[The citrate process for flue gas desulfurization (FGD) is a product of continuing research by the U.S. Bureau of Mines to meet the goal of minimizing the objectionable effects of minerals industry operations upon the environment. The reduction of SO2, in solution by H2S to produce elemental sulfur by the citrate process is extremely complex and results in solutions that contain at least nine different sulfur species. Process solution analysis is essential to a clear understanding of process chemistry and its safe, efficient operation. The various, chemical species, the approximate ranges of their concentrations in citrate process solutions, and the analytical methods evolved to determine them are hydrogen sulfide (~0M to 0.06M) by specific ion electrode, polysulfides (unknown) by ultraviolet (UV) spectrophotometry, elemental sulfur (~0M to -0.001M dissolved, ~0M to ~0.1M suspended) by W spectrophotometry, thiosulfatc (~0M to ~0.25M) by iodometry or high performance liquid chromatography (HPLC), polythionates (~0M to ~0.01M) by thin layer chrornatogrphy (TLC), dithionite (searched for but~ not detected in process solutions) by polarography or TLC, bisulfite (~0M to 0.2M) by iodometry, sulfate (~0M to 1M) by a Bureau-developed gravimetric procedure, citric acid (-GM to 0.5M) by titration or visible colorimetry, glycolic acid (~0M to 1N) by HPLC, sodium (~1.5M) by flame photo¬metry, and chloride by argentometric titration.]

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

It also discusses the most advantageous use of this well-stimulation method in waterflood projects. A thorough search of the literature was made, and pertinent information was abstracted from appropriate reports. A carefully designed and controlled program of formation fracturing is an effective aid in waterflooding because it increases water-injection and oil- production rates. Generally, fracturing has resulted in little or no reduction in ultimate oil recovery, but under certain circumstances recovery has been substantially increased.

Tungsten, silver, lead, zinc, and placer gold occur in the Cucamonga B RARE II area (no. B5174). A strata-bound, scheelite-bearing zone at the Blue Diamond prospect (fig. 1, no. 1) contains an estimated 16,000 tons (15,000 t) of identified, subeconomic resources averaging 0.16 percent tungsten trioxide (W03). There is a high potential for discovering additional tungsten resources at this property. The California-Hercules prospect (fig. 1, no. 5) ha; a mineral occurrence which contains an estimated 1,000 tons (900 t) of tactite averaging 1.3 oz silver per ton (45 g/t), 0.75 percent lead, and 0.72 percent zinc. Another occurrence, at the Blew Jordam Prospect (fig. 1, no. 4) has an estimated 100 tons (90 t) of tactite averaging 10 oz silver per ton (340 ,/t), 3.75 percent zinc, and 2.3 percent lead. There is a moderate potential for discovering silver, lead, and zinc resources at these prospects, which are in metamorphic pendants. There are a few lode gold prospects in the area (fig. 1, nos. 3, 11, 14) are on geologic structures which parallel the San Andreas Fault, northeast of the area. These deposits are not well exposed and have been historically unproductive. Placer gold in area B occurs locally in the beds of intermittent tributaries to Lytle Creek (fig. 1, nos. 10, 12, 13) in concentrations as high as $1.17 per cu yd ($1.53/cu m, at a gold price of $450 per troy oz). The deposits have no significant volume, but could be utilized for recreational panning and suction dredging. In the Cucamonga C RARE II area (No. C5174) placer gold occurrences locally contain as much as $1.23 per cu yd ($1.61/cu m). However, gravel containing the gold appears to be limited to stream beds, and does not occur in sufficient quantity to constitute resources. Recreational panning and dredging also may occur in this area.

In deposits of the John Muir Wilderness, tungsten is the principal metallic element. Gold, silver, copper, and molybdenum could be recovered as by-products from most of the tungsten deposits. More than 1 million tons (0.9 million t) of tungsten resources are estimated to be along the fringes of metasedimentary roof pendants. Gold-silver deposits and silver-copper-lead-zinc deposits with small resources are found at several localities. The association of metal deposits with the intrusive-metasedimentary rock contacts and the widespread existence of these contacts, suggests additional resources exist. The area has no known potential for coal, oil, gas, or geothermal energy.

U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine mineral resources and resource potential in and adjacent to the North fork Smith RARE II study area. Most mineral resources identified in this area are in laterites, highly-weathered residual soil zones. In the RARE II area, resources of nickel, cobalt, chromium, and magnesium were identified at 15 laterite properties and chromium resources at one chromite mine. Other commodities include copper, gold, silver, and mercury (fig. 1). Approximately 1,100 lode and 1,200 placer claims have been located in or adjacent to the area. Most placer claims are for literites. There are no patented claims or mineral leases. Forty laterite deposits on 15 ,properties within the RARE II area (fig. 2) contain about 16 million tons of identified marginal reserves and subeconomic resources containing nickel, cobalt, chromium, an magnesium (table 1). Most deposits have keen explored and are currently claimed. California Nickel Corporation is developing laterites on Gasguet Mountain, within and adjacent to the southeastern and western parts of the study area. If this project proceeds to production, a laterite processing plant on Gasquet Mountain would enhance the minability of other deposits in the study area. The Climax, PFM, DF, and Stone Corral properties (fig. 1, nos. 1, 6, 9, and 23) have deposits of sufficient tonnage and grade to attract mining interest; resources at these properties are in and adjacent to the RARE II area.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971. This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

The Bureau of Mines investigated the effect of up to 1 wt-pct of copper and silicon on the heat treatment response and hardness, tensile, and impact properties of hot-rolled medium-carbon steels. The steels were prepared by induction melting and fabricated into plates by forging and rolling. The tensile strength of 0.2-wt-pct carbon steels containing 0.3 wt-pct silicon was affected significantly by copper in both the hot-rolled and heat-treated (600° C) conditions, whereas the tensile strength of the 0.3-wt-pct carbon steels was less affected. A 600° C treatment was considered optimum as a post-rolling treatment to strengthen the steels by copper precipitation. Strengthening of 0.2-wt-pct carbon steels by silicon was reduced by increasing copper contents.. Optimum impact strengths occurred at about 0.3 wt-pct silicon in 0.2-wt-pct carbon steels containing 0.6 and 0.8 wt-pct copper. The impact strengths were lowest for 0.2-wt-pct carbon steels containing over 0.8 wt-pct copper and greater than 0.3 wt-pct silicon, especially in the heat-treated condition. Copper and silicon solutes and copper precipitates strengthened the steels. This effect was augmented slightly by strengthening through grain refinement by these solutes.

Bituminous coals having maximum fluidity values in the 40- to 25,400-dial-divisions-per-minute (ddpm) range were carbonized in a continuous, entrained-bed reactor. Carbonization was conducted in an 8-inch diameter, vertical reactor at temperatures from 955° to 1,345° F and at air-to-coal ratios ranging from 4.63 to 16.12 scf/lb of moisture-and ash-free coal charged. Carbonization rates from about 118 to 360 lb/hr, as-carbonized basis, were examined. It was demonstrated that carbonization temperature and air-to-coal ratio must exceed minimum values for continuous operation. Within the operating conditions discussed, highly fluid bituminous coal was carbonized to produce tar and nonagglomerated char. The yield of tar ranged from 21.3 to 38.9 gallons per ton and the char yield ranged from 1,109 to 1,563 pounds per ton, all units expressed on a moisture-and ash-free basis. It was demonstrated that the maximum fluidity and the average size of the coal along with the air-to-coal ratio and the carbonization temperature act together to influence the carbonization product yields and certain properties of the products. Prediction equations were developed from the data for product yields and selected properties of the char, tar, and gas.

A satisfactory clay for these and other purposes should have the property of forming what is commonly called a "gel," but the measurement of this property has been a real problem. To date the solution has not been satisfactory, and some of the difficulties are considered in, this, paper, which describes a simple form of instrument (identified as an eykometer) for measuring the yield point under hydrostatic conditions of non-Newtonian clay suspensions, including those muds that are thixotropic. An oil-well drilling mud serves several functions, many of which depend on the "gel" characteristics of the mud. Among the more important functions are: (a) To plaster the sides of the hole to prevent caving of the walls; (b) to prevent the loss of the circulating fluid out of the hole by seepage; (c) to carry sand and cuttings out of the hole to the surface as they are formed by the rotary drill; and (d) when circulation of the fluid stops for shut-down or other unavoidable cause, to hold the cuttings in suspension by the setting up of the gel, thereby avoiding the difficulties that result when these cuttings are allowed to fall through the fluid and pack at the bottom of the hole.]

A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. The crystal structure of hematite, a-Fe203, has been refined as part of a continuing study of the behavior of phases in the Fe-O system during reduction and oxidation. Three-dimensional diffraction intensities were collected on two spherical single crystals of hematite with a semiautomated Buerger single-crystal diffractometer. The first crystal refined was a natural Elba hematite with minor impurities. The other, a synthetic crystal, was refined at the request of Mossbauer spectroscopy investigators concerned with impurities in the natural crystal. The structure has been refined with a least-squares program and the final structure for the natural crystal irradiated with CuKa-radiation gave a discrepancy factor (R) of 3.65 percent using 49 unrejected reflections of the 51 measured. For the synthetic crystal, using MoKa-radiation, the discrepancy factor converged to 2.8 percent using 95 unrejected reflections and was 3.3 percent for all 109 reflections. The structure model of Pauling and Hendricks has been confirmed with essentially no change in the iron coordinates and approximately a 5-percent change in the oxygen coordinates. Selected interatomic distances and angles were calculated as were anisotropic temperature factors.

Recent legislation and expected future legislation is aimed at reducing the dust levels developed in underground coal mines. Several techniques for reducing dust levels are being evaluated. One of these is the modification of cutting parameters such as feed rates, cutting speeds, and pick configurations in order to reduce the amount of dust generated. In order to evaluate the feasibility of modifying cutting parameters to reduce dust, the Bureau of Mines commissioned Battelle to construct a small scale mining machine which could be used for evaluating the effects of those changes in cutting parameters. Specific features of this machine were that it should be highly instrumented to measure various cutting parameters, should have a wide range of feed and speed controls, and it should be possible to vary the pick configurations and geometries on the machine. In addition, it was desired that this machine should have cutting capabilities which greatly exceed present coal mining practice and also that the unit should be small enough and portable enough that it could be taken into and out of operating coal mines with a minimum of interference with the normal coal mine operations. The first step in constructing a machine to meet these requirements was to determine the cutting forces and approximate sizes of components which would be required to cut at the speeds and feeds specified by the Bureau of Mines. Initial calculations using; published data on cutting forces indicated that cutting forces in the neighborhood of 5,000 lbs and power levels of approximately 30 horsepower would be adequate for the application. However, further data developed during the course of the project indicated that when low efficiency picks are used, cutting forces and powers can be two to three times as high as these initially estimated values.
