Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. Reference is made to the operating experience of contractors at a number of sites and feedback from the resource companies as managers of the projects.CITATION:Connelly, D, 2013. The United States has more than 45 billion tons of economic coal reserves in seams above 10 feet thick and current underground production from thick seams represent less than three per cent of the total production. A tripling of underground production from thick seams is necessary within the next 10 years to meet U.S. coal production demands. An analysis of underground accident and production data is presented in the paper. A study of accident and injury distribution in different coal seam heights in the eastern and western part of the United States in seams ranging in thicknesses from 5 to 15 feet indicates that the seam thicknesses do not produce adverse impact on underground injury incidence. Accidents associated with roof falls and haulage account for about 70 per cent of underground mining injuries.

This paper describes the programing and specification requirements which affected the choice of excavation methods on the Melbourne Underground Rail Loop (M.U.R.L.). The various methods that were chosen are briefly described, and the three most used are compared in more detail. Excavation rates, cycle times and other statistics are compared for full face tunnel boring, full face drill and blast, and heading and bench using a road header excava- ting machine. The length of tunnel excavated is sufficient to enable meaningful statistics to be presented and the significant specifi- cation and geological factors are described to weight the statistics where necessary for purposes of comparison. Average tender prices are given for excavation and primary support to indicate the reimbursement sought by contractors to carry out this type of tunnelling.

The high cost of gateroad repairs and maintenance in U.K. longwall coalmining is a clear indication of the failure of permanent support systems to fulfill their prime function, i.e. control of strata movement. The main component of gateroad support is the pack, the design and materials of which have experienced an important development process during the last 10-15 years. More recently, research investigators have attempted to give a design basis to pack quality and dimension, and reference is made to two theoretical approaches. In the course of a current research programme based upon in situ monitoring, interim design recommendations have been proposed as a means of effecting improvement in support efficiency. Identification of characteristic deformation behaviour forms the basis of the recommendations made and the subsequent improvement in gateroad performance reported.

Uranium mining operations commenced at Ranger mine site, Jabiru NT Australia in May 1980. The Ranger orebodies, totalling approximately 110 000 tonnes contained U305 had been indicated by airborne radiometric survey in 1969 and confirmed by drilling the following year. Both diamond and percussion drilling methods were used to define the mineralisation and samples were analysed using a combination of radiometric and neutron activation techniques. Ore reserve estimates were calculated from conventional and geostatistical methods, and following the mining of 15 million tonnes of ore, reconciliations with before mining estimates are well within acceptable industry standards. In-pit grade control employs radiometric techniques including a radiometric truck discriminator built in Australia to mine specification to meet production requirements and improve productivity. Environmental requirements associated with uranium mining are a daily consideration.

Generally, the acceptable parameter for predicting the intensity of ground vibration due to a blast is the amount of explo ive u ed and the distance from the explo ion. A eries of closely controlled tests were carried out and it was observed that the degree of confinement or burden of an explosive charge play an important role in the variation of the transmitted magnitude of the shock wave through the ground.The intensity of the shock wave increases with burial depth or with greater confinement of an explosion until a critical depth is reached.Beyond this critical depth, the magnitude of ground vibration remain constant. This is an important finding, which explains the anomalies between the expected level and the monitored ground vibration in a particular situation.

Applications of chlorine metallurgy to the extraction of metals often result in the production of volatile metallic chlorides, most of which condense directly to a solid phase at 1 atm pressure. A stirred-bed condenser suitable for the recovery of these materials is described.The unit, developed from the concept of a fluid bed condenser, has the advantages of versatility of operation and ability to control fog and dust formation. Test work using aluminium chloride vapour (as an example of a volatile chloride) gave recoveries approaching 100 per cent. The yield was dependent upon halide content of the vapour, flowrate, and, to a lesser extent, upon coolant temperature. Analysis of the heat transfer dataindicated condensation side coefficients in the range 10 to 30 B.T.U./hr sq. ft. 0p.

Good morning ladies and gentlemen. It gives me great pleasure to talk to you today about a pet subject of mine, on when to mill and when to leach gold ores. According to Gold Fields Mineral Services of London, gold production in the United States in 1989 amounted to about 8.5 million ounces (259t), an increase of 29 per cent over 1988 and 67 per cent over 1987. The U. S. Bureau of Mines reports that from the major producing states of Nevada, California, Montana, and Alaska, some3.2million ounces of the 1989 production were produced from milling gold ores and 2.3 million ounces from heap or dump leaching. Ap- proximately 45 million tons of ore were milled and 140 million tons of ore were heap or dump leached.

This paper discusses the recently com- pleted TBM-driven pressure tunnel at the Sand Bar Hydroelectric Power Project. The Sand Bar Project is a diversion scheme situated on the middle fork of the Stanislaus River in the Western Sierra Nevada, California, U.S.A. As part of the project, a 5.6 km long and 3.71 m diameter unlined pressure tunnel was bored by a Jarva TBM at the average rate of .37.5 m/ day. This report deals with construction aspects of the tunnel, including TBM performance, lining design, and remedial support measures. Correlations between TBM performance, geologic conditions, and rock properities are made, and the Contractor's mode of operations are discussed. Advance rate prediction, and the impact of these excellent advance rates attainable in hard rock using the new machines are discussed.

We investigated the duration of formation of the giant Ok Tedi porphyry copper-gold deposit in Papua New Guinea using zircon SHRIMP U-Pb dating. The intrusions that host the Cu-Au mineralisation have a maximum age of 1.43 ¦ 0.22 Ma. Since previously published K-Ar dates on the same intrusion constrain the last thermal event at 1.11 ¦ 0.05 Ma, we conclude that the magmatic-hydrothermal event that produced the deposit lasted ~0.45 million years (Myr). A comparison of Ok TediÆs calculated volatile fluxes with those from arc volcanoes and active mineralising hydrothermal systems suggests that the efficiency of metal deposition is a key factor in determining the duration of deposit formation. There are no large rivers in Western Australia capable of supplying water for processing magnetite ores. If sea water is used there are severe corrosion issues and the requirement to wash the concentrates with potable water. If groundwater is used there is a need to treat the water and sustainability is an issue for large projects because of potential drawdown of the aquifer.If sea water is desalinated the cost of the water is high because of the power requirement. At the same time the necessity to conserve water has lead to flow sheets where all of the tailings have to be filtered to minimise the water requirement.Managing the various water qualities and optimising water recovery and quality has resulted in optimising the water balance and issues meeting environmental obligations. Reverse flotation is a critical final step in reducing the silica level in the final concentrate and requires good quality water.

Many open pit mines require dewatering or need aquifer depressurisation systems to manage mine water inflow and/or mine floor stability. In many instances these mining operations impact on regional groundwater resources and therefore access to these resources by other users.As such potential exists for mine development to be hindered or even blocked by groundwater legislation that aims to prevent declining groundwater levels and demonstrate equitable use of a regional groundwater resource.There is a need to manage aquifer systems during and after the mining operations, and in some cases stresses on the aquifers and associated ecosystems may be elastic and can be managed with minimum impacts or reversed once the mine ceases to operate.This paper uses the Gippsland sedimentary basin, with a history of declining groundwater levels and mining and petroleum production, as a case study to pose the question: Should period of mining operation, aquiferÆs storage capacity and its ability to recharge be concurrently considered when granting groundwater abstraction and mining licenses for prospective mine development?It further examines that by utilising an aquiferÆs storage capacity and demonstrating an understanding of aquifer system hydrodynamics during and beyond the life of the mine (time), the approval process for groundwater abstraction and associated cost of statutory monitoring may be made less onerous.

Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

THE choice of a pumping plant for the drainage of a mine is a matter of such importance that it is obvious that in a short paper it is impossible to go fully into the reasons governing the adoption of any particular type. The author, therefore, proposes to briefly discuss the methods.in vogue, and, as far as possible, to point out the advantages and disadvantages of the numerous systems. The probiem is of extreme importance to the mining engineer, and it appears that in the past sufficient thought has not been given to this branch, as shown by the numerous failures which are encountered.When water is met with in large quantities, the development of the mine depends upon the pumping plant to such a great extent that the most careful consideration should be given before deciding on any particular scheme for drainage. The pumpingplant in a mine should be looked. upon in the light of an insurance policy, and should be treated as such, care being taken that the premium is as low as possibl~, and to ensure this it is necessary that the most efficient plant be secured. Local conditions play such an important part ill the design of a plant that no hard and fast rules can be laid down. The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). Golden Crown Mine is a narrow vein gold mine producing 75000 tpa. Production has been predominantly by shrink stoping using hand held machine and airleg. Bogging from these stopes is done with Toro 150 LHD units.Previously the standard development method consisted of developing a sill drive, a footwall drive and millholes every 7 m. This meant that for every metre of ore development, 2 m of waste development was required.

THE object of the present paper is to give a brief description of the metallurgical process followed by the Grand Junction Co, and the results obtained therefrom. All figures quoted are from the actual working of the plant over a period of six months from January to June, 1910. The short ton of 2000 lb. is used by the company. Its gold is valued at 84s. per oz. fine, silver at 2s. per oz. fine. The ore consists essentially of a gangue of quartz and calcite, with 8 to 10%sulphide-pyrite, sphalerite, galena, chalcopyrite, and traces of arsenic and antimony. The colmtry-rock is a highlyaltered dacite. Small stringers of highly-mineralized ore penetrate the footwall of some of the lodes, forming a valuable stockwerk up to 3 ft. in thickness. In stoping, this is mined with the well defined lode, thus bringing into the mill at times a considerable quantity of hard country-rock. The gold exists in an exceedingly fine state of division, consequently rendering it necessary to grind very fine to obtain a satisfactory extraction.

Education in Australia now has to respond to a very wide political and policy agenda. The political emphasis is upon increasing participation and retention rates with a view to greater graduation rates in `high-tech' disciplines. There is an implied linkage between `education' and `economic well-being'. Our argument is that equalitarianism in education tends towards mediocrity. In this context many Geoscience educators view the future with pessimism. The argument is that science has been `sold short' and needs revitalising. We contend that Geoscience coursework should be a feature of both secondary and tertiary education in Australia. To this end we propose six policy initiatives to increase the content of Geoscience in education programmes.
