A system consisting of an unlimited number of biaxial geophones that measure peak particle velocity and frequency has been developed and utilized at surface mines, quarries and construction sites. An ability to accurately measure ground vibrations completely surrounding a blast and to construct a vibration topograph has facilitated the study of blast design parameters and geologic factors on the resulting generation and propagation of the vibrations.

This paper presents an analysis of the effects of topography on static and dynamic ground movements and severity of damage inflicted on surface structures. A typical site containing varying topographical features (i.e., mountains, hillsides, valleys, and flat bottom land) representing the northern Appalachin region was chosen for the study. Typical subsidence monitoring techniques were employed. Frequent measurements were made as the face advanced.

Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

The Bureau of Mines has developed procedures for sampling the geometry of fractures in underground coal mines. Stratified cluster sampling and the unit area concept are applied to the collection of fracture orientation data. The use of unit area mapping, stratification, and site delineation is made to assure collection of representative data. The procedures developed here help to isolate sources of variability in the fracture patterns.

A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.

The uranium industry is booming. In Texas alone, there are about 22 different companies with active exploration programs. Twelve solution mines have been permitted; three surface mines have been authorized; and two mills are currently in operation. However, the industry also has a problem, and that is the disposal of radioactive wastes. Over the past several years, stories concerning nuclear wastes have appeared frequently in the news. One of the most frequently cited cases occurred in Grand Junction, Colorado. In 1966, after ten years of investigations, the U. S. Public Health Service (PHS) discovered that tailings from a uranium mill were being used as fill material and aggregate for local construction purposes. It was estimated that between 150,000 and 200,000 tons of material had been removed and used under streets, driveways, swimming pools, and sewer lines. In addition, tailings had been used under concrete slabs and around foundations of occupiable structures. Further studies prompted the Surgeon General to warn that the risk of leukemia and lung cancer could be doubled at the measured radiation levels. More recently, the L. B. Foster Company discovered that its building site in Washington, West Virginia, was radioactive. While digging a foundation, the ground erupted and a ball of fire 30 feet high shot out. Evidently, the dirt was laced with radioactive thorium and zirconium, a potentially explosive mixture contained in a Nigerian sand which had been used by the previous site owners in the manufacture of nuclear fuel rods. Just this month we have read about legal suits to stop exploration for a nuclear waste disposal site in Randall County, Texas. The U. S. Department of Energy is trying to locate a deep underground nuclear waste depository for final burial of over 76 million gallons of high-level wastes. The problem is acute, the wastes are accumulating at a rate of about 300,000 gallons per year. Nor do these numbers include the spent fuel elements from nuclear power plants that are in temporary storage facilities. Fortunately, public awareness of these and other related issues is high. Unfortunately, the differences in the waste products from the nuclear fuel cycle are not always apparent to the general public. There are two distinct types of radioactive wastes: "high-level", which consist of spent fuel or wastes from the reprocessing of spent fuel; and "low-level", which, in general, are by-product wastes. There are numerous non-technical definitions that can be applied to help the layman differentiate between high-level and low-level wastes. For this latter purpose, it is best to think of them in terms of what we can see and feel. In general, high-level wastes are physically hot and can cause acute radiation sickness in a short period of time. Low-level wastes are not hot, but may cause chronic health effects after long exposure. The wastes which we are concerned with in the uranium mining and milling industry are low-level wastes. As recently as ten years ago, there were very few controls or regulations governing tailings disposal methods. At the same time, mine reclamation was not enforced through either state or Federal laws and the long-term viability of abandoned tailings ponds was not assured. The regulatory climate has changed significantly in the last decade, however. The low-level radioactive wastes generated by uranium mining and milling are generally contained in a tailings pond. Approximately 85-97% of the total radioactivity contained in uranium ore is present in the mill waste that goes to such tailings ponds. The isotope Radium-226 is probably the most potentially harmful radioactive parameter in the ponds. Radium emits gamma radiation and is also an alpha particle emitter. Because gamma radiation is very penetrating, it presents a potential health problem when a source is located external to the body. Gamma radiation will go through the body, causing damage to each cell encountered on the way. Although alpha particles have very little penetration capability, they can cause extensive cell damage. For this reason, alpha particles are a problem after inhalation or ingestion. Radium creates a health hazard by both of these mechanisms. Radium decays to radon gas which can be inhaled and serve as an alpha particle emitter. Additionally, radium is very soluble and readily enters the natural hydrologic cycle if allowed to leach from a tailings pond. With a half-life of 1620 years, radium has plenty of time to be taken into the food chain and end up in our bodies, emitting alpha particles. Because the potential health problems are better understood today than ten years ago, and because the Nuclear Regulatory Commission (NRC) has developed increasingly stringent government regulations, the uranium mining industry applies a high level of technology to the disposal of nuclear wastes. In most cases, low-level radioactive wastes are disposed of at or near the site where they are produced. There are six commercial burial grounds for low-level wastes, but it would not be economical to ship all mine or milling wastes to these sites. It was shown through high-pressure experiments that tin loss by volatilizatim is necessary for the degrada-tion of the superconducting transition temperature of Nb,Sn associated with high-temperature annealing. Crystallochemical analysis of the degraded Nb3Sn showed that it constitutes a new phase with ordered niobium-site vacancies, created by the migration of niobium atoms to vaccnt tin sites. This new phase was found to form when 4 pct Nb-site vacancies were present. It has a transition temperature of 6'K and a lattice parameter of 5.283A. A similar degradation effect was observed in Nb,Al. Its superconducting transition temperature dropped from 16.5" to 8" K following a high-temperature annealing. The superconducting temperature degradation in these 0-tungsten structure compounds is attributed to the disruption of the interchain d bonding by the periodic interruption of the niobium atom chains. By annealing the degraded Nb, Sn at 1000 C in nitrogen its normal superconducting behavior is restored most likely due to the incorporation of nitrogen atoms causing the elimination of the ordered vacancies. HANAK et al.' have observed low superconducting transition-temperature values (T, - 9"K) in some NbsSn samples deposited from the vapor phase. They attributed such low T, values to disorder in the 0-tung-sten structure. Much lower T values (down to 5.6"K) were reported by Reed et al.zC for NbsSn samples annealed at high temperatures. These authors also attributed this degradation effect to disorder (random occupation of the A and B sites by niobium and tin) but pointed out that such disorder could be brought about (by high-temperature treatment) only in samples containing niobium in excess of the stoichiometric composition NbsSn. Both groups reported that the normal superconductivity behavior could be rever-sibly restored by appropriate heat treatment. Courtney et al., also found that degradation in NbsSn requires excess niobium brought about by the loss of tin during the treatment. However, these investigators proposed that the degradation is due to niobium-site vacancies resulting from the migration of the niobium atoms to the vacated tin atom sites. They did not consider the reversibility of the effect. The present study attempts to establish the nature of the above degradation phenomenon. EXPERIMENTAL PROCEDURES All compounds prepared for this investigation were made from the powders or filings of the elements which were intimately mixed, cold-pressed into a cylindrical pellet at approximately 50,000 lb per sq in., and then submitted to the desired heat treatment. The samples annealed under high pressure were placed in a MgO sample container which was mounted in a pyrophyllite tetrahedron designed for a tetra-hedral-anvil press. Details of the experimental arrangement are given elsewhere. This setup allowed heating at 1800°C or above under pressures in excess of 30kbars for 3 hr. The samples annealed in a vacuum were prepared in a high-temperature vacuum furnace which could reach temperatures up to 2400°C under a pressure of 2 x lo-' Torr. For annealing in a reactive atmosphere, a quartz tube was placed in a clamshell furnace and the desired gas ambient passed through the tube. Lattice parameters were determined using a Debye-Scherer 114.6-mm camera. Cohen's method, programmed for the IBM 7094 computer, was used to calculate the lattice parameter from the measured d spacings. X-ray integrated intensity measurements were made on several samples. These samples were ground to -400 mesh and the powder mixed with a solution of collodion in amyl acetate. The mixture was poured into a depression milled in a bakelite disc. When the mixture dried, the surface of the disc was ground flat leaving a diffraction surface defined by the face of the disc. The disc was mounted in a Philips rotating specimen holder which allowed the rotation of the sample in the plane of the diffraction surface and the integrated intensity measured using a scintillation counter and a pulse-height analysis sys-tem. The superconducting transition temperatures were determined by means of self-inductance techniques.' EXPERIMENTAL RESULTS AND DISCUSSION The Role of Tin Loss in the Degradation of Super-conductivity. The loss of tin during high-temperature annealing can be effectively suppressed by annealing under high hydrostatic pressures. Accordingly, a series of experiments were performed under pressures of approximately 30kbars. This pressure was the minimum under which high-temperature experiments could be safely performed in the particular pressure apparatus employed. Experiments were also designed to test high-pressure effects on the superconductivity behavior of NbJSn. The results of the high-pressure annealing experi-ments are summarized in Table I. The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

ABSTRACT: This paper contributes to the study of underground structures in argillaceous media, especially Tournemire argillites (Aveyron, France). The basic results obtained over six years in two experimental drifts at the Tournemire site are presented. In situ measurements cover drift wall temperature, humidity and convergence. Delayed convergence represents around 50-65% of the total measured convergence. Analysis of the measurements has shown that delayed convergence is explained by the viscoplastic behaviour of the argillaceous formations. Lemaitre’s rheological model has been extended to the orthotropic case, as Tournemire argillite is naturally anisotropic. The triaxial creep test results on samples at different orientations enabled the parameters of the Tournemire argillite to be identified in terms of orthotropic viscoplastic law. A plane deformation model, using this rheological law and the initial stress field in the site, was developed to interpret the convergence measurements in the drifts. The computed results match the measurements well, especially during the excavation phase. KEY WORDS: Argillite, convergence, time-dependent behaviour, creep, viscoplasticity, modelling. ZUSAMMENFASSUNG: Der vorliegende Artikel ist ein Beitrag zur Untersuchung der unterirdischen Strukturen tonhaltiger Milieus, insbesondere der Tongesteine von Tournemire (Aveyron, Frankreich). Die wichtigsten Ergebnisse, die in zwei Forschungsstrecken am Standort Tournemine über einen Beobachtungszeitraum von sechs Jahren zusammengetragen wurden, werden hier vorgestellt. Gemessen wurden in situ Temperatur, Feuchtigkeit und Streckenkonvergenz. Von der insgesamt gemessenen Konvergenz sind etwa 50 bis 65 % auf zeitlich verzögerte Konvergenz zurückzuführen. Die Auswertung aller Messungen hat ergeben, dass die zeitverzögerte Konvergenz mit dem viskos-plastischen Verhalten des Tonsteinmassivs zu erklären ist. Aufgrund der naturgemäßen Anisotropie des Tongesteins von Tournemine wurde das rheologische Modell von Lemaitre auf den orthotropen Fall ausgedehnt. Triaxiale Kriechversuche bei jeweils unterschiedlicher Ausrichtung dienten der Ermittlung der einzelnen Parameter des orthotropen, viskos-plastischen Gesetzes. Zur Auswertung der Konvergenzmessungen innerhalb der beiden Strecken wurde unter Beachtung dieses rheologischen Modells sowie des ursprünglichen Spannungszustands vor Ort ein flächiges Deformationsmodell entwickelt. Die Rechenergebnisse zeigen eine gute Übereinstimmung mit den Messungen, insbesondere während der Vortriebsphase. RESUME : Cet article est une contribution à l’étude des structures souterraines dans les milieux argileux, notamment les argilites de Tournemire (Aveyron, France). Les principaux résultats obtenus pendant six années, dans deux galeries d’expérimentation au site de Tournemire, sont présentés. Ces mesures portent sur la température, l’humidité et la convergence des parements des galeries. La convergence différée représente environ 50 à 65% de la convergence totale mesurée. L’analyse de l’ensemble des mesures a montré que la convergence différée est interprétée par le comportement viscoplastique du massif argileux. Etant donné que l’argilite de Tournemire est naturellement anisotrope, le modèle rhéologique de Lemaitre a été étendu au cas orthotrope. Les résultats des essais de fluage triaxial, sur des échantillons à différentes orientations, ont permis de déterminer les paramètres de la loi viscoplastique orthotrope. Un modèle en déformation plane, utilisant cette loi rhéologique et l’état de contrainte initiale dans le site, a été développé en vue d’interpréter les mesures de convergence dans les galeries. Les résultats des calculs sont en bon accord avec les mesures et plus particulièrement durant la phase de creusement. Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. These aids include software to aid in the location of the incident, electronic information storage and retrieval, online site emergency response manuals and software to aid in decision-making.

This paper traces the development of the Seaboard Power Plant, which plays such an important role in the industrial life of Nova Scotia. It also shows the involvement of the plant in the siting of a heavy water production facility in Cape Breton. The paper concludes with an outline of the new installations which the Nova Scotia Power Commission has undertaken as an extension to the Seaboard Plant.
