the events to control fire growth or to aid in fire suppression work. The National Institute for Occupational Safety and Health (NIOSH) is conducting full-scale tests at the NIOSH Lake Lynn Experimental Mine to evaluate and improve remote mine seal construction technology. The main focus of this work is to develop reliable technology that will completely close the mine opening from floor-to-roof and rib-to-rib. This paper presents the results of remote seal installations using grout-based materials.

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. The Government of Belize maintained strict control over spending in 1982 as a means of protecting its import-dependent economy against the effects of a general worldwide recession. The modest economic performance was not expected to differ substantially from the $152 million2 gross national product (GNP) estimated for 1981. Exports and reexports were expected to decline in 1982, partly as a result of the Mexican peso devaluation. Imports were also expected to decline slightly in 1982, but the overall trade deficit was projected some-what higher than the $44 million experienced in 1981. On September 21, 1982, Belize became an independent state. As a result, the new Government became eligible for assistance from international organizations such as the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), and the United Nations Development Program (UNDP). Belize's independence from its former status as a colony of Great Britain was marred somewhat by the unsettled territorial dispute between Great Britain and Guatemala. Guatemala declared Belize was a part of Guatemala and. therefore. refused to recognize it as an independent state. Negotations between Great Britain and Guatemala continued without resolution.

Many challenges are faced by workers in lower-seam (42 inches or less) mines. The lower-seam heights confine mine workers to their knees as they perform their daily tasks such as installing roof bolts, delivering supplies, repairing belt, or cutting coal. Miners working in these lower seams often consider kneepads to be their only line of defense against knee injuries. However, healthy knees do not start and stop with kneepads. Other interventions such as changing postures, proper hygiene, and work station design may also be used to reduce mine workers? risks for developing knee injuries. Incorporating these and many other interventions into a mine worker?s ?way of life? is an important step to ensuring a long, healthy career and retirement. Keeping knees healthy is also a key aspect to reducing costs in low-seam mines as the industry battles rising health care costs, and training/recruitment of replacement workers is time-consuming and costly. Educating the workforce about the possible interventions to reduce knee injury risk is a primary objective for the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). Therefore, NIOSH researchers, along with industry and academia, developed a training package to educate the mining community about some possible interventions beyond kneepads that may be used to help decrease knee injury rates. Increased awareness and simple changes are the first steps to reducing knee injuries.

Approach Include in the wireless system a portable second-generation transceiver that is more reliable, compact, easier to deploy and operate, and ruggedized to withstand a mine environment. How It Works In an emergency, the new transceiver is snapped onto a caplamp battery for power. (Normally the 1 1/2-pound transceiver is either carried by the miner or is strategically located in the mine.) Its antenna wire, coiled inside the transceiver container, is removed and deployed in a roughly square configuration around a coal pillar or on the mine floor. At the Southern Experiment Station, Tuscaloosa, Ala., reports are prepared from time to time on results of washability studies of coal from important beds in the Southern Appalachian region. The investigations that provide the material for these reports are made by the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama and the mine operators. The principal objective of a washability study is to obtain technically and commercially important data to aid in determining the best methods for preparing and utilizing the Nation's reserves, particularly of coking coals. Such information is also important from the standpoint of conservation, because it facilitates the selection of preparation methods that will yield an acceptable product with a minimum loss of coal to the rejects.

An acid-extraction procedure developed in Germany for determining mineral matter in coal was investigated by the Bureau of Mines to determine its application to American coals. It was found to be suitable for all ranks of coal from anthracite to lignite if modified slightly for coals containing considerable quantities of calcium compounds, such as calcite or calcium humate. The precision of the method is satisfactory, and the results are probably closer to the true content of mineral matter than those obtained by empirical formulas. The method requires considerably more analytical data than the Parr or approximation formulas but is no more time consuming than obtaining the necessary data for the King, Maries, and Crossley formula (theoretically the most comprehensive empirical formula used). An appendix to this report includes a detailed description of a recommended procedure.

Diesel tailpipe CO, C02, NO, and N02 concentrations by the Emissions Measurement Apparatus (EMA) were found to compare satisfactorily with simultaneous concentrations by instruments in the MSHA engine certification laboratory in Bruceton, Pa. The EMA was then applied to the measurement of LHD vehicle diesel tailpipe gases and smoke opacity in the White Pine and Brushy Creek Mines. A general experimental approach was developed by which instruments could be compared for the measurement of diesel exhaust pollutant concentrations in the 1/2 to 5TLV range. The concentrations are changed by varying engine speed, dynamometer load, and the portion of the exhaust which enters the dilution tunnel. Dräger detector tube diluted exhaust CO, CO2, NO, and NO2 measurements were compared with simultaneously taken portable instrument measurements. Diesel exhaust interference inaccuracies were separated from inaccuracies due to detector tube calibration by comparing the instrument readings with both actual detector tube readings and detector tube readings corrected by recalibration of the detector tubes alongside NBS traceable calibration gases. The detector tubes' accuracy was found to be only slightly affected by diesel exhaust interferences and it was concluded that most measure within certification limits established by the National Institute for Occupational Safety and Health. The effects of 2 exhaust system configurations on the pollutant concentrations in a dead-end heading were studied. Both of the configurations exhausted the gases near the roof, directing them toward the crosscut, and both improved the stratification of the air in the heading, due to the bouyancy of the hot exhaust gases. One of the configurations was a pair of Fume Diluters which diluted the exhaust with air by a 10:1 ratio, and the second system was simply a pair of exhaust pipes, bent to direct the exhaust similarly to the fume dilutors. By redirecting the exhaust, the concentration of C02 measured on the LHD vehicle was reduced by as much as 507, in dead-end headings up to 200 ft long. The Fume Diluters showed no improvement over the simple redesign of the exhaust system.

This report is a continuation and expansion of a previous USBM grant (No. G0254004) which examined alternative methods of handling the parting between two coal seams in a surface mining operation. The alternative methods consist of equipment implementation in either a stowing or haulback technique. Following a typical strip mine conformation, the parting is directly stowed or hauled back and placed in the pit bottom after second seam removal. The objectives are to produce an environmentally sound material placement technique and to increase prime stripping machine utilization. This report contains the engineering philosophy behind two computer programs created to evaluate parting handling methods over d wide range of coal and parting thickness ratios. The nature of the computer approach allows cost sensitivity analysis and quick updating of costs. The two programs are clearly presented with documentation and examples such that consumers may apply then to their own operations.

The work presented in this report represents the background activity which led to the fabrication and testing of a greenhorn and crowd limit switch system for electric shovels. The program began With a literature search and manufacturers product review to gather material as a basis for concept generation. Visits to three open pit mines provided information from operation and maintenance managers which was useful in preparing design concepts. These concepts were evaluated through laboratory tests and engineering analysis to select a final design concept. The resultant greenhorn is four separate shock absorbing pads each enclosed in a housing which bolts to the end of a dipper handle adaptor. The plungers impact against stops mounted to the saddle block. The crowd limit control is a nonmechanical device which senses the location of the dipper and makes appropriate commands to the crowd motor to insure against impacting the greenhorns. The electronic crowd limit control is redundant and indicates malfunction modes. The greenhorn prevents shovel damage in the unlikely event of impact.

Philippine laterite and serpentine ores can be utilized in an electric furnace operation to produce both a steel ingot and a ferronickel product. Figure 1 is a schematic interpretation of a plant in which laterite and serpentine ores are processed separately to obtain both ferronickel and steel as products. A relationship of estimated capital requirements and probable returns has been established in this study for a plant of this type. No attempt has been made to evaluate the risks involved in commercial operations. At such time that the project might be constructed and placed in operation, changes in the costs of material, labor, and power may materially affect the profitability aspects of this study. One of the uncertainties involved in the economic evaluation is the cost of mining, handling, and shipping the ores. It is on this basis that the cost of ore delivered at the plant is assumed to be variable at $3, $5, and $7 per net ton (dry basis). For all other costs a plant site at Iligan City, Philip-pine Islands, has been assumed in preparing the economic characteristics for a plant that will process 2,000 tons4/ of ore per day. Results of the study, for the 2,000-ton plant, with all monetary values expressed in terms of United States currency (Philippine peso valued at $0.50), are summarized as follows:

This report summarizes the results of laboratory investigations made by the Bureau c! Mines on the recovery of mercury from caustic sulfide solutions by aluminum precipitation and by electrodeposition. Statistical methods were used to design the experiments and evaluate the resulting data. Precipitation studies demonstrated tint metallic mercury could be recovered from mercury sulfide-sodium sulfide solutions with aluminum. Other metals and their salts and aluminum, salts precipitated only black mercury sulfide. Over 95 percent of the mercury was precipitated from solutions prepared with reagent-grade chemicals and from cinnabar leach solutions. Two equivalents of aluminum were required to obtain 95 percent precipitation of the mercury. Under optimum conditions 1 gram of aluminum precipitated from 4 to 7 grams of mercury; the excess Aluminum was recovered for reuse. The effects of time and temperature on the precipitation of mercury were minor when compared with the effects of mercury concentration and aluminum equivalents. The particle size of aluminum had no significant effect over the ranges studied. When aluminum was used as a precipitant, the mercury concentration in solution was reduced to below 1.0 grams per liter. Adding arsenic and antimony sulfides to the mercury solution resulted in their coprecipitation with the mercury when the aluminum was added From 95 to 99 percent of both the arsenic and antimony were precipitated as metal, which amalgamated with the mercury.
