The use of blower fans and tubina- for auxiliary face ventilation is a somewhat controversial subject. However, there is considerable disagreement as to the proper relation of the advantages to the disadvantages. THE increasing use of internal furnace-boilers for mining power-plants (doubtless due to the facility with which they may be installed by reason of their portability; the fact that they require no masonry setting, cast-iron fronts, buck-stays, etc., and practically no foundation; and the successful maintenance of their claim to equal and even superior economy, as compared with boilers of other types) warrants this description of a method of remedying an injury which may occur, to such a furnace, even though it satisfies the requirements of the formula adopted by the U. S. Board of Supervising Inspectors of Steam Vessels.2 I refer to the sagging and deformation which may result from overloading the boilers for a considerable period-say, several days. This is sometimes unavoidable under the exacting conditions of continuous day-and-night service, and (in spite of all rules and precautions, the occasional careless or unskillful work of attendants. Such a trouble is by no means unknown on shipboard, where this type of boiler is so largely employed. In the case here described, two Morrison suspension-furnaces, of half-inch steel, 14 ft. long and 45 in. in mean diameter, with ? dry-back ? boilers, were necessarily operated somewhat beyond their rated -normal capacity for several months, while a third similar unit was -in process of installation, and during this period, though the boilers were kept perfectly clean, heat seems 'to have been generated slightly faster than it was absorbed by, the water in the boilers. The fact that certain types of ore-deposits have attained their present condition through the action of descending surface waters was, perhaps, first clearly pointed out by Posepny.l The oxidizing effects of such waters were discussed by Pen-rose,2 and many papers dealing with this phase of the subject have subsequently appeared. That secondary enrichment of sulphide ores, however, might be produced by descending surface waters was not clearly understood until after the copper-bearing veins of the Butte district, Mont., had been carefully studied by the geologists of the U. S. Geological Survey, although De Launay3 had suggested that sulphides might be transported from point to point and re-deposited in the zone above the level of ground-water. As a result of the study of the Butte district, two papers by geologists engaged in the work appeared within a short interval. The first by Weed: dealing with the enrichment of veins by later metallic sulphides ; and the second by Emmons; treating of the secondary enrichment of ore-deposits in general. In the latter paper it was pointed out that a typical vein of sulphide ores which has been subjected to the action of descending surface-waters exhibits four zones,—an upper or surface-zone, in which the changes hare been mainly of removal, the products being typically oxides; a second zone of oxide enrichment, in which the less soluble metals brought from above have been precipitated as carbonates or oxides; a third zone of sulphide enrichment,

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats; Donetskugol and Tulaugol. In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting and control, explosion suppression and control measures, and other related hazard factors. There was also much discussion on miner training, miners' attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. It would be helpful to briefly review Soviet coal production statistics for comparison purposes with the U.S., and for the purpose of referencing some of the delegation findings mentioned in this report. For an excellent, comprehensive picture of Soviet coal production and other related fuel statistics, the reader is referred to Strishkov's, et d. report.1 Strishkov's estimates agree with the numbers given us by Coal Ministry officials except in clean coal tonnage. The figures of 604 million mt of clean coal out of a total production of 655 tons raw coal in 1972 is much higher than Strishkov's estimate of 375 million mt clean coal.

No one who knows the conditions of altitude, difficulty of access, shortness of working-season, etc., under which the work of the U. S. Geological Survey in the Rocky Mountains is carried on, can fail to be impressed with the magnitude and accuracy of the results obtained. Yet, in the necessarily brief time given to any one district, maily minor features must remain unregistered. The purpose of this paper is merely to place on record observations, made during nearly eighteen years, of local phenomena in themselves unimportant, which, however, if collated with similar memoranda from neighboring regions, may lead to something of value. The Telluride quadrangle in southwest Colorado is a tract of fifteen geographical minutes on a side, the NW. corner of which is in Long. 108º W., Lat. 38º N. Topographically it is essentially a lofty horseshoe, some of the peaks of which rise more than 14,000 ft. above tide, the interior (with an average altitude of 9000 ft.) being the eastern edge of the rolling Colorado-Utah plateau, and, in its turn, deeply cut by the canons of the San Miguel river and its tributaries. The range-summits are mainly igneous rocks, partly intrusive (such as massive " stocks" and laccolites, left bare by superior erosion), but mostly bedded volcanics of an average vertical thickness of 3500 ft., which change with changing height from andesite to rhyolite. The lowest series of these volcanic rocks, known as the San Juan formation, lies conformably upon the sedimentary San Miguel conglomerate, which dips gently east., and is attributed provisionally to the

INTRODUCTION Economic deposits of phosphate are found at shallow depths (80 ft.) in central and northern Florida (Figure 1) where they have been mined since the late19th century(l).The present (1978) mining rate is approximately 40 million short tons per year of product (called “phosphate rock1”), which represents approximately 80% of the total U.S. production and 30% of the world production. The principal use of Florida phosphate is for the manufacture of fertilizer. There are 10 major mining companies and 20 active mines in Florida at the present time, strip mining approximately 5000 acres per year. The ore, known as "matrix," consists of gravelly clayey sands containing phosphate minerals (principally carbonate fluorapatite), quartz, and clay minerals. The clay to phosphate ratio is generally about 1:1 by weight and the sand to phosphate ratio ranges from, 1:1 to about 3:1. Mining is done by large electric draglines, which strip and cast the sandy overburden soils, generally 10 to 40 feet deep, and remove the matrix, generally 10 to 25 feet deep. Dragline bucket capacities are generally 20 to 45 cubic yards, but range up to 65 cubic yards. Mining cuts are usually 300 to 500 feet wide and up to several thousand feet long. The ore is cast into an earthen sump where high pressure water guns are used to slurrify it. Centrifugal pumps move the slurry through a pipeline to a beneficiation plant where the phosphate rock is separated from the waste sand and clays.

DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

IN COMPARISON with recent years 1932 has yielded much less tangible evidence of progress in copper reduction and refining. The industry has been extremely quiet, especially in the United States. Design and construction has been throttled by lack of new capital expenditures. The excess producing capacity of the whole industry and the extremely gloomy outlook for the future have made it unwise to tie up more capital except under special conditions. The plants built during the previous year have, however, been placed in operation. Older plants have been abandoned, temporarily shut down, placed on part time operating basis, or continue to operate at a low percentage of normal capacity. In the United States the Phelps Dodge Corporation at Douglas, Ariz., has completed the remodeling of the former Calumet & Arizona smelter. A new roaster and Cottrell plant chimney was completed this year. Though operations have been limited the new equipment has been found to justify all expectations. The reverberatory plant addition consists of two furnaces 26 by 107 ft. inside dimensions, with a high arch, and modern steel binding of excellent design. Natural gas fuel gives good results. One of these furnaces will treat 1000 tons of solid charge per day with a fuel consumption of approximately 3,000,000 B.t.u. per ton. The larger converters have not only yielded the expected lower costs, but have simplified operations in the converter department. IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. In these times of sharp rivalry, both as to price and quality, among the makers and venders of engineering explosives, it is often desirable to be able to determine the relative energy or value of the various explosives offered for sale, in order to purchase intelligently ; or, having contracted for a large amount of an explosive of a certain standard quality, to be able to ascertain if the manufacturer keeps his product up to the specified standard. The simple and inexpensive apparatus described below was devised by the writer while engaged on the improvement of the Tennessee River, at MuscleShoals, under the direction of' Major W. R. King, U. S. Engineers, in the summer of 1879. It answered the purpose so well that it is thought that a brief account of it may be of interest to other engineers. It consisted, essentially, of an old blacksmith's anvil and a common striking hammer, such as is used for driving rock-drills. The anvil was placed face downward on solid, level ground. In what was then the top of it, a vertical hole, one and one-fourth inch in diameter and about one arid three-fourths inch deep, was made with a ratchetdrill. The surface of the anvil immediately around the drill-hole was made as true and smooth as possible with a file. Next, a new striking-hammer, weighing nine pounds, with a turned and true face, was selected ; and a handle, eleven feet long and about one and a half inches in diameter, was fitted into it so that it

INTRODUCTION Interest in multicommodity stabilization schemes has increased recently for several reasons, a most important one being the experienced wide swings in primary commodity prices. These prices rose sharply between mid - 1972 and end - 1974 giving commodity exporting countries an opportunity to gain sizeable increases in export earnings. But since then, prices have tumbled and these countries are searching for a means to stabilize if not to increase their earnings. While this problem is particularly serious for developing countries, the developed countries are concerned about the impending upward price swing, which would increase inflation before recovery from the world recession is assured. As a direct consequence of the emergency meeting of the U.N. General Assembly devoted to commodity problems in April of 1974, interest has been renewed in the Keynesian (4) plan for an international multicommodity buffer stock program. In particular, UNCTAD (8) is designing an integrated commodity scheme to be discussed within that body. In terms of approaches that have appeared in designing such a program, none exist which relate to the interpretation of the independence and interdependence of prices of the commodities of interest. Typical criteria for selecting commodities for the scheme have included their importance in world trade, their particular origin from developing countries, and their feasibility for storage. But the financial management of a multicommodity buffer stock requires a consideration of commodity prices, yields, and risks as does as any portfolio of assets. SINCE early in 1916, when it became apparent that the steel industry of the United States could not depend, for the duration of the war, on several important foreign sources of manganese and might have to depend entirely on domestic ores, the U. S. Geological Survey, with the assistance f several cooperating organizations, has made a comprehensive investigation of domestic manganese resources. The work has included field studies in a number of states as well as annual, quarterly, and monthly canvasses among operators concerning current and future production. In order that the interested public might have access to the important results of the studies, preliminary reports concerning the field work as well as periodic summaries of production were issued as promptly as possible. Although large deposits of rich manganese oxides appear to be lacking in the United States, small deposits of high-grade material are numerous and widely distributed and large low-grade deposits are found in several places. The principal districts in which high-grade manganese ore is mined, in the order of their importance as recent sources of production, are: Philipsburg district, Mont.; Butte district, Mont.; Southern Nevada region; Central California region; Bisbee district, Ariz.; Appalachian region of Virginia; Batesville district, Ark.; Tintic district, Utah; and Cartersville district, Ga. Scattered deposits of some importance are found in western Arizona, southern California, eastern Tennessee, southern Oregon, and central Utah. The formation of many manganese oxide deposits appears to be related to the physiographic histories of the regions in which they occur.

DEURING the past year the uranium milling industry has seen the installation and initial operation of solvent extraction circuits in the Climax Uranium Co. mill at Grand Junction, Colo.; the Kerr-McGee Oil Industries mill at Shiprock, N. M.; and the AEC pilot plant at Grand Junction, operated by National Lead Co. Inc. The Vitro Uranium Co. mill in Salt Lake City is converting to solvent extraction, and the new Union Carbide Nuclear Co. mill to be constructed at Rifle, Colo., will also employ this method. Solvent extraction circuits will be incorporated in two mills now under construction -the Texas Zinc Minerals Co. mill at Mexican Hat, Utah, and the Gunnison Mining Co. mill at Gunnison, Colo. In Canada the expansion of the Eldorado mill at Port Radium includes installation of a solvent extraction circuit. Solvent Extraction Process: In simplest terms, the organic solvent is mixed with leach liquor and then the organic and aqueous phases are allowed to separate. By this contact the solvent selectively extracts uranium from the liquor, leaving a raffinate, or barren leach liquor, which may be discarded. The pregnant solvent is stripped of its uranium by con- tact with a stripping solution, such as aqueous sodium carbonate, which has a greater affinity for uranium than the solvent does. The barren solvent from the stripping step is available for further leach liquor extraction, and the pregnant stripping solution, which usually contains 30 to 60 g U3O8 per liter, is ready for precipitation of a final product, or uranium concentrate.

In the history of American mining, so far as I know, there is no cleaner, brighter, or more completely successful mining adventure than that of the United Verde Extension.* It deserves to be placed on record here. The mine is at Jerome, 25 miles northeast of Prescott, in Yavapai county, Arizona. For 30 years before the U.V.X., as it is known to mining men, achieved celebrity, the Jerome district was identified with a copper mine, the United Verde, one of the great mines of the world. The success of this mine, of course, stimulated the search for similar orebodies, or for an extension of those already known, in adjacent ground; but, despite vigorous prospecting, the United Verde remained for many years alone in its glory. The reason for this solitariness was geologic: a fault with a big throw frustrated the effort to trace the ore-zone, thereby causing exploratory work to be both uncertain and costly. Despite these failures to develop other mines in the vicinity, the belief persisted that all the ore was not localized in the United Verde mine, but before we consider the reasons for such a belief we must look at the geologic conditions. The basal rock of the Jerome district is a schist, which has been correlated with the Yavapai formation of the Bradshaw quadrangle. This schist is geologically ancient, for it is of pre-Cambrian age. It is composed of volcanic tuffs, together with sediments, both argillaceous and siliceous, all of which

ONCE it was believed that anthracite or coke were the only fuels generally available and suitable for the generation of water gas, particularly so when this gas was made in the generators of standard carburetted water-gas sets such as are commonly used in the manufacture of city gas. During the past 8 years, practice has changed considerably and it is -now common to find gas plants operating without anthracite or coke and using bituminous coal in the generator. This change in fuel has appreciably increased the marketability and sales of certain coal producers' products; accordingly it is of interest to coal operators and others to know the reason for this change, the present trend in practice and the adaptability of various coals for generation of water gas. This paper briefly discusses these conditions and some of the factors relating thereto. BITUMINOUS COAL NOT IDEAL BUT CHEAPER THAN COKE In spite of many changes which have been made in both process and generating apparatus for using bituminous coal as generator fuel more efficiently, in general it is not an ideal fuel for this purpose. It is supplanting coke because it costs less; it is so much cheaper per ton delivered at the gas works that water gas made therefrom costs less per unit-volume than that made from coke, even though the quantity of generator fuel consumed per therm (100,000 B. t. u.) of gas made is greater with coal. This is the reason why so many city gas plants, as well as others, are using bituminous coal instead of coke.
