The future of coal mining is bright - only if we realize and then manage as though we are competing in the world marketplace. Accept it or not, our market is global. We tend to think our problems are caused by the uncontrolled foreign production of coal, and the uncontrolled drop in coal prices. I submit that our problem is not the world pricing structure - part of our problem is our on-site cost structure - our productivity. We are the world's best at getting out the tons - that is, production. Most mine managers thrive on that. What is in serious doubt is our productivity - our ability to produce tons of coal in a cost effective manner. Please think about the difference: ? Production is tons of coal. ? Producitivity is decreasing the cost per ton of coal. Our future is bright, only if we can increase our productivity by trying different and new ways to manage our businesses and our people. Unlike the easy successes during the 60's and 70's, success in the decades ahead will depend on our ability to achieve greater levels of productivity. Mine optimization is a key strategy in the mining industry that focuses on improving the efficiency, productivity, and sustainability of mining operations. To achieve mine optimization, digitalization is essential for modernizing mining operations and attaining optimal performance. Due to the importance of mine digitalization, various software and platforms have been released to support this effort. Furthermore, by integrating these advanced technologies, mines can enhance processes, leading to significant economic and operational benefits. However, integrating data from various sources and collaborating across different platforms remains a significant challenge in the mining industry. Generally, data for mine optimization, such as mapping, smart drilling, FMS (Fleet Management Systems), fragmentation analysis, or vibration analysis, are collected and analyzed separately on different platforms. This separation makes it difficult to aggregate and utilize data comprehensively for overall mining process optimization. During the digitalization process, obstacles arise due to these complexity, variability, and sharing issues of data across different maker, sources, and methods. These challenges highlight the need for seamless integration to achieve optimal mining operations. Thus, this study applied a total solution that can cover the entire Drilling and Blasting (D&B) processes. The blast design was performed using actual terrain mapping data, and drilling and charging were conducted following a guide based on the blast design plan. After blasting, loading and hauling distances and fuel consumption were measured, and fragmentation for each blast was evaluated. All measurement tasks were automated to minimize human error. By collecting all data in one server, it became possible to perform an overall evaluation for each blast, allowing the identification of optimal values. In conclusion, to evaluate the optimization effects for each mining process, one month of integrated data collected on a single server was used. Compared to the period before the Total solution was implemented, there were notable improvements: a 25% enhancement in hole spacing, a 60% improvement in floor flatness, a 23% reduction in average fragment size, and a 19% improvement in fragment uniformity. Regarding cost savings per blasting volume, the improvements were 11.7% in drilling, 9.3% in explosives, 7.6% in loading, and 17.5% in hauling.

This paper describes the process employed and the work undertaken to enable the surrender of the mine permit relating to the two tailings deposits at the abandoned Red Mountain Mine site near Rossland, BC. The first phase of the work undertaken was to provide urgent remedial work for protection of the environment, primarily through rehabilitation or replacement of surface water drainage systems. The second phase was to up-grade the water management systems to the appropriate level given their consequences of failure. The final phase of work is to ensure long term geotechnical stability of the facilities to the same level of risk. Establishment of a sustaining fund will facilitate long term monitoring and maintenance of the facilities.

In virtually all jurisdictions, comprehensive environmental protection regulations or standards are in place that apply to all industries, including mining. The only other legitimate mine-permitting concern is post-mining land use (PMLU). PMLU includes all uses of land after mining as well as the ecosystems appropriate for those uses. Although flawed, the New Mexico Mining Act (NMMA) of 1993 is a PMLU-based permitting statute. It requires measures during closure that will establish a PMLU or self-sustaining ecosystem for each mine unit. PMLU-based permitting avoids prescriptive, one-size-fits-all measures and keeps permitting focused on the legitimate goal of responsible land management..

This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.

Mine planning at Cassiar consists of an annual cycle of projection, control, evaluation and revision following completion of annual diamond drilling during the summer months . The inherent difficulty in evaluating fibre grade and distribution, combined with a high-wall phase or push-back mining system, requires continuous modification to designs and schedules based on a cumulative evaluation of equipment performance and prediction versus production. To expedite the planning sequence, a mini-computer system has been introduced which allows emphasis to be placed on optimizing designs, exempting personnel from manual calculations and tabulations.

The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

Ranger Uranium Mines (RUM) operates an open cut located in the Top End of the North- ern Territory. Strict environmental controls govern all operations and the water management requirements have the greatest impact on mine planning. The two main goals of planning are to provide mill feed and to mine sufficient suitable quality waste rock for ongoing con- struction of the tailings dam. Early planning concentrated on staged development of the pit to provide access to as much ore as possible for a given amount of development. All waste was considered to be suitable construction material. Grade control of crusher feed was the main problem in planning, as wide vari- ations occur in ore grade over relatively short distances. Water management for the site ope- rates a no release' system for contaminated waters. Design storage has proven inadequate, and the open cut has been used as the extra storage. As construction of future stages of the tailings dam requires non-mineralised rock materials which meet specific quality criteria, the mine has had to re-examine long term plan- ning and pit development strategies. This has entailed the collection of much data not re- quired under normal mining conditions, such as the assaying of waste drill core. The expansion in gold production in the Carlin 'Trend over the last few years has been one of staggering proportion. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the Mine Engineering group at Newmont Gold. This paper discusses the organizational changes implemented to effectively deal with a full range of engineering problems and how the Newmont Gold Mine Engineering group dealt with these problems. Specially developed computer software and their applications will be explained. Improvements in the techniques used in converting geologic resources into reserves, and in scheduling the mining of multiple pits to feed multiple processing facilities, as well as ore control procedures are presented. Newmont Mining has a large, integrated gold-mining operation in northern Nevada with several mines, stockpiles and processing facilities. There are more than 90 defined metallurgical ore types and more than 60 defined gold-recovery process options. Newmont developed a mine plan and process model to take better advantage of the available synergies at its Nevada mines. This plan includes a mixed integer and linear programming optimization tool. This system is maintained and operated by a Nevada planning group. Standard in-house planning software tools and methods have been implemented at all mine sites. These changes have allowed a reduction in mine engineering staff and have increased the effectiveness of mine planning.

The Electricity Generating Authority of Thailand own and operate an opencut mine supplying coal to on-site power stations at Mae Moh, 600 km North of Bangkok. The mine is being expanded from an annual production of 1.5 million tonnes per year in 1982 to over 9.5 million tonnes per year by 1991. The mine will be amongst the largest open pit operations in the world. It is technically difficult to operate and plan due to complex geology, weak strata and surface constraints including reservoirs, forests and traditional villages. This paper presents a case study of mine planning for the above project including associated collection and processing of geological and geotechnical information. The existing operation is described, as well as the strategy adopted for the mine at expanded production. The planning covers various phases of mine planning including a Conceptual Study, a Definitive Study and detailed short term planning. Each stage incorporated new information and reflected a higher level of confidence in the data and resulting plan. Sophisticated computer techniques were required including geological modelling, calculation of volumes, geotechnical analysis, scheduling and costing. The planning was undertaken on site by a team of Australian and Thai Engineers as part of the Thailand-Australia Lignite Mines Development Project which is a four year programme of assistance funded by the Australian Government.

Planning a mining operation in Alaska will involve the investigation of many parameters common to mine planning anywhere. However, there are some unique circumstances that must be recognized when one considers development of mining operations in Alaska. This paper will not attempt to provide a blueprint for mine planning in Alaska, but hopefully will provide a better understanding of the truly unique nature of the northern latitudes. Given this understanding, the mine planner can better assess the potential hurdles along the road to a successful mining operation. The regulatory trend towards uniform standards for mining throughout the United States exemplifies the necessity for Alaska to prove its unique position in the natural resources picture. INTRODUCTION A mine's power system represents the driving force behind all of the extraction and auxiliary operations, because the production and transportation of mined material and the operation of equipment, such as fans and pumps, are all dependent upon a power source. Once, compressed air was the primary power source in mining; today, however, electrical power dominates. This chapter reviews the basic theories of com- pressed-air and electrical power and provides several examples of applications in mine power systems. COMPRESSED-AIR POWER General Compressed air has been, and should continue to be, an important source of power in mining operations. It has been used as a means of blasting coal in conventional mining and is widely used to operate stopers, mucking machines, and other air tools in both coal and hard-rock mines. Such applications demonstrate the suitability of compressed air for applications requiring linear motion, but it is also utilized for its reliability and safety. A compressed-air system is composed of a compressor, a receiver, a distribution network, and the air-operated machines. A compressor takes in air at normal atmospheric pressure (free air) and compresses it to a higher discharge pressure. The discharge pressure must be high enough to overcome the friction in the distribution system of pipes and hoses and deliver the compressed air to the machines at the pressure recommended by the manufacturer. The most common type of compressor used in mines is the reciprocating compressor in which the air is compressed by a piston in a cylinder. An air receiver is a container or storage tank that is located in the distribution system between the compressor and the machines. It stores compressed air, when the full capacity of the compressor is not being used, and gives a more steady flow of air to the machines. The distribution network consists of pipes, Oalves, elbows, tees, and hoses that transmit the compressed air from the receiver to the machines in the mine. It is essential that the distribution system be designed with the proper sizes and lengths of pipe, hose, and other components to keep pressure losses well within allowable limits. The air-operated machines consist primarily of drifters, stopers, pluggers (sinkers), slushers, and several other pieces of equipment. Compressor Operation Every compressor is made up of one or more basic elements; a single element, or a group of elements in parallel, comprises a single-stage compressor. Many compression problems involve conditions beyond the practical capability of a single compression stage. Too great a compression ratio (absolute discharge pressure divided by absolute intake pressure) may cause excessive discharge temperatures or other design problems. It, therefore, may become necessary to combine elements or groups of elements in series to form a multi- stage unit, in which there will be two or more steps of compression. The number of stages commonly used in reciprocating compressors is as follows: Pressure Number of stages 0- 150 pig 1 80- 500 psig 2 500-2500 psig 3 2500-5000 psig 4 When pressure is referred to as pounds per square inch gage (psig), it means the pressure (in pounds per square inch) above barometric pressure as measured by a gage. The sum of barometric pressure and gage pressure is the absolute pressure (in pounds per square inch). The gas is frequently cooled between stages to reduce the temperature and volume entering the subsequent stages, thereby reducing the work required for compression. The basic reciprocating compression element is a single cylinder compressing on only one side of the piston (single-acting). A unit compressing on both sides of the piston (double-acting) consists of two basic single-acting elements operating in parallel in one casing. The reciprocating compressor uses automatic spring-loaded valves that open only when the proper differential pressure exists across the valves. Intake valves open when the pressure in the cylinder is slightly below the intake pressure. Discharge valves open when the pressure in the cylinder is slightly above the discharge pressure. Operational Grade Engineering (GE) is the early (pre-processing) discard of low-grade mineralised and/or barren rock to improve the ore grade and/or reduce deleterious elements within the run of mine ore to be processed. GE activities generally have an impact on primary and ancillary mining activities, equipment utilization and overall equipment productivity. By discarding material which would have reported as ore (in a non-GE mine plan) means that GE must increases the total ore and total rock mining rate requirements to sustain mill feed targets. One challenge of GE and the planning of GE activities is that there are several indirect parameters which impact operational productivity. Modelling these potential impacts and determining if they can be overcome with alternate mine sequences, equipment application or possibly a different equipment fleet altogether is a key question requiring investigation. Overcoming these potential productivity obstacles associated with a more complex operation by introducing new operational parameters and destinations for ore and possibly sub-grade blocks, requires a GE mine plan that is coupled with detailed equipment productivity metrics and a sound operational plan incorporating all GE infrastructure requirements. Several GE mine plans and equipment productivity models indicate that mining rates generally need to increase by approximately 5% to 15% to sustain mill targets and often negatively impact equipment unit productivity metrices through increased cycle times, additional queuing and destination changes. These changes to productivity metrics are however offset by step change increases in asset value. This paper details a methodology to develop GE mine plans that incorporate equipment modelling, flexible mine sequencing and equipment-based production scheduling. In addition, the paper will outline impacts of GE planning on equipment unit productivities through worked examples and models.

An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.
