The work of the electrical section of the Bureau of Mines may be considered to have had its beginning in April , 1909 , when H. H. Clark was , appointed electrical engineer in the U. S. Geological Survey. The first manuscript prepared by members of this section was Miners Circular 5, which was issued in October , 1911. During each succeeding year additional papers have been published dealing with questions relating to electrical safety. Since 1916 the electrical section has also conducted laboratory investigations on flame safety lamps and gas- detecting devices and has published reports relating thereto . The following selected list of publications covering safety studies and activities of the electrical section has been prepared for the convenience of those who wish to keep themselves advised concerning electrical safety matters . The list includes only such publications as are applicable to present-day prac tices .

The U.S. Bureau of Mines conducted research to determine the effect of ground water control on the dewatering of phosphatic clay wastes. Two storage impoundments were constructed. One impoundment was surrounded on three sides with a series of well points (shallow vertical wells) to lower the ambient water table and the second impoundment served as a control. Ground water was pumped from the area surrounding the test impoundment for a period of 490 days. A constant pumping rate of 60 gal/min resulted in a water table drawdown of 13 ft, approximating the bottom of the impoundment. At the end of the test period percent solids in the test impoundment was 35 pct, while in the control impoundment percent solids was only 26.8 pct. Percent solids of greater than 30 pct is required for capping and final reclamation using fertile overburden.

Approximately 45% of U.S. coal is produced from underground mining. The use of diesel engines to power under- ground mining equipment has steadily increased over the past four decades in an effort to improve mine safety and productivity. Several advantages realized with the use of diesel-powered mining equipment in underground coal mines are listed in Table I. The primary disadvantage of using diesel equipment in underground coal mines is that diesel exhaust emissions can contaminate mine ventilation air. The major constituents of diesel exhaust are gaseous emissions (which include carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons) and diesel particulate matter (DPM). The Mine Safety and Health Administration (MSHA) has incorporated threshold limit values for all gaseous components of diesel exhaust into their regulations. These have been established by the American Conference of Governmental Industrial Hygienists.

Eliminate the occurrence of false fire detection alarms caused by the operation of diesel-powered vehicles in underground coal mines. Approach Fire detection systems used in underground mines are based on measurements of airborne combustion products such as carbon monoxide or smoke particles. The effectiveness and credibility of these systems can be reduced by the occurrence of false alarms that result from the operation of diesel-powered equipment, which produces the same combustion products. False alarms end up being very costly to the mine operation in terms of downtime and labor needed for verification. To improve upon current fire detection systems used in the presence of internal combustion engine products, the U.S. Bureau of Mines developed a fire detector that can discriminate between the occurrence of real mine fires and the presence of engine smoke.

1. A schematic diagram and a description of the apparatus are presented. 2. Five runs were made using gas having a hydrogen-carbon monoxide ratio of about 2:1 and sulfur concentrations ranging from nil to 1.53 grains per 100 std. c.f. 3. At constant space velocity of synthesis gas the product of the sulfur concentration and days of operation, with conversion of H2 + CO above 97 percent, was constant. With a gas containing 0.04 grain of sulfur ac carbonyl sulfide per 100 std, cu. ft ,, the conversion of H2 + CO remained over 97 percent for 40 days. During that time the heating value of the product gas (on a C02-free basis) remained relatively constant at 940 B .t .u. per c.f., based on dry gas measured at 600 F. and 30 inches Hg.

Equilibrium partial pressures of gaseous HCl and H2O over aqueous binary and ternary solutions of HCl and AICls were calculated or estimated in the range of 20° to 110° C, and up to saturation with AlC13?6H2O. The results were extended to solutions containing less than 10 wt-pct FeCl3 by assuming that FeCl3 and AIC13 are equivalent on the molar basis, since both salts have trivalent cations with a cammon anion. The ionic activity coefficient of HCl and the equilibrium constant for dissolution of gaseous HCl were also computed. This research is part of the effort by the Bureau of Mines, U.S. Department of the Interior, to provide thermodynamic data to expand the technology base relevant to the extraction of alumina from nonbauxitic domestic raw materials.

Researchers at the U.S. Bureau of Mines collected and analyzed over core measurements and other indicators of in situ stress characteristics at the Lucky Friday Mine, Mullan, ID. An analysis of these data revealed that significant local variations in in situ stress are present in this mine and that these variations existed prior to mining. High stresses were found to be associated with the most competent strata and a locked section of a fault. An estimate of the predominant stress field was developed for mine-wide modeling. The estimate shows that the greatest principal stress was oriented north of northwest. This information should provide a basis for mine-wide structural modeling of the Lucky Friday Mine and should generate important insights into localized stress conditions, which may significantly affect both local and mine-to-mine variations in seismicity induced by excavation.

Papers of this series are written by engineers and executives of mining companies , at the solicitation of the Bureau , and in accordance with an outline prepared by Bureau engineers , for the purpose of securing uniform presentation and conformable data . The property of the Alaska Juneau Gold Mining Co. is situated near the city of Juneau , Alaska , in what is known as the Harris mining district . Wholesale mining operations have been adopted on a large scale and 10,000 to 11,000 tons per day of gold- bearing ore are mined and sent to concentrators near Juneau . In addition to gold , the ore yields 0.6 ounce of silver and 13.0 pounds of lead to each ounce of gold recovered .

Improve the safety of mine workers by developing a sensitive ground-fault relay system capable of detecting and isolating low level ground faults and thereby minimize the danger of electrocution. Approach Inadvertent, direct contact with energized conductors in underground coal mines is a major cause of electrocutions. Although relay systems designed to protect workers against such fatal accidents do exist in some industries, there are no effective ground-fault-sensing relay systems that address the special problems presented by power systems designed for U.S. mines. The Bureau of Mines conducted research to design and construct a sensitive ground-fault relay for use with low-voltage, alternating current (ac) mine electrical systems. Such a relay, sensing current leakage or faults in an electrical system, would send a trip signal to a circuit interrupting device which would then shut down power.

Mineral production was confined to out-put of cement and gravel. However, exploration was being conducted by the U.S.S.R. and the United Nations Development Program. Development of a domestic limestone deposit and crude oil from an offshore oilfield was underway. Benin's currency remained fixed to the French franc. The gross domestic product (GDP) was $977 million in 1981, the latest year for which information was available. 2 COMMODITY REVIEW Cement.-Construction of a cement plant with 500,000 tons per year capacity neared completion at Pobé. The operator of the plant, using locally produced limestone, was the Societe des Ciments d'Onigbolo, a joint venture between Benin and Nigeria. Nigeria was expected to utilize most of the cement produced. Equipment for the plant included a 1,600-ton-per-day, oil-fired pre-heater.

The Bureau of Mines has developed a prototype nonincendive explosive rock-breaker charge that can be fired unconfined in underground bituminous coal mines without the danger of igniting a flammable atmosphere that might be present. At present, unconfined shooting in underground coal mines is prohibited, but there are situations where the use of such shots would yield an overall improvement in safety. The charge consists of l-1/2 lb of permissible water gel explosive in the form of a short cylinder 7 inches in diameter and 7/8 inches high, surrounded by a l/2-inch-thick layer of damp salt, and encased in latex rubber reinforced with cheese cloth. The latex rubber housing provides a charge package that is strong enough to resist rough handling yet is pliable enough to conform to an irregular stone surface. A charge of this shape was found to be more effective at breaking rock than charges with lined or unlined cavities. Incendivity tests in a gallery have shown that the prototype charge will not ignite a flammable methane-air atmosphere when fired. Rock- breaking tests made with limestone boulders indicate that the charge will satisfactorily break stone slabs weighing 1 to 2 tons, and that two or more charges might be effective for slabs weighing up to 10 tons. In cooperation with the Mine Safety and Health Administration (MSHA), a test protocol for the certification of these charges as "permissible" for use in flammable atmospheres is being developed.

During the mineral survey of the Bob Marshall Wilderness and study areas by the author in 1971, 1973, 1974, and 1976 (Marks, 1978), the area designated Reservoir-North (RARE II No. H1-485) in January, 1979, (U.S. Forest Service, 1979) was examined, along with other lands adjacent to the earlier study areas. However, the 1978 open-file report covered only areas originally designated for study. The present report on Reservoir-North is based on earlier work. No work has been done in the area since 1976. Mineral Appraisal Reservoir-North RARE II area (No. H1-485) is in the Northern Disturbed Belt which has been identified as having high potential for natural gas accumulations and lesser potential for oil accumulations (Mudge, 1978). Oil and gas lease applications in the area, indicate interest by oil companies.

The objective of this study is twofold, The first is to present the composition of the offshore petroleum industry in terms of lease bonuses and the value of hydrocarbons produced from Federal offshore tracts. The second is to present costs of producing petroleum (oil and condensate) in the Gulf of Mexico with a financial analysis of an offshore operation. To prepare a financial analysis of an offshore operation, a model was derived to show the costs necessary to explore, acquire, develop, produce, and abandon a 5,000-acre block and the estimated income from the sale of the hydrocarbons produced. To establish cost and income guidelines for the model, a group of seven oilfields in the Gulf of Mexico ranging from 7 to 75 miles from shore and in water 20 to 130 feet deep was selected for study. A net profit or loss statement was prepared for each field and a discounted cash flow rate of return was calculated. Discounted cash flow rates of return for the seven fields range from 1.1 to 19.5 percent. Under the two specified conditions set up for the model (a 20-year and a 30-year oil depletion model), the rates of return are 17.2 and 13.7 percent, respectively. To January 1, 1959, the top four operators in the Federal offshore areas had paid approximately 40 percent of the amount spent on all lease bonuses and produced about 56 percent of the total hydrocarbons.

Michigan is becoming one of the important oil-producing States of the country. The amount of crude oil produced within its boundaries has increased from only 4,000 barrels in 19253/ to nearly 16 million barrels in 19935.4/ The Bureau of Mines method of crude-oil analysis and classification-indicates that the oils from the several producing fields are predominantly paraffin-intermediate-base, wax-bearing crudes. In general, they will yield 25 to 35 percent of highly paraffinic gasoline and about the t- me amount of kerosene and gas-oil combined, 7.2 to 15 percent of lubricating oil stock, and 20 percent of residuum with a carbon residue or about 6 to 7 percent. In addition, there appears to be some correlation between certain properties of the crude oils and both the geographical location and geological structure of the oil-producing areas within the State. These general conclusions are based on the analytical data presented in this report, which is one of a series of papers that record the general characteristics of crude oil from the many producing fields of the United States. This report discusses briefly the oil fields of Michigan and the characteristics of the crude oils produced from them. The analyses of 15 samples are given. These samples were obtained from 13 fields in 9 counties in the lower peninsula and represent crude oils produced from the Berea sandstone, Upper Traverse and Traverse limestones, and the

This paper is one of a series being prepared by the Bureau of Mines on methods, practices, and costs in various mining districts in the United States. The paper describes mining and ore recovery methods common to the Batesville manganese district, Independence County, Ark., and gives the costs of producing merchantable ore by three operators whose methods were more or less typical of those of many other local manganese producers. The operating costs reported were those of Leonard Baxter at mines on Brooks Hill for the calendar year 1958 and Arkansas Mining and Exploration Corp. at Section 16 mine and the Searcy group of mines and Miller-McGee Corp. at the Diener mine during the first 6 months of 1959. Manganese are was mined in the district as early as 1849 and almost continuously thereafter until August 1959, when termination of the Government's domestic manganese purchase program resulted in complete cessation of mining activity. During those years, production came from more than 189 mines and properties, of which only a few produced as much as 30,000 tons of merchantable ore.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. THIS CHAPTER of the Minerals Yearbook (volume III) contains overall injury experience and employment data at bituminous-coal, lignite, and anthracite mines, coking plants, metal and nonmetal mines, metallurgical plants, and stone quarries in the United States for the calendar year 1956. Volume I of the Yearbook includes injury experiences and related employment data in the metal, nonmetal, and quarrying industries, and in the milling operations connected with the mining of those commodities. Volume II contains the injury and related employment experience of the coal mining, coking, and oil and gas industries. Reporting is voluntary on the surveys conducted by the Bureau of Mines to collect injury and employment data in the mineral industries, except in the coal-mining industry, where operators are required by Federal law to furnish the information requested.

The Coal Mine Roof Rating (CMRR) was developed 10 years ago to fill the gap between geologic characterization and engineering design. It combines many years of geologic studies in underground coal mines with world-wide experience with rock mass classification systems. Like other classification systems, the CMRR begins with the premise that the structural competence of mine roof rock is determined mainly by the discontinuities that weaken the rock fabric. However, the CMRR is specifically designed for bedded coal measure rock. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, extended-cut evaluation, and others. It has also become truly inter-national, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. This paper discusses the sources used in developing the CMRR, describes the CMRR data collection and calculation procedures, and briefly presents a number of practical mining applications in which the CMRR has played a prominent role.

Coal pillar design has been based on generalized formulas of the strength of the coal in a pillar and experience in localized situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars vary much more than predicted by formulas. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs inthe strata rather than the coal only, the wide range of pillar strength characteristics found in the United Kingdom, United States, Republic of South Africa, Australia, People's Republic of China, Japan, and other countries are simply variations due to different strata-coal combinations, not different coal strengths. This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are also presented.
