INTRODUCTION Exxon's Highland Uranium Operations in eastern Wyoming consists of an open pit, an underground mine and a mill complex. The geology of the deposit is reviewed in this paper, and an overview of the mining operations at both the surface and underground mines is presented. Topics discussed include geology, stripping of overburden and mining of ore in the open pit, and underground development and stoping methods. GEOLOGY The Highland uranium deposit was discovered in 1968 by Exxon Minerals Company, U.S.A., in Converse County, Wyoming, 35 miles north of Douglas. The mine is located at an elevation of about 5,200 ft in a high-plains, sagebrush-covered prairie typical of eastern Wyoming. The deposit is near the southern edge of the Powder River Basin in the Paleocene Fort Union Formation. The Fort Union Formation consists of 1,900 to 3,200 ft of sandstone, siltstone, mudstone, claystone and coal beds. Siltstone, mudstone and claystone are collectively referred to as "shale" at Highland. There are many alternating layers of shale and sandstone in the Fort Union Formation; but in the Highland area, there are only three principal sandstones, known as the Highland Sand Group, which host the uranium. The combined sand thickness is about 150 ft.

JAMES DOUGLAS Dr. James Douglas, twice President of the American Institute of Mining Engineers, and one of its principal benefactors, died in New York on June 25, 1918, at the age of 81 years. After a life of extraordinary activity, failure of his health compelled him to retire about 2 or 3 years ago, and in view of his advanced years his death was not unexpected. His funeral was held at the Church of the Mediator, on June 26, and was attended by representatives of the American Institute of Mining Engineers and of the Canadian Mining Institute. His body was then taken to Quebec for burial in the family plot. An extended notice of Dr. Douglas, prepared by Dr. R. W. Raymond, will be presented in the September issue of the Bulletin. LEWIS NEWTON BAILEY Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., April 30, 1918, at. the age of 34 years. He was Master Engineer, .Senior Grade, in the Fourth Regiment, U. S. Engineers; and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character.

INTRODUCTION Referring to a ground support system as a 'band-aid' borders on getting cute, but the application of cable slings in U.S. mining is somewhat analogous. Where problems in the roof or rib require additional support, the versatile cable sling is the answer in a variety of conditions. To fully understand how and why cable slings are used today we must briefly review their development history. Much of the thrust over the last five to seven years in ground support fixtures has been the development of hybrid systems. Taking the best of two or more existing roof bolt fixtures and marrying them into a new fixture which exhibits the good characteristics without the bad of the parent systems. Resin point anchored mechanical bolts, continuous threaded rebar bolts, and others have all be- come important fixtures in rock mass stabilization. HYBRID GROUND SUPPORT SYSTEM The cable sling system is also a hybrid, both in its parentage and in its ground support characteristics. See figure 1. PETROLEUM production engineering is essentially the application of the laws of 'physics and mechanics to the production of oil. A true production engineer is one who can apply the principles of mechanics, hydraulics, thermodynamics, and other physical arts so as to facilitate' the efficient and economical recovery of oil. To this end he must have wide knowledge of practical field operations and a working knowledge of geology, with a thorough understanding of the underground state of the fluids which he seeks to control. Generally speaking, there have been two schools of production engineering, the California development and the Mid-Continent development. In California the preliminary production engineering was done by representatives of the U. S. Bureau of Mines and the State Mining Bureau, and was essentially subsurface work in regard to casing patterns, water shut-offs, and completion procedure, inasmuch as these were problems of the utmost immediate importance to the California industry. The oil companies were impressed with the value of such work and placed engineers, or more strictly speaking, engineering geologists on their field staffs. These men, realizing the need of further technical study in the mechanical phases of producing operations, added mechanical and mining engineers, and out of the blend developed what is now known as a production engineer.

Experience in Europe indicates that the control of dust production and dissemination by water or foam systems is not successful except during undercutting. Cybulski, Dawes, and DeBraaf-respectively Director, Mines Research Establishment "Barbara", Katowice, Poland; Principal Scientific Officer, Safety in Mines Research Establishment, Sheffield, England: and Chief, Central Mines Research Establishment, Hoensbroek, Treebeek, The Netherlands-believe that wetted dust becomes readily dispersible and abatement measures should be considered only as a temporary means for reducing the health hazard. In an effort to reduce the health hazard, calcium chloride is used on the floor of main haulageways in Dutch mines and water infusion is practiced in Germany in mines where the coal is relatively porous. With respect to wet coal dust, the Belgians, British, Dutch, French, and Russians reportedly have accepted the results of research from the Polish and American experimental mines on the effectiveness of water as an inert in arresting explosion propagation. The Polish use the two test methods proposed by the U.S. Bureau of Mines for evaluation of the adequacy of wetness of mine dust; they require that water be added to the wet dust to maintain a minimum of 50% moisture by weight if dependence is placed on water alone.

THE Birmingham district of Alabama has utilized the slag from its blast furnaces consistently since the earliest development of the slag industry. Today there are producers of slag cement who started business in 1900, and who have, under a progressive policy, expanded the number of their products to meet present demands. There are producers of slag aggregates and other crushed slag products who have been successful for periods of over thirty years. There are at the present two companies, Cheney Lime and Cement Co. and the Southern Cement Co., manu-facturing puzzolan cement; three companies, Birmingham Slag Co., Woodstock Slag Co., and Swann Chemical Co., making slag aggregates and by-products; one company, Tennessee Coal, Iron and Railway Co., a subsidiary of the U. S. Steel Corporation, producing ground open-hearth basic slag for soil conditioning. Two companies, the Sloss Sheffield Steel and Iron Co. and the Woodstock Slag Co., make slag concrete in ready-mix plants and one company, the Superock Company, manufactures fine and coarse slag aggregates under a new granulation process. No Portland cement is made with slag as an ingredient, because dolomite is used so extensively as a blast-furnace flux that the magnesium content of the slag is excessive.

HE addition of rhenium to molybdenum is known to produce alloys with good workability.&apos; Lawley and Maddin found that the critical stress for twinning in this system was lowered by the addition of 35 pct Re, which suggests that twinning may re- place the usual slip operation as the major element of deformation. The twinning elements in bcc Mo-Re alloys have been reported as the (112) planes and the <111> directions.3 This note represents the continuation of this investigation, in which the authors found that the occurrence of twinning promotes the formation of a bcc tetragonal phase, previously identified as u by Greenfield and Beck.4 Specimens of Mo-35 pct Re alloy, prepared as described previusly, were solution annealed at 2400o, cooled to room temperature, and plastically deformed by compression to induce twinning. After subsequent aging for 8 hr at 1300°C, traces of a were observed along the grain boundaries and at the interfaces between the twins and the matrix, Fig. 1. With increased aging time the cr phase grew into larger clusters and finally occupied the entire twinned area, Fig. 2. Experiments also indicated that if twinning did not precede aging, there was no visible evidence of a in the microstructure.

W hen the blasts went off on West 11th St., just off 5th Ave. in New York City, James Michaels, editor of Forbes magazine, was in his office a few doors away reviewing color layouts with his production manager. Having once been a reporter, he grabbed his trench coat and dashed for the street to be con- fronted by the demolished townhouse which had been turned into a bomb factory by youths. To Michaels, this shocking episode supplied the exclamation point to thoughts he was formulating that an era had ended and a new one was beginning in the economic and social climate of the U. S. "For twenty years corporate profits, the stock market, middle income pay have gone up and up. . . The illusions of twenty years are in confrontation today with changed needs," he said. "International omnipotence is economically beyond our means, . . The anti-pollution and community renewal people are not nuts in tennis shoes who will go away. . . That corporation presidents can report an increase in earnings every year is an illusion that will be dropped. . . There has been a $200 billion shrink in value of stocks and bonds since Nixon came into office" were some indicators Michaels mentioned.

Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.

The Office of Price Stabilization broke the copper price loggerhead between the U. S. and Chile when it permitted copper wire and brass mills to add to their ceiling prices 80 pct of the increase in cost of foreign copper above the 27 1/2 cents per pound specified in the agreement with Chile. Another step forward in the processing of taconite seems to have been made with the patenting of a process for the strengthening of taconite pellets. The patent was issued to Fred D. De Vaney and assigne to the Erie Mining Co., of Hibbing, Minn. Strength of the pellets is improved by adding from one to five pounds of starch or sodium silicate. A new iron ore deposit discovered on Vancouver Island will start producing soon, and is expected to yield 2 million tons of magnetite over its span of operation. A new mill will be built by the Argonaut Construction Co., of San Francisco, at the deposits of the Utah Construction Co., its parent organization. The Organization for European Economic Cooperation banned the use of nickel and nickel alloy in the manufacture of about 500 products in an attempt to conserve nonferrous metals in short supply. Some 18 members of the organization have already volunteered to restrict nickel consumption.

THE heat treatment of the bronze composed of 88 per cent. copper, 10 per cent. tin, and 2 per cent. zinc, has been investigated by H. S. and J. G. S. Primrose,1 and also by the U. S. Bureau of Standards.2 The results obtained by H. S. and J. G. S. Primrose on dry-sand castings subjected to reheating followed by air cooling, or by quenching in water, are shown in Figs. 1 and 2. Figs. 3and 4, have been plotted from values obtained by the Bureau of Standards on material of the same composition and treatment. Both investigations show that the ductility of the cast bronze is improved by heating to 700° C. and cooling in air, the strength not being impaired by this treatment. They are not in agreement, however, as to the effect of quenching, Messrs. Primrose reporting a decrease, and the Bureau of Standards an increase, in both strength and ductility when the cast bronze is heated to 600° or 700° C. and quenched.

Major William R. Grunow, in a brief account off his military services, says: "I take pleasure in informing you that since my return from France I have been stationed at Camp A. A. Humphreys, Va., and am now on duty as a Senior Instructor at the Engineer Officers&apos; Training School. While in France, I served as a company commander in the 305th Engineers and was later ordered to return to the United States for assignment to new troops. Upon arrival in the United States, I received my majority." P. F. Rodegerdts gives us the following account of his military service: "I enlisted in the Naval Reserve Flying Corps in San Francisco on Feb. 12, 1918. On February 10, I was ordered to Cambridge, Mass., where I was enrolled for the course in technical aircraft construction given at Massachusetts Institute of Technology. After successfully completing the course of instruction, I spent six weeks in practical construction of seaplanes at the Curtiss aeroplane factory in Buffalo. Following this, I was assigned to active service at Akron, Ohio, on June 22, 1918. At the same time I received my commission of ensign U.S.N. R.F. Recently, the Denver Mining Research Center of the U.S. Bureau of Mines began tests to detect hazardous or potentially hazardous conditions in or around mines with infrared measurement devices. Among the many potential uses of infrared detection techniques are the location of misfires, underground mine fires, combustion in waste dumps, underground water courses and loose rock. However, the primary emphasis has been placed upon the detection of loose rock in roofs, pillars and faces in underground mines. The rock along the edge of an underground opening is subject to two temperature environments: the temperature of the air in the opening, and the temperature of the rock surrounding the opening. Assuming that the rock on the edge of the opening is solid, the rock will reach an equilibrium temperature that depends upon the temperature and flow of the air, the thermal conductivity of the rock and its ambient temperature. Presume that a loose rock exists among this solid rock; because there is a temperature barrier, to some extent, between the loose and the solid, the loose rock will be affected more than the solid rock by the temperature of the air. Therefore, depending upon the temperature differences between the rock and the air, the loose will be warmer or cooler than the solid.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating and meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lb per ton U3O8, although there are very large reserves below this grade, Rio Algom is interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals. Rio Algom has been investigating various applicable preconcentration processes since the early 1950s to date, on laboratory and pilot-plant scale. Methods investigated include gravity concentration by sink-float, high intensity wet magnetic separation, flotation of uranium, flotation of acid consumers, and a number of electronic sorting methods including radiometric, photometric, and conductimetric. No method tested has yet been satisfactory under Rio Algom&apos;s criteria of uranium recovery and cost, principally because uranium loss has been too high for a useful weight rejection. Metallurgical results of the preconcentration test work and the economic assessment therefrom are reviewed.

FEW mining engineers-noted as the profession is for migratory predilections.--can point to as varied a record as Scott Turner, director of the U. S. Bureau of Mines and newly elected vice-president of the Institute. His record as printed shows that from the time of his graduation from the Michigan College of Mines in 1904 until he went to the Bureau in 1925, he worked for 21 different companies. Geographically the record is no less imposing, although one reason for this is the fact that he was field engineer for several exploration companies. Virtually every important mining state in the Union is represented in addition to Canada, Alaska, Panama, and several countries each in South America and Europe. In addition to all of the common metals he has mined tin and coal. He opened and operated for five years a group of coal mines in 73" 13&apos; S. Lat., on the Island of Spitzbergen. This was 825 miles north of the Arctic Circle on No Man&apos;s Land, where Mr. Turner claimed and maintained pos- session under the American flag of an area of 600 square miles. Incidentally, he was a survivor of the ill-fated Lusitania, sunk by a submarine in May, 1915.

AN interesting study of the application of air-, conditioning to the problem of mine ventilation and cooling can be found on the Witwatersrand in South Africa. Here there are a large number of deep mines in a relatively small area. Due to the nature of the reef, many mines are working at a depth of 6000 ft. and some have gone down to 8000 and 9000 ft. below the surface. At such depths, even in a country geologically as old as Africa, the virgin rock temperature approaches 110°F. The flow of heat from the- rock to the ventilation air is tremendous though the shaft or drift may have been open to ventilation for some years. In addition, there is the heat produced by machinery, lights, and men at work and the heat of adiabatic compression of air introduced into the mine. The difference in atmosphere pressure between the collar of a shaft and a level 6000 ft. below is nearly 3lb. per sq. in., resulting in an increase in heat content of nearly four B.T.U. per pound of air delivered to the mine at surface. Further the exclusive use of wet mining to reduce the incidence of miner?s phthisis increases the latent- heat content of the air.

The Tintic mining districts of central Utah com- prise one of the major silver-lead producing areas in the United States. Ore valued at nearly $450 million has been produced from these districts since the initial discoveries, in 1869, of veins cutting the Silver City monzonite stock. Subsequent production from the famous manto-type "ore runs", which characterize the Main Tintic district, was followed during the past 40 years by discovery of the blind orebodies of the East Tintic district, including the famous Tintic Standard mine and the most recent discovery, the Burgin mine, currently being brought to full production by Kennecott Copper. The occurrence of blind orebodies of exceptional size and grade in both the Main and East Tintic districts has made this area a field laboratory of major importance for the study of geochemical dispersion halos and alteration features associated with known ore, and has led to the discovery of additional concealed orebodies. The larger share of the basic data-gathering and interpretation has been done by members of the U.S. Geological Survey who have been studying the Tintic mining areas since before the turn of the century. These studies have been supplemented and expanded by the geological staffs of the local operating mining companies, by exploration geologists and by students.

A GEOLOGIST --one versed in geology, the science which treats of the history of the earth and its life, especially as recorded in the rocks; that is Webster&apos;s definition. William Embry Wrather-one of the country&apos;s foremost geologists who heads the U. S. Geological Survey; this is the 1948 President of the Institute. He has studied the geology of areas on the face of the earth as far-flung as Texas and the Balkans, and now heads the world&apos;s largest staff of geologists. Vital statistics on Dr. Wrather would show his place of birth as Brandenburg, Ky., the year 1883. He will celebrate his threescore and five years of full living the twentieth of this month. As is usual in biographical sketches of this nature, the formative years of youth, and in many ways the most important years of one&apos;s life (since professional tendencies as well as many important personal decisions are evidenced before the teens are left behind) are passed over with the mere fact noted that a degree was earned at such and such educational institution. And so we note that Dr. Wrather received his Ph.B. degree at the University of Chicago in 1907, and followed up that degree with two years of graduate study.

W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.
