This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a 'bankable project' will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank's credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term 'bankable' invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank's requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers' feasibility reports, other than those which are automatically associated with the use of the term 'ore'.

To operate a mine in California requires compliance with State environmental regulations, including assessment of risks and associated financial assurances for postulated worst case catastrophic event scenarios. Carson Hill Gold Mine, an open pit, heap leach operation, completed new risk assessment catastrophic event analyses in 1988. The risk assessment was performed at the same time that a new leach site (Leach Site 3) was being designed. Leach Site 3 is located about 400 m upslope of New Melones Reservoir, which is a public recreation facility and a source of drinking water. Release of leachate (pregnant solution) or ore containing cyanide and metals from Leach Site 3 into New Melones Reservoir was considered to pose the largest risk of environmental damage.Flow failure of the ore heap, potentially induced as a result of liquefaction of the saturated portion of the ore, and/or overtopping of the leach site containment embankment due to excessive precipitation were found to be the most plausible leachate release scenarios. Yearly combined probabilities of various downstream release volumes were estimated. The release volume corresponding to a yearly probability of 0.05 percent was then used to estimate potential environmental impacts and mitigation costs. The costs include earthwork to restore the geometry of the ore heap and repair the fill slope below the Leach Site 3 containment, and impacts on New Melones Reservoir.

The past century has seen the development and commercialisation of many new pyrometallurgical processes based on gas injection. The driving force behind this trend in smelting and refining technology was the increased productivity and resulting increase in capital utilisation achievable. However, measurement of system variables is not easy and their effect on the rate of the reactions involved is not well characterised. One of the critical parameters is the gas-liquid interfacial area produced by gas injection. Related variables such as bubble size and velocity, and gas hold-up fractions in aqueous systems have been measured using combinations of physical (visual, audio and electrical) and chemical techniques. Models have been developed relating interfacial area to physical properties and operating variables and attempts made to extrapolate these to high temperature, liquid metal systems. The only attempts at validation of these models have used either low temperature liquid metals, such as mercury or WoodÆs Metal, or operating plant data. This paper reviews existing knowledge of the effects of system variables on total interfacial area in gas injection systems. Interfacial area is calculated from a range of published experimental aqueous and liquid metal systems and used to assess existing models. An operating region diagram was developed to assess dynamic similarity between experimental and industrial systems. It highlights areas where further research into both measurement techniques and experimental system variables is required in order to extend knowledge and guide further technical and design advances into the 21st century.

The Carnilya Hill Mine, a joint venture project between Western Mining Corporation Limited (WMC) and The Broken Hill Proprietary Company (BHP), is a nickel sulphide deposit being developed by the Kambalda Nickel Operations (KNO) of Western Mining Corporation. Seven months elapsed from the time a decision to proceed with the project was taken until the first ore production. During the first month of operation a new KNO record for decline development was set. Equipment used includes an electro- hydraulic drill jumbo, 4 cubic metre front end loaders, and 35 tonne haulage trucks.

A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. Amongst those whose task it is to design tumbling mills and other comminution machines there is an almost religious divide between devotees of the Bond method and devotees of other methods developed in more recent times. For a decade or so the issue was between the Bond power-based methods and the JKMRC (JK) simulation based approach. The newest method to challenge the status quo is power-based and was developed by Steve Morrell. As the title suggests, this paper will take some liberty at concluding that Fred Bond and Steve Morrell may be separated by history, but not by their approaches to their individual contributions to the science of comminution. Another driver for the paper is that although it is good to have diversity of thought, the existing divisions are problematic for those of us signing public disclosure documents. If alternative design methods produce materially different outcomes for the mill duty, then at least one of them is wrong or being used incorrectly. At some point the unsustainable argument may need to be put in a court of law that we metallurgists have two or more materially different design methods, each of which is correct! Therefore, perhaps a resolution is needed before this occurs?The works of both Fred Bond and Steve Morrell are each directly related to their contemporary grinding mill design and operational environments. Both their approaches are empirical, borne of observing and measuring real world situations. Both worked with theories that preceded them, gathered their own data and then each saw shortfalls in the status quo.Fred Bond was an escapee from revolution, a victim of The Great Depression, and had several near death experiences during his early site-based career. Perhaps he was fortuitously rescued from himself when asked by Allis Chalmers (A-C) to set up its rock testing laboratory in Milwaukie in 1930. Fred’s testing led him to conclude that neither the Kick nor the Von Rittinger theories explained his measurements. His writings on the failings of these old theories caused a divide between devotees of the old and new methods at that time. After many years, and much thought and plotting of data (the old way!), he came up with his now-famous equations (and his Third Theory) which have stood the test of time, certainly in the world of Bond-era machines.Coming from England via several African diamond mines, Steve Morrell immersed himself into the comminution world of the JK in Brisbane about a decade after Fred passed on. The JK had developed its semi-autogenous grinding (SAG) simulation framework using its own pendulum breakage tester, itself a derivative of the twin pendulum impact device invented by Bond decades earlier. At the JK Steve developed his authoritative Tumbling Mill Power equations and was involved in real world analysis of comminution problems on the global stage. Steve’s JK experience coincided with the demise of the rod mill, the rise of autogenous grinding (AG) and SAG milling and a rapid expansion in concentrator capacity.Morrell left the JK to pursue his own interests, which included ongoing consulting work, now demanded by the comminution world. He then turned to investigating a growing list of discrepancies between the opinions of designers and theoreticians, and the factual outcomes. The Morrell Method of design arose from this re-examination of ore testing, real world operating data and these glaring and expensive discrepancies between design and outcome. The paper deals with the taking of soundings in connection with coal mining operations under part of the Pacific Ocean adjoining John Darling Colliery.INTRODUCTIONIn the early days of mining in the Newcastle District there did not appear to be any definite law specifying the limits to which mine workings, other than certain borings, could extend under tidal waters.As time went on, a figure of 120 ft. was fixed as the minimum thickness of strata between the roof of the seam and the sea bottom; beyond this mining operations are disallowed. The laws relating to working coal under tidal waters are as follow:-The minimum width of pillars to be left shall be eight (8) yards and the maximum width of bords or other excavations shall be six (6) yards, but the lessee may at his discretion increase the minimum width of the pillars or decrease the maximum width of the bordsor other excavations so as to increase the general safety.The eight (8) yard pillars shall be left unwrought.In on-road of every pair of Winning-off or leading headings, a bore shall be kept going ten (10) feet in advance for the purpose of foretelling the presence of any fissure, wash-out, open joint, fault, dyke, or otherwise, and all winning-off headings shall be driven atleast one hundred (100) yards in advance of the working bords.The most accurate and trustworthy information shall be obtained by the lessee not only' of the depth and character of the ocean bed, river, lake, or estuary deposit, but also of the strata overlying the coal seam.When working under the ocean, strata shall be bored through and proved a minimum thickness of thirty (30) feet at the face of the leading headings or levels immediately such headings or levels are under the ocean, and...

The paper outlines the development of"a process for removal of iron oxides from ilmenite, thereby upgrading the TiO2 content of Western Australian ilmenites, from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reduc- tions were carried out in crucibles,, a fluidised bed and a small pilot plant rotary kiln. The reduced'ilmenite is,then agitated in aerated water, in the presence of catalysts, so that the iron "rusts" away from the ilmenite'grains and the precipitated iron oxide is easily separable by decantation. The influence of variables on the rates. of reduction and oxidation are discussed, The oxidation rate was exam- ined for both - the' physical oxygen-transfer characteristics and electrochemically by reference to Peurbaix diagrams, which plot redox potential against solution 'PH, The upgraded ilmenite is expected to be an attractive material. for pigment -manufacture,, and the iron oxide has prospects of being a marketable by-product. This paper presents a review of heat illness in mining, including reference to several recent investigations by the author. Heat illness is a collective term, covering the conditions of heat stroke, heat exhaustion, heat cramps and miliaria rubra. Heat stroke is life-threatening and is by far the most serious condition. It is rare in mining, if appropriate control measures are instituted. Heat exhaustion is primarily due to hypohydration, following prolonged sweating in hot conditions. Symptoms include fatigue, headaches, dizziness, anorexia, nausea, vomiting, shortness of breath, or brief syncope. Confusion, ataxia, prolonged unconsciousness or convulsions are strongly suggestive of heat stroke. Heat cramps are painful involuntary contractions of skeletal muscle associated with work in hot conditions. The limbs are usually involved and the spasms typically last a few minutes, during which the affected part of the body is incapacitated. Heat cramps tend to occur in heat exhaustion, when hypohydration becomes marked. Miliaria rubra is a skin rash caused by extravasation of sweat into the skin, as a result of obstruction of the sweat glands. It occurs after prolonged and profuse sweating in hot environments. It can take three to four weeks of sedentary duties, in an air-conditioned surface environment, for the condition to resolve. Heat illness would be unlikely in underground mining, if the thermal environment was sufficiently well controlled by ventilation and refrigeration. This is however, often not practicable. Where engineering controls alone cannot provide sufficient control of risk, the residual risk can be assessed using an appropriate heat stress index. While procedural controls may further reduce the residual risk, it is important to remember that these are less reliable than engineering controls and cases of heat illness may still occur. Procedural controls include the application of heat stress limits, education, hydration, self-pacing, early symptom reporting, medical advice, acclimatisation procedures, air conditioned accommodation, support to achieve a healthy body mass index, and an effective emergency response capacity.

The advantages of rapid and accurate analyses are becoming appreciated in many industries today and have resulted in a great increase in the number of samples received by their laboratories. This has caused some firms to consider the installation of one or more of the instruments available for analytical chemistry. In this country there are relatively few people with experience of instrumental methods and it is difficult for a firm considering the installation of such equipment to assess the advantages which instruments may give them, and to decide which instruments, if any, will be of most use to them. The object of this paper is to give a brief survey of instrumental methods in the field of inorganic analysis. Instrumental methods of analysis have numerous advantages when used correctly. They enable extremely rapid analyses to be made in many cases, e.g., analysis of refined lead by purely chemical means takes about two days whereas spectographically the analysis can be completed in approximately one and a half hours. The accuracy ofinstrumental methods, generally between 1 and 5%, is higher than most chemical methods for small percentages of impurities. Furthermore, if the instrument can be calibrated against absolute standards the errors are usually random and not biased to one side of the correct result. The sensitivity is high, enabling in many cases the detection and determination of smaller percentages than can be detected chemically. This high sensitivity enables and, in some cases, requires the use of very small samples, and results in considerable savings in reagents, allowing the analysis of considerably more samples without undue loss...

Poor quality water resulting from interaction of surface run-off with saline mine spoil and soils can cause significant problems for water reuse on mine sites. Not only can this saline water lead to machine corrosion and increased maintenance costs, but may cause detrimental effects on the environment. Determining the geochemistry of mine spoil, and the likelihood of salt dissolution during rainfall events, may aid in more effective mine site management of water. Spoil samples were taken from three areas of the German Creek mine site, situated in the Bowen Basin coalfield, Queensland. Samples from two undisturbed areas on the lease were also collected for comparison. Analyses were performed using a variety of laboratory techniques: leaching tests, effective cation exchange capacity determination, X-ray diffraction, clay quantification, and total organic content determination. Results show that dissolution of surface (top 2 cm) salt minerals from spoil areas is an important contributor to surface run-off salinity during rainfall events. Equally, ion exchange with clay minerals appears to be a significant source of elevated ion concentrations in run-off waters. Findings from the undisturbed areas show undetectable quantities of salt mineral species, resulting in waters with low ion concentrations. More generally, monovalent cations (sodium, and to a lesser extent potassium) appear to be derived from dissolution of salt precipitated whereas divalent cations (calcium, magnesium) are more likely to be sourced from exchange reactions with clay minerals. Incorporating knowledge about the mechanism of cation mobilisation from spoil with the spatial distribution of spoil properties and understanding of the dynamics of water quality variations on the site will aid in development of integrated water quantity and quality management strategies.

Deep hydrothermal fluids adjacent to the Alpine Fault move through the brittle-ductile transition to mix with convecting fluids from near surface environments. These tectonically driven fluids evolve mainly from prograde metamorphism at mid crustal depth (ten kilometres) within the ductile regime which has been elevated due to advection and drag on the fault plane. Through the onset of brittle failure and cataclasis within Alpine Fault mylonites, fluid overpressuring results in hydrofracturing and localized implosion. Along the length of the Alpine Fault, hydrothermal alteration varies on most levels (Table 1). There is an observable increase in Fe-Mg carbonate between the Waitaha and Taramakau Rivers (between Ross and Aurthur's Pass, respectively). Field studies concentrate to the north east of the Arahura River, noted for historical mineral wealth. Late meteoric fluids move through cataclasite, brecciated mylonite, and other open fractures. Chloritisation is the major retrogressive phase. Dolomitic hydrofracture veins (Figure 1) within coherent mylonites contain iron and copper sulphides. Notably, the enrichment in Fe-Mg carbonate towards the Alpine-Hope Fault intersection seems to represent a region of enhanced permeability possibly related to shallow seismicity, increased regional faulting, footwall variation, strike-slip dip-slip distribution, and/or topographical anomalies (ie saddles). Isotope studies identifying an 'Inboard Fault Gouge Calcite Zone' correlate to values from the Main Divide region at the headwaters of the Arahura River (Browning Pass-Wilberforce Valley) (Becker et aI, 2000). These correlations are supported by rare arsenic anomalies (avg l06 ppm n = 5, Figure 2) found in both regions which suggest that fluids may be interconnected at depth.

Morwell Open Cut is a continuous mining operation employing 5 buck- etwheel excavators, I bucket chain excavator and 54 conveyors. The combined bunkering capacity at both client Power Stations represents less than 12 hours maximum coal demand. This creates an extremely dynamic operating environment, which is further complicated with significant variations in both excavating and transportation plant capabilities. To achieve set objectives, including- I adequate reserves, 2 coal supply reliability, 3 cyclic plant maintenance, 4 minimal cost of coal, scheduling of the operation requires constant monitoring and reappraisal.

The kinetics of reduction of PbO-silicate melts in CO-N gas mixtures at 900¦C have been studied. Rea~tion rates were measured by moni- toring the CO2 content of the product gas. A wide range of gas and melt compositions and gas flowrates have been investigated. The overall reaction rates in heterogen- eous systems are typically characterised by a steady increase as the gas flowrate is in- creased. At low flowrates the processes are limited by gas film mass transfer. At high flowrates it is expected that the rates will tend to maximum values determined by either the rate limiting chemical reaction or diffusion in the condensed phase. In the present series of experiments it has been found that for any given gas composition the overall reduction rate goes through a maximum with increasing gas flow. The maxima, which occur at relatively low gas flows, are more than an order of magni- tude greater than those observed at high gas flowrates. The results of these and other experiments are presented and analysed. Possible rate limiting mechanisms in the reaction system and their implications regarding commercial reactors are discussed.

The Paper discusses the size and extent of in-pit dust suppression problems created by iron ore mining in the Pilbara region of Western Australia. Dust problems associated with drilling, loading, hauling and tipping are discussed indicating the large quantities of water which can be applied for dust control and attempts that have been made to rationalise this water usage to obtain maximum benefits from the applied water. The magnitude of the problem and the quantities of water involved can be appreciated when one realises that 275 000 tonnes of rock are moved on Mt. Whaleback each day and that there are 40 km of haulroad within the open pit. Initially dust suppression was limited to the spraying of haulroads by large water tankers. Now dust suppression is practiced during drilling and after blasting, wind blown dust is reduced by application, using water cannons,of large quantities of water to floor stocks prior to loading operations as well as by the installation of 16 km of automatically controlled fixed sprinkler reticulation on the main semi-permanent haulroads. The methods used to assess the water requirements for in-pit dust suppression are discussed and the extensive development testing used to evolve the present installations are 1. In the retreatment of an old tailing dump containing five per cent of lead principally as lead sulphate, the lead sulphate was floated with liquid Aerofloat reagent after sulphidising with phosphorous pentasulphide in an acid circuit. A zinc middling product was removed by flotation before recovering the lead. Concentrate products were sundried in surface dams.INTRODUCTIONDuring the period between 1917 and 1928 the Junction North Broken Hill Mine N.L. deposited several tailing dumps on its leases, which were acquired by North Broken Hill Ltd.in 1931. One of these dumps lay alongside a main road close to a residential area. The high metal prices prevailing in the post-war years (1945 onwards) provided a strong incentive for retreating this dump and transferring it to a less objectionable site.SAMPLING AND TESTINGIn 1946 a sampling and testing campaign was instituted which culminated in 1949 in a decision being made to erect a tailing retreatment plant adjacent to the dump.The dump was sampled with a 3 in. post hole auger using extension lengths of -! in. pipe for drilling to 30 ft. The dump material was fine and moist and core recovery was excellent. Hole depths ranged from 14 ft. to 30 ft., with an average dump depth of 20 ft.Individual samples were prepared from successive 9 ft.lengths of core and each sample thus obtained was, submitted for sizing and assay.The sampling showed that the dump contained approximately 380,000 tons of fine tailing assaying:

In tunnel construction or other underground construction, a detailed knowledge of the rock mass ahead of the face is essential for both safety and efficiency of work. Many tunnel collapses have been reported to occur because of lack of appropriate information, such as the geological conditions ahead of the tunnel face. One of the methods which can identify rock mass conditions is the application of drill monitoring data obtained from blasting drill holes, which can detect abrupt and unexpected changes in ground conditions, geological structure and the mechanical and physical properties of rock mass. This paper presents a new approach to how drill performance parameters can be used for prediction of geological conditions ahead of tunnel face. The predictions are based on monitoring the drill parameters of instantaneous advance speed, torque and tool pressure. In order to assess conditions ahead of tunnel face, tunnel seismic profiling (TSP) and a horizontal boring investigation were undertaken and the obtained data compared to the drilling data. The predicted results using drilling performance parameters correlated well with geological conditions ahead of tunnel face.

The history of black coal as a fuel dates back in Europe more than 2,300 years, and possibly longer in China. Originally the mining of coal was done by underprivileged people, but with the industrial revolution and the dawn of mechanisation, the status of the coal miner improved. The improvement continued to the present day. Coal miners now take an important role in industrialised countries and enjoy a high standard of living. The miner is amongst the highest paid and best technologically served in any industrial activity. The abundance of coal relative to alternative fuels and its widespread occurrence, brings with it a prosperity much valued in those countries with significant resources such as Australia. Coal will play a major role in easing the world energy shortage. In addition to the conventional usage, throughout the world coal gasification plants are in various stages of development. Coal liquefaction plants are beyond the drawing board stage. Slurry pipelines to supply coal for direct burning in electric generating and other plants are planned. In the current atmosphere of environment consciousness, Australia has to contend with people with only marginal interest trying to influence coal mining activities to the detriment of the overall prosperity of Australia. Fortunately enlightened legislation is the greatest protector of the environment and in many instances great improvement to the environment ensues after mining has passed. With its vast resources of black coal Australia can look forward to a significant role in future supply of fuel. As a result of the trade and industry involved, Australia can become an even more influential country in world politics, trade, and the setting of high living standards.

British Coal has always been a big mining company and its management has been beset with many of the problems one would associate with such an undertaking. These include its accountability to Government, its market vulnerability to competing fuels and to imported coal and its relationship with its workforce but also with its own history and size. As a fragmented private industry up to and including the Second World War, it was starved of capital and its management developed an historic relationship with its workforce which was often counter productive to success. Once nationalised, it contributed greatly to post-war industrial regeneration, investment was forthcoming to reconstruct existing mines, sink new ones and to mechanise production operations. British manufacturing companies contributed to this mechanisation drive, the very success of which drove up production and productivity and against a declining market, contributed to the reduction in size of the industry. Production machinery design evolved in the 1960s with close collaboration between manufacturers and users such that an inevitable proliferation of machinery types and specifications developed to meet local needs. Longwall mining internationally outside Western Europe only became significant in the 1970s. It became apparent that international operators demanded higher levels of plant performance from British manufacturers than British Coal did. This was the birth of the "heavy duty" plant concept. As international performances outstripped our own then British Coal moved in to invest in itself, in this heavy duty. This re-investment commenced in the mid 1970s but only gained real momentum in the 1980s when it became a virtual re-equipping exercise for the whole industry.

Mispah form (FAO: Lithosol) soil contaminated with >380 000 mg kg-1 creosote was co-composted with sewage sludge and poultry manure for a period of 19 months. The soil was mixed in a ratio of 1:1 (v/v) with wood chips to improve aeration. The soil-wood chips mixture was then mixed in a ratio of four soil-wood chips mixture: one compost material (sewage sludge or poultry manure). Compost heaps were set up in triplicate on wood palettes overlaid with double layers of nylon straw bags. Control experiments, which contained the contaminated soil-wood chips mixture without sewage sludge or poultry manure were set up in triplicate. Moisture, temperature, pH, ash content, C:N ratio of the compost and the creosote concentration of the soil was monitored monthly. The concentration of selected creosote components in the soil was also determined at the end of the incubation period. Temperature was observed to rise to about 60¦C in the poultry manure and about 58¦C in the sewage sludge within two months of incubation, while temperature in the control fluctuated between 15¦C and 35¦C throughout the incubation period. Creosote concentration in the control was reduced by 17 per cent at the end of the incubation period while concentration of creosote in the sewage sludge and poultry manure compost was reduced by about 99 per cent. The percentage rate of creosote reduction in the poultry manure compost was initially lower than observed in the sewage sludge compost. However, the reduction rate became similar towards the end of the treatment period. The concentrations of selected creosote components were reduced by about 100 per cent within the same period. Respiration of compost microorganisms and counts of microbial populations showed that microbial activity correlated with reduction in creosote concentration.
