"Following a brief explanation of the land arrangements under the Alaska Native Claims Settlement Act, this paper will examine both a mineral exploration agreement and a mining development agreement negotiated between two large mining companies and two different Alaska Native institutions. One of the institutions is a village corporation involved with an exploration agreement and the other is one of the Alaska Native regional corporations, which is party to a mining and development agreement with Cominco Alaska for the development of the Red Dog lead and zinc mine.Special attention will be given to the factors to be considered when dealing with small aboriginal owners with few resources in the context of an exploration agreement, including development issues which must be considered early in the process. The paper will also discuss the unique royalty and taxation structures developed for the Red Dog Mine Agreement as well as environmental issues. The paper will also consider the ways in which the cultural and differing economic interests of an aboriginal owner and a large mining company have been accommodated in the both the exploration and development agreements"

The subject of this session is "Equipment Installa­tion, Recent Developments". This is a subject which is not usually addressed at conferences of Foundation Engineering. It is rare to find sessions dealing with the technological side of deep foundations, a subject which only recently seems to have aroused sufficient interest at national and international conferences. It is therefore natural for the subject of "Equipment", or the tools used to implement the various "technologies", to be over­looked or mentioned only occasionally during the discussion of other issues. At conferences, most of the attention is attached to research and to the theoretical interpretation of the performance and behaviour of deep foundations, as well as to establishing the most suitable calculation algorithms and approaches for the study, design and control of foundation structures. It is almost as if the subject of equipment is felt to be less important or, perhaps, that it is considered to belong more strictly to mechanical engineering than to civil engineering.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents-ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

"The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. This is evidenced by a decline in the number of skilled teams, who are now centred in fewer locations. Other features are an aging and retiring ‘Baby Boomer’ generation, coupled with a low uptake of new graduates and the uncertainty in predicting future capital expenditure programs and requirements. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.Trends amongst service providers will be put forward as well as developing options and alternatives. These embrace a whole gamut of agile alternatives in the areas of partnering, alliances, commercial and shared risk models and mutual innovations. These will be discussed with some case studies and suggested approaches.Particular emphasis will be upon brownfield expansions and upgrades which have emerged recently as a preferred lower capital and focused way to achieve best practical outcome at lowest cost. There are a number of specific features of such brownfields projects including the requirement for very close cooperation between the execution team, operators, maintenance and suppliers and a maximum usage of site resources and ingenuity. Often, required investment hurdle rates are high, downtime allowed is minimal and site resources usage is maximised. This requires mutual trust, good planning and high health, safety, environment and community (HSEC) standards and practice. In many ways the practices and skills needed are the exact opposite of the historical ‘big greenfields’ project with which the industry has been geared for more recently.Another developing area has been with innovative commercial models and practices. These have been as a direct result of the more challenging investment criteria being adopted and the relative hunger of service providers. It has become more common to look at these commercial/costing alternatives very early in the project cycle as an essential project tool and not just as a possible option. These commercial solutions cover such alternatives as leasing and rental, deferred payments, build–own–operate–transfer (BOOT) and build–own–operate (BOO), whole-of-mine preferred spares and maintenance terms, and aggressive performance targets with real assurance penalties. is placed in a waste rock dump, which is usually later reshaped to be erosionally stable, initiate and sustain vegetation and ultimately integrate with the surrounding undisturbed landscape. However, it is unclear how this exhumed material will weather and evolve for most sites. Also, there is a lack of data on the weathering of post-mining materials. If weathering is better understood, then there is the potential to improve rehabilitation outcomes. To improve predictions of the evolution of soil properties and weathering-limited erosion, estimating the rate at which fine, transportable material is produced from the weathering of larger, non-transportable particles and the resultant fragment size distribution and how that distribution evolves over time is necessary. This study examines the weathering process for four different coalmine waste rock materials for a Bowen Basin, Queensland site. Materials obtained from various areas of the coalmine were subjected to cyclic wetting and drying and heating and cooling. Particle size distribution and other material properties were explored after each experimental cycle to ascertain how the material changes during the experimental cycles. The particle size distribution data of wet and dry cycles were used as input data in a numerical weathering model to explore the dynamics of the weathering process for each material sample. A Monte Carlo framework was employed to assess the geometry of the weathering products, weathering rate and the number of daughter particles produced within a weathering cycle. Then the SSSPAM Landscape Evolution Model was used to evaluate the influence of weathering on erosion and landscape evolution of a post mining landform. SSSPAM simulations with: (i) active weathering and (ii) without weathering were run for each material. The erosion rate and the overall landform structure were then compared between weathering and non-weathering simulations.

All indications point to a growing market for thermal coal in Japan as part of the country's current energy policy formulation process. The Ministry of International Trade and Industry forecasts imports of 16 million tons a year in 1985 and 40 million tons in 1990-a twenty-fold and forty-fold increase over the present level. This potential reflects Japan's over-all serious and increasing concern for security of energy supplies and its resultant need to seek alternative sources. Nuclear power will be the main alternative source, but, because it is expected that its development will be slow, imported thermal coal will assume greater importance. Canada, with large resources of all types of coal, could fill a portion of this market. Thermal coal could come from specific thermal coal developments or from metallurgical coal mines, which usually produce a certain amount of coal not amenable to coking, but suitable for power purposes. However, penetration of this Japanese market by Canadian thermal coal will depend on the resolution of a number of problems. On the demand side, siting, environmental aspects, the need for a coal unloading and trans-shipment centre, and the added cost of installing coal-fired stations could be major constraints. Although Canada has ample high-quality resources, any new development tied to the Japanese market will require improvement in prices to cover the high costs associated with transportation, the construction of new mines and the provision of new infrastructure.

During the past few years monitoring systems have been installed to measure the effects of environmental changes on the ground-water resource. The design of a monitoring system depends upon the designer's perception of how the environmental factors merge with his perception of the ground-water flow system. The validity and representativeness of measurements made during a monitoring program depend upon the validicy of the designer's perceptions and concepts. To optimize the design of a ground- water monitoring program the designer should make preliminary measurements to confirm his assumptions.

"The number of underground mines replacing diesel by battery powered mobile equipment is growing worldwide. The latter produces locally zero emissions and less heat, improving air quality in the working areas, and can potentially reduce energy costs due to lower ventilation requirements and in the face of higher fuel prices. However, there is a lack of systematic approaches to evaluate the potential economic benefit of switching from diesel mobile technologies to electric ones. This paper presents a method to answer the question of whether a mine with known operating conditions should invest in battery-powered electric equipment to reduce its total costs. Furthermore, this method provides the optimal number of electric and diesel equipment in relationship with their impact on the ventilation system and the total costs of running the mine from the energy perspective. A case study of an underground mine in Northern Ontario (Canada) is presented to validate the method proposed. The scenarios studied include the specific climatic conditions of the region, and the possibility to use heat recovery for the ventilation system. Overall, results show that the use of electric mobile plants is cost competitive, especially so when electricity cost can be lowered through load-shedding strategies.INTRODUCTIONOf the multiple advantages of using electrical vehicles (EV) underground in mining, the potential increase in air quality and comfort is the most significant (Paraszczak, Svedlund, Fytas, and Laflamme, 2014). Until recently, fully battery-powered electrical underground heavy duty machinery (i.e., loaders or trucks) were not available, so that tethered and trolley assisted vehicles were the only electric alternatives to diesel powered vehicles (Bétournay et al., 2011). Today, several commercial battery-based alternatives are available (General Electric Fairchild, 2015; RDH Mining Equipment, 2015; Paraszczak et al., 2014). Operational details can be found in Ewing (2015). The main battery technology used (Lithium Iron Phosphate, LiFePO4, or LFP) was already anticipated in Bétournay et al. (2011) as a good candidate for these types of vehicles. æMining + Health in DevelopmentÆ is a project funded by the International Mining for Development Centre (IM4DC, 2012) to develop a centralised database of corporate sustainability initiatives for managing and improving occupational and public health, based on information extracted from social and environmental reports of major mining, oil and gas (MOG) companies. This register of materials has the potential to increase stakeholder awareness of the unique health risks impacting the minerals industry, employees, their families and surrounding communities, as well as to inform stakeholders on global industry approaches to health management.Data and preliminary outcomes from analysis of different MOG corporate sustainability reports on public health and disease management are presented for six African countries (Democratic Republic of Congo, Ghana, Mozambique, Sudan, Tanzania and Zimbabwe) and six Asia-Pacific countries (Indonesia, Mongolia, Pakistan, Papua New Guinea, Philippines and Vietnam).With the minerals industry facing ongoing rapid growth worldwide, including continuous expansion into developing regions, the æMining+Health in DevelopmentÆ project will inform industry, civil society and regulators of current health management practices and programming among the different sectors of the minerals, oil and gas industries and across various regional operations. Spray-on polymer linings, as partial or full replacement for traditional forms of area rock support, have seen rapid growth in interest within Canada. A wide variety of lining types, ranging from polymer chemical to water-based cementitious materials, have been developed and commercially introduced to the underground mining market. Following approximately one decade of development work, several general conclusions have been reached regarding the performance of this class of area support media, these being that: health and safety assessment of the broad range of materials has shown the majority of them to be acceptable and safe for underground use; significant ground support potential can be offered by them, being equivalent to or better than capabilities offered by traditional support forms such as bolt-and-screen or shotcrete, and; their abilities to be rapidly deployed and provide near instantaneous support restraint offer considerable operational and cost benefits to underground operators. A review of currently available liner materials, their historic development within the Canadian mining industry, and overviews of support, health and safety, operational considerations and cost benefits are provided in this paper.

The volume of low-level contaminated soil at the. Department of Energy's Nuclear Weapon Sites are in the order of several million tons. Most of the contaminants are uranium, plutonium, other heavy metals and organic compounds. Selected Physical separation processes have shown demonstrated potential in COD Centratingthe radio nuclides in a small fraction of the soil. Depending upon the size, nature of bonding and distributions of radio nuclides, more than 90 percent of the radio nuclide activity can be concentrated in a small volume of fraction of the soil. The physico-chemical separation processes such as flotation in a mechanical and microbubble tall column cell have shown, promising applications in cleaning up the high volume contaminated soil.

Springvale Colliery is an underground longwall mine situated approximately 10 km north-west of Lithgow in the western coalfields of New South Wales. Following a full-scale review of the mineÆs ventilation system in mid-2010, it was clear that the mine by early 2013 would become ventilation constrained as a result of the increasing size of the mine workings, the predicted worsening tailgate conditions and plans to introduce a fourth continuous miner unit. This realisation led Springvale to embark on a major upgrade of the mine ventilation system that would meet short-term and life-of-mine (LOM) requirements.Included in the upgrade project was the installation of a new high pressure centrifugal main exhaust fan that is capable of overcoming the high resistances imposed frequently on the circuit by restrictions in the tailgate airway. The new fan featuring a 2.5 MW motor is designed to be capable of operating at a quantity of 250 m3/s at a pressure of 7.9 kPa, a substantial improvement over the previous system, which had an operating duty of approximately 145 m3/s at 1.9 kPa. The new fan is of a centre hung design and features a backup diesel motor to maintain ventilation in the event of a power outage.Structural engineering analysis determined that under the operation of the new main fan the existing standard of ventilation control devices (VCDs) at Springvale would not be adequate to withstand the increase in differential pressures. As such, an upgrade of critical VCDs was undertaken utilising a novel high flexural strength (9 MPa) shotcrete and thin spray-on liner, which help serve to safeguard the structural integrity of the appliances and prevent increased leakage as roadway conditions at VCD sites deteriorate over time (a serious problem in many areas of the workings at Springvale).In addition to the main ventilation system upgrade, a separate upgrade focusing on improving development face ventilation was also undertaken. This upgrade included the purchase of two high capacity (22 m3/s) variable inlet vane (VIV) auxiliary fans to facilitate comfortable development face ventilation.The upgrade of the mine ventilation system at Springvale has been three years in the making, but has removed a major business risk in that it has afforded mine planning and operational flexibility (a fourth unit can now be introduced) for the LOM, and importantly provided unprecedented levels of comfort to operators at the working faces where previously ventilation and heat issues were frequently reported. Two years ago I was sitting in a big lecture theatre at the School of Mines in Kalgoorlie at the annual New LeadersÆ Conference listening to a guy tell us all how much he loved his job, travelling the country ælegallyÆ blowing stuff up à and getting paid to do it. I would have paid to see and do the things he spoke of à now IÆm that guy. From finishing a mining engineering degree at the University of Ballarat, through the job hunt, to firing environmental blasts in Tassie and designing and implementing construction blasts in the middle of the Gold Coast. My name is Rohan Stevens and IÆm a blast-o-holic. While the æjob huntÆ we all embark on toward the end of our degrees is a stressful time, itÆs also very exciting in the current climate. There are a number of things I have learnt through both my hunt for the job that best suited me and working for the worldÆs largest explosives manufacturer. If at least you donÆt benefit from my learnings IÆm certain you will enjoy hearing about (and viewing) some of the work I have had the opportunity to be involved with over the last 18 months with Orica Mining Services.

The pile capacity gain with time evaluated and implemented for the construction of the Route 21 Viaduct in Newark, NJ, U.S.A is discussed in this paper. The project consisted of the replacement of more than 3.2 km of viaduct and ramps. The project site consists of thick residual materials deposited by the Wisconsin Glacier over sedimentary rocks. The upper portion is glacial-lacustrine deposit underlain by marginal morainic till and stratified drift. Subsurface investigations identified significant variations in layer thickness and grain size consistency. The site was characterized into 4 Soil types, based on subsurface soil behavior. Closed end 600 mm and 450 mm diameter driven pipe piles were used for the foundation. Loading tests conducted during an advanced construction contract, established that a significant soil set-up could be expected. For the first construction contract, a pilot loading test program consisting of 112 dynamic loading tests and 77 re-strikes (at 2 to 4 weeks) using the PDA (Pile Driving Analyzer) with CAPWAP (Case Pile Wave Analyses Program) was conducted to establish the soil set-up behavior. Nine (9) quick static loading tests were conducted to substantiate the long-term pile capacity. Based on the loading test results, average set-up factors were established and utilized for developing production pile driving criteria. Bearing resistance with depth was analyzed and reviewed. The set-up factors varied significantly, ranging from 1.05 to 1.89, and averaged about 1.30. Conclusions are derived. Set-up factors behavior for each soil type plotted by linear regression are presented and discussed. An appropriate set-up with time relationship for a glacial soil is suggested.

"Honored with a DFI 2006 Special Recognition Award, the Four Bears Bridge was constructed across Lake Sakakawea and opened to traffi c in September 2005. The very large lake size and severe winter conditions required an effi cient foundation design capable of resisting extreme ice loading and able to be effi ciently constructed in waters up to 90' deep (27.4m).DESIGNING FOR EFFICIENCYLocated in a remote area of North Dakota, the Four Bears Bridge replacement was a major undertaking for the North Dakota Department of Transportation, with dual goals of providing a new structure that would endure a severe environment, while enhancing the natural beauty of the area. Competing bids would achieve the best price for the owner, challenging the design team to creatively solve the engineering challenges unique to the site. Foundations for North Dakota’s new Four Bears Bridge had to accommodate water level fl uctuations of up to 40 feet (12m), along with extreme ice loading and be effi cient in order to be the low cost solution at the time of bidding. All three major criteria were achieved through the use of an effi cient ‘fl oating’ lost precast concrete cofferdam founded on steel pipe piles, which allowed the contractor to achieve the project schedule. The result is an award-winning bridge that is contextually sensitive to the environment. The bridge aesthetics pay tribute to the Three Affi liated Tribes, the Mandan, Arikara and Hidatsa, who reside on the Fort Berthold Indian Reservation, adjacent to the bridge site.The original Four Bears Bridge was located over the Missouri River near Elbowoods, the native grounds of the Three Affi liated Tribes. Construction of the Garrison Dam in the early 1950’s created Lake Sakakawea, a fl ood control project on the Missouri River, and resulted in the area being fl ooded. The bridge, along with many tribal members, was relocated to a site near New Town. The bridge provides the primary crossing of Lake Sakakawea and is a critically important transportation element for the residents of the Fort Berthold Indian Reservation. The relocated bridge had become functionally obsolete and not replacing it would require a detour of 170 miles (274km). The North Dakota Department of Transportation determined that it should be replaced. In order to achieve the most effective solution, the North Dakota Department of Transportation selected a design team responsible for the creation of competing steel and concrete designs that were competitively bid. The design team was led by Kadrmas Lee & Jackson, with FIGG responsible for the concrete bridge design, while Lichtenstein Consulting and Kadrmas Lee & Jackson completed the alternate steel bridge design."

"Surface modification of R-Fe-N intermetallic compounds was made to improve their magnetic property and nitrogenabsorbing ability, arid high-performance resin-bonded magnets and nitrogen storage materials were developed: Surface coating for Sm2Fe11Nx by the zinc metal produced via photodecomposition of Zn(C2Hs)2 was effective to avoid the further oxidation in the molding process of the fine powders for bonded magnets and the resulting (BH)max values were improved to -186 kJm-3. Meanwhile, R2Fe17 as the mother compounds for RzFe11Nx was highly active for decomposition of NH3 molecule and subsequent nitrogen absorption as metal nitrides. Furthermore, even inert Nz molecule was dissociated on them by impregnating Ru metal and the resulting nitrogen atoms were absorbed in the crystal lattice of R2Fe17. These results demonstrated that the nitrogen storage system was established by cycling the nitrogenation and hydrogenation of RzFe11/R2Fe11Nx materials.IntroductionProcessing for rare earth metals and intermetallic compounds requires well-controlled conditions in order to avoid the oxygen contamination involved in it due to their high reactivity, as causes the serious damage for materials such as magnets, metal hydride for hydrogen storage, and so on. Rare earth-iron intermetallic compounds, R2Fe17, provide the corresponding metal nitrides (R2Fe11Nx) by heating in N2 or a mixed gas stream ofNH3-H2 [l] and, among them, Sm2Fe11N3 has been particularly noted as one of the promising materials for high-performance permanent magnets such as bonded ones [2- 6]. Usually, the nitrogenation for Sm2Fe17 is made in Nz, but it needs the much more hard conditions of reaction pressure (-10 MPa), temperature (-550°C) and time (-72 h) than the nitrogenation in the NH3-H2 mixture [l]. In the latter case, a significant amount of nitrogen can be interstitial introduced in· the R2Fe17 crystal lattice (x=-7) under the more moderate conditions than in N2 (at 0.1 MPa and -450°C for -3 h) [3-6] and then, in a similar manner as metal hydride systems [7], the excess nitrogen in RzFe1 7Nx (x>3) is reversibly desorbed by heating at a temperature around 500°C in Ar to form the RzFe11N3 compounds. This behavior of nitrogen absorption and desorption has a close relation to the sites for nitrogen in the crystal lattices."

The rapid production and accumulation of mineral processing wastes in the environment can present serious threats to environmental quality and human health. Phytostabilisation with native plant ecosystems is, in many cases, a preferred option for rehabilitation of mine waste storage facilities. However, much of the literature has focused on species selection in short-term experiments to test their suitability under the often extreme chemical conditions in the wastes without addressing the fundamental requirements – ie hydrogeochemical stabilisation and functional root zones. As a result, successful examples of phytostabilisation of mine wastes such as base metal tailings have been rare, especially if success is defined as meeting the completion criteria of non-polluting and sustainable land system at rehabilitated sites. Conventional capping options to isolate reactive tailings/wastes by using physical break and/or sealing layers are often not reliable in the long term (particularly under semi-arid climatic conditions) and, in many cases, they may not be feasible in the field due to the large areas to be covered and the lack of adequate suitable materials at mine sites. By using sulfidic tailings as an example, we have proposed a new paradigm for phytostabilising mine wastes – ecologically engineered pedogenesis in tailings involving accelerated physical, chemical and biological weathering of tailings minerals to achieve hydrogeochemical stabilisation and the development of soil functions, soil horizons and functional root zones.Ecologically engineering functional root zones firstly requires controlling geochemical reactivity in the wastes (ie hydrogeochemical stabilisation), which can cause polluting effects in the root zone and plant toxicity. By means of ecological engineering, in situ weathering of primary minerals (eg pyrites) in tailings may be accelerated by adding functional materials (eg functionalised biochars and organic matter) in the waste slurry during the process of deposition. This will remove or diminish key risk factors (eg potential acidity in tailings and elevated soluble heavy metals) in the solid phase, before placing growth media for reconstructing root zones and transplanting/sowing target plant species. However, much of the acidity, soluble metals/metalloids and other salts would be transported out of the solid phase into the wastewater, which can be addressed by on-site water treatment facilities during mine operation. The trajectory and state of engineered pedogenesis in the weathered tailings may be manipulated to provide specific soil horizons within future root zones that are dynamically evolved toward fully functional soil subsystem within rehabilitated plant ecosystems.CITATION:Huang, L, Baumgartl, T, Zhou, L and Mulligan, D, 2014. Geological assessment of active mine faces enables ore grade control, geological modelling and exploration planning. Monitoring of the mine advancement at every drill-blast-muck cycle allows for effective production management. However, geological assessments are performed infrequently due to the need to travel to active mine faces, and detailed surveys to map the mine progress are performed at the end of the month. Instant Mine Modeller (iMM) is a portable ruggedized stereo-vision system that creates photo-realistic three-dimensional models of underground mine faces on-site. The 3D models are generated automatically within minutes and can be viewed underground and annotated with geological information. The overall ore percentages of the face are calculated automatically for grade control. Annotated 3D models are located in the mine coordinate system and can be imported into mine management systems. iMM allows for daily monitoring of the mine progress and geology, and for re-visiting the mine virtually as it existed. iMM has been deployed in an underground hard rock mine for 18 months, and it effectively brings the underground work face into mine management offices enabling the right decisions at the right time. iMM has demonstrated benefits to various mine processes including grade control, geological mapping, 3D photo-realistic as-built and production volume.

Since the early 1990s it has been evident that electricity demand has outstripped investment in generation and transmission. At the same time, concerns were being expressed about the risks associated with the run down of the Maui gas field. It is axiomatic that the necessary investments firstly require a stable and supportive regulatory and fiscal environment, and secondly that such investments have long lead times. A unwillingness by successive Governments to fund the necessary infrastructure, however, lead to the profound restructuring of the electricity with the ultimate objective of transferring the investment risk from Government to the private sector. Successive power crises since 1992 result from a failure to put in place a regulatory framework necessary to provide the environment to allow the private sector to make the needed investments within the necessary timeframe. The electricity sector has now stabilised to the extent that the regulatory risks associated with generation investment have been reduced. This does not mean that risk has been eliminated, however, and both economic and environmental issues will continue to constrain investment in some power proposals particularly those in the South Island and especially any South Island coal or gas thermal proposal. This is firstly because of several very simple economic issues:  1. while the South Island may have significant coal resources it lacks a significant electricity market; 2. except for a six to ten week period in a dry year, low cost hydro will price any large-scale South Island thermal out of the market which will restrict any large scale thermal station to a dry year and/or peaking load; 3. except for a six to ten week period in a dry year, export capacity on the HVDC link to the North Island is constrained to around 964 MWe (and 482 MWe from North to South in dry years); and 4. construction of any new thermal plant in the northern half of the North Island will price any South Island thermal station out of the market. There are also significant environmental issues associated with the establishment of a large scale thermally based power station in the South Island. Because the South Island lacks any large scale economically proven gas reserves, the environmental constraints considered are those associated with coal production. A coal mine dedicated to power generation will have significant on-site impacts associated, in particular those associated with disposal of opencast overburden and visual impacts. These will, however, be partially offset by the relative remoteness of such sites to population centres. What cannot be offset, however, is the off-site impacts, in particular, CO2, SOx and NOx emissions, water disposal and acid mine drainage.
