Management of mineral resources through land-use planning procedures is not a new concept, particularly at the local level of government. Colorado may well be one of the first states, however, to vigorously attempt to evaluate on both the state-wide and regional basis, mineral resource potential and to make certain that potential for mineral resources is included as one of the primary factors considered in the local land-use decision-making process. Less than a decade ago the only consideration given to mineral resource extraction, particularly aggregate resources, was whether or not they could be produced at the particular time they were needed. This attitude has now shifted to the other extreme, not only in Colorado, but other states as well, so that other interests, especially housing projects, mountain subdivisions, recreational and wilderness areas are gaining prime consideration in land-use decisions. Ideally, in a more acceptable median position, mineral resource potential would receive definite consideration at the local level.

The most common approach used in the mining industry for mineral resources modeling is to estimate the grades using ordinary kriging and report the recoverable resources based on this deterministic estimated model. Mineral resources calculated with kriging are a smooth representation of the actual distribution of grades and do not provide an assessment of uncertainty. Unlike kriging, simulation reproduces the variability of the grades in the mineral deposit and provides an assessment of uncertainty. Reporting mineral resources directly on high-resolution simulation results would assume perfect knowledge of the grade at the time of mining and selectivity at the scale of the data. There will always be uncertainty left at the time of mining, so assuming perfect knowledge of the grade in the future is incorrect. There are two concerns when geostatistical simulation is used for resources modeling: the information and the mining selectivity effects. A new framework for resource estimation is proposed with two separate modules to address those concerns. The information effect is accounted for by anticipating the additional production data that will be available at the time mining to guide the destination for the mined material. The mining selectivity effect is addressed by mimicking the grade control procedure to get mineable dig limits at a chosen selectivity, represented by a minimum mineable unit size. In addition to a prediction of recoverable resources that will be closer to the material mined in the future, the framework proposed provides an assessment of local and global uncertainty for risk management.

Since its formation in 2004, the Task Group for the Extension of the Continental Shelf (EMEPC) has been collecting hydrographic, geological and geophysical data to support the extension of the continental shelf beyond 200 NM. In 2008, the EMEPC acquired a 6,000 m rated ROV named "Luso" and has been cooperating with several national and international institutions to increase and improve its operational capabilities to conduct research on deep-sea minerals. The Portuguese continental shelf corresponds to a broad area of the seafloor encompassing different physiographic domains: the mid-Atlantic ridge system, abyssal plains and numerous seamounts. From 2008 to the present, the mid- Atlantic ridge and seamounts have been the most visited sites with the ROV "Luso". Several hydrothermal vent sites are known to occur along the mid-Atlantic ridge to the south of the Azores archipelago and mostly within the Portuguese EEZ. Vent fields were also discovered in the extended continental shelf, namely the Rainbow and the Moytirra sites located to south and to the north of the Azores archipelago, respectively. The most studied seamounts correspond to those forming the Great Meteor chain and the Madeira- Tore rise. All these visited sites are related either with the occurrence of polymetallic sulphides or cobalt rich Fe-Mn crusts and the opportunities to further pursue their exploration will be discussed.

All known resources within the four proposed RARE II additions to the Yolla Bolly-Middle Eel Wilderness in northwestern California occur in the Gig Butte-Shinbone study area (fig. 1). No mineral resources are Figure 1.--NEAR HERE. known in the East Fork, Murphy blade, or Wilderness Contiguous units. About 2,400 tons (2,177 t) of subeconomic manganese resources averaging 9.5 percent manganese have been estimated at the Blue Jay Mine in the Big Butte-Shinbone unit. In addition about 9,700 tons (8,793 t) of subeconomic chromium-nickel-cobalt resources in thin laterite soil at the Grubstake Prospect contain about 1.27 percent chromium oxide, 0.45 percent nickel, and 0.03 percent cobalt. Adjacent Ultramafic rock outcrops have pods averaging 2.5 percent chromium oxide (Cr203); one pod contains about 40 tons (36 t) of indicated subeconomic resources.

In 1985 the U.S. Bureau of Mines evaluated the mineral resources of tie Bruneau River and Jarbidge River study areas, Owyhee County, ID, for the U.S. Bureau of Land Management. The study areas, separated by a narrow corridor, include 90,000 acres of the 107,020-acre Bruneau River Wilderness Study Area (ID-111-17) and 47,000 acres of the 75,340-acre Jarbidge River Wilderness Study Area (ID-17-11). They lie 26 miles and 55 miles, respectively, due south of Mountain Home, ID. Approximately 38 placer claims for gold and 182 lode and placer claims for jasper, agate, and limestone were located within and adjacent to the study areas from 1893 to 1981. Currently, there are eight mining claims for jasper at Indian Hot Springs along the corridor between the study areas.

In 1985 the U.S. Bureau of Mines conducted a mineral survey of 68,458 acres of the Clan Alpine Mountains Wilderness Study Area (NV-030-102) which covers 196,128 acres in Churchill County, NV. Most of the area studied is underlain by Tertiary volcanic rocks. In the northeast corner of the study area, an upthrown block of Triassic sedimentary rocks partially extends into the area. The study area is probably part of a large eroded caldera. No major mines or active claims are within the study area. Field investigations included examination of workings in Starr Canyon, historical and recent mining activity near the mouth of Florence Canyon, other mining claims, and anomalous zones delineated by data from Great Basin GEM Joint Venture studies. No mineral resources were identified, but sample results indicate one significant mineralized zone situated along a northwest trend between the head of Starr Canyon and the head of Cherry Creek may contain precious metal resources. Further investigation of this zone is warranted.

In 1984, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied the 34,050-acre Cow Creek Wilderness Study Area (WSA) in order to evaluate its mineral resources. The WSA, located about 60 miles southeast of Havre, MT, contains sandstones, shales, clays, and coal of Cretaceous age. The Cretaceous rocks have been intruded by ultramafic diatremes. Quaternary glacial, stream, and landslide deposits overlie the older rocks. Claims are staked at five of seven sites favorable for diamonds within the WSA and at additional sites nearby. Although the ultramafic diatremes within and near the WSA contain minerals that are indicators for diamonds, no positive evidence of diamonds was found during this study. An abandoned coal mine, the Shellenberger, is inside the southwest boundary of the WSA. Possible petroleum and natural gas at depth are currently of interest; land within the WSA is leased or under lease application for oil and gas. The WSA contains subeconomic clays, zeolites, gold, silver, platinum group metals, and coal.

The Bureau of Mines (Bureau) conducted a mineral resource investigation of the French Creek-Patrick Butte study area, in west central Idaho during 1989. No mineral resources or significant occurrences were identified. Other than small scale placer gold, no mineral production is known or recorded. At least 100 lode and 150 placer claims have been located in the study area. Most of the area was examined by ground or areal surveys, and 110 lode and 60 placer samples were taken. Four lode prospects were examined in detail, and all placer claim locations were sampled.

THE object of the writer is to call attention to a rather unique aggregation of economic products distributed over a line of succeeding formations about 3 mi. long, to be seen within a few miles of La Salle, Ill. Fig. 1 is an ideal section of the stratification exposed and exploited along a distance of 3 1/5 mi. in a southwesterly direction from the quarry of the Utica Hydraulic Cement Co. located near the historic site of Kaskaskia village to the Oglesby, shaft at Oglesby. No attempt has been made to cover the whole field, special mention only being made (with the exception of two places) of the operations found along the course or parallel to the direction assumed in the ideal section. I have used Fig. 2, after J. H. Bent and De Witt Kelly, to locate the relation of the La Salle anticline to the coal mines of this district and to show the operation of No. 1 and 3 mines of the Illinois Zinc Co.

The Bureau of Mines (Bureau) conducted mineral investigations of the Payette Crest-South Fork area in west central Idaho near McCall, Idaho, in 1989. There are no known producing mines or mineral production from the area. Forty-seven samples were taken (stream sediment, rock. and placer); no identified mineral resources were delineated.

At the request of the Idaho Congressional Delegation, the U.S. Bureau of Mines Western Field Operations Center investigated the mineral resources of the 140,000-acre Red Mountain roadless area, located northeast of Lowman, in central Idaho. The area includes U.S. Forest Service Red Mountain RARE II area (4-063). The highly mineralized road less area is underlain mainly by granitic rocks which are transected by a northeast-trending fault system. Associated with the granitic rocks and fault system are gold and black sand mineral resources. At least 1,395 ounces of gold and 858 ounces of silver have been recovered from six lode and placer mines within the roadless area. A total of 525 tons of columbium-tantalum, 2,049 tons of euxenite, 83.5 tons of columbite, and 54,862 tons of ilmenite concentrates have been produced from a nearby black sand mineral placer. Mine workings and facilities in the roadless area consist of two dismantled mills, 15 open and caved underground excavations totaling about 2,900 ft of workings, seven large pits and quarries, over 166 smaller dozer-and hand-dug prospect pits and trenches, and in excess of 66 drill holes. The mineralized sites in the roadless area are covered by about 690 current (1992) mining claims. About 130 individuals are holding the claims. Also within the roadless area are four patented lode mining claims. Twenty-five of the 54 mineralized sites identified during the study of the roadless area have, or likely have, mineral resources. One has gold and three have black sand mineral resources that are marginal or subeconomic. There also are two hot springs with thermal water resources, some veins that could be sources of decorative quartz, and dimension stone which was quarried in the past and could be again.

The Snowbank study area, which had been proposed as Wilderness, lies about 5 air mi southwest of Cascade, Idaho, and about 60 air mi north of Boise. The eastern boundary of the north-south-elongate study area lies 1-to 2-mi east of Cascade Reservoir; the western boundary is contiguous, in part, with the western boundary of Valley county. The 8,200-acre study area is underlain by Cretaceous granitoid rocks of the Idaho batholith. Three prospects were found in or near the study area during a library and field search. Gold occurs at one 30-ft adit, but the gold-bearing structure appeared too narrow to contain resources. Two other prospects appeared essentially unmineralized. No evidence of geothermal activity was observed. Rock in the area is not potentially useful as dimension stone because it does not split into flat slabs. To be used as aggregate, the rock would require crushing and hauling to distant markets. One of 18 alluvium concentrate (placer) samples contained free gold, worth $1.07 per cubic yard of gravel (at a $350 per oz gold price). No alluvial bars were seen; deposits were too small to contain gold resources or be considered gravel resources.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 6,022-acre Spring Basin Wilderness Study Area (OR-005-009) in order to evaluate its mineral resources. The study area is in Wheeler County about 13 miles southwest of Fossil, Oregon. No mineral resources were identified. The area is underlain by volcanic flows, domes and sediments ranging in composition from olivine basalt to rhyolite of the Clarno and John Day Formations. There are three mining claims in the study area, all apparently located for lapidary material. Samples of agate were of poor quality. Four of 13 alluvial samples, two inside and two adjacent to the area, contained gold; content ranged from 0.0000097 to 0.00416 troy ounce per cubic yard. About 23 percent of the Wilderness Study Area is covered by oil and gas lease applications.

Introduction This paper describes some of the mineral resources that are tributary to that portion of the Pacific Great Eastern railway included in the Western Mineral Survey District, No. 6, of British Columbia. This district extends 38 miles northerly from Squamish, the ocean terminus of the railway at the head of Howe sound, to Alta lake. Beyond Alta lake the railway continues northerly through two other mineral survey districts: the Central Mineral Survey District No. 3, and the Northeastern District No. 2. District No. 6 includes that section of the Coast Range from which the waters flow southerly towards Howe sound. The division between District No. 6 and District No. 3 is represented by an imaginary line across the summit between the headwaters of the Cheakamus river, flowing south into the Squamish, and the Green river which flows north and empties into the head of Lillooet lake near Pemberton meadows, about 20 miles from Alta lake. History: - The history of the route of the P. G. E. railway dates back to the old Cariboo days when a pack-horse trail traversed the country northerly from Squamish to the Pemberton meadows, and also south-easterly from Squamish to the head of Seymour creek, thence southerly down that creek to the north arm of Burrard inlet.

Tomago sandbeds is an unconfined coastal aquifer located 20km. north of Newcastle in New South Wales, Australia. These sandbeds extend over an area of about 130km. The average aquifer depth is about 20m. with a mean transmissivity of about 400sq.m/day and a specific yield of about 0.2. The city of Newcastle and surrounding areas derive water from Tomago for potable purposes. The average extraction being about 50 ML/day. The iron value of the ground water varies between 5 and 15mg/1. This iron is removed by a conventional water treatment plant using Alum. The aquifer whilst principally quartzose also contains deposits of heavy minerals like rutile, zircon, ilmenite, etc., The mineral sand mining has been in progress at Tomago since 1972. Mining is carried out in a con- structed pond with a water depth of about 5m. on which is floated a suction cutter dredge that moves across the front of the pond using a water jet to entrain the soil from the ground surface to the bottom of the mineralised zone. Effect of mineral sand mining on ground water quality, particularly iron, was the subject of intensive investigations undertaken at Tomago since 1970. The effect on water quality was studied by collecting and analysing water samples from network of observation wells established during the period of mining. Water samples were collected about 4-5 years prior to mining and analysed for iron, sulphate, chloride, pH, etc., After mining the observation wells were re-established at the same locations and water samples were collected and analysed for at least 5 years after mining. Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia.
