THE Coal Division holds its fall meeting in the Pocahontas coal field, at the West Virginian Hotel, Bluefield, W. Va., Oct. 9 and 10. The first day will be a busy one-two sessions for the presentation of papers and a dinner in the evening. Hon. E. Fudge, Assistant Undersecretary, Mines Department, and R. V. Wheeler, head of the Mines Research Board of Great Britain, will be the guests of the Division. Mr. Wheeler will discuss the British Mining Act as relates to the coal industry. George S. Rice, Chief Mining Engineer, U. S. Bureau of Mines, will present an account of the recent meeting at Buxton in England, of representatives of England, Germany, France, Belgium and the United States to formulate a plan and to correlate research work now in progress in the various countries. The second day the members will be the guests of the operators on a trip through the Pocahontas field. The work of preparation for the meeting is being actively pushed by committees headed by T. H. Clagett, R. M. Lambie and H. D. Smith, and a good attendance, both local and from the general membership of the Division, is anticipated. Because many will make the trip by car the principal automobile as well as rail-road connections to Bluefield are given here. The program for Friday, Oct. 9, follows:

ENGINEERING students to the number of 73,269 had been enrolled in United States and Canadian schools on Nov. 5, 1945, but, as shown in the following tables, even this sizable number will not greatly remedy the 150,000 deficit reported by Vannevar Bush, director of the U. S. Office of Scientific Research and Development, to exist in the engineering and scientific man-power supply. These figures were received in advance from the Society for the Promotion of Engineering Education, and are given in detail in the January 1946 issue of the Journal of Engineering Education. Although the enrollment on Nov. 5 was an increase of 76% over the low of 41,632 in 1944-45, it was still 36% below the peak enrollment in 1941-42 of 115, 228. These figures include both undergraduate students and graduate students in the schools of the United States and Canada and are therefore comparable. As was to be expected, almost half of this enrollment is in the first or freshman year and 25% of the total are veterans. Also, 1,850, or about 2.5%, are women. A measure of the seriousness of the engineering graduate supply in these two countries is indicated by the trend of the number of first degrees that have been conferred during this period of scarcity:

A specialized electronic data system processes data taken from normal gologic maps and stratigraphic tables to yield predictions of uranium resource location for an area such as much of the United States. Strata underlying specific quadrangle cells of the earth are evaluated for uranium favorability on the basis of selected criteria of lithology, structure, and stratigraphy but not specific past production in the area. Stored data are computer processed to yield volume of likely host rock beneath each cell to a given depth and at a given favorobility level. Results are plotted by machine directly as maps. A specialized and simplified procedure for predicting approximate uranium resources has been devised at Stanford Research Institute (SRI). The prediction is based on general geology beneath specific area cells of the earth in order to provide complete volume coverage; the strata underlying these areas are evaluated for uranium mineral favorability on the basis of a few selected geologic criteria in order to allow rapid data input. In order that the predictions be generally applicable, they are based on geological factors only, not past ore production of a given cell. Since the bulk of U.S. resources are in elastic host rocks, only such strata are considered in this work. This paper describes the structure and some details of the resource system and how it was tested in an area of the western United States.

Historically, rock deposits and sand deposits of titanium minerals came into production about the same time, although there may be some argument as to what is meant by production. Beach de- posits of heavy minerals in India (Figs. 1-4) and Brazil (Figs. 5) were worked for monazite about the turn of century, but as there was then no market for titanium minerals, these were thrown away. The rock rutile deposits at Roseland, Va., Fig. 6, were worked to supply rutile for titanium chemicals and for coloring ceramics long before there was a titanium pigment business. The pigment industry started about the middle twenties, both in Europe and the U. S., and almost simultaneously the rock deposits at Ponte Vedra Beach near Jacksonville, Fla., were worked for titanium content. Since those days, production from both types of deposits has continued to grow at a rapid rate; many deposits of both types have been found, and reserves have grown to very large figures. In total tonnage of reserves, there is no doubt that the rock deposits are far ahead of the sand deposits; nevertheless there is a very large tonnage of commercial sands available. It is the quality of titanium mineral in the sand and the relatively lower costs of operating sand deposits that have kept them abreast, at least in annual tonnage produced, with the rock deposits.

INTRODUCTION. IT is unnecessary to repeat here the contents of many valuable contributions to this subject which have appeared in the Transactions and in the publications of the U. S. Geological Survey. As a basis for the further suggestions of this paper, the following are the most important: 1. The investigation of J. R. Don,1 showing the gold of certain Australasian veins to have been deposited by ascending solutions, and not by lateral secretion. 2. The theory of Prof. Posepny,2 distinguishing the vadose from the deep circulation, and ascribing the origin of certain classes of ore-deposits to ascending solutions of the latter class. 3. The theory of Prof. Van Hise,3 as to the underground circulation and the primary enrichment of veins thereby. 4. The paper of Prof. J. F. Kemp,4 showing that ore-deposits are largely the products of " expiring vulcanism." Many of Prof. Kemp's, ideas have been widely adopted by mining men. 5. The theory of secondary enrichment, so lucidly expounded by Mr. S. F. Emmons.5 This theory, dealing with, the rearrangement of ore-bodies after primary mineralization, has been generally adopted, and seems to me to have been as completely proved as the nature of the case permits. THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. Moore, chairman; and program, F. H. Newell, chairman. Then, Gardner S. Williams, member of the, A. S. C. E. and the Grand Rapids Engineering Society of. THERE are two general approaches to the problem of increasing profits from an operation. One is to lower expense; the other is to raise income. Mechanical preparation of coal may be used for either purpose but a prudent consideration of many details must precede any decision lest the results be negative instead of positive. It is quite possible that any net gain will result from a combination of the two. Since mechanically prepared coal invariably is a better product qualitatively than a hand-picked coal from the same mine, it is a reason¬able expectation that the customer will be willing to increase the pro¬ducer's income by paying a higher price. Or there may be the possibility that a combination of mechanical mining plus mechanical cleaning will give a lower over-all production cost for the coal in the railroad car. More likely, there will be found a combination of these two factors. From the customer's point of view, the competitive delivered cost per B.t.u. considered in relation to such incidental factors as dust nuisance, handling properties, ash disposal, and ash fusibility determines what he will pay. In a bulk tonnage product such as coal, freight is a very considerable part of the delivered fuel cost, and obviously freight paid on incombustible ash has no economic attractions.

IN 1925 the writer undertook a detailed statistical study of all producing areas in the Joplin district as a basis for evaluating programs and measuring objectives. For this purpose, the published figures in the yearly volumes of Mineral Resources were used, supplemented for earlier years by publications of the Missouri Geological Survey and other local and less official sources. When all else failed, the available data were projected backward to hazard a reasonable guess as to the unrecorded early output of important areas. Fortunately, the proportion of such prehistory production is not a large factor in any of the totals. These results were used during the next few years to measure the relative importance of various producing areas and to predict the peak period of development of the all-important Picher field. For the purpose of this review, the charts have been completed to the end of 1950. During World War 11, the U. S. Bureau of Mines became interested in a similar study and issued comprehensive statistical tabulations of data up to 1945 ( Info. Circular 7383), which have been checked against the figures used herein. This tabulation, however, does not include all the earlier data used by the writer nor does it offer any estimates of the wholly unrecorded era in the beginnings of the earlier camps.

In connection with the problems of bumps in coal mines, much has been written concerning the manner in which roof action and methods of mining enter into the pressure effects observed but little has been written upon the relationship between the physical properties of coal and associated rocks and the cause of bumps. The question of the strength of bituminous coal, of its elasticity, and the energy it can absorb and store has been neglected to a considerable extent in connection with this problem. It is generally agreed that one of the necessary conditions for bumps is a strong coal.' Therefore, since the strength of coal is an important factor, a study of this property should be made. several investigators have conducted laboratory experiments upon the strength of coal, using small cubical or rectangular test pieces. An attempt will not be made to go into all of these investigations, but they are briefly summarized in Table I. Experiments of the U. S. Bureau of Mines and of Lawall and Holland (pp. 27 and 34 of ref. 9), however, indicate that regardless of whether the coal is a soft and weak semihituminous (Pocahontas No 3) or a hard and strong bituminous (Stockton) coal, the maximum ultimate unit stress developed in laboratory tests is higher in small cubes than in larger cubes of the Same coal.

The Synthetic Liquid Fuels Act (58 Stat., 190; 30 U.S.C. Sup., Secs. 321- 325) was approved by Congress April 5, 1944; it directed the Bureau of Mines to build demonstration plants to produce synthetic liquid fuels from coal, oil shale, and agricultural products. The most important oil-shale de- posits in the United States are in the Green River formation of Colorado, Utah, and Wyoming. The oil shale of western Colorado generally is more amenable to exploitation, more persistent, and apparently richer than elsewhere in the Rocky Mountain Region. It occurs at the top of a high plateau surrounded by bold, nearly vertical escarpments 500 to 600 ft in height. The top 400 to 500 ft of these escarpments comprises an oil-shale measure that averages 15 gal of shale oil per ton; the bottom 70 to 100 ft of the measure, called the Mahogany Ledge, averages over 30 gal per ton. The full measure in a 1000-square-mile area is estimated to contain 300 billion barrels of shale oil;' the Mahogany Ledge is estimated to contain 100 billion barrels of oil. These estimates are based on numerous surface samples and on core-drill holes drilled by the Government and by private enterprise. The oil-shale beds are undisturbed and lie nearly horizontal. Manganese dioxide reacts with sulfur dioxide solution in the absence of oxygen to form manganous ion and dithionate ion, together with a small amount of sulfate ion. The effects of SO, concentration, hydrogen ion concentration, stirring speed, and temperature on the rate of the reaction were studied. If it is assumed that undissociated SO2 molecules react rapidly with MnO, at active surface sites and that bisulfite ions react slowly, an equation can be derived that satisfactorily represents the observed reaction rates. For solutions in which the reaction with undissociated SO2 predominates, reaction rates and activation energies estimated from diffusion theory agree well with those found experimentally. Manganese dioxide dissolves readily in aqueous solutions of sulfur dioxide. The nature of the dissolution reaction was first investigated by Gay-Lussac and welter1 in 1819; they identified a new oxysulfur radical, the dithionate ion, S2O6, as one of the reaction products. Since then, the reaction has become a standard method of preparing dithionates in the laboratory and one of the more promising methods of leaching manganese from low-grade ores. In the "dithionate process" developed by the U.S. Bureau of Mines2,3, manganese-dioxide ore is suspended in a solution of calcium dithionate and leached with gas containing sulfur dioxide. The manganese is dissolved and the sulfur dioxide is oxidized according to the reactions:

1. Introduction.-THE methods of production of sound steel ingots have been described in several papers read recently before this Institute. It was thought by Director Stratton, of the U. S. Bureau of Standards, and ourselves to be of sufficient interest and importance, as a further contribution to this subject, to compare the properties of rails rolled in one mill according to American practice, from several types of ingot of substantially the same chemical composition but cast by several processes; and to compare in considerable detail the properties of an ingot manufactured by the Hadfield special-feeding process and one of the usual type for rolling into rails. We are greatly indebted to F. W. Wood, President of the Maryland Steel Co., who made this investigation possible by kindly placing his rail mill at our disposal; and he and his associates at Sparrows Point did everything possible to make the experiment a success, including the execution of several of the tests and analyses. 2. Classification and Manufacture of Ingots.-Of the ingots used in this investigation, eight were made in Sheffield and furnished by Sir Robert Hadfield, and one was made and furnished by an American steel company,' as a comparison ingot, and was supposed to represent the usual type of ingot from which rails are made.

DURING the past few years frequent reference has been made to a certain type of iron known generally as "bad iron," "dirty iron," etc., both by steelmakers and producers of iron castings.1 Open-hearth operators have claimed that such iron was entirely within the specified limits as to ordinary analysis but it was difficult to make good steel from it. It has been suggested that unreduced material in the iron is responsible, also that most trouble is experienced with the iron when the blast furnace is delivering a product whose analysis is more or less variable. Other reasons suggested are the use of scrap or borings, unsintered flue dust in the burden, a cold hearth, too high a proportion of unsuitable grade of ore, or the form of the carbon in the iron. Accordingly, a subcommittee was appointed at the fall meeting of the Open-hearth Committee of the American Institute of Mining and Metallurgical Engineers held in Pittsburgh in October, 1926, to investigate the reasons for the occurrence of this bad iron and suggest methods for preventing its appearance. This committee enlisted the cooperation of the U. S: Bureau of Mines Experiment Station at Pittsburgh in undertaking a study of pig-iron quality as affecting the open hearth. The following is a report of the findings to date:

The efficient and safe design of room-and-pillar coal mines still remains as one of the pressing problems facing the mining industry in the United States. Present day design is a trial-and-error approach based mostly on experience. Although much research has been directed to stability of mine roofs and coal pillars, no generally-accepted design method has been formulated. This paper reports on a three-year research effort directed to an improved design of room-and-pillar coal mining in the U.S.A. Essentially the study consisted of three aspects: (i) determination of stable roof spans; (ii) determination of the strength of coal pillars; and (iii) determination of safety factors for room-and-pillar coal mining in the United States. Furthermore, three novel approaches were utilized during this research: i) the "petite sismique" technique was assessed for possible determination of coal pillar deformability ii) the "Geomechanics Classification" was extended for determination of safe roof spans in room-and-pillar coal mining. iii) a national survey of the current design practice and mining dimensions was performed with the aim of assessing factors of safety for room-and-pillar coal mining The outcome of this work, which is summarized in this paper, is a design code for room-and-pillar mining in the United States.

In 1961 it became increasingly more evident that significant technological changes must be made in minerals beneficiation. The status quo in technology in today's competitive markets will not be tolerated. Higher productivity, greater recoveries and newer and better products must be sought and incorporated with lower operating costs. In other words, "when you build a new mill, don't build an old mill." Recommended reading for proof of the vital necessity of new methods and techniques is in the September 1961 issue of MINING ENGINEERING. The article by one of MBD's cherished and true veterans, E. H. Rose, is entitled "Iron Ore: The BIG Picture". Because of new beneficiation methods for iron ores, nearly 47 million tons of plus 60% iron concentrates will be produced and another 40.1 million tons of capacity will be under construction or committed. Thus in a relatively short period, 87 million tons of this high-grade iron concentrate with record low silica will be available. As Mr. Rose also points out, "in gross tons, without allowance for better grade, this is the equivalent of almost exactly two-thirds of all iron ore used for all purposes in the U.S. and Canada in the peak years of 1953 or 1957." Needless to say, improved mineral beneficiation methods have had far more reaching effects than just the production of higher grade iron concentrate.

Simulation is a tool useful in the evaluation of the probable effect which various changes may have on the performance of time-dependent systems. This is especially true as far as rail transportation in mining is concerned. The VPI-OCR RAILSIM program is a computer program designed specifically for solving a broad range of problems encountered in the design of haulage systems of new mines as well as in the operation of haulage systems in existing mines. This program is one of several computer applications for evaluating mining systems developed at the Virginia Polytechnic Institute and State University under contract with the Office o f Coal Research of the U.S. Dept. of the Interior. The RAILSIM program uses Monte Carlo techniques to introduce variability in the occurrence of events such as would be observed in real systems. Data are required to describe the haulage network, locomotives, stationary facilities, and other miscellaneous parameters. Output from the program lists measures of performance that are useful in assessing the capabilities and limitations of given system configurations. The output information may cover many shifts of operation to indicate the broad range of variation and interaction which can occur as the system responds to varying levels of demand for service. The RAILSIM program was tested extensively in mining operations. The results of some of these tests are used to illustrate the usefulness of this program.
