In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. Deep ocean mining is experiencing a rebirth following many years of low levels of activity. Large scale mining is being projected as just over the horizon. A lot has been made of the advances in deep water oil and gas developments over the last thirty years, and how this technology is directly applicable to ocean mining. The authors present their views on this from a perspective of a legacy of participating in the development of manganese nodule mining systems in the 1970s, followed by thirty years in the deepwater oil & gas arena. While it is true that great advances have been made in subsea technology, the differences between mining and oil and gas recovery should not be diminished. Fundamentally, oil and gas are stored in compact reservoirs under pressure. Any intervention leads to flow of the material up a pipe to the surface. The seabed hard minerals are stuck in place, either adhering to sticky pelagic sediment (nodules) or bonded together as hard rock (massive sulfides). The minerals require complex machinery in order to be extracted, sized, concentrated and lifted to the surface. Once at the surface the ore must be dewatered, de-fined and transferred to shore for processing. The overflow from this dewatered product must return to the sea in an environmentally satisfactory manner. These steps involve technology unique to mining that has to be addressed in a methodical fashion before commercial mining systems can be designed. The presentation will discuss the critical technical challenges of deepsea mining and thoughts on different routes to commercialization. The program will address the critical technical challenges, as perceived by the authors, and steps required to address them. East Diamante is a submarine volcano in the southern Mariana arc that is a complex caldera about 10 km x 5 km (elongated ENE-WSW), and breached on its northern and southwestern sectors. A large field of barite-sulfide mounds was discovered in June 2009 and revisited in July 2010 aboard the R.V. Natsushima using the Hyper-dolphin ROV. The mound field occurs on the NE flank of a cluster of resurgent domes inside the caldera. The mound field extends for more than 100 m long and is about 30 m wide, and is aligned along a NE-SW rift valley. A sample of dacite yielded a 40Ar/39Ar age of 20,000±400 years. Individual mounds are typically 1-3 m tall and 0.5-2 m wide, with lengths from about 3 to more than 5 m. The mounds are composed of barite-dominant layers interbedded with Zn-sulfide-rich barite layers. Rare inactive spires and chimneys cap some mounds. Fe and Mn oxides are currently forming small (<1 m diameter, ~0.5 m tall) subsidiary mounds on the top of some of the sulfate/sulfide mounds and drape the flanks of others. Both diffuse- and focused-flow fluids emanate from the subsidiary oxide mounds. Ages of the basal sulfate/sulfide mounds cluster around 4,000 years old based on 226Ba/Ba, whereas the oxides are less than 5 years old based on 228Th/228Ra. Most mound and chimney samples are dominated by barite and amorphous silica; sulfides occur in variable amounts that in decreasing order of abundance include sphalerite, galena, pyrite, and chalcopyrite. Anglesite, cerrusite, and a Pb phosphate occur as late-stage interstitial phases. Some mound samples have fragmental textures; layered clasts composed of chalcopyrite and pyrite may have been derived from collapsed chimneys. Despite the abundance of barite, samples contain high concentrations of Zn (to 23 Wt.%), Pb (to 13 wt.%), Ag (to 500 ppm), and Au (to 15 ppm). Copper is enriched in a few mounds samples, up to 3 wt.%, but is typically <1 wt.%. Other significant metal enrichments include Sb (to 1320 ppm), Cd (to 1180 ppm), and Hg (to 55 ppm).

A new data set of cobalt-rich ferromanganese (Fe-Mn) crust chemistry has been completed for the first detailed sampling of a latitudinal crossing of the Pacific equatorial zone of high biological productivity. Samples were collected in January-March, 1999, during the AVON 2 cruise aboard the R.V. Melville, Scripps Institute of Oceanography. Samples were collected from 4.6° N to 9.2° S latitudes along two ridges, the Marshall Islands-Gilbert Islands ridge (4.6° N to 3.5° S) and the Howland Island-Tokelau Islands ridge (1° N to 9.2° S). The two ridges are offset east-west in the region of overlapping latitudinal sampling by about 466 km. We determined the concentrations of 48 elements for 147 samples from 39 dredge hauls taken on 33 seamounts and island flanks that occur between the Marshall Islands to the northwest and Samoa to the southeast. Element concentrations can be examined as varying spatially and with water depth in the ocean and we examine those relationships based on statistical analysis of the chemical and spatial data. The mean Fe/Mn ratio of 1 and mean Co content of 4645 ppm are typical of West Pacific hydrogenetic crusts; but the mean Co content is low compared to those of some equatorial North Pacific sites, such as the Marshall Islands and Johnston Island EEZs. In contrast, the mean Cu concentration (1540 ppm) is 35% higher than the mean concentration for Pacific Ocean Fe-Mn crusts (998 ppm). Another striking difference is the 40% higher Ba concentrations (mean 3107 ppm) compared to typical Central and West Pacific crusts (mean 1876 ppm); but Ba concentrations are lower than those in California continental-margin Fe-Mn crusts (mean 4085 ppm). A final significant difference in Fe-Mn crust chemistry is Zr concentrations, mean 921 ppm (maximum 1523 ppm), which is about 30% higher in this data set compared to the previously determined mean value of 613 ppm for Central and West Pacific crusts. Zirconium has a strong positive correlation with Ba and a weak positive correlation with Mn.

The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).

Various kinds of sediment-hosted polymetallic sulfide deposit are known on land in ancient marine sequences, many tending to be larger and more valuable than massive sulfide deposits genetically associated with volcanic host rocks. Often such deposits are attributed to subhalative or shallow sub-seafloor precipitation processes, and structural control by faulting is commonly evident. Apart from the famous but anomalous Red Sea metallic oozes and several NE Pacific sites (Middle Valley, Escanaba Trough, Guaymas Basin), however, modern analogs of the sediment-hosted polymetallic sulfide category are lacking. Some deposits hosted by volcaniclastic rocks, such as JADE (Okinawa Trough) and Suzette (Eastern Manus Basin) are strictly sediment-hosted, but their formation is associated with the igneous activity and they are better considered a variant of the more abundant volcanic-associated polymetallic sulfide deposits.

The marine diamond industry off south-western Africa is maturing rapidly. Some of the larger explorers have reached an advanced stage in their resource development and new mining operations have been started in the last year. Most of the major exploration, mining and marine engineering companies have offices in Cape Town. As a result of the increased activity and experiences to date, new approaches to marine diamond exploration and mining are now evolving. Primary factors contributing the new approaches are namely 1) the concentration of expertise in a localised area 2) the significant increase in the base of available exploration and production results and 3) parallel advances in the marine engineering design and geophysical survey equipment. The sea floor geology and setting of the marine diamond exploration areas is now better understood. Consequently the strategy for exploration and the selection of appropriate survey equipment is improved. Due to new equipment developments, different exploration alternatives now exist, depending on the programme objectives. Significant advances have also been made in the data processing and modelling undertaken to assist in the identification and targeting of potentially diamondiferous prospecting features. Similarly, the design of appropriate prospecting tools and programmes has also been improved. Following exposure to the requirements of the marine diamond industry, the design engineering and operating companies have responded with innovative designs for new prospecting tools. In recent years the availability of relevant information on marine diamond prospecting and production has increased. As a result, there is now sufficient basis for the construction of meaningful financial valuation models that can be effectively used to control and guide the exploration projects, to the benefit of both the explorer and the investor.

With its new continental shelf beyond the exclusive economic zone, New Zealand is a country with just 4% of its territory above water. The other 96% is submerged. New Zealand&apos;s marine territory covers an area about three-quarters the size of Australia. This territory includes large portions of the Gondwana continent from which NZ separated more than 80 million years ago. This underwater land mass extends from the shores of New Zealand to a water depth of more than 5,000 m, is largely unexplored and is almost certainly the site of many large, untapped oil, gas and mineral deposits. Underwater oil and gas drilling is now a universal activity. Underwater mining is in its infancy and will become a major activity in the future, contributing greatly to the New Zealand economy. New hydrocarbon deposits will undoubtedly be discovered under the ocean floor in regions such as the Great South Basin located off Canterbury and Otago. Mineral deposits are also undoubtedly located within the oceanic crust of this underwater NZ continent. These are as yet unknown and unexplored. The oceanic crust north of the North Island is currently being extended through the subduction of the Pacific plate into the Tonga Kermadec trench and through the growth of a line of submarine volcanoes extending north to Tonga. Active submarine volcanism has led to the growth of ocean floor mineral deposits consisting of polymetallic sulphides with iron, copper, zinc and lesser gold, silver and other metals.

There is increasing recognition that in order for a development project to proceed successfully, it must first obtain a ?social licence to operate? from concerned stakeholders. Obtaining this ?licence? is in many ways a separate process to the legal one which involves, among other things, submitting an environmental and social impact assessment (ESIA) to the appropriate regulatory authority for review. Essentially, the function of an ESIA is to present a project?s technical, financial and social benefits, together with its environmental and social impacts in a transparent way to enable regulators to make an informed decision about whether the benefits outweigh the impacts, and thus whether or not the proposed project should proceed. The focus in the early days of ESIAs was primarily technical and was aimed to answer two fundamental questions: ?Can the project be built?? and ?Can we minimise impacts to a level that is acceptable to the community?? Basically, the ESIA process was a technical test of competence, but more recently, ESIAs have become much more than this. The main ESIA risk is now more akin to a test of a project?s legitimacy ? i.e., with more weight placed on the social licence, or the political test of moral authority ? with the process involving stakeholders from multiple backgrounds and disciplines, including some anti-development NGOs/civil society groups with their views on mining, (particularly in developing nations), often already pre-determined. Within the backdrop of this potential maelstrom, now enter a proposal for a new industry (such as deep sea mineral extraction).

The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. The TAG and Broken Spur hydrothermal mounds are located on the Mid Atlantic Ridge (MAR) at 260N and 290N (respectively). Both were initially discovered by exploratory work from surface vessels and both have since been investigated by submersibles. The discovery of TAG resulted from a NOAA Trans-Atlantic Geotraverse (Rona et al. 1975) which fortuitously sampled low temperature materials on the east wall of the MAR rift valley and follow up operations (Rona et al. 1986) located the high temperature (365°C) mound some 5km to the west. In 1994, ODP deep sea drilling (Leg 158) at over 3,500 metres of water recovered core to a depth of 150 m below surface (Herzig et al. 1998) and for the first time allowed a geological interpretation of an active mound. The Broken Spur mound was accidentally discovered in 1993 when sulphide fragments were observed on a deep-sea towed camera system (Murton 1993). Later that year, exploratory submersible dives by Alvin located the hydrothermal field and the area was again explored by submersible in 1994 and 1997. Despite the amount of work carried out, our geological understanding of the MAR mounds is limited. Much effort has gone into measuring fluid chemistry whilst practical difficulties have inhibited good geological mapping of the sulphide areas. It is clear from both TAG and Broken Spur that the mounds are not necessarily located in the areas of highest heat potential. Indeed, TAG is some 2 km from the rift valley axis and has been operational for several tens of thousands of years. Hence, heat availability is not a major consideration and the most obvious control is a structural one. Mapping on Broken Spur indicates a series of isolated vent-sulphide areas, concentrated around a minor graben. Their distribution, size and nature all indicate that they are residual parts of a much larger sulphide body which was at least the size of the present TAG field. The evidence is for a cyclical pattern of mound growth -mass wasting? rejuvenation and the Broken Spur mound appears to be in the rejuvenation stage of the cycle. Mound cyclicity must be related to the supply of hot water which itself is a function of the connectivity of fracture systems. Hence, we return to the theme that the major controls in mound development are structural ones.

Detailed geological studies using side scan sonar, bottom sampling and piston cores along the Rio Grande do Sul inner continental shelf and coastline indicate the occurrence of elongate deposits of calcareous shells fragments containing high calcium carbonate content. On the inner shelf these deposits lie at a depth between 15 and 50 meters and have been interpreted as ancient shorelines. They occupy an area of 965 km2 with a economic potential of 1 billion tons. Chemical analyses indicate a mean composition of 34.8% of calcium; 0.16 ppm of fluoride. According to the regional economy such composition make it highly recommended for a variety of uses including poultry feed and cement.

It is well known that significant quantities of mineral deposits exist in the oceans. Most of these resources cannot yet be classified as economic "reserves" in the strict sense of the term, but they serve as backstops to deposits of identical minerals produced onshore. The prospects for the commercialization of ocean mineral resources will depend upon factors affecting both supply and demand, including, among other things, changes in consumption patterns, technological developments, new discoveries, developments in markets for complements and substitutes, and environmental regulation. In this presentation, we examine broad trends in mineral prices, as one of the most summary measures of the prospects for the commercialization of ocean minerals. Further, we report on any recent developments in the relevant product markets that may affect the potential for commercialization.

The Marine Minerals Technology Center has taken advantage of recent price and performance .improvements in PC hardware and software to upgrade its seismic acquisition system. In the past, single channel, high resolution, seismic data was displayed on an analog plotter and stored on tape. Associated navigation data was logged by hand or on a chart plotter. The navigation and seismic data were synchronized with time so that they could be cross referenced. The Center&apos;s new system uses PC&apos;s for the acquisition of both seismic and navigation data. Off the shelf software products were purchased for each task. Elics Delphl performs the seismic acquisition and processing, and GeoResearch, Inc. Geolink provides the navigation interface. A navigation string is sent from the navigation PC to the seismic PC via an RS232 line. This string consists of a time and location fix, as well as speed and heading data. The navigation string is then imbedded in the header of the seismic record. The Geolink software is capable of monitoring other devices in addition to the GPS used for positioning. Device inputs are attributed to the location data to provide easy construction of a navigation GIs. Currently the Center is logging fathometer data along with the navigation. As a result, a map of bathymetry along the tracklines can be available shortly after completion of the cruise.

The interactions between hydrothermal fluids and seawater result in minerals that range in size from nano- to macro-scale and constrain mineral emplacement, whether in hydrothermal chimneys or metalliferous sediments. Although broad similarities exist, and sulfides are the most important component of seafloor massive sulfide deposits, the specific mineralogy, size and therefore reactivity of particles emitted varies between hydrothermal sites in the global ocean, and even at different sites within the same vent field. The oxidation of sulfide minerals results in one of the major impacts of terrestrial mining of volcanogenic massive sulfides as it creates acid mine drainage. At marine hydrothermal vents, the chimneys themselves, as well as the ‘black smoke’ begin to oxidize as soon as they are in contact with ocean water; the breaking of sulfide minerals during marine mining will expose further surface area to seawater and oxidation. Although the cold temperatures and circum- neutral pH result in oxidation proceeding less rapidly than in many terrestrial systems, there is limited data on the kinetics of sulfide oxidation in seawater. Here, the oxidation of sulfide minerals in seawater and the implications for marine mining will be discussed, with an emphasis on nano-ZnS and sphalerite, including reaction kinetics, processes, and oxidation products.

Manganese nodules, as metal ores, have for the most part been cast aside from further consideration within this century. However, in the decade of the 90s, rising demand at all levels of society, for clean air give nodules a new - lease on life as a stack gas cleaning agent. Further, the Clean Air act of 1990, mandates enormous outlays to bring systems into compliance with new stringent standards. Quick corrective actions are imperative. Research beginning in the 1960s proved nodules possess unique qualities to remove acid compounds from stack gases. Early this year, the National Science Foundation awarded General Electric an $83 million contract to design a system to extract oxides of sulfur and nitrogen from coal fired power plants. Environmental damage is abundantly evident on the ground, from the air as well as form space. A dirty pall of yellow-brown smog is smothering both animal as well as plant life around the globe. Losses run into billions!

A shipboard research system capable of operating in waters of up to 2,000 m has been designed and implemented by the Hawaii Undersea Research Laboratory (HURL), University of Hawaii. It uses a remotely-operated ocean bottom survey camera system, ROV, bottom TV grab, the PISCES V submersible, and a submersible emergency recovery system aboard the 225-foot RN KA&apos;IMIKAI-O- KANALOA. All systems are operated from the stern of the KA&apos;IMIKAI with a mounted Caley telearm and articulated A-frame system. The system was designed for multi-purpose use of the telearm for launch and recovery of the PISCES V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan, or photo and video system operated at 10 m above the ocean floor. The 1.14-inch diameter cable is also used to operate the RCV-150 garage/ROV system. The garage/ROV system has also been designed to act as a submersible rescue system with a submersible lift capability.

Williamson and Associates, Inc of Seattle, Washington has recently built a remotely operated seafloor coring system for Nichiyu Giken Kogyo Ltd and the Metal Mining Agency of Japan (MMAJ). The system is designed to core to depths of 20 meters in 6,000 meters of water and will be operated from MMAJ&apos;s research vessel Hakurei-Maru No. 2 The corer uses rotary rod coring methods and will recover a core diameter of 44 mm. To facilitate coring through soft or unstable formations, the corer has the ability to set casing. The corer is fitted with thrusters for positioning during landing and telescoping legs for leveling. The system is operated through a 12 km electro-optical cable. Data displayed to the operator provides the operator with real-time feed back and control over the coring process. The operator has independent proportional control over bit weight, advance rate, rotary speed, and flushing water flow. The process of making up, breaking down and storing the drill string is automated and is controlled by a logic driven software routine. The system is currently undergoing trials in Japan. This presentation will discuss the drill&apos;s capabilities and should be of interest to those in need of a tool for assessing the thickness of marine mineral deposits.

The southern shoreline of Monterey Bay, extending from Moss Landing to the Monterey Peninsula, consists of sandy beaches backed by an extensive Flandrian and pre-Flandrian dune complex. This length of shoreline, proximal to areas of urban expansion, is currently being considered for development. For this reason, it is extremely important to understand the variability of beach and dune position along this stretch of coast through time. Previous studies of southern Monterey Bay have documented relatively high erosion rates of 2-8 ft/yr due to a net deficit in the sand budget. Although the sediment transport system in this region is not well understood, estimates for the sediment deficit in southern Monterey Bay range from 200,000 to 1,500,000 yd3/yr. A possible cause of the erosional regime in the southern bay is the removal of sediment by coastal sand mining operations. Based on agency reports and mining permit applications, approximate volumes of sand removed by mining range from 300,000 to 450,000 yd3/yr. These volumes are significant when compared with estimated values for the sediment budget deficit. The sand of southern Monterey Bay, a valuable commercial resource because of its hardness, roundness, amber color and range of usable grain sizes, has been removed from the surf zone, beaches and dunes of Marina and Sand City by four companies since 1906. Information regarding the cross-shore location of sand removal and the exact amounts of sand removal through time is proprietary and poorly documented. However, records documenting the time at which each company commenced and terminated mining do exist. This information suggests that the greatest amount of sand was removed between 1950 and 1968 when three mining companies were operating concurrently.
