"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. It appears that this new method Las many advantages over the others, and this paper presents a critical Study of its value."

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased of decreased), and provides a bridge where possible from the old Schedule A classification system to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

This publication contains 1,000 citations of technical and semi-technical literature treating diesel-powered equipment usage underground both generally and specifically. These citations were gathered by U.S. Bureau of Mines personnel over the period of 1978-1983. The citations concern diesel engines as powerplants for underground mining use; their design, emission characteristics and control, maintenance, usage; and health and safety aspects. All citations have been abstracted and arranged 1n a subject classification system with extensive cross-referencing.

This Bureau of Mines report presents information on the sulfur content of crude oil in the United States and in some foreign countries. Data are presented for oil produced in 1971 from fields in 26 States that accounted for about 76 percent of total U.S. oil production; the foreign data cover fields in 24 foreign countries that accounted for about 64 percent of the total oil produced from these countries in 1971. Most of the data are presented in tabular form.

Alleviation of the silver problem will require increasing supply or reducing demand. This paper examines possible long-range resource development and research programs and improved secondary recovery. The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.

The aim of this report is to provide information that will aid mine operators in the recognition of hazards associated with mobile equipment operation near the dump points of stockpiles and waste dumps.

Pilot Hole "X" was drilled to test the formations through which the ventilation shaft for the proposed U.S.B.M. demonstration oil shale mine would be drilled. The geologic formations encountered in this hole are discussed. Correlation of the geologic horizons encountered in this hole with those encountered in nearby drill holes was accomplished by the use of geophysical logs. Data on the geophysical interpretations are provided. The anticipated geotechnical characteristics of the geologic units encountered in Pilot Hole "X" are described.

In 1985, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied a portion of the 110,000 acre Massacre Rim Wilderness Study Area (CA-020-1013). The area studied, containing 23,260 acres, is located in northwest Washoe County, Nevada, about 25 miles west of Vya adjoining the Charles Sheldon National Wildlife Refuge. Basalt caps older tuffaceous sedimentary rocks in an area that contains no claims or prospects. No mineral resources were identified during this investigation.

The U.S. Bureau of Mines has developed a mass spectrometer method for determining helium in the parts-per-million to 10% range to an accuracy of ± 1%. The method employs a mass spectrometer, an inlet system utilizing a chromatographic gas-sampling valve, and an activated coconut charcoal trap cooled with liquid nitrogen. Gravimetrically prepared standards of helium in nitrogen were used to demonstrate the linearity of the method over the concentration range of 10 ppm to 10.66% helium.

The U.S. Bureau of Mines has designed and built an inexpensive, weatherproof, temperature-controlled cabinet to provide temporary housing for analytical instrumentation. The cabinet consists of an inverted Styrofoam ice chest, an electric fan for air circulation, and a proportional temperature controller equipped with a thermistor sensor and a light bulb as the heater. The cabinet provides a constant-temperature environment for a moisture analyzer and a strip chart recorder when outside temperatures range from -SO to 21° c.

A mineral survey of a 13,525-acre portion of the 21,875-acre Owyhee Canyon Wilderness Study Area in northern Nevada was conducted by the U.S. Bureau of Mines in 1984. Two samples from sand and gravel deposits in the study area contained minor placer gold typical of the Owyhee River area. The gold-bearing gravels are too low grade or of insufficient volume to support commercial placer mining operations. The sand and gravel deposits might have minor local construction uses.

Cost estimates and technical feasibility are compared for six chemical coal cleaning technologies. The comparison is based on conceptual application of the chemical cleaning methods for removal of pyritic and organic sulfur from a utility grade bituminous coal. The process layout includes receipt of 8,000 tpd ROM coal, fine coal pulverizing, desulfurization, and preparation of a compacted clean coal suitable for storage and shipment. The methods are: the Magnex iron pentacarbonyl process, the KVB dry oxidation process, the Battelle hydrothermal caustic leaching precess, the TRW Meyers ferric ion leaching process, the Ledgemont oxygen/water leaching process, and the Bureau of Mines/Energy Research and Development Administration air/water leaching process. Capital costs estimated for the desulfurization operation alone, scaled to 8,000 tpd, range between $14 MM and $122 MM, while estimated operating costs for desulfurization alone on the same scale of operation range between $7 and $17 per ton clean coal produced. Relatively little is known about the chemical cleaning of coal, and present cost estimates indicate that the method might not be competitive at its present state of development when used alone to clean utility grade coals for sulfur removal. The principal attractiveness of chemical coal cleaning lies in its potential for combination with physical cleaning to produce cost competitive compliance coals in a combined process with high-Btu yields.

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

"Solution of most engineering problems requires, in addition to vast ·numerical calculations, substantial use of practical judgement and expertise. With advances in applied mathematics and computer technology, the numerical aspects of problem solution have reached a considerable level of maturity; However; it is only .recently that approaches like the expert systems methodology have been developed to ·incorporate the Judgemental aspects as well. For rapid development and prototying of expert systems, expert system building tools or ""shells"" have become widely available. For the expert system developer, identification of the key characteristics of the problem domain and selection of the right expert system tool are of crucial importance. In this paper, the important attributes required in an expert system shell for use in the development or a mine ventilation planning expert system are discussed. These attributes are general in that most engineering problems in mining would have these requirements. Also, the results of an exercise undertaken to evaluate commercially available shells for application to mining engineering problems are presented.INRODUCTIONExpert systems (ES) are interactive computer programs which use high quality specialized knowledge in some narrow problem domain to solve complex problems in that domain. These complex problems lack structured and/or standard ways of solution and involve substantial use of subjective and experience based knowledge. One of the first expert systems was MYCIN, developed in 1974, in which subjective and heuristic knowledge of expert physicians was used to diagnose infectious diseases and provide antimicrobial therapy (Buchanan arid Shortliffe, 1984). Since MYCIN, expert systems applications have appeared in other areas such as mineral prospecting (Gaschnig, 1982), configuration of computers (McDermott, 1982) and structural engineering (Bennett and Englemore, 1979)."
