Stope control information at the C.S.A. mine is obtained by diamond drilling inclined holes from within the stapes. Practical mining outlines are determined from complicated ore contours by a joint mining engineering and geological study. Production holes to achieve this outline are individually marked up and checked. Stope control also extends to selective mucking of ore mixtures for metallurgical reasons and to marginal ore and waste mixtures for economic reasons.

Following plant trials in 1972 Mount Lyell installed an AMDEL On Stream Analysis system for measuring copper and density on the flot- ation feed and final plant tailing streams, in August 1973. As a result of poor performance of the final tailing system these probes were changed over to the rougher tailing stream, back to the final tailing stream and finally to the final copper concentrate stream where the system is currently performing satisfact- orily. The history of the development of the system to its current operational status is Described.

In the mining industry the relationship between the government inspector on the one hand and the mine management and employees on the other, must be one of full co-operation before the system can be effective. Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.

Fluidised Bed Combustion technology has expanded since the first fluidised bed boiler steamed in 1974 with 58 companies currently supplying units. In Australia the market has been in small boilers and the goal of a limited attendance coal fired boiler has been achieved. On the world scene, the major incentive for development has been emission control with sulphur capture and low NOX. The potential of significant reduction in plant size is encouraging development of pressurised fluidised bed combustion.

This paper discusses the identification and assessment of risk for mining developments particularly for open pit mining. A distinction between sensitivity studies and risk analysis is developed, demonstrating the importance of geological and mining engineering judgement -as applied by experienced practitioners to the analysis and assessment of risk in such projects. Technical and financial risk analysis are discussed under: ò mineral resources and ore reserves; ò mining and processing methods; ò project construction; ò financing; and ò costs and commodity pricing predictions.

Until recently, the Australian mining industry received unquestioning encouragement from both State and Federal Governments. Now governments adopt a more questioning outlook about, for example, the proportion of local mine income accruing abroad, about the contrib- ution of the industry to public revenue, and about the industry's impact on the environment. This paper reports on attitudes at a recent industry-government-academic conference on planning and problems for the minerals sector in the next decade and beyond. It also examines a government policy review in Canada, which has undertaken some change in direction of mineral policies in the last few years.

The Australasian Institute of Mining and Metallurgy and the Australian Mining Industry Council are concerned that a sufficient number of able young people receive an adequate level of professional training for the mineral industry. A Joint Committee on Education has been formed to pursue these objectives. At a time of strong growth in the industry it is most important to forecast the demand for people, so that the educational authorities will be able to provide adequate facilities. The factors to be considered in fore- casting the demand for professional staff are set out, and the proposed method of assessment is outlined.

Spectacular high-temperature hot springs (æblack smokersÆ) on the deep ocean floor are producing economic concentrations of base and precious metals. Mining these seafloor massive sulfide (SMS) deposits is about to become a reality in 2010, subject to the timely issuance of permits. Three Australia-based private companies and two government agencies inJapan and Korea have exploration licenses or applications covering vast areas of the seabed in the western Pacific targeting SMS deposits. Technological and financial challenges for recovery of seafloor sulfide deposits are being met and mining these may be less environmentally deleterious than mining on land. The accepting of the geologist as part of the mining industry team has only become a reality in the last fifty years in Australia. Commencing in the 1920's it received a check in its progress during World War II. Since then it has had its highs and lows to extremes not hitherto experienced. The recent mining boom and the succeeding slump have provided opportunity to examine more critically and positively the role of the geologist in the mining industry. The future is examined, not in crystal ball fashion, but in terms of selected specific aspects. Suggestions are offered concerning these aspects.

Inadequate understanding and/or assessment of technical and economic risk associated with geological uncertainty are key reasons many mining projects do not achieve forecast profitability. In the last 20 years many new and existing mines have experienced geology related problems, including lower than planned development and production rates, geotechnical/stability issues, unplanned dilution, ore loss, reduced metallurgical performance, environmental management concerns and unbudgeted capital/operating costs. Greater emphasis on the evaluation and communication of uncertainty associated with geological interpretations for feasibility and operations management results in better decision-making. The outcome of better decision-making is more efficient mining yielding enhanced financial returns for the mining industry.

Management at all levels continually strive to optimise, or make the most of resources available to them. Daily, decisions are being made on how to most efficiently locate and exploit an ore body, then process and market the recovered metal. At one level this optimisation process in the Australian mining industry appears to be successful, for example, witness the improvement in productivity and reduction in operating costs through the 1980s. Yet, at another level the industry's performance has been appreciably below expectations as measured by rate of return criteria. Companies likely to exhibit superior performance are those that are able to co-ordinate, through good planning, the optimisation process at all levels of the organisation. An important role for general management is therefore to provide the context or boundary conditions in which optimisation can Proceed.

There are a number of methodologies which can be used for the preparation of environ- mental impact statements. Selection of a method depends upon the type of project and the environmental characteristics of the area where it is to be built. Most methods are satisfactory for assessing impacts on the physical environment but less so for the biological. Major problems may arise in deal ing with sociological issues because value judgements are involved. Several methods of approaching problems of this nature have been tried with some limited success.

The Resource Management Act 1991 has been amended on a number of separate occasions since its enactment in 1991, and has recently be subject to further amendment by way of the Resource Management Amendment Act 2005. The amendments as proposed in the Resource Management and Electricity Legislation Bill would have had revolutionary and far-reaching consequences. However, as finally enacted, the amendments are a greatly watered down version of what was initially proposed.   Nonetheless, the Resource Management Amendment Act 2005 has provided for a number of amendments that will impact on the minerals industry to varying degrees. This paper discusses in particular the changes and impact of the changes to the definition of æcontaminated landÆ, clarification with respect to the duty to consult, amendments to the provisions relating to National Environmental Standards, and to the council and Environment Court hearing process.
