Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. The availability and reliability of large grinding mills and their Gearless Mill Drives (GMDs) are of paramount importance for the grinding process. Although GMDs have been in service for decades, and are known for their operational efficiency (reliability and robustness with reduced operating cost per ton), compared to conventional drives, in the last decade due to certain reasons some failures led to serious unscheduled shutdowns and significant insurance events. The majority of these notable "insured" failures have happened on GMDs installed on relatively large mills, as the financial impact of a failure is proportional to the through-put of the mill. Despite the occurrences of these events, as mining operations are driven by lower ore grades and the ability to continue reducing operating costs per ton, the trend for having larger mills is still very present and there is no reason why this trend should not continue. It is obvious that if not handled correctly, the possibility of large value GMD loss events, coupled with the continuing increase in mill size or required availability and reliability targets, could potentially lead to major conflicts as it becomes difficult for the insurance companies to judge the risk and hence may result in hesitation to insure these grinding circuits. This paper will not only describe the conflicting situation from both an insurer's perspective and from an equipment supplier's perspective, but also how these conflicting challenges can be successfully mastered. It has to be noted that not only the mining companies themselves, but also their insurance companies and the involved equipment suppliers have a common interest: to reach the highest availability and reliability in order to avoid or at least minimize unscheduled shut down times, and most importantly prevent unplanned events that result in extended production stoppages or reductions in through-put of GMD driven mills. From the very beginning onwards, the complete service concept together with emergency plans must be integrated on every level in the design of the grinding circuit. This approach must be implemented continuously and without compromises by all involved parties during all following stages, such as basic design, detail design, manufacturing, quality inspection and testing, packing, transportation, storage, installation, commissioning, operation and maintenance. The concept of formal risk analysis related to mill operations, maintenance and spare parts strategies must be an integral part of mining companies? decisions related to the selection for installation and continued use of large mills powered by GMDs. The service concept in place for operating mills shall also have a clear focus on very early detection of any abnormalities, so that the risk can be mitigated and unscheduled shutdown times avoided. However, if a major failure occurs, then procedures and tools shall already be available in order to ensure that production impact is minimized.

Recent trends in blasting engineering and its related fields, at the level of professional academia, have tended to exclude detailed discussion and examination of the formative experiences of the engineering student. In particular, the extra-curricular aspects of the undergraduate program in engineering—focused, in this case, on the summer job—will be shown to contain a wealth of heretofore underappreciated knowledge in the field. In Surveying the Damage: Post Traumatic Stress and Pre-Blast Surveys, I intend to outline and examine some of the more unusual experiences afforded me by my work as a preblast surveyor in the summer of 2007. In this capacity, I was required to make a visual note of existing conditions of surrounding residential and commercial structures within 100 m (328 ft) of two separate blasting sites in central-east Ontario. In the interest of both convenience and specificity, I have attempted to organize the paper as a crossdiscipline survey of the field according to the conference’s list of suggested topics. In the paper’s first section, I will discuss the topic of Environmental Improvement and Remediation by using a case study in which not one, but two dead cats were found during the course of a routine pre-blast survey. The second section will undertake a discussion of on-site blaster gossip as an entry point into a wider discussion of Workplace Communications Management. In the paper’s final section, I will detail an early morning encounter with a 300 lb, stark-naked trailer park inhabitant as a cross-sectional analysis of the topics of Drilling in Hostile Environments, Vibration and Seismology (Sizemology?), Ethics in Blasting, Crisis Management, Risk Assessment and Public Relations. It is my hope that this paper will begin to open up a critical space for discussion of the formative experiences of engineering students during the undergraduate university program in terms of their far-reaching effects on later performance within the industry.

In 1992, the Bureau of Mines conducted a mineral resource investigation of the 27,034-hectare Steel Mountain/Yuba River study area and the 16,544-hectare Breadwinner study area. There were approximately 535 lode and placer claims in or partially in the Steel Mountain/Yuba River study area, and 84 lode and placer claims in or partially in the Breadwinner study area. In the Atlanta and Rocky Bar mining districts, both adjacent to and in the Steel Mountain/Yuba River study area, 30,232.4 kg (972,000 02) of gold and 62,838.3 kg (2,020,000 02) of silver had been produced. Most of this production came from outside the study area. Placer properties adjacent to (and a few in) the Breadwinner study area had production of 93.1 kg (2,992 oz) of gold and 20.0 kg (642 02) of silver. Twelve properties in the Steel Mountain/Yuba River study area have potential for resources; eleven have alteration and/or mineralization similar to that found at Atlanta with potential for gold, silver, and tungsten resources, and one has alteration and mineralization associated with polymetallic vein type deposits with potential for gold, silver, copper, lead, zinc, and tungsten resources. Adjacent to the study area, large bars of gold-bearing gravel can be found along the Middle Fork Boise River. Four properties in the Breadwinner study area have potential for mineral resources; one has alteration and mineralization associated with skarn, polymetallic vein, and, possibly, copper-molybdenum and molybdenum porphyry types of deposits; two have alteration and metal assays associated with polymetallic vein, and possibly copper-molybdenum and molybdenum porphyry types of deposits; and one has alteration and mineralization similar to that found at Atlanta. These four have potential for gold, silver, copper, lead, zinc, molybdenum, and tungsten resources Adjacent to and extending into the Breadwinner study area are large bars of gold-bearing gravel along North and Middle Forks Boise River.

Since 2009, the Northern Territory and Australian governments have been working under a national partnership arrangement to inform a rehabilitation plan for the former Rum Jungle uranium mine. Part of the rehabilitation strategy is to backfill a flooded former pit (Pit), which extends down to 100m below the current pit lake surface and was historically partially backfilled with uranium tailings. It is proposed to utilise the remaining pit volume below water level to sub-aqueously store Potentially Acid Forming (PAF-I) waste rock which currently occupies large stockpiles across the site. The rehabilitation design and planning process undertaken to develop a strategy commensurate to project objectives and construction constraints involved the establishment of key constraints derived from the analysis of historic data sources and preliminary design efforts. Tabled strategies were balanced against dependent project tasks and project objectives, especially surrounding minimising disturbance of highly contaminated materials within the Pit. Ideas were developed in conjunction with industry input and review of case histories to develop a remediation solution that is constructible within the project timeframe and constraints.

"The construction industry is witnessing an upsurge in demand by property developers to have basements incorporated into their residential and commercial development schemes. This is attributable to perceived improvement to aesthetic and commercial values of buildings by underground space, amongst property owners. This trend is compelling more owners of buildings with no basements to explore the possibility of creating underground additional space beneath their existing buildings. The creation of a basement beneath an existing building entails the installation of a reinforced concrete (RC) underpinning system, temporary works, bulk excavation to basement formation level and construction of the basement structure, with associated aesthetic finishes.The L-shaped segmental RC underpins are a common system of choice for such underpinning works. They are multi-functional; providing vertical support to the existing superstructure, providing lateral support to earth and groundwater, supporting temporary and permanent surcharge loads from adjacent structures and services, whilst also forming part of the basement slab. This paper focuses on the first function of the Lshaped RC underpins; capacity under vertical compressive loading from the superstructure. The most common industry approach for the prediction of vertical capacities of L-shaped underpins is the oldfashioned Meyerhof’s (1953, 1963) effective width method, which is based on the traditional bearing capacity theory, whilst accounting for correction factors for eccentricity and foundation depth.The traditional bearing capacity formula is surrounded by a significant degree of uncertainty; estimates are highly user-dependent, as capacity prediction is sensitive to the chosen angle of shearing resistance (?), while there are difficulties in accurately measuring the in-situ ??value of cohesionless soils. In addition, the effective width approach has been shown to be very conservative by many research workers. The segmental RC underpins presented in this paper have been designed with an alternative less conservative method, which involves the use of a recently proposed consistent work-hardening plasticity model calibrated with field-based tests on footings of various aspect ratios and relative embedment in sand. The paper highlights the principles behind underpinning works for urban basement construction, the design of L-shaped RC underpins with the recently proposed plasticity model and the advantages of the method over traditional bearing capacity solutions and pre-existing plasticity models."

Case studies from four western states are used to illustrate the impact of the environmental compliance process on the mining industry. The case studies were not chosen as a statistically significant sample of all mining operations in the western United States but were chosen as representative of operations on both public and private lands and in locations that exhibited varying degrees of involvement by governmental units, non-governmental organizations and the general public. Basically, each case study was chosen because some aspect of their environmental compliance process helped to illustrate an interesting point in the regulatory process. The criteria used to select the case studies were: mines located in different jurisdictional areas, mines located in varying geological areas~ mines located in areas having different historical relationships with mining: and operations that are in production as well as those seeking an operating permit. The variety of such projects should provide the necessary foundation to evaluate the impacts of the environmental compliance process in each location.

Longwall coal mine operators in the U.S. are required to ventilate multipanel longwall districts, but may have little or no knowledge about what happens to the ventilation air between the inlet evaluation points (IEPs), bleeder evaluation points (BEPs) and bleeder fans. The effectiveness of bleeder performance can directly influence the ability of a ventilation system to remove and dilute coal bed methane emissions. U.S. coal mining stakeholders have acknowledged their belief that the T-junction split at the longwall face tailgate corner is very important in controlling the distribution of ventilation air. To obtain direct measurements of bleeder performance, a tracer gas, sulfur hexafluoride (SF6), was released into the ventilation air stream on active and inactive longwall panels. Testing was performed on multiple longwall panels that included various phases of longwall development and variable path lengths of ventilation air transport to bleeder fan installations. Changes in the T-junction ventilation air distribution over the life of a longwall panel, and its variable effect on panel ventilation airflow are discussed. These findings will assess the effectiveness of commonly applied ventilation strategies for improving air distribution and ventilation controls to meet statutory requirements.

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

This paper describes how the author projected the economic benefits of a proposed coal liquefaction project based in Pennsylvania. These benefits were assessed in a successful effort to garner government support for the project. The projections considered such issues as increases in employment, wages, and tax receipts to state and local government, plus other less-obvious benefits, such as site remediation. The paper explains how sponsors of similar projects can use economic projections in making meaningful and compelling presentations to federal, state and local authorities.

"Construction of the powerhouse for the Willow Island Hydroelectric Project, located at the Willow Island Lock and Dam, required a 120-ft deep temporary excavation inside the limits of a cellular cofferdam on the Ohio River side of the excavation and a soil-bentonite seepage cut-off wall on the landward side of the excavation. Stability analyses were performed for critical sections to evaluate the stability of the soil slopes and rock cuts using limit equilibrium, tension crack, and buckling analysis techniques. The stability analyses indicated adequate factors of safety through the landside embankment sections, and for the weighting berm soil slopes in front of the riverside cellular cofferdam. However, the results of deep-seated stability analyses through the rock supporting the riverside cellular cofferdam indicated marginal factors of safety for the 100-year flood condition. Consequently, the riverside portion of the excavation required enhanced stability measures, namely the installation of long, high-capacity rock anchors. Also, the dewatering system was modified to lower the site piezometric head to near the top of rock to improve the stability of the rock cuts.Thirty high-capacity rock anchors were installed on the upstream, riverside, and downstream sides of the cofferdam rock cut. The rock anchors consisted of multiple, seven-wire strands designed to provide the full-required design load at 60% of the strand capacity. Rock anchor loads varied from 1,968 to 2,074 kips. The maximum number of strands per anchor was 59. Bond lengths assumed an allowable bond stress of 100 psi based on the rock bond from pull-out tests.Project DescriptionAmerican Municipal Power, a nonprofit organization that owns and operates electric generation facilities for its member communities, has been in the process of constructing hydroelectric power plants adjacent to existing navigation locks and dams along the Ohio River. The Willow Island Hydroelectric Plant was recently completed on the West Virginia bank of the river adjacent to the US Army Corp of Engineers (USACE) Willow Island Lock and Dam. The plant is on the opposite river bank to the locks, and includes two turbine generating units with FERC rated capacity of 44MW at a 20-foot head differential. The Ruhlin Company of Sharon Center, Ohio was awarded contracts to construct both the cofferdam and the powerhouse. Construction began in mid-2011, and was completed in early 2016."

The U.S. Bureau of Mines has designed and tested a system called the Bag and Belt Cleaner Device (B&BCD) to reduce dust levels in and around the bag conveying and stacking process. The device physically cleans either 22.7 kg (50 lb) or 45.4 kg (100 lb) paper bags by using a combination of brushes and air jets. It is completely self-contained and is kept under negative pressure by a baghouse to ensure that dust and product removed from the bags during cleaning does not flow into the work environment and contaminate workers. The bags travel through the device on a chain conveyor, which permits any product or dust cleaned from the bags to fall into a hopper at the bottom of the device and be recycled back into the process via a screw conveyor. Once exiting the B&BCD, the outside of the bags and the conveyor are essentially product and dust free. The B&BCD was evaluated at two mineral processing plants to determine reductions with the device in use. The results of both field evaluations showed that the amount of product removed from the outside of the bags varied from 77 to 93 pet.

"The Bolivar Dam, located near the Village of Bolivar, Ohio is one of a system of dams designed to provide flood control and water conservation in the Muskingum Watershed. The Bolivar Dam is a “dry dam” that only impounds water during flood events. In order to address problematic seepage, which negatively affects the structural stability of the dam, the U.S. Army Corps of Engineers (USACE) designed a partial-depth and partial-length Seepage Barrier Wall (SBW) through the upstream slope of the dam. For this project, TREVIICOS constructed a 36 in (914 mm) positive SBW by plastic concrete panel wall method and excavated using hydromill and clamshell equipment. The plastic concrete was manufactured on-site, which allowed for enhanced quality control and prompt service. This required the installation, commissioning and operation of a concrete batch plant on-site. This paper presents the challenging aspects of the design, manufacture and placement of the plastic concrete for the SBW in order to meet contract strength and permeability requirements as well as workability requirements necessary for tremie concrete placement.Project General InformationBolivar Dam is located in Northeast Ohio (Fig. 1). It is one of a system of sixteen dam projects designed to provide flood control and water conservation in the Muskingum Basin, which covers 20 percent of the State of Ohio (Fig. 2). Bolivar Dam is on Sandy Creek, a tributary of the Tuscarawas River.The Dam has been constructed, operated and maintained by the USACE, for the Muskingum Watershed Conservancy District. Its construction was completed in 1937 and it has been in operation for flood control since 1939.Bolivar Dam is a rolled earth fill dam, with a typical embankment section made of a central impervious core flanked upstream and downstream by a pervious outer shell with downstream rock toe. The embankment has a maximum height of 87 ft (26.5 m) and a crest length of 6,300 ft (1,920 m), and is comprised of the main embankment starting on the left abutment of about 1,500 ft (457 m) heading to the Northeast, followed by the terrace embankment of 4,800 ft (1,463 m) heading to the North. An upstream impervious blanket extends up to 500 ft (152 m) upstream of the dam along the majority of its length. The outlet works are to the left of the embankment, and consist of an intake structure with six gates, followed by two outlet conduits that finish in a stilling basin. To the left of the outlet works is the uncontrolled emergency spillway, which was doubled in width to 540 ft (165 m) in 1989, and excavated material utilized for construction of a stability berm against the upstream face of the main embankment. A concrete parapet wall was also installed along the upstream side of the crest during this work. In 1982, a toe drain, downstream filter berm and line of 35 relief wells were installed. The filter berm was recently extended an additional 200 ft (61.0 m) downstream and granular filters were placed over an approximate 2000 linear ft (610 m) reach of the lower terrace slope. The U.S. Bureau of Mines (USBM) investigated the use of seismic refraction tomography (SRT) for identifying changes in pillar loading at the Foidel Creek coal mine near Steamboat Springs, CO. The inherent three-dimensional problem of directly imaging coal pillar conditions is reduced to a single plane by considering only the load transmitted from the pillar to the adjacent floor rock. Floor strata velocity tomograms (at two pillar locations) illustrate that loading conditions are non-uniform and non-unique. Also, time sequence monitoring, as the longwall face advanced, demonstrated that SRT can be used to image spatial changes in loading conditions. SRT offers the mining engineer a simple and flexible technique for evaluating pillar conditions, and thus, both present and alternative mine designs.

The focus within the economical optimization of projects, which are conducted underground, shifts more and more towards the conduction of construction work underground. Underground operations can be defined in a wide range of various projects, from underground mining tasks to the construction of engineering structures. Within these projects the conduction of construction work cannot only be defined as absolutely necessary, but sometimes also as optimizing for underground processes (e. g. installation of workshops underground to support the mining processes). Even though the conduction of underground construction might cause positive outcomes concerning the productivity, it also tends to be challenging due to local (sub-surface) conditions and influences. To minimize the risk of failure and sudden events within in the conduction of construction work underground, the tool “work preparation” shall be used. Under the given constraints, such as local influences, expected construction work and set time frame, the conduction of the construction work will be planned in advance by consideration of the construction logistics as well as the selection of a fitted construction technique. PROBLEM DEFINITION Economic Challenges - Raw Material Extraction Enterprises in the construction, mining and raw material extraction industries are increasingly under the pressure to perform economically to sustain their position on the global market. Profitability, efficiency and productivity are the basic conditions to be an active participant on the global market as well as a business partner and contractor for mining and construction projects or projects related to the extraction of raw materials. The completion of large-scale as well as common construction projects above ground has been under the pressure to minimize costs and time whilst maximizing the potential outcome, in the meanings of quality and economic gain, for more than a decade now. Whereas the construction industry has to fight the competition on the market with efficient project outcomes, the mining industry has to find ways to perform efficiently to further conduct the extraction of decreasing raw material deposits. The ongoing exploitation of existing raw material deposits to satisfy the constantly increasing raw material demands world-wide, led to the predicament that economically mineable deposits have decreased dramatically. Even tough mineral deposits do still exist on a global level, near-surface deposits decrease rapidly. Therefore, the extraction of raw materials within mining operations will be relocated further away from the surface in greater depths. With the growing distance from the surface to the mineral deposit, the extraction costs will increase many times over. With that in mind, the extraction costs will increase whilst the economic efficiency will decrease. The extraction of certain deposits will no longer be profitable with the common approach. To further extract raw materials efficiently even in greater depth, companies have to change their practice in different ways. That leads to the fact, if the deposits are in the depths, where the extraction processes won´t be economically, other (support) processes have to be in order to guaranty an economical corporate process itself. This precept will divert the focus from the actual mining process to support processes, where potential for optimization still can be found, as shown in figure 1.

This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system, or systems, thus disclosed. Of the several systems initially investigated and evaluated, four showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

Annual oil production from the Canadian Oil Sands in Northern Alberta has been rising for several decades, and more ore and overburden are excavated each year from an increasing number of open pit mines. Overburden meeting certain specifications will be used to dam tailings and fill open pits, but the remaining material must be stored in overburden storage structures (OBSS). Well-designed overburden storage structures are more stable and cost less in the short- and long-term. The purpose of this paper is to explore OBSS designs that will be stable yet economical in the short- and long-term. The geological background of the site is briefly discussed, including the effect of each of the main geologic layers (recently deposited till and muskeg, Clearwater Formation clay shales, McMurray Formation oil sands, and the Devonian limestone) on the slope stability of the OBSS. Cost is considered in the analysis when balancing between minimizing costs (steeper slopes) and acceptable factors of safety (flatter slopes), all the while considering the financial consequences of failure. Potential failure planes are identified and probabilistic analysis is conducted on the critical failure surface. The variations in the factor of safety caused by varying pore water pressure, friction angle, and cohesion, are plotted and discussed.

In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.
