Reduce respirable dust in coal preparation plants. Approach Survey a representative sample of coal preparation plants to (1) determine the dust problem extent, and (2) evaluate practical dust control techniques. Coal Preparation Plant Survey Results Of the approximately 500 coal preparation plants in the United States, 18 plants in six States were randomly selected for survey. The raw hourly capacities ranged from 250 to 1,250 tons, plant construction dates ranged from 1037 to 1982, and usually 3 to 10 workers were required per shift. Respirable dust concentrations within the plants surveyed ranged from very good (less than 1 mg/m') to very poor (14 mg/m3). No relationship was found between dust concentration and age or capacity of the plant. Six of the plants had long-term respirable dust concentrations between 7 and 14 mg/m' in specific areas; six had concentrations between 2.2 and 6.2 mg/m'. Except fur ventilation, only 4 of the 18 plants used operating dust control devices with mixed effectiveness.

The purpose of the work covered by this contract is to develop a ground and pilot conductor connector which will significantly improve mine trailing cable splice performance. This work compliments the work completed under Contract 00357100 on the development of crimp connectors for the phase conductors of trailing cables. A brief discussion on splice problems is presented as an introductory means and substantiates the need for the development and test programs outlined in this report. As with the phase development work, the ground and pilot connector work is essentially of an empirical nature. As a result time is devoted to explaining the derivations of the test procedures used. In order to familiarize the reader with connector terminology a section is devoted to a glossary of pertinent terms. The connector design effort includes connectors for splicing ground and pilot conductors. A distinction is made between connectors suitable for splicing round and flat ground configurations. The same also applies to the pilot conductors. During the course of this work, much time has been devoted to the question of suitability of round cable configurations for trailing cable applications. This is discussed in detail along with resulting conclusions and recommendations. A field test program was conducted in order to confirm ground and pilot connector laboratory data. This testing also determined the viability of the connector designs and recommended installation techniques in a mine environment.

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used for making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

Provide reasonably priced, reliable fire protection for loading shovels. Approach An automatic fire, sensing and suppression system using both dry chemical and Halon 1301 was developed. It is more rugged than similar industrial-type fire protection systems. How It Works Temperature sensors detect heat from a fire, and trigger the system. These sensors are located inside the machinery house and under the house and shovel frame where it rotates around the crawler chassis ring gear. An alarm is sounded, and extinguishing agents are released either in the machinery house or in the ring gear area. The system can also be triggered by a manual control. If the fire Is detected in the machinery house, all power is shut down to the motor-generator sets, ventilation fan, and all electrical controls. Doors are automatically closed. After a delay to allow time for the ventilation fan to stop, Halon 1301, a gaseous fire extinguishing agent, is released inside the machinery house until it reaches a concentration of about 7 percent. This concentration is sufficient to extinguish a fire, but isn't toxic to personnel

At the Eighth International Conference of the Directors of Safety in Mines Research, Sartorius and Thouzea5/ presented and discussed data obtained in explosives tests made under varying conditions of humidity. These tests showed that there was less probability of explosives failure when the humidity of the testing gallery atmosphere was high. As it is to be expected that the relative humidity of mine atmospheres where permissible explosives are used will not be identical with that of the test-gallery atmospheres, the influence of atmospheric moisture upon the incendivity of permissible explosives is of the utmost importance if decreasing humidity reduces the relative safety of an explosive. Because of this and because the question has recurred frequently in discussions of gallery testing at Bruceton, Pa., it was decided to investigate the effect of humidity and ambient temperature on the ignition of firedamp by explosives, applying the small-scale gallery methods developed at the Bureau of Mines and used earlier to study the fundamental causes of such ignitions.6 7 8/

Table 19 and figure 7 show the number of fires and fire injuries for surface coal mines by state during 1990-1999. Table 19 also shows by state the risk rates, employees' working hours, lost workdays, and coal production. For surface coal mines, 215 fires occurred in 21 states during 1990-1999. Ninety-four of those fires caused 93 injuries and I fatality (the yearly average was 21.5 fires and 9.3 fire injuries). Fourteen fires and seven injuries involved contractors. The Ewhr value was 729 x 10° hr (In = 0.026), the CP value was 6,355 x 10° st (Fn = 0.034), and the LWD value was 8,141. Kentucky had the most fires and fire injuries (45 fires and 23 injuries), followed by Pennsylvania (33 fires and 14 injuries), West Virginia (25 fires and 14 injuries), and Indiana (20 fires and 8 injuries). Among these states, Pennsylvania had the highest fire risk rate value (Frr=0.145), while Kentucky had the highest injury risk rate value (In 0.041).

Develop a dry dust collector suitable for working faces and belt transfer paints. Approach A filter cartridge with a reverse-pulse, self-cleaning system has been mounted in-to a low profile unit requiring electric power only. How It Works Dust-laden air entering the in-let end of the collector passes through the two inline filter elements. When the elements load to a pre-selected pres-sure drop, they are automatically pulse-cleaned by a "backflush" method using compressed air. When the elements are pulse-cleaned, caked dust material on the filter surface is released, and falls away as lumps. Dust is removed from the collector by an auger mechanism. Features of the collector are: (1) unit is completely self-contained, (2) built-in air compressor for pulse-cleaning, (3) cleaning cycle initiates automatically at a preset restriction, (4) automatic auger discharge of collected dust, (5) detachable extension auger for transporting collected dust, (6) "dust leak" indicator light, and (7) "change filter element II warning light. The collector has been designed as permissible although approval has not yet been granted.

Data mere obtained, on application of such locomotives to cod mining only in Belgium, France, Germany, and Great Britain. The locomotives are used in coal mining in other countries, as well as in potash, iron, and other kinds of mining, but their chief development has been in coal mining in Germany, France, and Belgium. Recently popular interest in the Diesel type of engine for motive purposes was aroused in this country by the successful application of Diesel engines to railroad locomotives hauling fast transcontinental trains, and, according to published statements, at a low cost of fuel per mile of run.

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

A coal shuttle car equipped with a pulsed laser optical ranging system to provide guidance for an automatic steering system was tested in production coal mining. Test results are presented for the two mines where testing took place, and some operator's reactions are included. Automatic steering control keeps the car cantered in an entry, and automatic turns are made at intersections as signaled by the operator. All other controls-tram, conveyor, brake, etc, remain manual and require operator control. Complete override of steering while in the automatic mode is retained by the operator, who may grab the steering wheel at any time and turn in opposition to the automatic signal by applying about 10 foot-pounds of torque.

From 1984 through 1987, the Bureau of Mines investigated numerous prospects and new discoveries of columbium, rare-earth elements (REE), uranium, zirconium, and other metals associated with the multi-phased peralkaline granite at Bokan Mountain, southeastern Alaska. This report summarizes the mineral evaluations and estimates indicated and inferred resources for those prospects containing significant tonnage and grade. A total of approximately 96.2 MM lb Cb205 (43 pct of the tonnage at a grade exceeding 0.125 pct Cb205), and 11.8 MM lb U308, 27.9 MM lb Th02, 133.0 MM lb Y203, 637.6 MM lb ZrO2, and 241 MM lb REO are estimated to be contained within nine deposits totalling 37.8 million tons (at least 80 pct of resource tonnage also exceeds 0.5 pct Y203 + REO). Generally, half of the REO content is composed of the heavy yttrium subgroup. Several deposits also contain beryllium and tantalum; 2.1 MM lb of Ta205 and 8.9 MM lbs of BeO were estimated. These estimates would likely be substantially increased with additional exploration. Four deposit types were investigated; shear zones and fracture-related deposits, pegmatites, mineralized dikes, and placers. Mineralized dikes contain most of the beryllium, columbium, tantalum, yttrium, zirconium, and REE resources, whereas shear zones and fracture-related deposits (Ross-Adams mine) contain the principal of the uranium resource. Pegmatites are similarly mineralized as are dike deposits, and contain low levels of gold. Placer potential is suggested, but no deposits were found.

The Bureau of Mines, at the request of local authorities in Rock Springs, Wyo., investigated and conducted through contracts a multistage program of exploratory drilling and pumped-slurry backfilling of 15 areas of potential subsidence in abandoned mine workings underneath that community. Initially, the Bureau in 1969 had recommended a program of gravity blind flushing of some of the inaccessible mine voids, and in 1970 a new technique, the pumped-slurry injection process, was tested for the first time in a site adjacent to the city's area of severe surface subsidence. Success of this initial testing program, and of a large-scale project in Scranton, Pa., led to further large- scale projects, funded by Congress, that resulted in the successful back- filling not only of all 15 target areas of potential subsidence in Rock Springs, but also of several areas in other States. Total cost of the projects in Rock Springs, including the original pumped-slurry test, was $3,243,993. A total of about 923,000 tons of sand was injected hydraulically into mine voids, rendering 178 acres of residential and central-downtown areas of Rock Springs less susceptible to subsidence damage. The pumped-slurry method was proved to be much superior to the gravity blind flushing method in term of the amount of solids that could be injected underground through a single borehole. However, there are special conditions that make this technique more or less applicable in different areas or underground configurations, as noted in the report's conclusions.

"The interaction of amorphous silica particles with several hydrogen bonding agents (H2O,, C2H,OH, C,H,NO) was investigated by monitoring the changes in the bulk and surface IR vibrational modes of silica using photoacoustic spectroscopy, It is argued that the intensity of the silanol band at 3747 cm-1 provides (an inverse) quantitative measure of the interaction of surface groups, along with the shift in the broad hydroxyl band, the interaction following the order C,H,NO > C2H2OH > H2O.The use of IR spectroscopy to study the adsorption on solid surfaces is well documented in the literature,"" For example, hydroxylation of a clean silica surface results in the formation of the free silanol group Si-OH, with a sharp IR band near 3747 cm-1. Further hydroxylation produces a broad band near 3500 cm-1, which is believed to result from various hydrogen-bonded silanol bands leading to a multilayered surface structure of few nm.3-6 Earlier studies had indicated a relationship between the surface silanol band and various chemical activities of silica such as cytotoxicity,7-9 catalysis,10-12 and others.13 Recent studies from our group14-in which the intensity of the silanol band and cytotoxicity of silica, heat-treated at various temperatures up to 1095°C, were investigated-have provided a strong correlation between cytotoxicity and intensity of the silanol band.Coating of silica by PVPNO (polyvinyl-2-pyridine N-oxide with the empirical formula C7H8N0), a strong hydrogen bonding agent, is known to reduce the cytotoxicity of silica, presumably by chemically blocking the silanol groups from phospholipids.15 This interaction of the hydrogen bonding agents with the silica can be studied by IR spectroscopy, and Knozinger16 and Rouxlet and Semples17 have used transmission IR spectroscopy to study the effect of various chemicals on the surface IR modes of silica. However, one of the major disadvantages of transmission IR spectroscopy is that the sample preparation (grinding and mixing with KBr and pelletizing) usually distorts the surface modes (see, e.g., Ref. 14) and there is always a doubt about the effect of the sample preparation on the measured properties, In recent years, photoacoustic (PA) spectroscopy has become the technique of choice for studying the IR spectra of samples in their natural state, since no sample preparation is necessary.18,19 Moreover, according to a recent paper,20 the relative intensity of the surface modes in PA spectroscopy of silica particles is much higher than that in transmission FT-IR spectroscopy. Consequently PA spectroscopy is ideal for studying the surface chemistry, In this work, we have used PA spectroscopy to investigate the interaction of three hydrogen bonding agents (C7H8NO, C2H5OH, and H20) with the silica surface by monitoring changes in the surface IR modes, Our results show that the surface IR modes get perturbed to a larger extent than the bulk IR modes in interaction with the hydrogen bonding agents, Moreover, whereas in the earlier studies, the shift of the broad silanol band near 3500 cm-1 was used as a measure of the interaction with hydrogen bonding agents,16,17 here we show that the relative decrease in the intensity of the sharp silanol band near 3747 cm-1 also serves as a quantitative parameter for the relative surface coverage and surface modification, Details of this work are given below,The Cab-O-Sil samples of silica used here were obtained from the Cabot Corporation of Tuscola, IL, In our earlier studies,14,20 we have shown these particles to be amorphous and about 0.05 am in size, For coverage of these particles with H20 and C2H50H, the following procedure was employed. This final report documents the work dune by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract H0122026 (which began in August of 1971). Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume. Phase I of the contract was devoted to performing an in-depth assessment of electromagnetic noise measurements taken by several contractors and other investigators, and then defining a new noise measurement program and instrumentation system tailored to obtain the necessary but missing noise data. These data are required for use in the design of new emergency and operational communication systems. This work, and the follow-on coordination and guidance activities of ADL on this noise measurement program in subsequent phases of the contract, are treated in Part One of Volume I.

The mining laws of Russia (Collection of Laws, vol. 7, 1912) are still in force in Latvia. The Free State of Latvia (declared independent on November 8, 1918) is composed chiefly of the Baltic Provinces of the former Russian Empire, which are ethnographically Lettish: The Province of Courland, four districts of the Province of Livonia, and three districts of the Province of Vitebsk. Since the establishment of its independence, Latvia has not felt the need of a special mining law, inasmuch as mining so far has not been found profitable in that country. A supplement to this paper, entitled "Mineral Resources," is a brief summary of the minerals found and utilized in latvia. RIGHTS OF FOREIGNERS A foreign individual is permitted to explore for minerals and to own and operate mines in Latvia on equal terms with Latvians. A foreign corporation is required to establish a branch in Latvia, which shall be subject to the corporation laws of the country. A certain number of the partners or incorporators must be citizens of Latvia.

The roll forming of oxide powders was studied in a Bureau of Mines investigation to find the conditions and parameters required to make satisfactory ceramic strip. High-quality porous or dense alumina, zirconia, and porcelain shapes were made by sintering strip roll-formed at room temperature from powders containing minor amounts of binder and water. Strips with thicknesses of 0.04 to 0.08 inch and bulk densities from 40 to 90 percent of theoretical densities were made. The parameters most important to formability were particle size, condition of the powders, and roll gap. Other factors affecting quality were speed and surface condition of the rolls, amount and type of binder, water content, and sintering conditions. Ceramic strip was formed at rates up to 78 feet/minute, which is 13 to 23 times faster than reported by previous investigators, and forming was done in a simple and inexpensive roll unit. Reshaping the strip was possible by cutting, grinding, shearing, and stamping. The following innovations were developed that allow roll processing not normally possible with ceramic powders: (1) Fine-sized powders were made into strip by preparing these as partially sintered granules; (2) thick strip was formed by pressure feeding powders into the rolls; (3) flexible strip was made using a rubber-base bonding agent; (4) corrugated strip was formed on shaped rolls; and (5) porcelain strip was densified and reduced in thickness by rerolling while hot.
