INTRODUCTION Laboratory studies on the deformability and strength of intact rocks generally involve the uniaxial compression test, the standard triaxial compression test and direct or indirect tension tests. If [al ,a2 ,a3] are principal stresses [(al>a2>a3)] with compression taken as positive and tension taken as negative, the applied stress field for each one of these tests can be represented as shown in Fig. 1. However, for most in-situ conditions, such as those that exist at any point around an underground excavation, the stress field is truly three-dimensional or multiaxial [(al+ a2+a3)] and none of the tests shown in Fig. 1 can be used to predict the mechanical behavior of the rock. There are special cases for which one of the three principal stresses vanishes. Biaxial loading of rocks in-situ takes place, for instance, when rocks deform and fail in plane stress conditions. This can occur in a free unloaded surface of a rock structure such as in the wall of an underground excavation or a rock slope. Parallel to the free surface, the stress field components can be both compressive [(al>a2>0)], both tensile [(O>a2>a3)], or mixed, one component being compressive and the other one tensile [(U~>O>U~)]. The purpose of this paper is to present the results of 25 true biaxial tests that have been conducted on cubical specimens of Indiana Limestone using the multiaxial cell available at the University of Colorado at Boulder. The tests include uniaxial compression and tension, biaxial compression and combined biaxil compression- tension. Flexible fluid cushions and brush bearing platens were used for compressive and tensile loading respectively in order to minimize loading end effects on the test specimens. It is a pleasure to talk to you about the world economics of industrial minerals on this occasion of AIME's 100th anniversary. In order to fit this topic into the time and tenor of such a session as this where you are hearing subjects equally broad in scope one after the other, I will deal with the subject through the medium of eight minerals selected to illustrate import- ant economic factors. I must admit to some bias in the selection, since I picked personally familiar ones to elucidate facts of life in the industrial minerals business. It is a very interesting field, different in many respects from metals and certainly far different from petroleum. The minerals chosen are celestite, diamond, fluorspar, salt, sulfur, ilmenite, rutile and zircon. Celestite The market for celestite is mainly in the U. S. where it is consumed in the manufacture of strontium compounds for red-colored flares and other pyrotechnics, for the production of electrolytic zinc, for glass manufacture, and for the manufacture of ceramic ferrites. Smaller markets exist in Europe and Japan. Production comes from England, Mexico and Spain, and a new mining operation is being started in Nova Scotia. There is no significant production in the U. S. nor in the other principal consuming countries, except England; so it is mainly an international commodity. Celestite illustrates many of the factors important in the economics of industrial minerals. To have a marketable product, grade and freedom from deleterious elements are important for materials used by the chemical industry. In the celestite used to make strontium nitrate, calcium is the most objectionable of the commonly associated cations. Selling price is adversely affected because nitrate manufacturing costs are greatly increased if calcium is pre sent, hence less can be paid for the raw material. Meeting specifications can add significantly to the vendor's cost; hence a balance must be struck between the producer's capability and the consumer's requirements, permitting a reasonable profit for both. THIS discussion relates to the distribution of coal under the direction of the U. S. Fuel Administration beginning Apr. 1, 1918. At that time a definite method of ' controlling and directing distribution was put into effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel. Administration by Dr. Garfield about the. first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would- he necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving, them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. Commercially, celestite (SrSO,) is the only significant strontium mineral. Among other strontium-bearing minerals, only strontianite (SrCO,) occurs commonly; however, it is not an item of commerce. The principal production of celestite is in England, Mexico, and Spain. New production is now coming on stream in Canada. Consumption is mainly in the United States. Lesser quantities are consumed in Japan and Europe. Main uses are for the manufacture of strontium carbonate and nitrate. The carbonate is used in glass for TV tube face plates and in ferrites for magnets. The nitrate is used in pyrotechnics to which it imparts a characteristic brilliant red color, mainly in safety flares. Minor amounts of strontium compounds are used in electrolytic zinc manufacturing and very small quantities in greases, ceramics, soaps, alloys, and pharmaceuticals. Specifications and Prices Typical celestite specifications for the carbonate and nitrate markets are as follows: [ ] Celestite currently shipped from Mexico for carbonate manufacture tends to be slightly better than these industry specifications, assaying about 92-93% SrSO, with less than 1% BaSO, but it is generally below the 95% minimum required for nitrate production. Contract prices for celestite are approximately $32-34 per st at U.S. Port of Entry in 50 to 60-ton carload lots for Mexican material. Spot prices are generally reported as low as $20 per st but are for minor volumes. A recent sale of surplus from the U.S. stockpiles, announced by the General Service Administration (GSA), was 4005 st sold to Du Pont for $140- 455 or $35.07 per st. British celestite, ground, washed, and graded, 95% SrSO, bulk, ex- works, 240 mesh, is quoted at £ 28.75 per mt in British trade journals, and a recent figure quoted for crushed lump material was $36.00 per st f.0.b. vessel Bristol Channel port (1973). Specifications of manufactured carbonate made from celestite and sold in two grades, one to the glass industry, the other to the electronic industry for ferrites, are given in [Table 1]

This paper presents stress-cycle graphs for five samples of monel metal and three high-strength aluminum alloys. These graphs are evidently curves with horizontal asymptote. The position of the horizontal asymptote can be determined with sufficient accuracy by extending the experiments to not more than 50,000,000 cycles. For some of the graphs, there is a slight downward slope between 50,000,000 and 100,000,000 cycles. The slope is so slight, however, that, extrapolation from 50,000,000 to 100,000,000 cycles gives the endurance limit with sufficient accuracy. Monel metal and duralumin are not exceptional among non-ferrous metals in endurance properties. IN Part I of this paper' a comparison was given of the results obtained in investigation of the endurance properties of non-ferrous metals in .three laboratories: the Engineering Experiment Station of the University of Illinois, the U. S. Air Service at McCook Field, Dayton, Ohio, and the U. S. Naval Engineering Experiment Station, Annapolis, Md. Part I was devoted to a discussion of the forms of the stress-cycle graphs obtained at the three laboratories. For comparison, typical graphs obtained at the three laboratories were plotted on the same semi-logarithmic scale. The typical rotating-cantilever graph for ferrous and non-ferrous metals obtained at the Naval Experiment Station was described as a curve descending with gradually decreasing slope to a horizontal line. In the reply to the discussion of Part I, however, this graph was described as a curve with horizontal asymptote. It. was also said that the ordinate of the asymptote (the endurance limit) could be determined by endurance tests of not more than 50,000,000 cycles. This description was intended to apply only within the range of ordinates used in plotting an ordinary endurance graph. It was recognized that if .extended upward beyond the usual field, the curvature of the graph would decrease until -the graph would either approach a straight a line or possibly reverse its curvature.

THE problem of the utilization of the low-grade red iron-ores has peen before the iron-mining industry of the South for several decades. the experiments by W. H. Coghill1 of the U. S. Bureau of Mines to determine the degree of liberation of minerals in the Alabama low-grade red iron-ores after grinding interest the writer very much because 10 fears ago, while a member of the U. S. Bureau of, Mines, he experimented similarly on the same ores using a heavy solution .2 Extensive experiments were made in the nineties by W. B. Phillips3 in association with H. A. J. Wilkens and H. B. C. Nitze. The ores were rushed to pass 15 mesh and were separated by magnetic machines into concentrates, middlings and tails. The experiments were made with carload lots in an experimental mill. Most of the ores tested, however, were soft, whereas the main problem is the utilization of the low-grade hard ores. Phillips gives the results of only four tests of hard ores; two of these are of self-fluxing ores of the grade now utilized and two of ower grade and less amenable to concentration than the average low-grade ore that underlies the self-fluxing ore of the Big Seam. The average of these least favorable samples shows the production, from an ore analyzing 32.30 per cent. Fe, 10.34 per cent. CaO, 33.40 per cent. insoluble, of a concentrate with 43.82 per cent. Fe, 8.90 per cent. CaO, 18.48 per Sent. insoluble with a ratio of concentration of 2 and an iron recovery of 39.2 per. cent. The grade of this concentrate compares favorably with the average grade of washed brown ores of the district which is given by Burchard4 as 45 per cent. Fe, 14.6 per cent. Si02. TWENTY million people in this country and Canada in nearly four million homes can give thanks to our Creator for natural gas, that most wonderful natural fuel with which Dame Nature has so bountifully blessed us. It is a clean, healthy and cheerful fuel, made up almost entirely of carbon and hydrogen. There is no residue, no waste and there are no objectionable constituents; an ideal fuel for the home. It operates like magic, open the valve and it is there for your needs, winter or summer, night or day. You are not required to place your order 30 to 90 days in advance and you do not need to pay for your winter's supply in advance. No ashes to worry about, no flues or chimneys to clean, nor kindling wood to store or bother the housekeeper. We who have been so blessed do not realize what it would mean to be without it. If in place of opening a valve we had to go to the woodshed or coalhouse and then build our fire-carry out the ashes-well, some of us I am afraid would be late reaching our offices and perhaps would miss our hot cakes for breakfast. One cubic foot of gas produced from the White Sand formation contains 1130 B.t.u. and weighs 47/1000 lb.; there are about 24,000 B.t.u. in 1 lb. of gas. Temperatures of over 3400 deg. Fahr. have been obtained with natural gas. Not only is it a superior fuel for the home but it has no equal for use in many large manufacturing industries, especially with the making of glass, pottery and open-hearth steel. In an open-hearth furnace, properly constructed, 5000 cu. ft. will melt one ton of steel. It requires 1/3 ton of bituminous coal gasified in a producer to do the same work, or about 40 gal. of tar or fuel oil, or 11,000 cu. ft. of by-product gas.

MCCARTHY At a meeting of the members of Columbia Section, which was held in the Davenport hotel, Spokane, Wash., Jan. 31, 1919, at noon, there were present' about twenty members and guests. The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. Hall, Wallace, Ida., Vice-chairman; S. S. Fowler, Riondel, B. C., Past Chairman; L. K. Armstrong, Spokane, Secretary-Treasurer; R. M. Betts, Cornucopia, Oregon. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner's Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d' Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. Nearly 55 years have elapsed since the U. S. Geological Survey was organized. During this period the mineral industries have grown from infancy or early childhood to well developed maturity, and some mining industries appear to be declining. Decline in mining is even more conspicuous in certain districts, or even states, than in any mining industry as a whole, and discoveries or developments of important new districts have been very few in recent years. Our reserves of most metals and nonmetals are adequate for many years of normal production, subject to changes in rate of exploitation that may be caused by foreign competition and by changes in technology and market conditions; but the declining production of many districts and the scarcity of important new discoveries to compensate for them is cause for some apprehension. It is likely that future production will depend to a considerable extent on deep exploration and on the thorough examination of places in and adjoining existing districts where significant outcrops are lacking and only apparently insignificant geologic features offer encouraging clues—more so than on the discovery of entirely new districts. Even the possible discovery of new districts, which have escaped the intensive search by the nontechnical prospector, must be dependent on geologic information. There is therefore no need for argument as to the value of geology to the mining industry; and the need of continuing to advance the science. The U. S. Geological Survey's past contributions to mining geology, as expressed in its official reports and other publications, are recognized by Ransome in his historical review of mining geology in the Lindgren volume.' These contributions have helped to form the basis of modern mining geology, which has grown rapidly in the last 25 years. This growth has witnessed the organization and maintenance of geologic staffs by mining companies in several districts, and their detailed work, together with the fact that nearly all of the larger mining districts have

Mining by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being discharged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,' in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Commission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however, through what is known as the Trinity and Klamath River Fish and Game District. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

In 1034 the Southern Experiment Station of the U.S. Bureau of Mines in cooperation with the University of Alabama began an investigation of the availability of kyanite ores as a source of raw material for the manufacture of refractories. Under this program, gravity concentration and flotation tests have been made on two varieties of Georgia kyariite ore, mica schist and massive. Most of the attention has been directed to the mica schist ores, as they are more widely distributed and seem to offer greater economic possibilities than the massive ores. It is evident that the preparation of kyanite for use as a refractory material involves other considerations than the mere elimination of impurities. A concentration process that eliminates impurities satisfactorily may have to be followed by some additional treatment, since the final product must be of a coarseness and size ratio that will make it suitable for refractories manufacture. So far in the investigation at the Southern Experiment Station of the U.S. Bureau of Mines only the concentration problem has been considered, and this paper is intended as an interim report. Ores The schist ores contain 1 to 9 per cent of kyanite crystals embedded in mica and quartz, with smaller amounts of graphite, garnet and iron oxide and minor amounts of other heavy minerals. The garnet content varies from a trace to a few per cent. The minerals are easily released by moderate grinding. The size of the kyanite ranges from fine needles to crystals 1 1/2 in. long, 1/2 in. wide and 1/4 in. thick. The garnet, quartz and iron oxide grains have a smaller mean mesh than most of the kyanite. The maximum size of the garnet crystals corresponds to about 14 mesh and that of the sand grains is considerably less. Most of the iron oxide is still finer, for the minus 100-mesh size is greatly enriched in Fe²O3. The massive ore consists of radiating masses of kyanite interlocked with quartz, mica, corundum and small amounts of other heavy minerals.

THE increased moisture due to water¬spraying for coal dust control is of interest even for mines from which the coal is to be wet-washed before screening, because in many cases wet coal dust materially decreases the loading efficiency of men an equipment at the faces. It also causes serious increase in the normal wear and deterioration of all equipment with which it comes in contact. It is important to the consumer if it increases his as-receive moisture. No attempt will be made in this paper t cover the entire subject of water-spraying of coal for dust control. It will be confine to discussion and data on (r) percentages c dust in bituminous coals, (2) moisture increases due to spraying for dust control in mines or plants by methods which have proven satisfactory for periods of one to five or more years, and (3) a few suggestions for research. SIZE AND PERCENTAGE OF COAL DUST The U. S. Bureau of Mines1 classifies a coal dust all bituminous coal passing 20-mesh sieve (0.0328 in. square opening; The percentage of such dust to be found is ROM coal, of course, varies widely wit. the characteristics of the seam, and with the methods used in the mining and in the preparation of the coal. ROM screen analyses of 12 U. S. coals selected at random from personal files given in Table I show: A few other screen analyses examined indicating 40 pct or more of 2o-mesh X o dust in 3/8 in. X o-sizes were not included because of uncertainty that they were representative. The number of results in Table I is not sufficient to give a reliable estimate of the average, or of the range to be expected, but it indicates that in every case the coal dust is a relatively large percentage of the total ROM coal, and, of course, a progressively larger percentage of resultants as the larger sizes are separated for marketing.

The geological features, development history and engineering detail of the Shuler Field and the results of approximately two years of unitized operation of the Shuler Jones Sand Pool, were discussed in a prior publication.' The purpose of this paper is to present the results of pressure maintenance in the Shuler Jones Sand Pool after nine years of unit operation. GENERAL INFORMATION The Shuler Jones Sand Pool is located in and about Section 18, Township 18 South, Range 17 West, Union County, Ark. The pool was discovered .in September, 1937, unitized in February, 1941, and subjected to gas injection operations in July, 1941. Water was first returned to the reservoir in July, 1944. The reservoir is an anticlinal trap covering about 4,000 acres. The 154,000 acre-ft of sandstone initially consisted of approximately 150,000 acre-ft of productive oil zone and 4,000 acre-ft of gas-cap. The average depth of production is 7,400 ft. Maximum closure of the reservoir is 135 ft and the oil column lies between a gas-oil contact at -7,270 ft and a water-oil contact at -7,370 to -7,380 ft. The field is approximately four miles long. east and .west, and one and one-half miles wide. The sand grains are angular and vary from fine to medium size. The porosity of the sandstone averages 20.2 per cent. The specific permeability averages 400 md. Some zones have as high as 30 per cent porosity and specific permeability of 4,000 md. The reservoir rock is not uniform in character but consists of sandstone zones interspersed with shale. The variation in rock characteristics is evident in the electric log and core analyses presented in the original publication. Asphalt present in the pore space of the sandstone limited the reservoir to the southeast and apparently blocked any encroachment of water from that direction. The initial reservoir pressure at a subsea depth of 7,300 ft was 3,520 psi. The reservoir temperature was 198ºF. Initially, the solution gas volume was 765 cu ft per bbl and the reservoir volume factor was 1.45. The gas solubility and formation-volume-factors of the reservoir liquid are related with reservoir pressures above 300 psi as follows: Solution gas, cu ft per cu ft, S = 0.0334 P + 18.65 Formation volume factor of reservoir oil, FVF = 8.0 x 10 -5 P + 1.168 Gas volume factor, standard cu ft of gas equivalent to one cu ft of gas at reservoir conditions of temperature and pressure, F = .062 P - 4 Pressure (P) measured in psia. The equation for the gas volume factor presented above is based on a direct measurement of a sample of the gas and is a correction of that used in the original paper. The gravity of the oil produced is from 32 to 34" API. CALCULATION OF INITIAL OIL IN PLACE The Jones Sand production history is interesting because it lends itself to analysis by material balance. Production statistics from discovery of the Jones Sand through 1949 and material balance calculations of the initial stock tank oil in place are shown in Table I. The usual procedure in testing the application of material balance calculations is to compute the apparent initial volume of oil in place, using production and pressure information obtained at different time periods. If the apparent oil in place volumes computed increase with successive time periods, water encroachment is indicated and approximations must be mads to correct for its influence. The first requirement in utilizing such calculations is reliable reservoir pressure, accumulated gas, oil and water production, and PVT data. The 154,000 acre-ft of sandstone initially consisted of approximately 150,000 acre-ft of productive oil zone and 4,000 acre-ft of gas-cap. The average depth of production is 7,400 ft. Maximum closure of the reservoir is 135 ft and the oil column lies between a gas-oil contact at -7,270 ft and a water-oil contact at -7,370 to -7,380 ft. The field is approximately four miles long. east and .west, and one and one-half miles wide. The sand grains are angular and vary from fine to medium size. The porosity of the sandstone averages 20.2 per cent. The specific permeability averages 400 md. Some zones have as high as 30 per cent porosity and specific permeability of 4,000 md. The reservoir rock is not uniform in character but consists of sandstone zones interspersed with shale. The variation in rock characteristics is evident in the electric log and core analyses presented in the original publication. Asphalt present in the pore space of the sandstone limited the reservoir to the southeast and apparently blocked any encroachment of water from that direction. The initial reservoir pressure at a subsea depth of 7,300 ft was 3,520 psi. The reservoir temperature was 198ºF. Initially, the solution gas volume was 765 cu ft per bbl and the reservoir volume factor was 1.45. The gas solubility and formation-volume-factors of the reservoir liquid are related with reservoir pressures above 300 psi as follows: Solution gas, cu ft per cu ft, S = 0.0334 P + 18.65 Formation volume factor of reservoir oil, FVF = 8.0 x 10 -5 P + 1.168 Gas volume factor, standard cu ft of gas equivalent to one cu ft of gas at reservoir conditions of temperature and pressure, F = .062 P - 4 Pressure (P) measured in psia. The equation for the gas volume factor presented above is based on a direct measurement of a sample of the gas and is a correction of that used in the original paper. The gravity of the oil produced is from 32 to 34" API. CALCULATION OF INITIAL OIL IN PLACE The Jones Sand production history is interesting because it lends itself to analysis by material balance. Production statistics from discovery of the Jones Sand through 1949 and material balance calculations of the initial stock tank oil in place are shown in Table I. The usual procedure in testing the application of material balance calculations is to compute the apparent initial volume of oil in place, using production and pressure information obtained at different time periods. If the apparent oil in place volumes computed increase with successive time periods, water encroachment is indicated and approximations must be mads to correct for its influence. The first requirement in utilizing such calculations is reliable reservoir pressure, accumulated gas, oil and water production, and PVT data. Nearly 55 years have elapsed since the U. S. Geological Survey was organized. During this period the mineral industries have grown from infancy or early childhood to well developed maturity, and some mining industries appear to be declining. Decline in mining is even more conspicuous in certain districts, or even states, than in any mining industry as a whole, and discoveries or developments of important new districts have been very few in recent years. Our reserves of most metals and nonmetals are adequate for many years of normal production, subject to changes in rate of exploitation that may be caused by foreign competition and by changes in technology and market conditions; but the declining production of many districts and the scarcity of important new discoveries to compensate for them is cause for some apprehension. It is likely that future production will depend to a considerable extent on deep exploration and on the thorough examination of places in and adjoining existing districts where significant outcrops are lacking and only apparently insignificant geologic features offer encouraging clues—more so than on the discovery of entirely new districts. Even the possible discovery of new districts, which have escaped the intensive search by the nontechnical prospector, must be dependent on geologic information. There is therefore no need for argument as to the value of geology to the mining industry; and the need of continuing to advance the science. The U. S. Geological Survey's past contributions to mining geology, as expressed in its official reports and other publications, are recognized by Ransome in his historical review of mining geology in the Lindgren volume.' These contributions have helped to form the basis of modern mining geology, which has grown rapidly in the last 25 years. This growth has witnessed the organization and maintenance of geologic staffs by mining companies in several districts, and their detailed work, together with the fact that nearly all of the larger mining districts have

During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. IN 1920, for the first time, the U. S. Geological Survey employed aerial photography in constructing planimetric maps. Contours were added by aerial photography and cultural details corrected. From 1925 to 1929 photogrammetric plotting machines and instruments of foreign design appeared in America for use in constructing complete topographic maps. During this period the only American technique developed was the Brock process, carried out with great success by Aero Service Corp. of Philadelphia, a pioneer in the field of photogrammetry. Between the first and second world wars the Multiplex projector, the Aerocartigraph, and the Stereoplanigraph appeared. The Multiplex projector, most popular of the three, determines three-dimensional values with very high accuracy. Many refinements have been added year by year, and it is now possible to photograph vast areas in a very short time and produce planimetric, topographic, and geologic maps of great value at very low cost per acre as compared with all methods previously known and in use. Both on the ground and in the air, however, accurate results can be produced only with highly skilled personnel and costly scientific instruments and machines. As early as 1928 the writer collected from the U. S. Army Engineers all available formulas and data on photogrammetry and personally contracted a local project of 2800 acres to be surveyed from the air. From the 10,000-ft altitude required for scale the cameras, each equipped with 4-K filters, pierced a ground haze of about 5000 ft, achieving clear, de- finable photography. The result was so gratifying, and the continuing progress in this method of surveying and mapping so great, that in the matter of economy it can hardly be surpassed. Pocahontas Land Corp., for example, constantly refers to its complete file of aero prints, covering its entire ownership in West Virginia, Virginia, and Kentucky. Photostats are enlarged or reduced from these prints to match the scale of company maps, to which various features are then added.

TWENTY-FOUR of the 28 local sections and the two divisions of the Institute were represented at the meeting. Three sections failed to appoint delegates and two of those appointed failed to attend the delegates' meeting proper. Four sessions were held, two on Monday and two shorter adjourned ses-sions on Tuesday and Wednesday. Even at the end many things remained to be said and, in view of the amount of time the delegates lost from technical ses-sions the feeling was general that next year it would be advisable to hold their meeting the day before or day after the general meeting. Every part of the country was represented from Boston to Los Angeles and Seattle to Washington. All phases of Institute work and policy were taken up in the most informal way and the delegates will carry back to the sections, as they brought to headquarters, many ideas that will prove useful and stimulating. The time was divided between reports by the delegates on section activities and reports by officers of the In-stitute and of the various joint activities on the work at headquarters : A. D. Flinn told of the work of Engi-neering Foundation; W. V. Brown discussed the Em-ployment Service; J. A. Sohon explained what the Library is doing; T. T. Read told how the sections could help MINING AND METALLURGY ; H. Foster Bain discussed Institute affairs in general and asked and answered questions. An interesting new feature of the meeting was the appearance by request of Directors Turner and Smith of the U. S. Bureau of Mines and U. S. Geological Survey to answer inquiries as to the needs and work of their Bureaus. So much attention had been paid this year by the western sections to the diminished funds made available at Washington for research on mining problems that many questions came up. The accom-panying figures epitomize the answers.
