Since the term "abandoned hazardous sites" was first coined in the 1978 environmental report of the Council of Environmental Specialists, a number of different types of technology has been developed in the Federal Republic of Germany for the remediation of contaminated soils /l/. At former sites of the mining industry, such as metallurgical and coking plants whose soil has been contaminated by organic and inorganic pollutants over decades of industrial activity, there is an exceeding necessity for soil remediation. Also, many former locations of metal processing works, battery factories or scrap yards have been contaminated in particular by heavy metals. Wet mechanical soil decontamination has proven successful over the past 10-15 years in the purification of these soils The process goal is the enrichment of the pollutants in certain plant products and the separation of a pollutant concentrate from the decontaminated soil. Table 1 lists the steps of the highly advanced wet mechanical soil decontamination process to achieve this process goal. Table 1 lists both the name of each process step and its goal in terms of a direct separation of the pollutant or the preparation of the soil for subsequent separation steps. For the separation of heavy metals, density sorting and separation techniques utilising flotation were specifically used. The use of chemical auxiliaries such as acids and lye is limited to special cases because these in themselves produce additional environmental impact and the economical effficiency of these techniques compared to conventional methods is lowered by supplementary process steps for water purification. The subject of this presentation is to consider how soil decontamination processes can be effectively improved through a description of the material properties of soils contaminated by heavy metals, and through carrying out basic investigations about the adsorption of heavy metals. Soils of different origins, especially those from former mining and metallurgical sites, were used for the experiments.

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Items in the bibliography contain more detailed and comprehensive data on specific subjects. Most contain bibliographies of their own.

The threat of global warming and its prominent position in public discussion and political debate requires all industry to take stock of its contribution to rising atmospheric concentration of greenhouse gases. For the primary metals industry, the first step must be to identify the pattern and range of emissions at each step in the production chain. Only then can the industry assess the economic consequences of the penalties on emissions that will be imposed by governments and regulators and devise cost-effective plans to avoid or mitigate such penalties. While some work has been done to estimate carbon dioxide (CO2) emissions using Life Cycle Inventory analysis, this approach is less useful than site-by-site emissions estimates. It is the level of specific emissions at each site that will ultimately deter-mine carbon taxation liabilities and participation in emissions trading schemes. Most mining companies have moved with the times to issue sustainability reports for their operations. But in the absence of any standardized reporting format, it is difficult to make useful comparisons between even the best-reported producers on a like-with-like basis. For this reason, Minecost.com modeled the use of fuels and energy used in mining, milling, shipping and metallurgical treatment to cover ?cradle-to-gate? emissions of greenhouse gases resulting from the production of the major base metals copper, zinc, lead and nickel. Greenhouse gas emissions ? overwhelmingly carbon dioxide ? are associated with the consumption of energy at every step in the production chain, from exploration through mining to the production of refined metal. Producers of primary metal employ diverse technologies to mine, mill, smelt and refine several different types of ore. Every orebody has its own special characteristics. In addition, most base metals are produced in concentrate that must be transported to smelters, with con-sequent emissions consequences.

Groundwater monitoring conducted at an acidic uranium-tailings impoundment in Wyoming and at one in Ontario indicate that at these unlined impoundments situated on unconfined sand aquifers, there exist well-developed plumes of contaminated groundwater. In the literature similar results are reported for three other unconfined aquifers at mill sites in Wyoming. The plumes extend for distances of several hundred to a few thousand metres from the impoundments. They have a zone of low pH beneath and adjacent to the impoundments and a larger zone of near-neutral pH that extends to the outer limits of the plume. The low-pH zones are generally small compared to the neutral-pH zones because the advance rate of the fronts of acidic tailings-derived water is slower than the average velocity of groundwater which controls the advance of the high pH zone. The retardation of the acid fronts is a result of geochemical reactions that cause hydrogen-ion consumption in a slowly-advancing neutralization zone. Within each of the plumes, the low-pH zone has high concentrations of transition metals, heavy metals and radionuclides. In the neutral-pH zones all of the metals and radionuclides occur at significantly lower concentrations and are generally at levels much below those specified in national drinking water standards. An exception at two of the Wyoming sites is uranium, which exists at levels close to the drinking water limit. A second exception is ferrous iron at the Ontario site, which occurs at high concentrations throughout most of the plume. The carbonate alkalinity at this site is much lower than at the Wyoming sites. The field data indicate that even in very permeable aquifers with a low content of silt and clay, there is normally a considerable capacity for acid-front retardation. To take advantage of this capacity to control contaminant movement in the design, operation and decommissioning of tailings impoundments, it is necessary to be able to predict the rate of acid-front movement. This predictive task has two primary components. The first is to identify the important flow paths from the tailings through the groundwater system and the second is to determine the degree of acid-front retardation that will occur as the tailings-derived water moves along these flow paths. Relative to these two tasks determination of the effects of hydrodynamic dispersion is generally of lesser importance and simple approximations that do not involve field or laboratory tests are probably adequate. In order to effectively apply the acid neutralization concept to the prediction of subsurface contaminant migration at uranium-mill tailings, improved representations of hydrogeochemical behavior of iron and aluminum in the neutralization zone and of the consumption of hydrogen ions through reactions with carbonate and aluminum-silicate minerals are required. Along with the hydrogen ions contained in the tailings water the ferrous iron represents a large potential source of acid but the extent to which ferrous iron converts to ferric iron to produce acid is problematic. Detailed hydrogeochemical evaluation of existing contaminant plumes and the performance of laboratory experiments under appropriate redox conditions ore prerequisites for the improvement of predictive models. However, the existing field and laboratory data provide a basis for preliminary predictions of contaminant migration from acidic uranium tailings impoundments.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

Compagnie Minière Espérance mines a primary gold orebody in an openpit. The ore is processed through crushing, primary gravity concentration, grinding and secondary gravity separation, generating tailings with remaining fine gold. Analysis of the material in the pond has indicated a residual gold grade sufficient to justify a chemical treatment process to recover the gold. However, direct cyanidation would require a prohibitively large installation for the site, which is located in a remote rainforest environment. It was decided to test the feasibility of preconcentration using flotation. As lab tests proved up the technical feasibility of the flotation process, an on-site pilot operation was carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for industrial circuit sizing. Data collected during the pilot campaign was used for calibrating a process simulator built with the USIM? PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain an acceptable fine gold recovery from a small amount of concentrate.

American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

Blasting with the aim to reduce oversize boulders in underground has many hurdles due to limited accessibilities and poor site conditions. Optimized drilling and blasting parameters can help to achieve this objective. The major challenges of the blast designers lie within deciding blast geometry, namely drill hole diameter, burden, and spacing. The general approaches covered worldwide to determine burden-spacing are based on various rules of thumb, which are based on previous experiences of blasts and the associated outcomes. However, many parameters influencing optimum burden-spacing to achieve desired fragment size are site specific. Sometimes drill geometry is decided based on associated blasting hazards rather than rock fragmentation. The Kuz–Ram model is a worldwide accepted rock fragmentation predictor. The parameters associated with this predictor also include burden-spacing for a blast. Back calculation of burden-spacing from the Kuz–Ram model can be used to achieve desired fragment size. This paper deals with burden-spacing determination by using an empirical approach for the underground stope ring blasting.

In the Hydrogeochemical and Stream Sediment Reconnaissance (HSSR) phase of its National Uranium Resource Evaluation (NURE) pro¬gram, the U.S. Department of Energy (DOE) samples about 1400 sites for stream sediments in each two-degree quadrangle of the National Topographic Nap Series (NTMS) and about 1200 sites for ground or stream water. Through a geological/statistical analysis, we find that NURE data are useful for assessing the uranium resources of the NTMS quadrangles. Our computer-implemented System for Uranium Resource Evaluation (SURE) calculates a score for each NTMS quadrangle based on the HSSR, geologic, and radiometric data; we score the four Colorado quadrangles--Pueblo, Montrose, Durango, and Trinidad--that comprise the study area. We interpret the scores in terms of geology and the known occurrences, which include the Hanson ore deposit with reserves of 30,000,000 lbs. U308 and the Pitch mine with reserves of 1,740,000 lbs. SURE depends in part on distinguishing mineralized or metalliferous granitoids from barren ones through "geochemical signatures."

An initial point that I would like to make very emphatically?and as our title might erroneously suggest for those of you old enough to remember . . . Peter Harben and myself do not intend to shoot ourselves in the foot. We derive our livelihood from a number of aggregate, industrial and other minerals producers, both here in the United States and outside. This paper, therefore, is a fence-straddler or for information purposes (we hope) only, rather than any "fur or agin" stances. In essence, some of you may consider it a U.S.G.S. publication! In fact, we hope that it serves to inspire aggregates producers to do some radical thinking, to promote introspection, and to that end it would benefit both domestic and foreign producers. The title could be shortened into a brief question of "Aggregates Travel?" with an emphatic no for the answer. In the past, the success of a construction materials venture depended upon your ability, through siting, to provide the customer f.o.b. the job site, a product at the lowest possible cost.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

This paper addresses the question ?What constitutes the right level of investment in community goodwill?? Mining companies are still grappling with this subject even though the business case for community investment has been accepted at a general level, as a strategy for competitive differentiation, risk mitigation and a desire to deliver - and to be seen to deliver - a ?net benefit? to affected communities. Gaining senior management commitment to long term social projects, by definition characterized by uncertainty and complexity, is made easier if projects are shown to benefit the site?s strategic goals. Case study research amongst mining companies, including interviews with social investment decision-makers, has assisted in developing a SI-DAT (Social Investment Decision Analysis Tool), a decision model for evaluating social projects in order to create value for both the company and community. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking access to required lands and peaceful relations, to how they can meet their business goals and contribute to regional development.

To establish meaningful remediation goals and monitoring programs in areas disturbed by mining and associated industries, it is desirable to determine the natural concentrations of metals that existed in these areas prior to being disturbed. In mineralized areas, multiple natural populations of metals and associated components may be present. This paper describes a method for characterizing the natural background chemistry by means of probability distribution dia¬grams. The method can be applied to water, soil and other natural materials. In a study of a complicated hydrogeologic system at the Kennecott Utah Copper North and South Operational Areas near Salt Lake City, UT, probability distribution diagrams were used to differentiate between natural background waters and waters impacted by human activities. The probability distribution diagrams allowed a component-by-¬component interpretation of the chemistry of ground¬water and surface water over a large geographic area. Natural chemical background populations and anthro¬pogenic effects were identified Although the method is illustrated for mining-related sites, the same approach can also be used for other natural and anthropogeni¬cally impacted sites.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. The ability to make a good profit in the mining industry is becoming more and more difficult. Typically, grades are lower, sites are more remote, and environmental restrictions are getting tighter than ever before. While the price of the materials P.roduced, such as gold and silver, have stayed flat or declined, the external costs (goods and services) have increased. Increasingly difficult environmental restrictions have increased the lime and costs of develoJ?in9 new deposits, while often placing restrictions on a mme s production rate. Environmental costs for mine closure and site reclamation also make it very difficult to show a long-term profit while mining. Typically, the answer to this cost/price squeeze has been technological innovation. The whole concept of heap leaching low-grade gold ore is one innovation that provided some very goocf profits to the mining companies; but, today, those profits are being eroded by the continuing cost/ price squeeze. INTRODUCTION Geophysical applications to engineering projects are usually considered for reconnaissance exploration, and for some preliminary design phases. Recent experience indicates a growing need and a greater number of requests for measurements during construction. This is particularly true where seismic velocity values are related to strength properties of rock. Typical project objectives during construction are: dike and tunnel realignments required by surprise conditions encountered during foundation preparation; checks on grouting effectiveness which require velocity measurements before and after grouting; and dynamic moduli measurements along the walls of tunnels and deep excavations. This paper considers one of the on-site seismic applications that is rather simple and straightforward, and yet has few references in the literature. The specific objective is the measurement of seismic velocities (both "P" waves and "S" waves) for determining the thicknesses and dynamic moduli values of loosened zones of tunnel wall rock.
