This paper addresses the actions of the Australian mining industry, its regulators and educational providers towards ensuring that a pool of competent mine managers is maintained in Australia and that mine management remains a desirable career path for future mining professionals. The Australian and global mining industries are experiencing an acute skills shortage. Mine managers, traditionally drawn from the ranks of mining engineers, are at the sharp end of this shortage. Exacerbating the shortage is a perception that a professional mine manager is not an attractive career option. This perception is influenced by the following forces which combine to make the role of a modern mine manager very demanding:legislative requirements for owners and managers to ensure (guarantee) the safety and health of employees; an increasing trend towards prosecution over exposure to risks to health and safety a need to be more aware and responsive to community and environment; financial, technical and æpeopleÆ pressures traditionally associated with the job of managing a mine; and mine management roles being filled by younger and less experienced professionals. Universities and other educational providers have the challenge of both ensuring that undergraduates are exposed to these issues during their study and continuing to promote mine management as a desirable career option. Anecdotal and statistical evidence indicates that young graduates are choosing and remaining in technical roles rather than taking on the challenge of mine management. Furthermore, it is suspected that the issues referred to above are contributing to the low retention rate of young professionals at mine sites. The challenges are not insurmountable, however. This paper reviews the initiatives of industry, the regulators and educational institutions in addressing these challenges. It includes a focus on:prosecution policies and their impacts, tertiary education program content and delivery modes, CPD initiatives of the Mine Managers Association of Australia, and alternative pathways for obtaining mine management qualifications.

The effect of blast vibration on highwall stability is a common concern for many open pit mines. Vibration in such a case is a typical near-field blast vibration situation. Vibration modelling in the near-field of a blast requires consideration of both the amplitude and frequency attenuation of waveforms with distance. Most existing blast vibration models are designed for far-field vibration and do not simulate the frequency attenuation and its effect on waveform shape. With the advent of electronic detonators it is desirable to quantify the effects of blast delay on the amplitude as well as the frequency of blast vibrations. A suitable modelling tool is proposed here. At present, a blast vibration model with double attenuations(amplitude and frequency) has been developed at Orica. The present model simulates the amplitude and frequency attenuations separately using different transfer functions. The amplitude attenuation is modelled according to the non-linear relation between the peak particle velocity (PPV) and the charge weight scaled distance established from the signature hole vibration. The frequency attenuation is modelled with the signal broadening based on KjartanssonÆs transfer function û a linear model for attenuation of waves. The model is capable of taking multiple sets of signature waveforms as input to improve the modelling accuracy of the wave propagation in the geology at a site. The screening effect of the earlier firing holes in the path of a later firing hole is taken into account on not only the amplitude, but also frequency attenuation. The present blast vibration model is suitable for modelling both near-field and far-field blast vibrations. It yields reasonable agreement with measured field data for the near-field vibration examples discussed.

Data Metallogenica (DM) is unique as a global mineral sample collection and deposit database with over 70 000 rock samples and a wide range of descriptive, photographic and measurement data. Subscribers have access to approximately four gigabytes of on-line data with many examples included on the public pages. DM commenced its life on the Pacific rim in 1971 and much recent growth has focused on countries of the Pacific margin, particularly Australia, Fiji, Chile, Indonesia and Peru. Approximately 600 separate deposits and mineral occurrences in this region are represented in DM. The sets of rock samples have been photographed at high resolution and included on the web site, together with unpublished descriptions, deposit cross-sections, bibliographies, field and mine photographs, petrology and reflectance mineralogy. Figures and abstracts from PhD theses are a new addition and the donation of proprietary databases by companies and individuals is an encouraging trend. DM increasingly is being viewed as an acceptable and important repository for æfragileÆ and irreplaceable personal and company data, it is also being recognised in its true light as a high level information system, not solely a collection of rock samples. Data Metallogenica is a not-for-profit venture of AMIRA International that requires self-funding from December 2004. Growth and development must be funded entirely out of subscription and sponsorship revenues because no government subsidy is provided. The Pacific rim is in the mainstream of mining and exploration activities worldwide and those involved have much to gain from a dynamically sustaining DM. The successful processing of arsenopyritic ores is difficult and will be facilitated by a better understanding of the mineralogy of gold within arsenopyrite and the type of arsenopyrite in which gold is taken up. Solid solution gold in arsenopyrite is now well documented, and is a significant cause of refractory behaviour in gold processing. Investigations of the crystal structure and stoichiometry of arsenopyrite by X-ray diffraction, electron microprobe analysis and convergent beam electron microscopy have been carried out in order to understand how the gold is incorporated into the structure. Variations in stoichiometry, particularly the As:S ratio, of arsenopyrite leads to variations in structural parameters. These variations result in slight changes in thermal behaviour. The distribution of invisible gold in an arsenopyrite grain is generally non-uniform and synthesised samples contain up to 2 wt per cent gold. A transmission electron microscopy (TEM) technique called ALCHEMI is being used to identify the substitution site. The process of gold agglomeration together with evidence of an ordered breakdown of arsenopyrite to pyrrhotite has been documented with the use of TEM. An arsenopyrite grain containing invisible gold was heated with an electron beam resulting in recrystallisation of arsenopyrite to pyrrhotite with arsenic being expelled. The gold is mostly insoluble in the pyrrhotite lattice and therefore exsolves out and combines with other gold atoms to form droplets at the boundary of the pyrrhotite.

The detonation pressure of an explosive is a function of its density and its velocity of detonation (VOD) and relates directly to the degree and manner in which the explosive loads the surrounding rock. The suitabil- ity of an explosive to any particular situation is determined not so much by the total energy released but more by the rate at which it is released. As the science of rock blasting advances it is becoming economically more important to quantify explosive performance, particularly with respect to quality control and fragmentation. As part of a major explosive user, BHP Central Research Laboratories have developed a number of tech- niques to determine the detonation characteristics of explosives. These include a method of continuous velocity of detonation measurement based on the SLIFER principle. This not only enables the VOD of the explo- sive to be determined, but also has the versatility to allow factors such as under priming, slow run up, the effect of water, variable energy load- ing and the velocity of the shock wave in the stemming to be assessed. Multi point VOD systems have also been developed for more routine appli- cations. With a minor modification they can be used to determine the absolute delay of detonators accurately and economically. Direct deto- nation pressure measurement methods have also been developed based on piezoresistive techniques. Future developments include the incorpo- ration of all the above techniques into a single, portable package, allow- ing easy use on the mine site.

The 5.6 km Canning Tunnel was constructed to improve water supply from Canning Dam to the Perth metropolitan area. The site area is in the Darling Range which is essentially a laterite-capped plateau-remnant underlain by Archaean granitic rocks, intruded by dolerite. Two arrangements were available. After geotechnical investigations which included geological mapping, seismic refraction geo- physics, diamond drilling and mechanical rock testing, a single tunnel was selected in pre- ference to two short tunnels and a connecting pipeline. The tunnel is hydraulically equivalent to a fully lined tunnel 1.83 m in diameter and 5 580 m long. The alignment diverged from a straight line so that the initial upstream section was almost normal to the contours which allowed for minimal support requirements in a weathered zone. Although steel and con- crete lining was needed at both ends, the main section of the tunnel was unlined except for a concrete floor. A sand and rock trap with a capacity of 46 m3 was constructed near the outlet portal to collect debris and sand down to a size of about 2 mm. Portal excavations were in highly to completely weathered rock which extended 56 m into the tunnel at the upstream end, and 18 m at the downstream end. Coal mining in the Pittsburgh coal seam, in the eastern United States, began in the late-1700s. Since that time numerous mining technologies have been used throughout the basin. Environmental concerns, particularly mine discharge quality, have only been considered since the early-1970s. During the last 20 years, many of the larger underground mines have closed and are now either flooding or already flooded. In order to understand the consequences and potential future effects of this flooding, mine mapping of the basin has been compiled utilising a geographic information system (GIS) with an emphasis on locating barrier pillars between mines. Mine flooding has been monitored at numerous sites utilising pressure transducers and data loggers. These data have been combined with historical data from mining companies and structure contour maps to yield chronological flooding maps of the basin from 1980 to present. Utilising these maps and the indicated flooding rates, future discharge locations have been identified along with estimates of when these discharges are likely to occur. Related work has identified barrier pillar hydraulic conductivities and vertical infiltration rates as a function of overburden thickness. All of this information has been integrated into a groundwater flow model that simulates mine flooding. This model is useful in defining mine to mine interactions as the various mines fill with water, and the testing of various flooding scenarios. The model will be used in evaluating mine discharge rates and evaluating the options for regional mine drainage treatment.

Distal air-fall ashes are widespread deposits that may record volcanism many hundreds of kilometres from their source. They are characteristically thin, fine-grained and have a low preservation potential usually being either eroded, or reworked and incorporated in overlying sediments following deposition. The most likely sites of accumulation are deep sea, lake and swamp environments where low energy conditions favour preservation. Post-depositional alteration of predominantly glassy volcanic ash is commonly extensive hampering identification of such layers in the geological record. As a result air-fall tuffs are poorly represented in the rock record and furthermore are commonly misinterpreted. Southeast Queensland during the late Triassic hosted active silicic volcanism and a number of fault-controlled basins in which coal-bearing sediments were accumulating. Silicic volcanics of late Triassic age are represented by the Brisbane Tuff in the Brisbane city area, the Chillingham Volcanics to the south of Brisbane and extending into New South Wales, the North Arm and Mount Byron Volcanics to the north of Brisbane, the Aranbanga Beds exposed around Gayndah and the Agnes Waters and Muncon Volcanics which occur northwest of Bundaberg. Stephens (1986) interprets these Volcanics as the remnants of a major silicic igneous 'province which he likens to modern continental orogenic margins. The Ipswich, Tarong and Callide Basins of southeast Queensland all contain coal measure sequences of late Triassic age that accumulated in alluvial plain environments. A Dicroidium flora is common to all and palynol.ogical evidence indicates a late Triassic (Carnian) age (de Jersey, 1975; Stevens, 1981). The coal seams of the three basins are characterised by their thickness (up to 25 m) and the presence of abundant thin, laterally persistent, kaolinite claystones (tonsteins) that show a marked similarity of morphology, texture and mineralogy. Detailed studies of the Ipswich Coal Measures (Falkner, 1986) suggest a volcanic air-fall origin for the tonsteins of the Ipswich Basin. Similar.tonsteins from the Tarong and Callide Basins provide evidence for widespread silicic volcanism during the late Triassic in southeast Queensland.

The Inglewood Gold Project consists of several titles in and around the Inglewood and Wedderburn Goldfields which were purchased from Strata Mining Corporation (now Excalibur Mining Corporation). The Inglewood goldfield has a historical production of approximately 160 000 tonnes at 23 grams per tonne. The company has reopened and developed the Maxwells reef, picking up a high-grade shoot (Max Shoot) identified and worked by Goldquest et al up until 1994. Production ceased on a low gold price, rapidly reducing vein size and a requirement for further development. Greater Bendigo Gold Mines Ltd (GBM) has undertaken the development and encountered the mineralised vein in an increasing size setting with high grades and the existing mine development has access to a further shoot to the north (Max North Shoot). The Maxwells reef also contains the Woolf shoot south of the Maxwells shaft and an inferred resource of ~20 000 ounces is contained from 60 m below surface. Best intersection 2.9 m at 50 g/t. The Maxwells reef area produced approximately 20 per cent of the Inglewood goldfields production and GBM is preparing to increase its exploration efforts across the rest of the field. A processing plant has been constructed at the Maxwells mine site, which is capable of treating tailings, hard rock and alluvial material utilising gravity recovery. The existing Maxwells tailings have been excavated and treatment commenced. It is intended to produce a sand product from the tailings for resale and to reduce the storage requirements per tonne. Several large water dams constructed by Goldquest in the 1990s are being re-engineered to enable storage of significant tonnages of tailings. A level of surface and underground production is planned for 2008 and this is to be expanded into 2009 and beyond. The long-term future at Inglewood is envisaged as structural repeats at depth below the current workings and a project plan to gain deep access will be prepared on successful drilling results.

Conventional blasthole sampling for grade control has acquired an extremely bad reputation for the last 50 years. The introduction of many sources of bias is a structural reality. Delimitation biases are devastating. Extraction biases are of great concern as well. Weighting biases aggravate an already bad situation. Furthermore, preparation biases are many. Some of these biases are due to the type of drilling machine that is used and are nearly unsolvable. Some of these biases are due to the sampling tools that are used and often unsatisfactory. Attempts to automate blasthole sampling at the drilling site have failed, not because it cannot be done, but mainly because it interferes with drilling productivity. As a result the miner most often rejects the idea after a few weeks of practice. Manual sampling of blasthole piles is a disaster for many reasons; some are related to the methodology, some to the selected sampling protocol, some to the training of operators, some to limited manpower available, and some to limited supervision. Furthermore, with blasthole sampling a time logistic problem is unsolvable as the miner wants the ore grade control geologist to make up his mind within two or three days at most; as a result not enough time is allowed for samplers, preparation facilities, laboratory, and resources department to perform a good job as everyone is working under unreasonable pressure. The economic impact of poor blasthole sampling for grade control has been vastly underestimated by mining companies. The resulting ore grade misclassification is responsible for severe reconciliation problems and massive financial losses every year. This paper suggests areas along this grim scenario where things can be greatly improved; however it is clear that too many problems are unsolvable. An alternative using reverse circulation drilling for grade control is suggested. A thorough analysis of the respective advantages and disadvantages for blasthole and reverse circulation drilling for grade control is presented in this paper.

Throughout its history the mining industry has focused on the highest-grade deposits sited in the most convenient locations. The burgeoning global population and higher standards of living not only increase the demand for mineral products but also make it harder to mine and process them. The future will include the development of lower-grade, more complex orebodies, and orebodies in difficult locations. The industry will be expected to provide for humanityÆs needs while reducing its environmental footprint and maintaining profitability. This paper reviews some of the likely adaptations in mineral processing that will occur over the next 20 years. The challenges inherent in adapting to lower grade and more complex materials might be exacerbated by such factors as the availability of water and low-cost energy. In underground mining, higher energy costs are likely to foster further developments in underground preconcentration, especially for ores that can be upgraded at relatively coarse sizes. The adoption of underground crushing could also render material amenable to semi-dry preconcentration options such as might be achieved by the rotary classifier developed by CSIRO and being commercialised by RCR Tomlinson, or more modern versions of the hand-sorting of ore that use sensors based on colour or other suitable rock properties. The cement industry and some gold roasters have used the alternative of dry grinding and classification, which might also have a part to play in dry processing. There is also likely to be increased interest in options such as in situ leaching that further minimise the surface disturbance. Underground operations will have to balance the energy savings from reducing the amount of material brought to the surface and reduced surface disturbance against the practical limitations of installing and maintaining processing equipment underground. On the other hand, surface disturbance and energy issues in open cut operations will be balanced by potentially lower mining costs and higher overall recovery from the deposit.

Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". Several methods exist for calculating mineral solubilities. The ion-association model, commonly used in programs such as WATEQ (Truesdell and Jones, 1974) and later deriv- atives such as MINTEQ, assume the formation of complex ions such as MgSO4(0), CaCl+, which are described by formation constants. The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of an ongoing three-year government- and industry-funded research program. In order to assess the feasibility of various bio-remediation strategies, field-scale manipulations were conducted using enclosed mesocosms (limnocorrals). Two manipulation strategies were tested: addition of algal nutrients (phosphate and nitrate) to Main Zone Pit surface waters; and addition of algal nutrients (surface waters) and dissolved organic carbon (deep waters) to the Waterline Pit. Nutrient addition was conducted in order to stimulate algal production and enhance metal scavenging by biogenic particles, while dissolved organic carbon (ethanol) was added to increase oxygen demand and foster the development of sulfate reduction in pit bottom waters. Fertilisation resulted in rapid growth of natural phytoplankton populations in the surface waters of both pits. In the Main Zone Pit, the stimulation of algal growth resulted in the pronounced removal of both dissolved and total metals (Zn and Cu) from surface waters, with higher rates of metal removal being observed at higher nutrient additions. Metal removal could be attributed to the scavenging of dissolved metals by biogenic particles and subsequent particle settling. A similar pattern of removal from surface waters was observed in Waterline Pit (Zn and Cd). The addition of ethanol to deep waters in Waterline Pit was effective in promoting sulfate reduction in the lower layer. The development of reducing conditions resulted in near-quantitative removal of dissolved Zn and Cd, presumably as secondary metal sulfides. Iron, As and Ni profiles in Waterline Pit exhibited no evidence of removal from either surface waters or bottom waters. Collectively, the results demonstrate that the passive forms of bioremediation tested in these pit lakes may be effective for whole pit-lake remediation.

Pajingo gold mine produces over 240 000 oz Au per year from underground mining using longitudinal bench stoping methods with a 15 m sublevel interval. Average mine head grade is around 12 g/t Au, contained within quartz veins between 0.5 to 16 m wide. The veins dip steeply (>60¦) and exhibit strike variations which lead to many curved and meandering drive/stope geometries. Unplanned dilution at Pajingo is predominantly controlled by fault planes that subparallel the vein and commonly lead to slabbing failure from the stope walls. Initial efforts at determining maximum spans were based on using the Stability Graph method of stope stability. However the method had a number of shortcomings that did not address mine site observations, including previous mining, interaction of different joint sets and the presence of discrete shears which resulted in poor prediction of stability. A method was developed to rate the risk of dilution for a stope based on observations made in the ore drives. The method utilises profile mapping of the ore drive, structural features observed and the orebody itself, on 10 m spaced sections along the ore drive. A matrix of factors determines the dilution risk for stoping at the time of mapping and the rating is transferred to longsection plots in the office. The dilution risk rating is used to determine the position and density of cable bolt support aimed at lessening the risk, and can be used to review blasthole designs prior to finalisation. The method has been used for more than two years and has proven to be a good indicator of potential unplanned dilution (ie waste outside of ring design). A recent review of the dilution risk mapping process has indicated it is assisting in reducing the impact of dilution at the operation and has the scope to be utilised further in the design process.

Kambalda Nickel Mines (KNM) currently have eight operating underground mines, three on care and maintenance and other orebodies at various stages of development. Each operation differs greatly in scale, ore grade, milling characteristics and cost structure. The optimum number of mines operating at any one time and their level of production, within the constraints of mill blending requirements and overall mill capacity, is the key to maximising profit in a climate of fluctuating nickel price. Cost models are developed for each mining operation which relate ore tonnes mined to total cost per pound of nickel produced from that mine. Aggregating the mine cost models provides a composite cost model for the entire operation. The cost models provide the operating levels necessary for each of the mines and hence Kambalda as a whole, to operate at the lowest cost per pound of nickel produced. However, lowest operating cost does not necessarily lead to maximum profit. The level of nickel price above operating cost can dictate maximum profit positions which are contrary to the lowest cost position. In addition, the decision to temporarily shutdown mines or reopen mines in response to nickel price movements comes at a cost. In considering the optimum operating position, the price of production capacity flexibility needs to be taken into account. This paper describes the process used to assess all these factors in arriving at the optimum operating position for Kambalda Nickel Mines for varying nickel prices. The same methodology can be used by corporate management in managing multiple mine sites as well as mine management managing multiple orebodies or stoping blocks for maximum profit.

A quarter of the North Island, New Zealand is covered by weathered volcanic tephras of mainly andesitic and rhyolitic compositions. Rapid weathering of basic volcanic glass and slower weathering of acidic glass have produced short-range order alumino-silicate clays such as allophane. Although amorphous to x-rays they have a high degree of local structure. Allophane comprises hollo spheres of approximately 40 diameter and 7 X wall thickness. This small particle size and morphology gives a very high surface area (up to 800 m2/g). Ferrihydrite is another short-range order clay of similar small size and high surface area; it has ò formed from the rapid oxidation of water containing ferrous iron derived from volcanic rocks. The quantity of allophane present in tephra depends upon the climate, the nature of the volcanic glass and the time it has weathered. In New Zealand highest amounts (-50%) occur in beds of andesitic ash deposited on old ignimbrite surfaces with mean annual rainfalls >1600 mm. Both allophane and ferrihydrite will react with oxyanions, such as phosphate, arsenate or borate, and remove them from solution. Other anions such as fluoride also react with aluminium sites on the mineral surface. At NZ Soil Bureau, Department of Scientific and Industrial Research (DSIR), New Zealand, techniques have been developed for granulating allophane to enable it to be used to remove pollutants from solution without dispersion into the liquid phase. This granulated allophane can be used to remove phosphate from sewage effluent or fluoride from tap water without having a sedimentation stage to remove the clay.

Benchmarks of mine equipment involved in the excavation process of coal mines would suggest that such equipment is not always operating at an optimum level. Dragline operations and truck/shovel operations rely on efficient use of their plant in order to maintain high mine throughput. The first process which affects the material to be excavated is the drilling and blasting process. Drilling and blasting delivers a fragmented material with a given disposition ready for excavation by mine equipment. As mine operators demand more productivity from their major excavating equipment, many sites are considering the use of productivity monitors to measure their outputs. Some of these productivity improvements will be directly related to the drilling and blasting process, so that as the monitoring systems improve, the opportunities to evaluate all drilling and blasting variables will also improve. This paper reviews current and newer methods for monitoring equipment productivity in mines. These include simple time and motion studies obtained by either manual timing of processes or by automated data collection equipment being adopted by the industry. Case studies for truck/shovel operations are discussed and the productivity improvements are compared with typical industry standards. These improvements relate specifically to parts of the load, haul and dump cycle and the potential for significant improvements are identified. Particular opportunities for drilling and blasting improvements are also presented.

AND INTRODUCTION The Lochiel coal deposit, a large Tertiary soft brown coal deposit in the mid north of South Australia, is currently being investigated by the Electricity Trust of South Australia (ETSA) as a potential source of fuel for a base load power station. Feasibility studies indicated that the proposed dragline method of overburden removal was viable but economically sensitive to both highwail and dump batter angles. The unusual properties of the unconsolidated overburden sediments and the groundwater regime posed a number of intimately related hydrogeological and geotechnical questions which were addressed before and during the excavation of a trial pit. All strata at Lochiel are of soil strength, and artesian aquifers occur above and below the coal. From the initial evaluation of the deposit a number of hydrogeological questions were defined. These related to the rate at which the pore pressure in the silts is reduced by dewatering, the extent of the reduction in pore pressure due to prestripping, and the feasibility of dewatering and depressurising carbonaceous silty sand sequences. The site of the trial pit was selected to answer these and other questions from the basis of a detailed geological, hydrogeological and geotechnical understanding. The trial pit dewatering system simulated a full scale mine dewatering system and included ten pumped wells, twenty drainage wells, and nearly 400 monitoring instruments. It operated from September 1986 to June 1987. The excavation was carried out between February and May 1987.

Many operating hard-rock sulfide mines are predicted to require perpetual post-closure management to prevent environmental degradation. Causes include evaporative concentration of metals and other solutes in pit lakes, and acid rock drainage from sulfide waste-rock, tailings, and pit benches. Dilemmas posed by the prospect of perpetual management include: uncertainty in predictive models typically prevents reliable bounding on forecasts for the timing or magnitude of environmental impacts; comprehensive closure designs that can meet environmental standards may not be economically possible, particularly when applied retroactively to mines permitted under less stringent closure requirements; the publication of site-specific environmental analyses in peer-reviewed journals are discouraged in the current regulatory environment, hindering scientific advancement; and the durability of financial and government institutions cannot be assured for the long-time horizons over which mine impacts are predicted to occur. Re-evaluating mine closure in a framework of sustainable development (as proposed by the Mining Mineral Sustainable Development forum), can resolve, in part, these dilemmas. Key sustainability goals include: assurance of the social and economic well-being of the local community; assurance of the long-term environmental integrity of the region; and establishment of institutions capable of addressing (and learning from) long-term environmental management. Under a sustainability framework, impractical plans for immediate attainment of perpetually-stable closure may be replaced with a fund for long-term management of environmental impacts (eg through contaminant migration controls and exposure barriers), and a set-aside long-term growth reserve intended to eventually fund more complete closure. Fund expenditures would follow Adaptive Managementùa template for environmental-management institutions in which knowledge accumulated and uncertainty acknowledged explicitly. Under adaptive management, trusts would be flexible entities, supporting an evolving program of monitoring, predictive model refinement, and treatment. Periodic value of information analyses would target data collection efforts, refining the balance between predictable cost and uncertainty. This framework could overcome present-day financial shortcomings, enhance the field of environmental science, and meet the needs of future generations through the propagation of capita.
