The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

The analysis of ground water inflow and discharge from underground mines has received increased attention in recent years due to environmental issues which must be addressed under current state regulations for coal mining and processing operations. In particular, coal operators must assess the probable hydrologic consequences associated with mining activities, and must plan for mine water handling during operation and following completion of mining. The prediction of ground water inflow rates with future mine development allows preparation for potential operational problem and identification of inflow reduction methods. Similarly, evaluation of mine discharge rates is necessary to address potential long-term acid mine drainage (AND) concerns. As part of mine discharge analyses, methods. to control seepage and AMD can be considered. The objective of this paper is to discuss the practical applications of mine inflow and discharge analysis, describe the typical flow components, outline the procedures necessary to perform the analysis, and illustrate the modeling procedures and potential results of mine inflow and discharge predictions.

Powered haulage continues to be a large safety concern for the mining industry, accounting for approximately 50%of the mining fatal accidents every year. Among these fatal accidents, haul-truck-related accidents are the most common, with 6 of 28 and 6 of 27 fatal accidents occurring in 2017 and 2018, respectively. To better understand why these accidents continue to occur and what can be done to prevent them, researchers reviewed the 91 haul-truck-related fatal accidents that occurred in the USA from 2005 to 2018 and performed bow-tie analyses using the final reports published by the Mine Safety and Health Administration. The analyses explore the context of the accidents with a focus on the initiating event, event outcome, hazards present, and possible preventative and mitigative controls. Overall, the vast majority of the accidents resulted in a haul truck colliding with the environment, and the majority of these events were initiated by loss of situational awareness or loss of control. The majority of the hazards were related to design and organizational controls. The results of this study suggest a need to investigate operator decision-making and organizational controls and to focus on improving design and operation controls such as mine design and operational procedures.

Acid mine drainage (AMD) is a common water pollution problem on active and abandoned coal mine sites in the eastern United States. AMD forms when surface mining brings unweathered pyrite-containing rocks to the surface or when deep mining allows oxygen to contact buried pyritic strata. In the absence of neutralizing compounds, the drainage that results can be extremely acidic and contaminated with dissolved iron, manganese, and sulfate. Drainages with pH < 3.0 and concentrations of sulfate greater than 1,000 mg/L, iron greater than 50 mg/L, and manganese greater than 10 mg/L are common. Where water flows through alkaline materials (such as limestone) before surfacing, the drainage is less acidic and occasionally circumneutral, but it can still contain high concentrations of sulfate and metals. Current water quality standards in the United States require that mine discharges have a pH between 6 and 9, total iron concentration less than 3.0 mg/L, and manganese less than 2.0 mg/L. At thousands of active and inactive mine sites, drainage does not meet these standards and is being treated before discharge by the mining company. At thousands of other sites, which were abandoned prior to the enactment of water pollution laws or were operated by companies that have gone bankrupt, untreated AMD is polluting receiving water systems. The standard mine drainage treatment system involves the addition of a1 kal ine chemicals to the water, which raises the pH and cause metals to precipitate in a settling pond. These systems are expensive, often costing tens or hundreds of thousands of dollars per year for chemicals, operation, maintenance, and disposal of the metal- laden sludge. Because the drainage on many sites will likely be contaminated for decades, there is financial incentive to find alternative water treatment systems. In the last five years, many mining companies and engineering firms have experimented with the construction of wetland treatment systems. Very few of the several hundred wetland systems that have been built are performing well enough to justify total abandonment of chemical treatment. Nonetheless, systems continue to be built because the mining companies have found that wetlands can reduce their AMD treatment costs. It is also their hope that further research and development will eventually result in systems that will completely rep1 ace chemical treatment and offer long term performance at minimal cost. The Bureau of Mines has been actively involved, from a research perspective, with this approach to AMD treatment since its inception. In this paper, the status of constructed wetland technology is discussed with respect to the construction and performance of systems, chemical and biological processes that affect AMD chemistry within constructed wetlands, and the future of this technology as perceived by the Bureau of Mines. ORIGINAL OBSERVATIONS The constructed wetland concept has its roots in observations of natural Sphaqnum peat wetlands that received acid mine drainage and, instead of being adversely affected, appeared to cause an amelioration of the polluted water (Huntsman et al. 1978; Wieder and Lang 1982). These observations instigated the idea that wet1 and systems might be used for the intentional treatment of mine drainage. Because the discharge of AMD into a natural wetland is prohibited in the U.S. by several laws, it has been necessary to construct wetlands which act solely as water treatment systems. Initially, most wetland research and construction efforts mimicked the original observations by utilizing Sphaqnum moss and peat. Despite promising laboratory results (Kleinmann et al. 1983; Tarleton et al. 1984; Burris et al. 1984; Gerber et al. 1985), virtually all field tests of Sphasnum-dominated constructed wetlands failed to provide sufficient water treatment for more than several months. INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

The complex processes involved in rockfall events necessitate a probabilistic modeling approach with well-calibrated material properties. The controls designed to mitigate rockfall hazards need to be reliable, efficient, and safe to deploy to meet the constraints present at an active mine. This paper presents an innovative solution to rockfall at Rio Tinto’s Bingham Canyon Mine. The solution incorporates the site-specific calibration and creation of a predictive rockfall model with the design, field testing, implementation, and monitoring of the rockfall controls.

The integrity of shale gas wells in longwall chain pillars under the influence of longwall mining is a safety concern for both coal and gas operators. Previous modeling studies of gas wells in longwall pillars have shown that a FLAC3D model can predict longwall-induced stresses and deformations in gas well casings with reasonable accuracy. The predicted casing deformations can be verified by multi-finger caliper survey. This study concerns the influence of longwall mining on eight shale gas wells in a shale gas well pad located in the chain pillars between two adjacent longwall panels under 1,030 feet of cover. FLAC3D modeling was performed to predict longwall-induced deformations in gas well casings based on site-specific mining and geological conditions. Small deformations less than 0.5 in were predicted in the intermediate casing above 600 ft depth, and very small casing deformations less than 0.15 in were predicted below 600 ft due to high abutment pressure and high frictional resistance along the weak bedding interfaces. After the first panel was mined, a 56-arm caliper survey was performed on one of the wells to measure the longwall-induced casing deformations in the intermediate casing. The predicted casing deformations were then compared with the measured deformations, which indicated that the prediction was generally in good agreement with the measurement in terms of deformation locations and magnitudes. Findings from this study provide valuable information not only for stability assessment of shale gas wells in longwall chain pillars but also for developing engineering guidelines to preserve casing integrity through adequate pillar and casing design.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

The Piney Branch CSO 049 Storage Tunnel (PBST) will be the last major project for the DC Clean Rivers Program. The project includes construction of a 2,200-foot-long, 18-foot-internal-diameter storage tunnel; two connections to combined sewer infrastructure; and two shafts. Major challenges include excavation underneath an existing live outfall that must remain in service; excavation of the tunnel through several areas of low rock cover and mixed-face conditions; and negotiations with a variety of federal, regional, and local stakeholders to address project impacts. This paper describes the overall project scope; geotechnical conditions along the alignment; design and construction challenges; and construction procurement.

Over the last 20 years, the manufacturing sector of our country has been called upon to comply with ever core stringent environmental standards. The primary metals sector was particularly hard hit early on, to develop the technology, acquire the equipment, and implement the programs to eliminate or reduce the by-products of metal making. To this end, through a combination of technological innovation and extensive capital expenditures, the metals industry has met, and in many cases, exceeded the minimum standards. It is to this escalating cost - liability exposure issue - that Dereco has addressed itself. As we move into the decade of the 90&apos;s, the challenge facing the metals industry concerning the environment will be even more difficult than the previous decade. To focus in on one major aspect of legislated environmental regulations, the issue we will address today is; now that the by-products of metal production have been identified, accounted for and collected, how are they to be disposed of? Mine exploitation is a broad subject whose focus is the technical skills or efforts needed for the extraction of mineral from a known ore body. Mine exploitation can be considered the very core of the mining engineering discipline. It begins at the conclusion of the exploration and development stages of mining and ends when the ore body is exhausted and the mine (or mines)closes and is reclaimed. Section 8 on mine exploitation is comprised of seven chapters: (1) classification of mining methods, (2) mine surveying and mapping, 3) systems engineering, (4) computer methods, (5) labor relations and training, (6) management and administration, and (7) mine closure, sealing, and abandonment. Each chapter focuses its efforts towards providing detailed and useful information for the engineer on basic mine exploitation principles. The information can be applied to a broad range of mining problems without regard to mineral type or mining method.

The DC Water and Sewer Authority's Long Term Control Plan includes tunnels, sewer separation, pumping station rehabilitation and green infrastructure to reduce combined sewer overflow (CSO) discharges to the District waterways. The Northeast Boundary Tunnel is a deep, large sewer tunnel that will reduce CSO discharges; signifi- cantly mitigate known chronic flooding in the Northeast Boundary drainage area and improve the water quality of the Anacostia River. This paper presents the unique combination of Owner and Contractor perspectives of the entire Project from conception through procurement, execution, and contract management, providing lesson learned, chal- lenges encountered, and solutions implemented to deliver the Project successfully.

A vital aspect of environmental impact assessment for surface mining operations is the determination of potential effects on water resources. This topic has been the subject of much recent concern, controversy and legislation. As increasing data become available regarding the types of hydrologic effects that may be anticipated, methods for safe guarding our water resources can be refined. In view of our current energy situation, the need to develop coal re- sources in a timely and economic manner is apparent. The challenge to the mining industry is to develop these resources in a manner that is also compatible with the beneficial use of water resources in mining regions. For this reason, thorough evaluation of the hydrology of potential mining areas in consideration of proposed mining processes and relevant legal criteria is essential. While pre-mining hydrologic investigations often suggest generalized potential effects, a more reliable method for evaluating specific potential effects is to establish and maintain a hydrologic monitoring program. Such a program must be carefully designed to suit the specific project and its location. This paper describes an approach for selection of criteria for designing a monitoring program for a proposed coal surface mining operation and gasification plant in southwest North Dakota. Woodward-Clyde Consultants (WCC), recently prepared an environ- mental impact report for the ANG Coal Gasification Company (ANG), a subsidiary of the American Natural Gas Company. The mining will be carried out by The North American Coal Corporation (NACCO). Preparation of the report provided the opportunity for the development of a sensitive and economical monitoring program which would function as a baseline hydrological data gathering network as well as act an an early detection system for hydrologic effects of the proposed mining.

Surface mining applies to extraction of mineral resources from water and sediments of rivers, lakes, seas, and oceans; from solutions circulating through broken rock and soil; and from rock and soil excavated from the earth. Surface mining is responsible for the majority of mineral production in the United States and a substantial portion of the world?s total production. This section deals specifically with extraction methods which employ mechanical processes in a relatively dry environment to free minerals from the earth. The following section, Section 15, deals exclusively with aqueous methods. With recognition of the importance of reclamation in all activities which temporarily disturb the earth?s ecosystems, it is appropriate to classify mechanical extraction methods as either deferred reclamation or concurrent reclamation. Deferred reclamation is necessary when the shape and logistics of the excavation require that it remain open throughout the productive life of he project. Upon exhaustion of economic reserves, the opening is then reclaimed in a manner consistent with public safety, environmental acceptability, and land use policy. Methods employing deferred reclamation are commonly referred to as open pit or quarry mining. Metallic ores, industrial minerals, and coal are all extracted using open pit methods. Typical examples are provided in Chapter 14.1.

The Mercer Clay bed in central Pennsylvania has produced feedstocks for the refractory industry in the USA and has also been investigated as a source of alumina and lithium. Developments in global markets for these commodities, as well as rare earth elements, have led to their classification as critical minerals in the USA, in turn renewing production opportunities for the Mercer Clay resource. The work reported here includes a review of the clay types and minerals involved, as well as past mineral processing and extractive metallurgy test work, and reports new research results from renewed investigation of the deposit as a polymetallic resource. This renewed work has found lithium contents that exceed 1,000 ppm, lying directly below the overlying Mercer coal, where the alumina content ranged from 32 to 34 wt%. Total rare earth concentrations were somewhat lower than have been found elsewhere in the region, and the highest contents were also found to be stratigraphically close to the coal. Further work is required to establish the mineral hosts for lithium and rare earths and to define the extent of enriched alumina, lithium, and rare earth concentrations.

NMBGMR has been collecting data on uranium mining districts, mines and mills since it was created in 1927 and has converted years of historical data into a relational database that can be imported in ArcMap. The database includes information on mining districts, mines, mills, geochemistry, photographs, and bibliography. The available data includes location, production, reserves, geologic, geochemical, resource potential, and other data. The NURE stream-sediment data provides geochemical analyses for >27,000 samples collected in New Mexico during 1970s. The NURE hydrogeochemical data provides analyses for water samples. ArcMap includes location of individual ore bodies as polygons and incorporates the mines and NURE data as individual site locations. The purposes of these databases are to provide computerized data that will aid in identifying and evaluating resource potential, resource development and management, production, and possible environmental concerns, such as physical hazards (i.e. hazardous mine openings), indoor radon, regional exposure to radiation from the mines, background geochemical data and point-sources of possible pollution in areas of known mineral deposits.

The existing Central City Tunnel was built primarily in the 1930s with a small portion as old as the 1880s. It conveys stormwater in downtown Minneapolis. It is a 4,400-ft long tunnel located 80 feet underground. The Central City Tunnel has experienced surcharging and surface overflows during heavy rainfall events. This paper presents the details of tunnel and shaft design for the new Central City Parallel Tunnel to mitigate the overflows. The design considered hydraulics and geotechnical engineering for the structural geologic conditions including the weak Saint Peter Sandstone and overlying strong Platteville Limestone. Ground conditions resulted in tunnel designs including large flat-back box tunnels and unique cathedral-shaped tunnel sections.

An analysis was conducted to determine the effects of blasting on slope stability and downstream comminution processes. To investigate these effects, the extent of blast-induced rock damage and the magnitude of induced stress were examined. This analysis showed that damage may extend up to 500 meters (1MPa, tensile strength) in the rock mass, a distance that is sufficient to impact the pit-scale slope over the long term. In addition, the damage zone was calculated using the reasonable assumption that compressive waves are the primary agent in microfracturing during blast fragmentation. The calculated damage zone ? up to 5.6 meters (30MPa, 30% of the compressive strength) ? indicates that microfracturing can occur throughout the entire rock mass in the blasting area. Finally, an economic analysis was conducted by comparing two reasonably assumed blasts in a copper mine. The change in energy required for crushing and grinding was demonstrated using Bond?s law after increasing the blast energy from 180kcal/t to 350kcal/t. A total cost saving of 13.3% ($9.4M) was achieved with the increase. An optimal blast design should consider both slope stability (safety) and downstream comminution energy (production).
