On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.

Originally developed as a step change in ultrafine grinding efficiency, the IsaMill? has made inroads into conventional ball mill and tower mill mainstream grinding duties during the last 5 years - beginning with the Anglo Platinum mainstream grinding projects in South Africa. At the 2006 SAG Conference, plant testwork on the incorporation of IsaMill? technology into the McArthur River (Northern Territory, Australia) Pb/Zn primary grinding circuit was reported. The IsaMill? has now become an integral component of that circuit, treating up to 1mm top size feed and directly producing P80 45 µm rougher flotation feed. Two 1.1 MW IsaMills? are now used in this duty contributing to a 27% increase in overall plant throughput and a reduction in rougher feed size distribution. In this paper, we report on the current state of development and performance of the IsaMill? in the primary grinding duty at McArthur River and also consider future directions.

"The IsaMill™ was originally developed to address liberation issues at Mount Isa Mines (now Glencore) operations, McArthur River and Mount Isa in the early 1990s. Following on from the industrial success at those operations, the IsaMill™ was commercialised. In the year 2000, Kalgoorlie Consolidated Gold Mines (KCGM) became the first external user of the technology with a 1.1 MW M3000 IsaMill™ installed to supplement the roaster capacity at its Gidji Processing Plant. The IsaMill™ was used to ultra-fine grind about 10 t/h of pyrite flotation concentrate to 10–12 µm prior to gold cyanide leaching. Based on the success of the Gidji installation, another was installed at the processing plant at KCGM’s Fimiston operation in 2002 in a similar duty.In 2014, a 3 MW M10 000 IsaMill™ was selected to replace the roasters at Gidji as part of the A$98 M emissions reduction project. The mill was commissioned in April 2015 at the design 30 t/h, allowing the immediate shutdown of the two roasters. Replacement of roasting with ultra-fine grinding completely eliminated air emissions at Gidji while maintaining overall plant production rates.This paper details the history of the IsaMill™ at KCGM from the original M3000 to the latest M10 000. In 2003, Anglo Platinum, in a joint development with Xstrata Technology, installed the world’s first 10 000 litre IsaMillTM in a concentrate regrind duty at the Western Limb Tailings Re-treatment Plant. The success of that installation was the enabling event for Anglo Platinum to proceed with a substantial investment in horizontal stirred milling technology. Since 2006 an additional three IsaMillsTM in concentrate regrind duties and a further 18 IsaMillsTM in the more technically challenging coarse grinding mainstream applications, have been commissioned in group Concentrator operations - bringing the total number of IsaMillsTM installed in Anglo Platinum plants to 22.A collaborative approach between Anglo Platinum and Xstrata Technology towards improving milling efficiency and reducing operating costs, through internal mill component wear optimization and operating recipe development, has resulted in further improvements in the overall success of IsaMillsTM in the flow sheets of many Anglo Platinum operations. The addition of IsaMillsTM in the Anglo Platinum flow sheets has improved plant PGM recoveries by as much as 5%.This paper explores the improvements made to the IsaMillsTM flow sheet and mill internal design and shares some of the operating experience with IsaMillsTM technology in Anglo Platinum

MIM Holdings Limited has acquired a reputation for the successful application of R&D to develop break-through technologies for the mining industry. The Isa Process tank-house technology has been licensed to copper refineries throughout the world, and almost 40 per cent of the worldÆs copper is refined using this technology. Isasmelt copper and lead smelting technology is either in use, or is currently being installed, by eight companies in eight countries around the world. Jameson Cell technology is widely used in the coal mining industry and increasingly in the base-metal industry. The IsaMills developed at Mount Isa and McArthur River made it possible to develop the McArthur River and George Fisher orebodies. This paper will address the need for innovation and then discuss the development of the IsaMill and Isasmelt technologies. It will conclude with some comments about why MIM has been so successful in developing such technologies.

The ISASMELT? process is a submerged lance smelting technology operating in smelters in Australia, the USA, Belgium, India, Germany, Malaysia and China. Further plants are under construction in Peru and Zambia. Following the invention of the Sirosmelt lance technology Mount Isa Mines recognised the commercial potential in the novel top blown bath smelting process and embarked on a development program that has lasted more than 25 years. After successful operation of pilot plants and demonstration plants producing copper and lead, Mount Isa Mines decided to license the technology to external companies. Since the purchase of Mount Isa Mines by Xstrata in 2003, Xstrata Technology has assumed responsibility for transferring the technology to ISASMELT? licensees. In the 15 years since the first commercial furnaces started operation plants have been constructed (or are under construction) with a combined annual smelting capacity of more than six million tonnes of concentrates or secondary raw materials. Process development continues on the commercial scale plants at Mount Isa and elsewhere. Many of the improvements implemented by plant operators have been passed on to, and adopted by, other licensees. Exchange of ideas and technical improvements occurs through ad hoc visits to fellow licensee sites and through regular licensee workshops arranged by Xstrata Technology. This paper updates the reader on the status of various ISASMELT? plants either operating or under construction. It highlights the important role that the technology provider?s operational experience plays in ensuring that new smelting plants ramp up quickly to nameplate capacity.

Since the first commercial plant was built at Mount Isa, another twenty ISASMELT™ furnaces have come into commercial operation, and construction of new plants continues. The primary copper ISASMELT™ top submerged lance (TSL) technology continues to attract interest from potential users who seek to smelt productively. In addition to the known benefits of productivity and flexibility, ISASMELT™ operators have also achieved improvements to energy efficiency when switching from their previous technologies. The recent production statistics for operation at Tuticorin, India show that ISASMELT™ has taken the first steps into territory beyond 400,000 t/y (copper cathode basis) and this will likely be the scale chosen by future new copper smelters operating purely on a toll smelting basis. Since the development of the top-submerged lance (TSL) technology for copper and lead smelting by the cooperation of Mount Isa Mines (MIM), now owned by Glencore, and the Commonwealth Scientific Industrial Research Organisation (CSIRO) the core of the ISASMELT™technology has always resided in the lance system. Through continuous innovation and operation of our own smelters, first at MIM, subsequently at Mopani, and also at both the Kazzinc Copper and Kazzinc Lead smelters, Glencore Technology have expanded the core equipment supply to enhance the plant operability. The success of Glencore Technology’s expertise can be directly measured by the success of the Kansanshi Copper Smelter plant, which achieved 100% nameplate capacity within three months of start-up. This paper describes the ISASMELT™ core equipment and how it is applied to smelt sulfide materials. It highlights the strength of the ISASMELT™: continuous innovation to facilitate the versatility and continued increased capacity with every plant implementation.

One of the keys to success in process development is incremental scale-up, allowing for potential problems to be identified and rectified. The ISASMELT™top submerged lance (TSL) process was developed to maturity using this method by Mount Isa Mines, now owned by Glencore. Commercialization only occurred once the process had been proven on each scale and as a result the ISASMELT™ technology now operates successfully around the world. An important parameter in the evolution of the technology has been the furnace campaign life. The initial commercial scale furnaces had minimal water-cooling. Although this led to shorter campaign lives, an extended development program resulted in the achievement of four-year campaign lives, without any water cooling. In tandem to the refractory designs Glencore Technology, supplier of the TSL technology, has progressed cooled copper lining designs for application to both the ISASMELT™ and ISACONVERT™ furnaces allowing for ultimate flexibility in the lining choice. This allows each ISASMELT™ operating site to minimize their overall life-cycle costs by balancing their campaign life with lining costs, energy inputs, and other shutdown requirements.

INTRODUCTION CHURCHILL river was named for John Churchill, first Duke of Marl-borough and third Governor of the Hudson's Bay Company, in the latter part of the 17th century, some fifty years after the ill-fated Danish expedition, led by Munck, had abandoned the site of the now famous seaport of Churchill, as a worthless, cold, disease-ridden country. No other attempts were made to explore the interior until the river basin became a part of the grant to the Hudson's Bay Company and began to play its part in furnishing the luxury of fine furs to civilized people as it had furnished the necessities of food and dress for untold centuries to uncivilized natives. This was the sole contribution of the region to the economic life of the country for some two hundred and fifty years, until 1926, when the power site at Island Falls was discovered by engineers seeking a cheap power source to make possible the development of the great ore-body at Flin Flon. DRAINAGE BASIN OF CHURCHILL RIVER The river is some 1,325 miles long. Rising in the headwaters of the Beaver river, in east-central Alberta, it flows in an easterly direction across Saskatchewan and northeasterly across Manitoba to Hudson bay, through a remarkable basin of some 115,500 square miles, only 6,000 square miles less than the area of the British Isles. A journey down this river leads one through three distinct belts of country, each vastly different from the others geologically and in surface characteristics. For the first five hundred miles the river flows through a basin of 36,000 square miles of the great central-plains country, which is covered with fertile soil and carpeted in its southern part with prairie grass, which gradually gives way to the mixed forests of poplar, spruce, birch, and jackpine in the northern and eastern sections: About midway across Saskatchewan, bald-headed knolls and ridges begin to make their appearance as the river meets the western margin of the Canadian Shield. Then, for some seven hundred miles, it passes through country underlain by the pre-Cambrian rocks of the Shield, which continue to within one hundred miles of Hudson bay. Here the character of the country again changes to a low, clay plain underlain by sandstone, and through this 'clay belt' the river flows between steep clay banks, to empty into Hudson bay.

In response to requests from its stakeholders, the International Standards Organisation is engaged in development of an international standard for Energy Management Systems (EnMS) which will become "ISO 50001". This new standard will build on the successes of both the EN16001 EnMS standard that has been used by dozens of European companies, as well as the ANSI/MSE 2000:2008 EnMS standard that is currently being used in several pilot projects in the USA and Ontario. This paper provides an overview of the key points of the EnMS standards, and describes how they can be used to drive sustainable energy reductions in the metallurgy industry.

"A biodegradable flocculant was produced during growth of Bacillus megaterium. The major component of the bioflocculant was found to be a polysaccharide composed of some proteins. Fourier transform infrared (FTIR) spectra analysis revealed the presence of carboxyl and hydroxyl groups in the bioflocculant, and thermal characterization by differential scanning calorimetry (DSC) showed the transition and crystalline melting point at 90-105°C. The effects of bioflocculant dosage and pH on the flocculation of mineral suspensions were evaluated. The bioflocculant exhibited good flocculating capability on mineral suspensions and achieved flocculating efficiencies of 90 percent for kaolinite and 85 percent for hematite suspensions at a dosage of only 5 mL/L. The maximum arsenite removal was found to be 90 percent at a bioflocculant dosage of 2 g/L, which is better than traditional chemical flocculants. This study demonstrates that microbial bioflocculants have potential for application in environmental cleanup, such as in the flocculation of mineral fines and in the remediation of solutions that contain toxic heavy metals.IntroductionBioflocculants are biopolymers produced by microorganisms during their growths. The predominant components of a bioflocculant are extracellular polymeric substances such as glycoprotein, protein, cellulose and nucleic acid (Salehizadeh and Shojaosadati, 2001). Bioflocculants have gained much wider attention due to their biodegradability and safety. In recent years, the study of bioflocculants has attracted wide attention. Bioflocculants can be nontoxic, harmless and eco-friendly. Normally, they exhibit different functional properties, serving as stabilizer, dispersant or thickener. Among these properties, flocculation is of major interest. For example, Phormidium sp. strain J-1, isolated from a drainage channel, exhibited excellent flocculation activity for bentonite particles in liquid suspension (Fattom and Shilo, 1984). A protein bioflocculant produced by Rhodococcus erythropolis could efficiently flocculate suspended solids while losing their flocculating activity by enzymatic digestion (Kurane et al., 1994, Takeda et al., 1991). Klebsiella sp. strain S11 screened from activated sludge was unable to flocculate without the addition of calcium chloride (Dermlim et al., 1999)."

"Pulsed current and pulsed magnetic field have been applied to the bainite transformation of Cr5 steel. Three groups of experiments were conducted. In the first group, ordinary resistance furnace was used for heat treatment. The Cr5 specimens were rapidly heated up to austenitization temperature 940 °C, held for 20 min, air cooled to bainite transformation temperature 350 °C, held for 10, 20, or 40 min and then air cooled to room temperature. The second and the third group shared the same temperature-time curve with that of the first group, but their heat resources came from the Joule heat produced by pulsed current. 1.5 T pulsed magnetic field was exerted on the third group specimens when they were held at 350 °C, but the second group specimens did not undergo the treatment of magnetic field. It was found that both pulsed current and pulsed magnetic field obviously retarded the bainite transformation. The phenomena were discussed in terms ofliterature results.IntroductionApplying pulsed current and pulsed magnetic field technology are very pronnsmg ways to change the microstructure of materials by affecting the phase transformation process. People had found that pulsed current dramatically influences the behaviors of materials, for example, electromigration effect [l], the solidification of metals and alloys [2, 3], electroplasticity [4, 5], crystallization of amorphous alloys [6], healing of metal materials [7] and so on. As to pulsed magnetic field technology, a lot of effort had been spent on grain refinement in solidification of metals [8, 9], recrystallization of cold-worked metals and alloys [10] and Fe-based alloys solid-state phase transformation [11, 12]. Though application of pulsed current and pulsed magnetic field technology have proliferated in recent years, investigation on their effects on solid/solid phase transformation, especially bainite transformation, is lacking. The aim of this paper is to show the effects of pulsed current treatment (C-T) and the combined treatment of pulsed current and pulsed magnetic field (CM-T) on bainite transformation of commercial Cr5 steel"

"Recent fluid inclusion and stable isotopic studies in the Bousquet mining district have identified spatial and temporal trends in mineralization temperatures and isotopic compositions of vein forming fluids. These studies indicate that mineralizing temperatures were lower during sterile vein formation (T=200-300°C) than during auriferous vein formation (T = 300-400°C), and that 8 80 values of minerals in sterile veins are lower by 1-3 %o than in associated auriferous veins. In addition to these small differences in 8 80 within individual mineralized zones, a trend of increasing 8 80 values of vein minerals is identified from west to east across the district, with 8 80 of vein minerals increasing by4-6%o. Quantitative evaluation of potential causes of the observed oxygen isotopic shifts suggests that the best explanation for these trends is the derivation of the mineralizing fluids from an isotopically inhomogeneous terrain in which the fluid isotopic compositions are controlled by the isotopic compositions of the host lithologies due to high rock/water ratios in these source terrains. This inhomogeneous source terrain is interpreted as consisting of the Blake River Group volcanics (low 8 80 component) and the adjoining Kewagama and Cadillac Group sediments (high 8 80 component).The genesis of the hydrothermal fluids is attributed to crustal heating during metamorphism, with the fluids representing metamorphic dewatering products and/or fluids incorporated during deposition and burial of the host lithologies. Ductile deformation of the fluid source regions impeded fluid migration during metamorphism; the ultimate release of the mineralizing fluids is attributed to the penetration to depth of vertical structures (fault and shear zones) during brittle deformation of the crust under waning metamorphic conditions. Release of fluids caused by this puncturing of the closed hydrologic source regime produced a localized zone of lowered pressure, drawing fluids from adjacent lithologies toward the fault zones, feeding further hydrothermal fluid upwelling. Au mineralization resulted from chemical processes related to cooling of the hydrothermal fluids and/or interaction with lithologies encountered during fluid migration; the level of crust at which Au deposition occurred likely migrated upward with the thermal anomaly caused by hydrothermal fluid upwelling, eventually reaching the level of current exploitation. Cessation of fluid flow along the vertical structures is attributed to inadequate recharge of the hydrothermal systems as fluid contents were depleted in the lithologies proximal to the vertical structures and/or sealing of the structures by mineral deposition."

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. Oxygen isotope analysis indicates that quartz, carbonates and muscovite could all have formed in near-isotopic equilibrium with the mildly saline H2O-CO2 ore fluid at 330 degrees C. Calculated values for O, C and S in the ore fluids imply derivation from a deep, homogeneous source region and are consistent with formation either as a direct or an indirect result of igneous processes. Values for delta-O18 plot a little outside the accepted magmatic range, but have almost certainly been modified by exchange reactions with wall rocks. These reactions were also the most likely cause of deposition of the ore constituents. The chemical and isotopic character of the fluid was similar to that in many Archaean and later mesothermal auriferous vein systems, especially the Mother Lode region of California. To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

The U.S. Geological Survey (USGS), in cooperation with the Bureau of Land Management (BLM), Geological Survey of Wyoming, and U.S. Bureau of Mines (USBM), will produce an estimate of the amount of available coal in an area about 55 Ian (35 miles) south of Gillette, Wyo., where the Wyodak coal bed is 8-27 m (25-90 ft) thick. Available coal is coal that actually is accessible for development under current regulatory, land-use, and technologic conditions. Local coal-development considerations include roads, ranches, railroads, pipelines, power lines, wildlife and archaeological sites, alluvial valley floors, cemeteries, and the Hilight oil and gas field and gas plant. Some of these considerations would be mitigated so that surface mining may proceed; others presently preclude mining in their vicinity.

The mining industry has expanded significantly in the Pacific Region over the past two decades through a mix of new developments and brownfields expansions of existing operations. Despite this overall success there are also a number of well publicised examples of less than successful minerals ventures. These problem developments highlight the fact that success cannot be taken for granted and that rigorous planning and attention to detail is essential. The dominant growth has come through expansion of existing businesses, notably alumina, iron ore and coal, achieved through both efficiency gains on existing plant and step change capacity additions such as new mines and/or expanded processing plant. This expansion has largely been linked to increased market opportunities. The major issues are the quality and extent of the host resource, achieving the market targets, and the efficiency of the expansion effort. There can be also a range of site specific issues which need to be addressed. The development of new greenfields operations is often more complex as it can bring a wide range of new issues. Depending on the nature of the development, and the companies involved, these can extend from initial financing through to obtaining a market position. Incorporating major new technology and/or establishing infrastructure and attracting staff to remote locations can also add significant challenges. This paper outlines many of the critical factors which need to be considered prior to proceeding with major expansions or greenfields developments. These will be linked to a number of developments in the region over the past decade.
