Although the last decade has seen the growth of many new licencing and approval requirements for the exploration and mining industries, there remains in each State of Australia and the Northern Territory a predominant "Mining Act" containing provisions for the grant of exploration and mining tenements. What then are the rights and duties of tenement holders either by virtue of a Mining Act or through other approval and licencing mechanisms? What rights and duties does a person acquire when he is granted an exploration licence or a mining lease? In this paper I will attempt to cover these types of questions using in particular examples from New South Wales. I will also refer to a range of other subordinate approvals and licences which today's society requires and the need for ethics and recognition of liabilities.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1989 and the Metalliferous Mining regulations 1989 to promote the safe and responsible exploitation of the States' mineral wealth.An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end.This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall.

Being analysed systematically, the factors influencing the production of fully-mechanised coal face have been divided into geological, mining technical, and management groups. Artificial neural network-expert systems (ANN-ES) are established to decide the influencing factorsÆ membership grade; genetic algorithm-artificial neural network (GA-ANN) are used to decide the weights; fuzzy comprehensive evaluation method is used to calculate the integration indexes. Finally, the GA-ANN model is established to forecast the production of fullymechanised coal face. It is proved that the model is reliable with higher precision. The production of fully-mechanised coal face is influenced by many factors. However, some influencing factors are neglected by the traditional forecasting methods, the results of which are not precise and hardly be used as a guide for mine production and management. The relation between the production of fully-mechanised coal face and its effecting factors is analysed, and the meta-synthetic AI approaches are used to forecast the production of fully-mechanised coal face.

The concentrated efforts now being directed towards the development and application of monitoring and control techniques have now resulted in their widespread use in UK mines together with evidence of benefits resulting from their application. There is little doubt that the longwall method of producing deep mined coal will continue but will be made more reliable and efficient with the aid of control technology. The major fields of research and development work are concerned with planning and design of mines and mining equipment; management and engineering information; and automation of coalface, tunnelling and transport systems. The principal achievements now in widespread use are: the standard computer system MINOS, widely applied to mine transport, coalfaces and mine environment; extensive use of machine condition monitoring leading to condition-based maintenance; underground automation of conveyor systems and guidance systems for ranging drum shearers and boom-type roadheaders are being widely introduced.

This short paper outlines the authorÆs views regarding the present ability of the resources industry to manage its mining assets. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. It contends that whilst a great deal has been learnt about the management of mines over the last 500 years since the seminal work of Agricola, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations improvement, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. At a time of key skill shortages in our industry as mineral producers attempt to ramp-up production to capture historically high commodity prices, achieving best practice operations management has seldom been more critical.

The simultaneous presence of fuel, oxygen, and of an ignition source is necessary for an explosion to arise. If one of these conditions is missing an explosion cannot take place. A continuous reduction of oxygen, often applied as a protective measure in surface plants, is not to be considered for underground mining because of possible danger to persons. Therefore, measures for avoiding explosions can only be concerned with lowering methane and coal-dust concentrations to an undangerous level and avoiding ignition sources. As these measures alone are not sufficient, additional ones have to be taken to keep the effect of an explosion as low as possible. Measures for controlling and monitoring methane are essential. Although the formation of dangerous coal dust concentration cannot be avoided it can be reduced. Dust-binding by means of hygroscopic pastes and dusting with limestone dust are effective measures to pre vent explosions.

In Europe there are many regions, where coal or lignite is mined with surface methods. In most of these regions coal/ lignite is mined below groundwater table and mining opera- tions require pumping big volumes of water. Drawdown of groundwater table has influence on surface water and ground- water on adjacent areas. Mine drainage requires purification and its discharge changes flow in existing streams. Some of mine water is used by mining companies themselves, some is used by other industries, some for communal purposes and some for irrigation. However, majority of mine water is dis- charged to rivers without use. The above issues are discus- sed on the background of general, technical and water charac- teristics of such regions in B European countries. Leadership challenges for mine management over the next decade will be primarily about doing more with less labour. This will require a greater focus on people leadership and management, reducing uncertainty by evening out employment peaks and troughs, understanding and addressing our demographic destiny and its implications whilst identifying and holding onto our mission critical employees, managing creativity and accepting diversity whilst providing flexibility in employment for work-life balance. Greater emphasis will also be required on the non-technical social skills of complex interactions with community and education providers and finally a greater emphasis on forecasting and planning for the provision of future skills needs. Skills needs will become an ever increasing priority in risk management as retention starts with attraction and remember: SATISFACTION = REALITY                                EXPECTATIONS These are the challenges and opportunities for leadership and mine management of the 21st century to assist in better meeting and maintaining our human resources needs and thus contributing to the sustainability of the sector in Australasia.

The Nagambie heap leach gold mine commenced production of gold in September, 1989. The mine,120km north of Melbourne in Victoria, Australia, was developed by Perseverance Mining Cor- poration Ltd, a junior Australian mining company, with no other operating mines. Gold production to December 31, 1990 was 47,621 oz. The mine is now producing at the rate of about 45,000 oz per year. As of February 28, 1991, resources at the mine are 5.1 million tonnes measured, at 0.65g/t Au while reserves were 1.65 million tonnes at 0.86g/t Au of proven, heap leach ore, plus 0.37 million tonnes at 0.40g/t Au, of dump leach ore. Metallurgical recoveries expected are 80 per cent for the heap ore and 60 per cent for the dump ore. Perseverance Mining Corporation was listed on the Australian Stock Exchange on April 2, 1987, after a capital raising in March that year. At this time the company's issued capital was 4 million ordinary 25ó shares, 3 million of which were issued to the public to raise $0.75 million.

Optimisation of mining projects is directly related to effective and efficient management of risks through the life cycle of mining projects. Effective and efficient management of risks must include explicitly all aspects of Occupational Health and Safety (OHS) through the life cycle of mining projects. This paper presents a different scale of OHS in the context of the optimisation of mining projects. Meaning of risk through the project life cycle is explained. Complex relationships between numerous risk, safety, knowledge, culture and change variables, and project life cycles are shown. The key element developed in this paper is a multi-disciplinary knowledge base that is necessary for constructive development of risk management and OHS models through the life cycle of mining projects.

This paper describes laboratory testwork for the beneficiation of a medium grade iron ore, using Wet High Intensity Magnetic Separation (WHIMS). Factors leading to the selection of machine type for this method of separation are discussed and the design of the WHIMS section flowsheet of an iron ore beneficiation production plant are described including methods to achieve operational flexibility and adequate protection of the WHIMS separating chamber. The results of the commissioning and operation of the production plant over several years are described, together with experience developed in plant operation. Data on recovery of hematite over the full range of size fractions treated is presented and compared with data in the literature. Potential methods of improving plant performance are discussed. Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

During 1979 the writer had the privilege of interviewing about 50 people with varying degrees of involvement in the industrial arena and all of them in one way and another, had a part to play in the huge and intricate saga of Australian employee relations. They fell into the following' categories Industrial Relations Officers/Managers Academics Politicians Union Officials Representatives of Employer Associations Senior Industrialists Commission Members (State and Federal) Sundry (Journalists, Government Officials). This paper seeks to give an account of their views on various aspects of industrial relations. The interviews conducted were all on a personal and confidential basis so it can be expected that sources will not be identified. Suffice it to say that this account represents, albeit in "potted" form, the opinions of some of the most experienced individuals in the country. It will be seen that in most of the vital areas there is a remarkable lack of consensus. It should be noted that this lack of consensus existed within each of the groups mentioned.

Geochemical investigations carried out in the Woodcutters area, Rum Jungle district, NT., consisted of a programme of C-horizon soil geochemical sampling followed by rotary-percussion and diamond drilling.Comparison of detailed geochemical sampling with the original broadly-spaced sampling showed that the structures along which the orebodies occur are reflected very closely by the detailed sampling.A series of vertical rotary-percussion drill holes put down adjacent to a gossan revealed a broad layered dispersion of lead and zinc in the deep lateritic weathering profile, while primary dispersion haloes are only very narrow. The layering appears to be related to the weathering profile.

The Australian Centre for Minesite Rehabilitation Research (ACMRR) was established through a mining industry initiative to meet the need of industry, governments and the community for sustainable systems for land affected by exploration, mining and mineral processing activities. The Centre, which is a consortium of the major groups associated with mining rehabilitation research in Australia, has a focus on both strategic research and technology transfer and combines a wide range of multidisciplinary skills covering engineering and the physical and biological sciences. The paper briefly describes the goals, structure, expertise and research and technology transfer activities of the Centre. The major research program areas of waste rock dump and final void stability, acid mine drainage, tailings disposal, and remediation of ecosystem reconstruction are described in the context of national Priorities.

Steel fibre reinforced shotcrete (SFRS) is increasingly being used as ground support in both civil and mining applications. In recent years, methods of assessing the performance of SFRS have been developed. These include the beam test such as that prescribed by ASTM C-1018 and the panel test prescribed in the EFNARC European Shotcreting Standard. The panel test has gained popularity in recent times due to the two-way action modelled in the test. However, some difficulties have been noticed. Shear failures sometimes occur and there appears to be a rather high degree of variability in the panel test results. A new method of testing panels has been proposed. A circular panel supported on three symmetrically arranged points has been assessed at the University of Western Sydney. This paper describes the new test which may be the basis of a new specification for the testing of toughness of SFRS and summarises research work which has been carried out to-date.

Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

The requirement of mineral resources is increasing as the economy is continually increasing in China. The mining practices of various complex sulphide deposits and precious metal deposits, and the treatment of mine tailings and other industrial solid wastes, have greatly improved fill quality in the metal mines. From early-1980s, high density slurry fill, paste fill of total tailings, low density slurry fill with addition of silicate gelling agent, etc has been studied and applied, and some progress has been achieved. Today, mine tailings, slag and power plant ash are widely used as fill materials in mining. A number of cemented fill mines equipped with large capacity trackless mining machines are in production. Recently, The 3rd Chinese National Symposium on Mining with Backfill, 1995 has been held, the progress of fill technology in mines has been exchanged and summarised. In the paper, some aspects of fill technology used in the metal mines of China are briefly introduced and some applications of fill research work are presented.

Comalco's Bell Bay smelter produces some 94 000 t.p.a. of primary aluminium in the form of foundry alloys, extrusion billet and rolling blocks. The extrusion billet and rolling block are produced by a process, in which molten aluminium is poured into an open ended water cooled mould of the required shape. The bottom of the mould is initially closed off by a dummy or starting block. Primary cooling takes place at the mould wall and secondary cooling is achieved by direct water sprays onto the out side shell of the product. Careful preparation of the molten alumin- ium is essential if stringent alloy specific- ation limits are to be met. Optimum casting temperature must be maintained within a narrow range and metal cleanliness is important to ensure a consistent product. Australia has been a major exporter of LPG since production from the Bass Strait fields commenced in 1970. Export levels have been maintained through the seventies, the bulk of material being delivered to Japan. During this period the use of LPG in domestic markets grew only'slowly and demand was largely met by production from refineries with only shortfall supplies being drawn from naturally occurring sources. The domestic demand is forecast to grow significantly during the eighties as the traditional, automotive and petrochemical uses of LPG are expanded. An increasing amount of naturally occurring production will be directed into these markets. Despite this redirection the current level of exports (about 1.5 million tonnes per year) is likely to be maintained through much of the decade ahead as production from the Cooper Basin and the North West Shelf becomes available.
