On Aug. 10, 1884, the Retsof Mining Co. began the sinking of an 18 by 12-ft. shaft at Retsof, N. Y. Rock salt was reached in 1885, in September, at 1008 ft. below the surface. The first salt was shipped in the fall of 1885. A timber breaker was built in 1886. In July, 1895, there was a consolidation of the Retsof Mining Co., the Greigsville Salt & Mining Co., the Livonia Salt Co., and the Lehigh Salt & Mining Co. These consolidated salt companies are now known as the Retsof Mining Co., a subsidiary of the International Salt Go. Eventually all of the mines were closed except the mine of the Retsof Mining Co., at Retsof, Livingston County, New York. On July 6, 1921, about 1/2 mile south of the original shaft arid plant of the Retsof Mining Co., a new 9 by 28-ft. concrete-liried shaft was started. The shaft is 1063 ft. deep from the top of the shaft collar to the bottom of the salt bed. At the same time a reinforced-concrete breaker and other buildings were erccted. This new plant began operations on Dee. 15, 1923. It was designed for a capacity of 3000 tons in 8 hours. Geology The workable rock-salt bed is 1063 ft. below the surface and 326 ft. below sea level, and varies in thickness from 9 to 10 ft. The total thickness is greater than that but is contaminated with shale above and below the pure mineral. The characteristics of the formation are shown in Tables 1 and 2. The bed dips uniformly 0.87 per cent to the south. Prospecting As the salt deposil in New York State is known, very little prospecting has been necessary. Before the sinking of the Retsof No. 1 shaft, a well was drilled to prove the existence of salt. No. 1 shaft was sunk where the well was located. The several salt wells drilled in Livingston Courlty proved generally the existence of salt throughout the county. (See U. S. Geol. Survey Bull. 669: Salt Resources of the U. S.)

THE central Ozark region of Missouri has inter-ested geologists and mining engineers for many years. Of particular interest are the mineralized sink-hole type deposits, some of which have produced large quantities of iron ore. Deposits of coal are also known in this part of the State, and in mode of occur-rence are similar to the iron ore deposits. Occurring in the same general area, and often associated with coal, are deposits of high-grade non-plastic flint fire clay, and high alumina or diaspore clay. At present these clays are the most important materials being mined from the sink-hole type deposits. Deposits of high-grade flint fire clay have been known to occur in this region for many years, the Kelley pit near Rolla, Phelps County, being discovered in drilling for iron ore shortly after the close of the Civil War. Mining operations had disclosed at an early date masses of rough, open-textured "sandy" clay associated with the flint fire clay. Some of the hard flint clay also con-tained rounded shot-like particles of "sand." Both types of clay were considered of inferior grade and unsuited to the manufacture of fire brick. These clays were discarded in mining as value-less, in some instances being used for road metal. Some knowledge of the high alumina content of this sandy material had been obtained by 1908 1, and by 1917 the high alumina content was gen- erally known, and commercial shipments of what is now called diaspore clay were being made. These deposits of diaspore clay associated with flint fire clay form the only known deposits of commercial importance in North America. The production of diaspore and flint fire clay at present exceeds that of any former year. Statistics covering the production and value of the former were not collected prior to 1922, and the figures given below do not cover the tonnage of clay mined by companies and used in their own plants, so that the total produc-tion probably is much larger than that indicated. The figures were collected by the U. S. Geological Survey and the U. S. Bureau of Mines in cooperation with the Missouri Bureau of Geology and Mines.

A reconnaissance of the chrome and manganesel ore deposits of Cuba was made in the spring of 1918 by Albert Burch, representative of the U. S. Bureau of Mines, and the writer, representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a minirng engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War lndustries Board, and as soon as chemical analyses of the chrome ores could be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. ATHOUGH the open-hearth charge contributes CO, CO2, and water vapor to the combustion gases and absorbs oxygen from them, in the main the thermal effects in the melting charge and molten bath can be considered independently of those in fuel combustion, the latter being regarded simply as the source of any extra heat required to finish a heat of steel. First of all, it should be remembered that a large percentage of the heat supplied to the bath is furnished by oxidation of the various elements in the charge itself. If this charge consisted of 80 to 100 per cent of hot metal and the oxidation were obtained by blowing in air or oxygen, as is the case in the Bessemer converter, then the net heat absorption would be negative, that is, the bath would contribute part of the heat required to keep the melting chamber hot, in addition to that contained in the finished steel and slag. In actual open-hearth practices, probably the nearest approach to this is in the duplex furnace, charged with Bessemer-blown metal and some hot metal, where very little heat is required to complete the refining and nearly all the heat energy from fuel combustion is used to keep the roof and walls of the melting chamber up to around 2900 to 3000°F. (1600 to 1650°C.) so that the bath will not cool off during the refining. The other extreme is with all-cold charges containing around 80 per cent steel scrap and 20 per cent cast iron or cold pig iron, in which case a very large proportion of the heat in the bath at tap is supplied from the fuel combustion. THERMAL EFFECTS IN MELTTNG In the previous chapter it was pointed out that in a typical heat, the fuel furnishes about four million B.t.u. per ton of steel produced. The heat required for the metallurgical processes is not easily defined in useful manner (as is shown later), but it ranges downward from about one million B.t.u., depending not only on the charge but on the manner of calculation. INTRODUCTION The slope stability research plan at Kennecott was developed to serve the specific needs of large, open pit mines; primarily those developed in faulted and highly-fractured intrusive deposits. The program emphasis is on applied research; being defined in this case as research into the engineering mechanics of discontinuous rock and into the related rock property survey and slope design techniques. The program has been developed in phases, with each phase organized to explore more thoroughly the most significant findings of previous work and to improve on techniques found to be applicable. The current work is based on principles developed early in the program and that show promise of having engineering and economic value. A brief summary of the conceptual principles of the program is given to put our current work in context. This is followed by a review of the two cooperative programs done with the U. S. Bureau of Mines. Most recent work is described and interpreted in terms of practical slope design. Although failure-free slopes are a desirable goal, it is recognized that some failures will occur when overall slope designs approach a calculated safety factor of one. A discussion of failure control research is therefore offered. BACKGROUND In 1965 Kennecott management specified that a slope stability technology must be used to achieve optimum development of ore resources. The subject was carefully explored and by 1960 it had been established that there was no technology readily applicable to open pit slope design. Therefore, in 1962, Kennecott Copper Corporation and the U. S. Bureau of Mines agreed upon a cooperative research program having the objective of developing a mine slope stability science. One of the first decisions made by the cooperating groups was that the research must be conducted primarily in the field and not in the unrealistic environments of a laboratory. Accordingly, the Kimbley Pit, an abandoned mine once operated by Kennecott's Nevada Mines Division in Nevada, was selected for the full-scale research. Fortunately, there was near-universal agreement on the basic stability parameters and thus on the areas to be investigated. These parameters were acknowledged to be: (1) anisotropy (generally due to faults or joints), (2) stress, and (3) water; in that order of importance.

This chapter presents, in summarized form, standard procedures for making separations of minerals from their ores by the froth flotation process to produce marketable concentrates. These are typical mineral separations which are being made commercially with the reagents and conditions generally used in the mining industry. Typical separations are presented for 17 metallic and 11 nonmetallic ores. The review of each includes a brief description of the mineral and the particular problem presented, general market specifications for its concentrates, an outline of treatment method, and kinds and quantities of reagents usually employed. This chapter does not include de- tails about ore preparation (crushing, grinding, and classification), elements of ore and pulp transportation (conveying and pumping), or concentrate preparation for market (thickening, filtering, and drying). In each presentation it is assumed, if not detailed further, that the ore is ground to the economical point of liberation of the minerals to be separated. Specific information, such as ratio of concentration and recovery, that depends upon the grade of ore being treated is considered beyond the scope of this chapter. Effective flotation separations that produce marketable concentrates may produce widely varying results in terms of percent recovery and still be economically profitable operations. Details of plant practice on specific ores are presented in Chapters 16 and 17. In this chapter the chemical names of the reagents are given. The extent to which different reagents are used in flotation plants in the U. S. is presented in Chapter 4. A compilation of the various flotation reagents, their trade names, manufacturers, and use has been prepared by H. T. Spedden. ANTIMONY The principal ore mineral of antimony, stibnite (Sb2 S3), is generally found in the U. S. in ore bodies in association with other valuable minerals such as galena (Pbs), sphalerite (ZnS), chalcopyrite (CuFeS2), or tetrahedrite (3Cu2 S – Sb2 S3), The sulfo-salt minerals of antimony, such as tetrahedrite or pyrargyrite, are often associated with high silver values, so that the presence of antimony may indicate economic importance even though the actual antimony content is low. WITH a brilliance undimmed by hard times, the annual dinner on Wednesday evening, Feb. 17, was a complete success. More than 600 members, friends and ladies gathered early and filled the anterooms of the grand ballroom of the Commodore Hotel, while the president's reception was in progress, and then at the sound of the gong and with the music of the orchestra, rising above the happy din of conversation thronged to their seats at the tables. Following the "potage Ambassadeur"-probably to eliminate a very real hazard-the usual toy balloons appeared and a gay and lively scene, punctuated by multitudinous explosions, ensued, as the hundreds, of variously colored spheres bounced yon and hither until their gaseous existence was ended on the glowing end of a cigar or cigarette. Crushed stone leads all industrial mineral, except cement in annual value of production in the United States. It is also interesting to note that crushed stone value is exceeded only by that of fuels, cement, and iron ore among all mineral products of this country. An industry which started with hand-sledging to produce smaller sizes of broken stone for hard surfaced improvement of roadways as designed by McAdam in England about 1815 has grown into a complex industrial giant. Most of this growth started with the invention of a mechanical rock crusher just under one hundred years age (1858) by Eli Whitney Blake. This invention made possible the production of greater tonnages of smaller sizes of broken stone and greatly accelerated its use for Macadam road pavements and for railroad ballast. Stones Used for Crushing All three of the major geologic classifications of stone, sedimentary, igneous, and metamorphic, are widely used in the production of crushed stone. Satisfactory physical and chemical properties can be found in each type so that economic availability becomes the prime determinant for development. Table 1 lists more common rocks of the three main groups with average values of specific gravity and toughness as measured by Deval test. This widely used classification was suggested by C. E. Lord, of U. S. Bureau of Public Roads. The physical properties were compiled by D. O. Woolf in "The Results of Physical Tests of Road Building Rock," U. S. Department of Agriculture, Bulletin 76. It should be noted that the figures given in Table 1 are averages. Very substantial variations in the physical properties of rocks within any one classification will occur. The solid surface of the earth was first made up of igneous rocks resulting from the solidification or crystallization of molten material upon cooling. These igneous rocks were disintegrated into sand, clay, and gravel by the weathering action of wind, water, chemicals, [ ] and temperature changes. The products of weathering were transported by wind and streams until they reached less turbulent areas such as oceans or lakes and were deposited. The raw materials used in the blast furnaces at the Geneva Works of U.S. Steel Corp. have a high degree of variability in size-consist and chemical content. To overcome the problems caused by the use of highly variable raw materials in the blast-furnace operation, large blending piles are used. An investigation of the blending system showed that variability was significantly reduced by the use of these blending piles. This paper describes the blending system, the method used to evaluate the effect of the blending system, and the results of the investigation. The remarkable improvement in blast-furnace performance since World War II has been in large measure due to the use of beneficiated burdens to reduce the variation of both chemical analysis and size consist. This practice allows the operator better control of his blast furnace, enabling him to operate more economically and to produce chemically uniform hot metal. Planning for uniformity usually begins during mining by extracting ore from several locations within a pit to produce a final product with a specified analysis. Another approach is to stockpile ores having widely varying analyses in individual piles and then drawing the required amounts from each stockpile to provide a blend with a predetermined analysis. A further improvement in blending procedures is to take ores from several sources, bedding them horizontally in layers and reclaiming by vertical slicing from the blended pile. The last procedure, when properly executed, is one of the best methods for achieving maximum uniformity with highly variable ores. U.S. Steel Corp.'s Geneva Works initially obtained iron ore for their blast furnaces from the Cedar City area of southern Utah. These ores were formed primarily by the replacement of limestone and siltstone formations with solutions containing iron and several other elements. The original iron content of the ores in the ground varied from a high of 70% to practically zero with a minimum acceptable iron content for shipping of 37%. Substantial amounts of silica, calcium, magnesium and alumina were found in the ores along with minor amounts of copper, lead, zinc, nickel, titanium, manganese, phosphorus and sulfur which were sometimes present in detrimental amounts. IN the past few years the mineral raw materials problem has risen from comparatively obscurity to great national significance. The transition has come so rapidly that the nature of the problem and what it portends have not yet been clearly defined. Consequently there are wide differences of opinion among the experts as to what can, or should be done to insure a continuing, adequate supply. On one hand, it is said that depletion of known domestic deposits and lagging discovery of new ones will bring about an imminent decline in mineral production and that in future U. S. mineral-using industries will have to depend on foreign sources for more and more of the major mineral raw materials. On the other hand, it is argued that domestic mineral resources are virtually inexhaustible if there were only legislation against competition from low-cost foreign producers. Still another school of thought contends that within the past decade the country has entered a period of unprecedented mineral discovery that is rapidly solving the problem of depletion. Only time will tell which of these widely divergent views is nearer the truth, for mineral resources are, after all, the result of research and adaptation, and resources of the future, as of the past, will depend largely on human response to circumstances. Of 18 substances now termed reactive metals, only 8 (boron, thorium, potassium, sodium, lithium, uranium, molybdenum, and tungsten) were considered of commercial significance at the turn of the century. Except for hafnium and rhenium, the other ten were well known to chemists and mineralogists before this, but none had found use commercially, whereas some, like titanium, were looked upon as nuisances in the ores of other metals. Of these ten elements, several were considered of minor commercial significance, and others were of little more than academic interest as recently as 15 years ago. Before World War II only a few of the better informed spoke of uranium or thorium as possible sources of power. Still fewer talked of converting boron into a super- fuel, and the time had not yet arrived when hafnium, rhenium and even zirconium were thought of as critical to U. S. welfare and safety.

The data given in the paper were collected to furnish an idea of the amount required in various operations of bituminous mining to produce a ton of coal, the plants selected being well-managed ones. With these are included some figures compiled from U. S. Coal Commission's report showing the average amount of labor in various classes of mines. THE information contained in the following paper was collected at the request of the U. S. Coal Commission, and is, published with the permission of that body and of the various companies furnishing the data. For obvious reasons, the names of the companies are not given. No data were gotten from States south of Virginia or west of the Mississippi River. The data about the amount of labor, in man-hours, required in producing a ton of bituminous coal have been collected with the idea of showing what is being done at some well-managed plants, and not to show the average amount required by all mines, which undoubtedly is considerably higher than the average of the figures shown.* Almost all of the figures were supplied by the various companies in reply to a questionnaire; when they were obtained from other sources the company was asked to verify them. On account of the amount of work required, the data were only requested for one or two months for each plant, and the figures represent in each case a month when the car supply was good and the work was practically steady. In the case of most of the West Virginia and Kentucky mines, these conditions were best met in May and June, 1922. The mines for which the figures are given are arranged by states and as to whether the mine operates under union or non-union or open-shop conditions. The union mines listed are generally considered to be as well-managed as are the non-union ones. The production per month in a few cases includes the amount of slate which is loaded and hauled out of the mine, as of course this requires nearly as much labor per ton as does the coal. WHEN a zinc crystal is immersed in liquid N, and then plastically bent, it is observed that it bends a certain amount and then fractures. This fracture occurs at a fairly reproducible radius of curvature, and the radius varies systematically with the crystal orientation. Because this phenomenon provides an unusually well-defined set of fracture conditions, it is possible to examine various possible fracture criteria and select the best one. Zinc crystals of various orientations were bent about axes lying in their glide planes (0001) and perpendicular to their glide directions [1210]. The crystals were 0.150 in. diam and had chemically polished surfaces. They were immersed in liquid N, while they were being loaded on an Instron testing machine. A three-point bending jig was used to load them. Table I lists the beam radius at which fracture occurred for each orientation. Each value is the average of at least six measurements. The normal stresses on the cleavage planes, at the time of fracture, were calculated as follows: First, from the fracture radius, R,, the orientation angle, x,, of the (0001) plane at the outer fiber was calculated. If x, = angle between the (0001) and the rod axis prior to bending, d = rod diameter, and X, = angle between the (0001) plane and a tangent to the bent crystal, then1 sinX, _ 2R, sin xn 2R, + d Since the glide shear strain is given by' y ' cot X, — Xo the glide strain at fracture, x,, can be calculated. Next, it is necessary to know the tangential stress in the outer fiber at fracture. This depends on the plastic flow curve, so a series of tensile tests were performed at —196°C on another set of zinc crystals. A curve of the average resolved shear stress versus glide strain was prepared. From this curve, shear stresses, r,, corresponding to the glide strains in the bend tests were taken. These values are listed in Table I. This was one of the inadvertences of war. Mr. De Wolf has been Director, or Chief, of the State Geological Survey for approximately ten years. Through the courtesy of the Governor of Illinois, lie was loaned to the Bureau of Mines for about seven months, after which period he resumed his former position.

The serious shortage of eastern gas coal and of coke for gas-making in Illinois and adjoining states during the winter of 1917-1918 was emphasized at the meeting of the Illinois Gas Association, March, 1918. The seriousness of the situation was of concern not merely to private interests but to the general public, which consumes gas for heating, lighting, and for important industrial uses. Some relief was thought possible if central district coals from Illinois, Indiana, and western Kentucky could be used generally as a substitute for eastern coal and coke in the manufacture of retort gas and water-gas. Already a little Illinois and Indiana coal was being used under special circumstances in Illinois retort plants and successful experiments with mixtures of Illinois coal and eastern coal had been conducted at the Decatur retort-gas plant by F. K. Ovitz of the U. S. Bureau of Mines and the Illinois Mining Investigations, with the advice and cooperation of a committee of the Illinois Gas Association. Consequently, it seemed desirable to continue experiments with central district coal in gas retorts, and with coal as a substitute for coke in water-gas generators, and to give publicity to the results and technical assistance to companies desiring to use central district coal. Other matters, of national importance were the prospective shortage of toluol and of ammonia for the manufacture of explosives, and the possibility of encouraging recovery of additional amounts from some of the plants in central states that were not contributing these substances. Results of work done by the Gas Section, Illinois Mining Investigations, under the advice of the Technical Committee, were pushed to early publication until the signing of the armistice lessened the importance of speed as a war measure. AT the meeting of the Board of Directors in March 1945, plans were discussed for a special General Meeting to commemorate, in an appropriate way, the founding of the Institute at Wilkes-Barre, Pennsylvania, in 1871. It was decided that seventy-five years of growth, progress, and achievement; of service to the profession, to the mineral industry in all its branches, and to society at large should be fittingly celebrated. Harvey S. Mudd, then President of the Institute, was authorized to appoint a General Committee on Arrangements as well as necessary working committees. On June 6, 1946, Louis S. Cates, as President, at a special meeting of the Pennsylvania-Anthracite Section at Wilkes-Barre, officially announced plans or a three-day meeting to be held at The Waldorf-Astoria, in New York City, September 16-18, 1946. Four major sessions to be addressed by eminent speakers had been-planned in some detail to constitute a "World Conference on Mineral Resources." The U. S. Department of State had dispatched a 1500-word airgram to all its diplomatic posts giving worldwide publicity to the scope and importance of the meeting; and formal invitations had been issued to more than 150 institutions in 40 foreign countries to send official delegates. These included scientific and engineering societies, educational institutions, and sundry government agencies connected with the mineral industry. However, about a month later it was found necessary to postpone the celebration. The reason was an unforeseen expansion in the requirements of the United Nations for hotel living space in New York to accommodate delegates to the meeting scheduled to start September 3; and, of course, U.N. delegates would be given priority. It was decided to postpone the Celebration-conference to the week beginning March 17, 1947; t6 devote the first three days primarily to the Celebration; and to follow it with the technical sessions, committee meetings, and other functions, that are regular features of the Annual Meeting. To accommodate the combined "show" it would be necessary to hold some of the Annual Meeting sessions at another hotel;

MANY existing ore deposits of valuable metals have been worked out in their upper surface levels and the continued productivity of these mines is dependent on their extension to greater depths in the earth. The maximum depths at present reached are about 6000 to 8000 ft. below the surface, with no evidence of an impoverished ore vein. These mines are widely distributed; some of the best known are in South Africa, Brazil, India and in the western sections of the United States. Among the factors which increase the difficulty of working these mines at increasing depths are hoisting, rock pressure and temperature. The manner and effectiveness with which these problems arc met will, no doubt, determine in a large measure the ultimate depths to which any mine can be profitably worked. The most critical of these three factors at present is the increase in temperature with depth. The high temperature and humidity in many of these mines at present are severely detrimental to the health of the workers and greatly hamper their efficiency. Some have almost reached a condition in which the human system cannot survive. The problems involved in the cooling and ventilation of mines have all been ably analyzed and presented in previous articles. For this reason, only a résumé of conditions affecting the cooling and conditioning of deep and hot mines will be given in this paper before attention is directed to possible methods of improving atmospheric conditions in the working levels. Physiological Effects of Temperature, Humidity and Air Motion Many data on the physiological effects of different atmospheric conditions on the human system have been compiled and published through the combined efforts of the American Society of Heating and Ventilating Engineers, the U. S. Bureau of Mines and U. S. Public Health Service. These data were not primarily developed around the conditions existing in deep mines, but the upper temperature limits of the investigations extend into, and are applicable to, mine atmospheric conditions. The double-porosity model of Warren and Root7 for examining pressure drawdown and buildup phenomena in naturally fractured reservoirs has been extended to intetpret interference test results. Both analytical and numerical solutions are presented. The practicality of some of the assumptions in the Warren-Root model was also investigated. The standard procedure for interpreting interference tests in naturally fractured reservoirs beretofore employed an equivalent homogeneous reservoir model. A comparison of our results with the equivalent homogeneous model indicates the latter is inadequate for early time responses. For late time responses, however, the simpler equivalent homogeneous model yields favorable results. Finally, the effects of well spacing and the magnitude of the interporosity flow parameter are briefly cited. INTRODUCTION Interference tests can be used to provide reservoir information not obtainable from conventional pressure drawdown and buildup tests. The technique involves measuring the response in one or more wells arising from a pressure perturbation introduced into another well. It has been. successfully applied to single-layer, homogeneous, unfractured, isotropic and anisotropic formations to arrive at values of well storage capacity and a measure of directional permeability.l The techniques of interference testing usually can be extended to heterogeneous systems, provided the permeability contrast between any existing rock layers is not excessive.9 In such cases, the practical interference effects in an observation well of an interconnecting heterogeneous reservoir can be predicted using an equivalent homogeneous model. The calculated properties are then average values. Russell and Prats2 have demonstrated the utility of this approach for a single-phase, two-layer system. For naturally fractured reservoirs, some different approaches usually are necessary. The major departure from homogeneous or nearly homogeneous reservoir treatment is to characterize the fractured system as an entity having "double-porosity"; namely, we suppose the existence of both primary and secondary porosity, where the former is contained within a systematic array of identical rectangular matrix blocks and the latter is contained within an orthogonal system of continuous, uniform fractures (see Fig. 1). It is sufficient to assume that the permeability of the rock matrix is so small that movement of reservoir fluids to the producing wells is entirely through the fracture network. This discussion relates to the distribution of coal under the di , of the U. S. Fuel Administration beginning Apr. 1, 1918. At t' L a definite method of controlling and directing distribution was put int effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding' Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel Administration by Dr. Garfield about the first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would be necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. The American literature in the field of dust sampling and analysis has been growing rapidly since 1915. Studies made since that time clearly indicate that there are three fundamental factors that determine the production of lung pathology due to dust inhalation. These are the duration of exposure, the chemical and mineralogic nature of the dust and the concentration of the potentially harmful dust. In the estimation of the amount of the potentially hazardous dust there are essentially three problems involved: (I) a determination of the size of the hazardous dust; (2) determination of the most satisfactory apparatus and technique of sampling, and (3) the most satisfactory method of analysis. A complete study of the literature shows that industrial dust varies ill size from ultramicroscopic particles to those larger than lop in diameter and that relatively few particles are found over 5u in diameter. Approximately 10 to 25 per cent are less than 0.811 in diameter and the median size as a rule is found to lie between 1.25 and 1.75 microns. From the point of view of lung pathology the particle sizes of most importance lie between 0.5 and 5u. Of all the instruments for sampling dust the Impinger apparatus is the only one that will sample a larger body of air satisfactorily with small control errors and high efficiency in both low and high concentrations of dust. The Owens apparatus has the advantage of being more portable and somewhat easier to use but it does riot permit of the sampling of large volumes of air. It has a low efficiency in high concentrations of dust and does not permit dust weights to be obtained. From the point of dust-counting technique the author points out that in 1922 considerable experimentation with dark field and oblique illumination resulted in the conclusion that such methods were not readily duplicated from day to day and therefore yielded somewhat erratic results. William R. Walker, assistant to the president of the U. S. Steel Corpn., died at St. Luke's Hospital, New York, on Dec. 20, 1922. He was born at LaPort, Ind., Nov. 26, 1857, and his whole career has been closely identified with the iron and steel industry. His first employment was with the North Chicago Rolling Mill Co., Chicago; then he was appointed chemist for the Crown Point Iron Co., at Crown Point, N. Y.; and later he was works superintendent for Spang, Chalfant & Co., of Pittsburgh. He was early associated with Robert Forsyth, the well-known engineer who constructed the South Chicago works of the North Chicago Rolling Mill Company. Prior to 1890, Mr. Walker was works manager for the Union Steel Co., and upon organization of the Illinois Steel Co. he became general manager of its South Chicago works. At the time of the formation of the U. S. Steel Corpn., in 1901, he was appointed assistant to the president, which position he held until the time of his death. Through the technical staffs and committees of the Steel Corpora tion, Mr. Walker had an excellent opportunity to study and direct the development of mechanical methods for coal mining, coal washing, beehive coking, including the collection and recovery of its byproducts, and to interest himself in byproduct coke ovens, and the design and operation of processes for the coking of special coal mixtures. He also brought his experience to bear on the design, construction and operation of the blast furnace and its appurtenances, as well as the bessemer, open-hearth and electric steel processes. Incidentally, he was interested in microscopy and metallography, and was familiar with the manufacture of products related to the iron and steel industry, such as tin, zinc, sulfuric acid and many other substances. Mr. Walker had the remarkable faculty of being able to discuss and conduct investigations in practically any technical branch of the ferrous industry. In the words of President James A. Farrell, "Mr. Wdker was a man of keen mental attainments and possessed an exceptional knowledge of the iron and steel industry, from both the scientific and the practical
