The 2006 Sago, Darby, and Aracoma mine disasters in the United States (US) forced the US government to implement the 2006 MINER Act and additional regulations that require all US underground coal mines to install and maintain refuge chambers to manage entrapment emergencies, in particular, fires and explosions. However, there is a debate on whether barricading in refuge chambers is a good strategy to survive such emergencies. Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes merits and problems of using refuge chambers and self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. The authors found that the use of refuge chambers may not be the best strategy during extensive fires or when multiple explosions happen. In these situations, mine rescuers are unlikely able to extract miners who are sheltered in chambers and conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as Level 1 Emergency Exercises required in the Australian State of Queensland. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

"Correlated spectroscopic and cytotoxicity measurements were made on newly crushed silica to find whether the fracture-induced, silicon related (Si-0· or Si· type) free radicals play a direct role in the mechanism of hemolysis by silica particles. The free radical content of the silica particles was controlled through the radical decay, thermal annealing, and boiling processes, and was followed with electron spin resonance spectroscopy. Portions of the same sample were evaluated for their hemolytic potential, employing sheep erthyrocyte and optical absorption techniques. Earlier Gabor and Anea (5) had reported that lipid peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radical studies on a given Quartz dust sample have been reported, except for some earlier work from our laboratory (1,6,7). We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radical measurements on a freshly made quartz dust. The dust’s free radical content was measured using ESR spectroscopy while its cytotoxicity poteni1al was estimated via hemolysis. Hemolysis was employed as the tox1c1ty test because it 1s a widely used method for estimating the potential of a dust for disrupting the cell membrane (8). MATERIALS AND METHODSReagentsCrystalline quartz particles with a size range of 0.2-2.5 mm were obtained from the Generic Respirable Dust Technology Center, Pennsylvania State University, University Park, Pennsylvania. These particles were crushed in air to obtain quartz dust samples with particle sizes smaller than 20 microns. We chose to work with a dust with mixed particle sizes, rather than a specific range, as an effort to simulate the mining atmosphere. An agate mortar-pestle arrangement was used for the crushing and grinding because of the close similarity of the structure of agate to that of quartz. Diethylenetriaminepentaacetic acid (DETAPAC) were purchased from Sigma. All other chemica1s were purchased from Fisher or Aldrich.Hemolysls ExperimentsHemolytic activity of silica was measured, following an established procedure,9 as the amount of hemoglobin released from a 2 % suspension of sheep erythrocytes after incubation with 10 mg of silica dust for one hour at 37 °C. The hemoglobin release was estimated via the absorbance at 540 nm using a Gioford spectrophotometer. The procedure was calibrated by substituting the silica dust by a phosphate buffer solution as a negative control (background) and O.S % Triton-X-100 as a positive control (100% hemolysis). The extractive phase of broad-scale mining can have major impacts on landscapes and associated ecosystems. Post-mining ecological rehabilitation typically starts with reconstructing topography. A fairly common industry practice has been to use landform elements such as plateaus, terraces, and gentle slopes for stabilisation purposes. However, this approach can lead to the generation of fairly uniform landforms that do not necessarily reflect natural ecosystems. Previous research in undisturbed and agricultural landscapes shows that ecological attributes and diversity in microclimates is positively correlated with landform heterogeneity. An objective of this study was to investigate if those findings are still valid in post-mining rehabilitating landscapes on North Stradbroke Island, Queensland, Australia. We investigated the relationship between landform heterogeneity and status of ecological recovery. The landform heterogeneity is measured through variance in three landform characteristics (relief, slope, aspect) using remote-sensing data and the status of ecological recovery is represented by ecological indicators measured through field surveys. The results indicate strong correlations between landform heterogeneity indices and native vegetation species richness with sensitivity to the spatial scale of investigation. It is recognised that climate, substrate and rehabilitation practices act as primary drivers of rehabilitation success. However, the results indicate that, in some examples, landform heterogeneity (heterogeneity in relief and slope angles) contributes up to 30 to 50?per?cent of the variance in native vegetation species richness. While the primary drivers of ecological recovery are difficult to control over extensive areas and extended time periods, landform heterogeneity provides a tool to indirectly control the micro-environmental parameters to improve ecological recovery. Reducing the uncertainties in the choice of ecological and landform indices and the degree of landform heterogeneity suitable for particular rehabilitating landscapes would be site specific. The introduction of desired landform heterogeneity may provide a very effective tool for significant improvement in ecological rehabilitation across broad-scale post-mine landscapes, an outcome of benefit to industry, government and local communities.CITATION:Datar, A and Mulligan,?D,?2014. Most new engineers in the mining industry do not realise the importance of legal obligations. During investigations the first question you are asked is: Do you have any proof or evidence? The smallest detail in an underground notebook or a diary entry is able to be used as your proof and/or evidence. The importance of a paper trail is often undervalued and overlooked when you first enter the industry. As a new engineer, all too often your legal obligations, including your duty of care are not given enough consideration. Whose job is it to inform you of what your legal obligations are and when do they end? Everyone has legal obligations at every level of the industry, from graduate to mine manager. The level of these responsibilities varies depending on the position that you hold. When you first start in the industry you need to understand what your responsibilities are and how you are expected to discharge them, whether they are memos, databases or senior sign-offs, etc. In order to fulfil your obligations you must first discharge your own obligation, which in turn discharges those of your department and ultimately those of the mine. As a graduate engineer in the mining industry what I have learnt about my own legal obligations has come directly from my own experience, which will form the basis of this paper.

Introduction In the mining industry, comminution typically begins in the mine with a blast of explosive to break rock so that it can be handled by the avail- able equipment. Though the breaking of the rock is essential for material handling in the mine and plant, this is not the only reason for ore reduction in the mineral industry. Comminution is primarily required to liberate minerals from ore so that they can be concentrated into valuable products or to prepare minerals, such as talc, for market as mined. The size of the equipment used for comminution ranges from small to massive. Regardless of equipment size, the power required to reduce the rock is a major expense. Years ago, mineral deposits could be mined more selectively and required less grinding to produce saleable products. However, as richer deposits were depleted, it has become necessary to mine low-grade deposits, with the valuables dispersed throughout the rock. Comminution equipment evolved in physical size and capacities to meet the new mine and process requirements. A modern, modestly sized mining operation, with a capacity of 25.000 TPD may use crushers two stories high weighing over a million pounds, SAG mills 36 feet in diameter driven by dual motors putting out 10.000 horse- power, and ball mills over 16 feet in diameter . Because of the increasing size and weight of modern equipment, the builder is faced with the problems of erecting massive foundations and field assembling equipment on these foundations. As equipment costs and plant construction costs increase, builders are finding that owners are asking for more detailed progress and cost data. Comminution construction projects are generally classified as grass roots plants or expansions or modifications to existing plants. It is estimated that 60-702 of the jobs involve existing plants. Today ' s costs for construction of small, new comminution plants can reach tens of millions of dollars; larger plants can cost hundreds of millions of dollars. Modifications, on the other hand, usually run from a few thousand to several million dollars. Though many problems are common to the construction of both new plants

INTRODUCTION This part contains field case studies of typical mishaps, accidents, equipment damage or post installation failures resulting from mistakes in design, manufacturing and construction, as well as improper storage, handling and installation procedures of the equipment covered in Part 1. GENERAL Certain mistakes are repeated and common rules violated on almost all industrial equipment installations, with the inevitable consequences of additional cost, construction delays and aggravation of all parties involved. The most common failures are in the following areas: Cleanliness of all components during installation and later in operation. Adherance to manufacturer' s recommendations and tolerances for equipment installation. Comprehensive, properly identified installation and maintenance records. Handling of the components. Adequate tooling and auxiliary equipment in working order. An inoperable hydraulic power unit for torque wrench or for jacking of the mill, or faulty crane can be a very costly proposition. A special area in comminution circuits are wear components. Apart from the mill liners, the wear components such as, feed chutes, rock boxes, mill trunnion liners, discharge sumps, etc. are designed to the best theoretical configuration, based on experiences in similar installations. However, each process is different to a various degree, mainly because of various types of ores and grinding requirements. Consequently the first generation of wear components is very seldom the ideal one. Based on operational experience, the shape and material of wear components should be modified, until the optimum, most economical design is achieved. SHIPPING AND STORAGE Considerable damage to the equipment can be done by careless packing, shipping or storage.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (< 200µm) than some of the traditional sedimentary phosphates (<400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically < 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. The viability of physico-chemical purification methods such as selective, flocculation for the separation of two components having similar chemical compositions and the same crystal structure but different surface properties is demonstrated. A loss of selectivity was observed in a dolomite-dolomite mixture when polyethylene oxide (PEO) (five million molecular weight) was used us the flocculant. Heteroflocculation was minimized using a low molecular weight PEO (MW =105) as a site blocking agent (SBA). Near complete separation was achieved at pH 10.5 at the 100% recovery level

The Dolph Mine fire site is located in Lackawanna County, PA, approximately three miles northeast of the city of Scranton. The fire was burning in both coal refuse (culm) and underground anthracite mine workings. It was reportedly begun by rubbish burning on top of a culm bank. A site investigation was completed in 2006 to define the extent of the fire and to recommend fire control measures. A cut off trench was selected as the principal control method. Plans and specifications were prepared in late 2006. The project was bid and a contractor selected in early 2007. The trench construction was completed in 2007. This paper describes the investigation and selection of the fire control method and discusses the trench construction.

Cosmo Howley is a gold deposit in the Northern Territory of Australia. The geology is complex and the input of geological data is an important part of the grade control process. As the geology of the deposit has become better understood, grade control and mining techniques have evolved to meet the changing circumstances. Present grade control depends on the use of angled blast holes, 21/2 benches and selective mining. Data is processed on site using 2 386 PC's running Surpac software. An environmental protection programme is employed, including soil stripping and stockpiling, sulphide waste containment and water quality monitoring.

Industrial mineral by-products occur as a result of mining and processing a primary mineral product. By-products result from concentration and separation of accessory minerals during processing or from the primary mineral during processing, for example dusts. Many companies have found it rewarding to evaluate mineral by-products from their operations and determine potential products and applications. By-products need to be evaluated for physical and chemical properties to determine possible applications and markets. Market studies are needed to determine application specifications, price structure of the market, competitive products, and to determine marketing regions. The by-products need to be evaluated for beneficiation and processing to meet these market requirements.

"CRACKS CONCERN CORPORATION" Was the headline on the front page of the Terre Haute Tribune Star, March 1994. Having spent several years following up on blast-induced damage allegations made this article especially interesting. Knowing that there were no operating mines within 30 miles of this newly built, yet to be occupied building, also made the reading more enjoyable. The article went on to read, "Vigo County school officials have asked architects to find out whether some cracks in walls at the new school are due to NORMAL settling or if they indicate serious structural problems." It is obvious that if there were a mine within "Feeling" distance, blasting and the operator would have immediately become suspect as at least one of the potential causes. More alarming is that the investigation may have stopped there.

"The coal deposits from Cape Perce on Cape Breton Island have been known to supply the coal requirements of the people living in or visiting the area for close to 300 years.A major block of coal has been identified off Cape Perce, which has several seams from which coal can be taken. The initial development by the Cape Breton Development Corporation will be in the Harbour Seam and constitutes the Donkin-Morien Development Project.The CBDC's confidence in this indicated resource is based on its knowledge of the Sydney Coal Field and from boreholes driven into the block during the summers of1977, 78 and 79. In 1980, further geological data were gathered from surface drilling and an intermediate-depth high-resolution seismic survey. The surface facilities for the Donkin-Morien Development Project will be located on the northern half of the cape, with access declines extending 3.9 km in a north-northeasterly direction to the Donkin block of coal reserves. The development has the potential of supplying all the coal needed f or the future electrical power generation requirements of Nova Scotia for many years to come.The planned mine, for which a project definition study has recently been completed, will have a production rate in excess of 3 million tonnes per year.IntroductionAt the Second CIM District 1 Meeting held in Halifax in October 1980, a background paper on Phase II of the Donkin-Morien Development Project was presented. The project involves a 3.2-million-tonne, saleable, underground coal mine. At that time, the chronological sequence of events had unfolded, starting with the initial boreholes through to the feasibility study, and on through site clearing and site preparation. This led to engineering design contracts for the portals and the two tunnels to be driven to intersect with the Harbour Seam close to 4 km from their entry point."

There have recently been executives at major metals companies who have recommended that Greenfield Projects not be pursued. Greenfield includes not only new geographical locations, but also new technologies and new types of feed materials. In the middle part of the 20th Century, two such projects were successfully commercialized to recover nickel from Cuban lateritic ores. One project (at Nicaro) used the Caron ammonia-ammonium carbonate leach and the other (at Moa Bay) a high pressure acid leach. How both of these projects dealt with these Greenfield issues will be reviewed, based on the original reports that described the research and development of the plants. This study will include a review of the critical ore characterization and sorting issues, as well as the extractive metallurgical, product recovery and equipment selection and sizing problems and how they were solved at each stage of project development, from laboratory through one or more pilot scale plants to start up and operation. In one case, a major revision of the plant was made after several years of operation to correct operating, equipment selection and materials of construction problems that hindered economical operation. These descriptions will provide a guide through the complicated and critical issues that in recent times have caused many companies to give up on similar development. Even with the more advanced analytical and computational tools available to today’s mineralogists, engineers and metallurgists, the basic concepts with which these projects successfully addressed their sets of problems are still required. In addition, upper management, now perhaps further removed from hands-on experience than was common then, will see how complicated problems require intense and detailed effort to avoid failure in the field and capital blowouts. Build it and we will make it run, kicking the can down the road and borrowing operating and design concepts incorrectly on technological issues, or nine year olds on a sugar high making financial decisions are not philosophies by which to succeed with Greenfield Projects.

"Advanced Flotation Technology is the application driven design of Don-Oliver flotation cells to achieve the optimum performance for each type and grind of flotation. Optimum performance is the combination of both recovery and selectivity.Optimized performance is the combined product of optimized mixing and effective froth removal. Optimized mixing is applied to roughers, scavengers, cleaners and specialty cells such as those to float hydrocyclone underflows in both primary and regrind circuits in order to reduce overgrinding. Effective mixing for fine material is easy, but overmixing reduces selectivity in frothbed.Selectivity in flotation is an important target, especially when treating complex ores, and parameters in frothbed have been examined to improve the separation of minerals and eliminate circumstances that reduce separation rate.Advances in process control have been achieved with expert controls and instructive operator information data. This has gained a higher degree of understanding of cell operation and ore type being processed to be used in future process development work. Excellent results of this Advanced Flotation Technology have been achieved and designs through 7000 cu ft (200 m3) are currently available for high capacity concentrators. This paper will detail how flotation cells are more responsive to the exact requirements of the duty specified."

The Determination of Sound Exposures (DOSES) software was developed by the National Institute for Occupational Safety and Health (NIOSH) specifically for use by mine management and safety personnel. DOSES simplifies the record-keeping and analysis associated with time-motion studies and worker noise exposures, making it easier to identify and solve noise problems. The software relies on a time-motion study that profiles the worker?s daily activities. At the same time, noise measurements are collected with a dosimeter or sound level meter (SLM). Observations about the worker?s location and tasks or other activities are recorded along with times and durations so they can later be matched up with the noise data. After the completion of a time-motion study of the worker?s daily tasks and locations (possible noise sources), which measures the worker?s noise exposures during the recorded events, the information is entered into DOSES. The program then displays information about the worker?s accumulated noise dose over time.

The Yayoi period, from about 300 B.C. to A.O. 300, represents a time of important changes in Japanese history. During this period the advanced rice culture of the Asian continent was introduced to Japan, along with the techniques of animal husbandry, spinning, bronze casting and metal working(1) . As was the case in the Jomon period (11000 B.C. to 300 B.C.), the Yayoi period is traditionally defined by a particular type of pottery, characterized by the use of the potter's wheel and an extreme simplicity of decoration and form(2) . Pieces of this pottery were found in 1884 in a district of Tokyo, known as Yayoi-Cho, not far from Tokyo University. Within a decade the name Yayoi had come to be used for the period which also saw the first casting of metals in Japan121. During the Yayoi period, the foundation of the ancient Japanese state was laid as the individual small communities were unified and as labour specialization and social levels developed. In fact, the Yayoi may be the true ancestral culture of Japan(3) . However, the origin of the Yayoi is not definitely known. One theory indicates that the Yayoi people may have been driven from the Asian mainland (via Korea) by the dynastic wars that accompanied the unification of China under the Ch'in and Han and that these settlers rapidly displaced the Jomon. Bronze objects and the cultivation of rice may have arrived about the same time - in the third century B.C. Iron was in Japan within another century, but since it rusts badly and disintegrates, only a few small pieces are known from such an early date(4) . After about 50 B.C., the Yayoi cultures of western Japan were in fairly close and regular contact with the continent via Korea(5)

"Field observations on replacements of 12-inch constant cross-section double disc cutters in Tuzla Wastewater Tunnel excavated by an EPB TBM with 3.151 mm excavation diameter excavating hard rock are summarized. Cutter life is correlated to rock’s uniaxial compressive strength and Cerchar abrasivity index, and TBM operational parameters. Number of cutter replacements, average cutter replacement rates and types of cutter damages are summarized. The relationships between cutter life and rock properties and TBM operational parameters are analyzed by single variable regression method. Detailed analysis between chainages 1+200 and 1+982 km indicates that average cutter consumption rate is 35.7 m3/replacement (4.6 m/replacement). Cerchar abrasivity index and uniaxial compressive strength does not indicate any meaningful relationship with cutter life. Penetration per revolution and field specific energy might be used for predicting lives of constant cross-section double disc cutters. However, additional data is required to generalize the findings of this study. INTRODUCTION Cutter life / replacement and/or consumption rates in terms of cutter cost and replacement time loses is one of the most important parameters affecting excavation performance of mechanical excavators, especially of TBMs used very widely and equipped with usually disc cutters. Predicting cutter cost is a very important task in especially feasibility stage of tunneling projects. Basic parameters affecting cutter life can be classified into 3 general groups as geological and geotechnical, excavation machine (TBM) related, and operational parameters (Bilgin et al., 2013). The geological and geotechnical parameters are the most dominant ones among them. The machine related parameters should be arranged in accordance with the expected geological and geotechnical conditions for the best TBM excavation performance and minimum cost."
