Managing a mine or mineral processing operation in today's environment presents many unique challenges to mining companies. In recent years, headlines around the world have publicized major incidents such as those associated with the Marcopper Mine in the Philippines, the cyanide release in Guyana from the Omai gold mine and numerous other mishaps associated with mining. These notable upsets were due to engineered system failures, either during normal operations or as a result of uncontrollable events. There fore, many mining firms are attempting to assess their overall risks and establish some priority for expenditure of limited operational and environmental budgets. Failure of an engineered component can have dire operational consequences that affect profitability until repair or replacement can be completed. In addition, there may be significant environmental consequences associated with the engineered system failure. This, too, may affect profitability for an extended time or even the viability of an operation. An engineered risk assessment (ERA) can support a mining company's efforts to cost effectively manage environmental risks associated with the operation of its facilities. The ERA approach also provides information about the current condition of engineered systems. This ERA approach provides a systematic review of the risks of an engineered system failure and the possible associated environmental consequences at mining company facilities. This approach has been successfully applied to many industries and types of engineered systems (Barneich et al, 1996; Whitman, 1984; Power and Tomkins, 1974; Keeney, Nair, and Kulkarni, 1979). This approach evaluates all mining and mineral processing facilities located at a single site and compares them with similar facilities located at multiple mine sites. The ERA approach has been applied to a mining, milling, smelting, leaching and refining operations. These assessments can be part of a comprehensive environmental program to aid in the recognition and cost effective management of the potential environmental risks associated with the operation of facilities. In June 1992, the Mine Safety and Health Administration (MSHA) published the 'Report of the Coal Mine Respirable Dust Task Group; Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in- mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

INTRODUCTION The Bureau of Mines (The Bureau) remote sensing researchers at the Denver (CO) Research Center, have been investigating computerized methods to detect and map surface linear features called "lineaments" for ground hazard assessment in mines. Many of these lineaments at the test mine site were found to correlate to subsurface geologic discontinuities such as faults, fractures, and joints that intersect coal seams at depth. These features adverse1 y affect the roof and rib integrity in underground mines, thus contributing to rock failures that may result in injuries to mine workers and loss of production. Advance knowledge of the existence of such hazardous geologic features can aid in mine planning and development. Lineaments may be observed in a variety of images of the earth's surface. Linear features that can be observed using Landsat mu1ti spectral scanner data (MSS) images range from regional (greater than 3 miles in length) to an intermediate length of from 1 to 3 miles. These images are recorded in discrete radiation bands in the green, red, and near-infrared portions of the el ectromaynetic spectrum. These data are acquired from the EROS Data Center of the U.S Geological Survey, Sioux Falls, SD, in digital format on magnetic tapes that are suitable for processing on certain minicomputers. Shorter lineaments length (less than 1 mile) can be observed in high- to low-a1titude aerial photography, radar, and infrared images with image scale ratios of 1:1,000,000 or less. These linear features can correlate to smaller dimensioned faults, and to fracture and joint sets at the local geologic scale. Other informational sources can help substantiate 1ineament analyses, such as well logs, mine naps, topographic data, and geophysical data acquired over the study site. "The second survey of global copper leaching operations has been completed, the data published in 1998 has been updated. A survey questionnaire was sent to 40 identified copper leach operations around the world including those leach properties still in operation that responded to the 1998 survey. This paper lists the results of 26 operations that responded to the survey. Selected information from the survey is represented in graphical form. INTRODUCTION Copper leaching was first performed by truck dumping huge monolithic stockpiles of ore and flooding the surface with leach solution or lixiviant with little understanding to the parameters that support optimum recovery of the metal. Heap leaching has evolved into a controlled process whereby a complex low grade ore is stacked in shallow lifts (under 10 m in most cases). The ore is usually crushed and agglomerated, conveyor stacked on an engineered containment system (leach pad) and irrigated in a controlled manner. The lixiviant chemistry is designed to extract the optimum amount of metal from the ore. At first glance, heap leaching appears to be simple in nature. In fact, it is a very complex process. A plethora of technologies such as material handling, environmental control, analytical techniques, solution chemistry, hydrology and many others contribute to the design and operation of a heap leach. Heap leaching requires an inter-disciplinary approach between geologists, mining engineers and metallurgists. Many operational factors affect heap leaching. The process must address climatic factors, flexible operation, quality control before and after leaching, physical characteristics of the ore, geology, mineralogy, reagent consumption, solution application rate and methods (wobblers or emitters), particle size, and favorable conditions for bacterial growth and survival. Predicting, troubleshooting, and optimization of leach recovery is a significant challenge when considering the number of variables involved and their interactions The survey updates many of these key operating parameters to the current state of the art. It should provide the reader an excellent benchmarking summary of these factors on a site-by-site basis."

Park City Municipal Corporation (PCMC), long before being recognized as an Olympic venue was known as one of the great American silver mining towns. During a century of active mining, the Park City mining district produced millions of ounces of silver in addition to a substantial amount of mine tailing waste. Since 1985 the City has been remediating these impacts with state and federal oversight. One particular challenging CERCLIS site, that was previously a historic mine tailings pond is known as Prospector Square Development (CERCLIS Listing Silver Creek Tailings UTD98051404). This site has been very challenging due to the metals that impact the shallow ground water that eventually drain into the Silver Creek Watershed. To address the water quality impairment the City and Missouri University of Science and Technology teamed up to investigate the feasibility of constructing a horizontal-flow wetland to treat this pollutant source. This effort began with the building of a pilot cell in June of 2004 and lead to the construction of a full scale horizontal-flow wetland in the fall of 2008. The design of the pilot and full scale biocell was based upon lab-scale research conducted by the Missouri University of Science and Technology. In October of 2008, the Prospector Drain effluent was introduced to the system and to date analytical results reveal that the biocell is treating the Prospector Drain outfall below the Silver Creek Total Maximum Daily Load (TMDL) endpoint goals for zinc .39 mg/L and cadmium .00075 mg/L. The water chemistry of the influent, that originates from the historic silver mine tailings pond, is impaired with zinc and cadmium and has low iron with a pH of roughly 6.5. The construction of this unit encountered many challenges related to constituent relations, regulatory scrutiny, constructability and start-up. Nonetheless, since implementation this unit is considered a success for improving water quality within the Silver Creek Watershed.

"The term “aggregate” has a number of definitions depending primarily on the use of the material. Aggregate in some context is sand, gravel, crushed stone, slag or other material of mineral composition used in bituminous and portland cement concrete, mortar, plaster, railroad ballast, filter beds and a variety of other uses where aggregates can be utilized.Of the natural aggregates, crushed stone is widely used for most construction purposes. Crushed stone can be mined from a variety of rock types such as limestone, dolomite (dolostone), granites, and granitic type rocks, basalt, gabbro (trap rock), sandstones, schist, marble, gneiss, quartzite, rhyolite, as well as other rock types. The U.S. Geological Survey (USGS) breaks down the rocks by type sold as follows: limestone, dolomite, marble, calcareous marl, shell, granite, trap rock (basalt, diorite) sandstone/quartzite, slate, volcanic cinder and scoria and miscellaneous stone.In 2015, the USGS estimates that 1.32 Gt (1.45 billion st) of crushed stone were produced in the United States. The volume of crushed stone produced, and the numerous mines that produce it make the crushed stone industry the largest mining industry in the United States. The five leading states for production of crushed stone in 2015 were Texas, Pennsylvania, Missouri, Florida and Ohio. The size of the first two states certainly helps in output because of the large market area. The remaining states benefit from being able to barge along rivers to outside markets in adjoining states. Georgia producers rail large amounts of granitic aggregate to Florida and adjacent states devoid of crushed stone aggregate, especially skid resistant aggregate (aggregate used on the top course of asphalt roads)."

"In view of the decade long decline in worldwide mine equipment productivity and with heavy economic pressures and survival at risk, improvements for those remaining in the game are essential. The latest Multifactor Productivity data for the US mining industry indicates a continuing descent with Australia on a similar course. The world’s mining industry has a fleet of over 400 large draglines moving billions of tons of material annually. The most efficient use of this equipment resource will provide a competitive advantage to those companies who are committed to improving performance. A dragline monitoring system is a requirement for optimum operations. The monitor reports the facts. Focused actions can change the facts and create improved performance. Analyzing monitor data to build knowledge and create understanding is a beginning. Understanding the key productivity indicators for dragline operations and an effective benchmarking process are the basis for improvement. There is overwhelming evidence that adopting new technologies and concepts including AC drive technology can and will bring about a step change in dragline operating cost with improved production performance.STATE OF THE MINING INDUSTRY A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower and lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts the worlds mining equipment productivity has declined 20% over the past seven years. (Lumley, 2014) Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear. The world’s mining industry fleet of well over 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually.This discussion will review a few of the tools available for improved productivity in dragline operations."

"A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

In-situ soil washing using surfactants shows great potential to remove hydrophobic organics from subsurface environment. Lab scale soil washing experiment were performed using Sodium Dodecylsulfate (SDS), an anionic surfactant, and anthracene, a highly hydrophobic compound. The results of this research show that solubility of anthracene increases linearly with an increase in SDS concentration above the critical micelle concentration. Furthermore, SDS can be effective in removing anthracene from contaminated sand.

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

"The MINER Act requires the installation of post-accident, two-way communications and electronic tracking systems for all coal mines. One communication system which can satisfy this requirement is an electrode-based, through-the-earth (TTE) communication system, which sends signal directly through the overburden of a mine. The performance of these types of systems relies on several controlling factors such as earth conductivity, overburden depth, operating frequency, TX/RX antenna length, TX/RX offset, TX/RX orientation angle and TX current. In an effort to estimate attenuation through the earth, NIOSH researchers developed an analytic solution for the electrical field distribution of an electrode-based TTE communication system for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source. The analytic model was then validated using test data measured at an operating coal mine. The validated model can be used to optimize the operating frequency, estimate the required transmitting current, choose appropriate TX/RX orientation, and predict the performance of an electrode-based TTE system at a coal mine. INTRODUCTION One of the requirements of the Mine Improvement and New Emergency Response Act (MINER Act) of 2006 is the installation of post-accident, two-way communications and electronic tracking systems for all underground coal mines. As one of the through-the-earth (TTE) wireless communication methods available for the mining industry, the electrode-based, or linear, TTE systems establish communication by inducing a current within the earth medium by use of a pair of current probes. The resultant current is detected as a voltage by a similar set of distant probes. These probes could be an insulated piece of wire tied to two electrodes grounded at distant ends, or the grounded ends could be rails, roof bolts, or grounded electric rods. The analytical solution developed in a homogenous half-space, for this form for various transmitter/receiver (TX/RX) configurations, will be presented in this paper. The communication signals can be sent either from underground to surface (uplink) or from surface to underground (downlink). In order to achieve a successful communication link, it is necessary to understand the electric fields within the earth so that the appropriate size of transmitting antenna, TX/RX relative orientation, and operating frequency can be chosen. Hill and Wait gave the explicit forms of partial magnetic fields and partial electric fields of electrode-based TTE downlink communication with finite cable length [1]. In prior research, the E-fields of electric line transmitter were obtained for a static TX current [2] [3]. In this paper, the general and explicit forms for electrode-based TTE electric fields are developed and presented. The solutions for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source obtained from these forms are presented. Also, factors that affect the E-field strength at RX are discussed."

The USBH Mining Systems and Ground Control Generic Research Center funded a project leading to the improved planning of airflow and refrigeration in underground mines experiencing hot working conditions. The project was broken down into approximately five phases: 1. Visiting some of the known hot mines in the U.S. and sending out a questionnaire to determine other mines which might be experiencing hot working conditions in the future. 2. Choosing two mines in which to conduct measurements to determine the insitu rock thermal conductivity and diffusivity, and comparing these values with laboratory determined values. 3. Investigating computer programs available for mine climate simulation, and testing these programs with case study examples from the two mines where the rock thermal properties were measured. 4. Considering improved ways of estimating the wetness factor and experimenting with the use of heat flux meters to more directly measure the rock heat inflow into the airstream. 5. Applying the results of these investigations to simulating the climate for future mine development and production areas at the two- mines. The project is approximately two thirds completed. At the time of writing, the insitu measurements at one of the mines are still being recorded. This paper will be describing the procedures and results of the insitu rock thermal property measurements, and give a brief description of some of the simulated results obtained for a mechanised cut and fill stope case study from the Homestake Gold Hine in South Dakota.

The Bureau of Mines&apos; rapid method of dewatering fine-particulate slurries uses extremely high molecular weight polymers. These polymers form large, strong flocs which can be dewatered by sieving or sedimentation. However, sometimes these flocs deteriorate rapidly if water is not removed immediately. During field tests, clay slurries have been encountered that could have been dewatered economically if it were not for the rapid floc deterioration. A kinetics study was conducted to determine the rate of kaolin-PED floc degradation in which polymer addition, to bring the flocs back to their original condition, was used to determine the extent of floc decay. Results showed that the amount of polymer added, to replace polymer lost by spreading, was less for the lower PEO concentrations. For this clay-polymer system, floc breakage as judged by polymer additions followed first order kinetics. It was also found that the addition of fluoride ion stabilized the kaolin flocs.

Aggregate resources should be considered primary factors in urban development. Resource planning is essential because land values, previous construction, or zoning restrictions often preempt exploitation of aggregate deposits within an urban area. Sequential land use practices allow development of areas prior to urban development. Population and aggregate consumption trends in Austin, Texas, indicate that substantial quantities of reserves will be lost to future development. Aggregate materials are present in nearby seas. However, a comparison of transportation and reclamation costs indicates that reclaiming land after mineral extraction can be significantly cheaper than transporting materials longer distances.

It is no longer a question of "If" mining operations will meet standards and regulations set by various governing bodies and the demands of citizen groups. Legislation is fact. The needs of citizens are becoming more of a integral part of mining company planning. "Open Planning", regardless of some frustrations it provides, is working. Climax, AMAX Chemical and AMAX Exploration are successfully employing several citizen involvement techniques in exploration and feasibility study phases of planning for potential new mines.

Bacteria, algae and fungi react to heavy metals in their environment by immobilizing, mobilizing and/or transforming metals. Microorganisms carry out these changes by (1) precipitating metals outside of the microbial cell, (2) binding and complexing metals to the outside of the microbial cell&apos;s protective coating, (3) accumulating metals inside of the microbial cell, or (4) transforming metals by oxidation, reduction, methylation or demethylation. Most of these mechanisms are operative in constructed aerobic and anaerobic wetlands for metal&apos;s remediation. Several more advanced biotechnologies for metal&apos;s removal from aqueous streams have been introduced, but have not been widely accepted commercially.

The Bay Park Conveyance Project was one of the largest microtunneling and rehab projects in the United States at the time of completion. The completed project conveys treated water from the South Shore Water Reclamation Facility located in Nassau County, New York, which currently discharges an average of 50 million gallons per day (MGD) of treated water into Reynolds Channel, to the Cedar Creek Water Pollution Control Plant (WPCP) ocean outfall pipe. The pipe carrying treated wastewater was installed approximately 20–60 feet below the surface. The treated wastewater is conveyed via microtunnel construction of a 2-mile long force main from the South Shore Water Reclamation Facility to an existing aqueduct under the Sunrise Highway, the rehabilitation of an 7.3-mile stretch of the aqueduct via sliplining, and construction via microtunnel of a 1.6-mile-long force main to connect the rehabilitated aqueduct to the existing Cedar Creek Water Pollution Control Plant (WPCP) outfall, which discharges and diffuses treated water three miles offshore in the Atlantic Ocean. This paper will review the Design-Build requirements, the chosen innovative solutions during planning for the micro tunneling portion of the project and review the microtunnel construction on the project.

The Mine Safety and Health Administration (MSHA) has received several reports of filters igniting when high-temperature disposable filters were used on non-cooled diesel exhaust systems in underground coal mines. Based on laboratory testing (to determine the ignition temperature of these filters, which were loaded in the field with diesel particulate matter, or DPM), MSHA determined a maximum safe operating temperature for high-temperature disposable filters. When the results of the laboratory filter ignition testing were reported to the Coal Diesel Partnership (comprised of members of the Coal Industry, Labor, NIOSH and MSHA) the Partnership charged NIOSH with investigating the safe use of high-temperature disposable filters. This paper reports on the design, fabrication and testing of a unique exhaust gas cooling device and the ability of this device to successfully lower filter inlet temperatures and thus reduce the potential for fires.
