"Bi- and multilateral banks as well as export credit agencies in the OECD countries, but also numerous commercial banks, last year committed themselves to compliance with the World Bank’s standards. These environmental and social guidelines, also known as the Safeguard Policies, are the strictest international standards in the area of financing of major investment projects. The Safeguard Policies are procedural and quality guidelines by means of which socially and environmentally relevant impacts can be taken into account in the planning and implementation phase of a project. Objectives of the Bank Safeguard Policies are to ensure that environmental and social issues are evaluated in decision-making, to reduce and manage risk of projects and programs, and to provide a mechanism for consultation and disclosure of information. They are often referred to as the "10+1 Safeguard Policies," since ten of the guidelines address environmentally and socially relevant issues, while one guideline is exclusively concerned with public participation ("Public Disclosure"). In the presentation, the transparency of risk management measures and emergency response plans in pipeline projects will be discussed as an indicator of sustainability. The discussion is to be carried out on the basis of the results of an evaluation of several major pipeline projects, which have been financed at least in part by multilateral banks over the past few years. The controversies surrounding some of these projects due environmentally and socially relevant impairments connected with the investments have also been addressed by the Extractive Industry Report of the World Bank. Pipeline construction was the investment type chosen for the examination to be presented here, since pipelines frequently start in remote, unspoiled regions, and their routes often cross various natural zones and areas with various social structures. The question of safety during construction and operation of the line is always central to these projects; not only for the responsible authorities but also for other societal groups involved, such as environmental associations."

The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown that operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5 to 9 dB at the operator’s left ear and 2 to 5 dB at the operator’s right ear while hammer-drilling. This paper briefly discusses the preliminary design of a cab and the testing of materials for construction of the prototype. An explanation of the ideas behind the prototype design and fabrication are covered. Finally, the field test method and results are discussed in detail.1

This report describes an experimental program which we conducted on behalf of the U. S. Bureau of Mines, to select from currently available materials two novel systems of construction for air-restraining bulkheads to be used in control of radon-polluted air in underground uranium mines. The program included both laboratory and field tests, the latter conducted in a portion of an operating mine owned and operated by Union Carbide Corporation at LaSal, Utah. The test site was a worked-out, double entry stope having a Volume of about 2000 cubic meters, and was located immediately adjacent to an exhaust airway. The bulkheads were constructed of 15 cm x 1.5 cm timber uprights, 5 cm x 15 cm horizontal members supporting a close-fitted 13 mm plywood curtain-wall., which was covered with a low-permeability membrane to seal in the radon-polluted air. The two membrane materials selected for testing were chosen from a list of twenty-two potentially acceptable candidates using criteria such as strength, flammability, ease of application, adhesion, radon permeability, and elasticity. Thirteen of the candidates were tested in our laboratories for adhesion to plywood and to both wet and dry concrete (simulating wet and dry mine rock surfaces), and for their general physical properties, including radon permeability. The final selections made by the Technical Project Officer, and based on our recommendation, were a pre-formed ethylene propylene diene monomeric rubber (EPDM) membrane 1.12 mm thick, normally used as a roof sealant in industrial construction, and available from Carlisle Tire and Rubber Co., Division of Carlisle Corp., Carlisle, PA, and Aquafas 48-00, a water-based mastic used in a wide variety of commercial applications and available from H. B. Fuller Co., Foster Products Division, Spring House, PA. The EPDM membrane was applied as a single sheet, laminated (dry) between two layers of plywood, and the Aquafas was applied both by troweling and spraying onto a plywood surface. In the field test, radon concentrations were continuously measured before, after, and in the trapped air behind each bulkhead. Temperature, pressure, and velocity of the air in the adjacent airway were also measured and recorded continuously. Radon fluxes at the rock/air interface and through the bulkheads themselves were measured manually on a frequent basis. All continuously acquired raw data were recorded automatically on two USBM Data Aquisition Systems (DAS), and the raw data were converted into engineering units and recorded on magnetic disks by a specially programmed microcomputer that was interfaced with the DAS's. Relatively clean (i.e. low radon concentration) air was pumped into a point near the face of one test bulkhead from a location 170 meters away through vent bag. Several air curtains and two air-restraining bulkheads were erected in passageways adjacent to the test area in an effort to control both velocity and radon concentration of the air flowing past the bulkhead faces. An average concentration of approximately 500 pCi/liter at a flow of 550 m3/minute was attained as the background concentration against which leakage through the bulkheads was measured. The entire field test period extended from October, 1981 to March, 1982, a total of six months, and was subdivided into seven successive time periods: 1) site preparation 2) background measurements prior to bulkhead construction 3) passive restraint, with bulkheads in place and totally sealed 4) open bleeder period of natural convection ventilation in and out of the bulkheaded area through a 10 cm (diameter) opening, with connecting tubing; leading into an Exhaust airway 5) open bleeder period, having forced exhaust through a 1.0 cm opening using a servo-controlled fan 6) charcoal trapping period, using the servo-controlled fan to exhaust air through the charcoal traps, to test the effectiveness of such traps in removal of radon from the exhausted air 7) site decommissioning Each of the two systems tested, one incorporating the pro-formed EPDM-rubber membrane and the other utilizing Aquafas 48-00, was assessed for effectiveness in controlling radon-polluted air by observing the change in the radon concentration in the ventilation air flowing continuously over the surface of each bulkhead. The sensitivity of the observed measurements was limited by the volume flow-rate of the ventilation air and the radon concentration in that air. The data would indicate that the observed increments in radon concentration in the ventilation air moving across bulkheads B-l and B-2 were essentially zero within the limits of sensitivity of the measurements. Data from radon flux measurement taken both on the sealed ribs adjacent to the bulkheads and on the bulkheads themselves did not differ significantly from blank data.

"INTR0DUCTIONThis publication is a third of a series devoted to falls of roof and coal in coal mines of the Western States. When conducting gold leach tests on free milling gold ores which method is the best, bottle rolls or the stirred beaker test? Recently, a client requested that gold leach tests be conducted using the stirred beaker methodology. When asked why, because the laboratory was set up to conduct tests using the bottle rolls technique the reply was that the stirred beaker leach test would replicate the plant more closely. Not wishing to upset the client, the instructions were followed. However, the opportunity was taken to complete additional tests so that the two leach procedures could be compared. Further, this comparison was completed on two different gold ores as well as a number of different grinding media types.This paper provides a description of the two laboratory techniques employed, and presents the results of these parallel tests. Interestingly, the assertion that the stirred beaker methodology more closely replicated plant performance was not validated. In fact, the results obtained using this procedure were noticeably different from those observed in the plant, with lower recoveries and significantly higher cyanide consumptions. The bottle rolls test however more adequately replicated plant performance in terms of recovery and cyanide consumption. An incremental analysis based stope design optimization method was developed at Exodus, an underground project located 30 miles north of Carlin, Nevada. Traditional underground stope design methods, by manually drawing stope shapes, are typically very time-consuming and lacking of consistency and accuracy. For quick reserve calculation and economic analysis, a new method named '3D Incremental Analysis based Stope Optimization' was created for mine wide stope designs at Exodus. With this unique but practical method, multiple options of mine designs were completed within a short period time, which allowed us to select the optimal cutoff grade and best stope design option for the project.

A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines' Alaska Field Operations Center and the Bureau's research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

A Reconnaissance of the manganese- and chrome-ore deposits of Cuba was made by the writer, as a representative of the U. S. Geological Survey, in company with Mr. Albert Burch of the Bureau of Mines, under instructions of the Secretary of the Interior, in the spring of 1918. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the island. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, quantity, and availability of the manganese- and chrome-ore deposits in Cuba. Accordingly, the work comprised examination of such deposits as seemed to be of promise, without regard to stage of development, with a view to a determination of the quantity and quality of ore likely to become available for shipment during 1918 and 1919, and of the tonnage of ore in reserve. Wile it was possible to visit most of the deposits that seemed to be of promise, there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Moreover, the necessity for paying particular attention to the ore deposits and the mines precluded the possibility of making more general studies of the geology of the region, and of making satisfactory collections of country rock and of fossils, and so for other details as to the geography and geology of Cuba the reader is referred to the report by Hayes, Vaughan, and Spencer.l Mr. Burch returned to the United States about 10 days in advance of the writer, who continued, in company with Sr. Montoulieu, investigations of reported deposits in Pinar del Rio, Matanzas, and Santa Clara Provinces. On his arrival in Washington, Mr. Burch submitted to the Director of the Bureau of Mines a summary of the results of the work to date. Later the writer published, as Press Bulietin 190. 380 of the U. The extraction and processing of mineral resources may be accompanied by environmental impacts. In spite of technological advancements, the enormous increase in production volumes within the last decades has induced sizeable environmental impacts along the life-cycle of products. Beside environmental impacts, social issues associated with mining need to be considered to ensure the social acceptability of mining activities. The project EO-MINERS aims at deploying Earth Observation (EO) tools to inform best practices in mining and to thus assist the global mineral resources industries in their transition to sustainable development. In order to facilitate the handling of complex sets of information requirements from a wide variety of stakeholders, a set of indicators was developed that will inform the process of EO tool and services development. The project strives to enable stakeholders outside the industry to meaningfully participate in decision-finding processes on mining-related issues by developing and providing EO products and services that fit the information requirements. The project has identified a wide range of such information requirements by stakeholders that could be potentially provided by EO tools. The applicability of the EO tools on the local level is tested on three mining sites.

Improvements in production of high-purity chromium metal by magnesium reduction of anhydrous chlorides and by hydrogen treatment of electrolytic chromium are reported. Hydrogen-treated chromium has been arc-melted, and the arc-melted material has been successfully forged, rolled, and swaged. The material also has been forged at liquid-air temperatures. X-ray and metallographic studies indicate the recrystallization temperature of rolled chromium sheet to be about 750° C. Preliminary investigation of hot-bending characteristics of rolled chromium sheet shows the minimum bending temperature to be about 325° C. The heat resistance of chromium has been investigated.

Voice Frequency (VF) electromagnetic trapped miner location devices were tested for reliability and effectiveness in 93 coal mines. Tests included uplink pulsed CW, downlink pulsed OW and downlink voice evaluations. Frequencies were 630, 1050, 1950 and 3030 Hertz. Overburden depths varied from 70 feet to 1550 feet. Successful communications were established at 91 of the 93 mines. Data indicate the transmitters and receivers will operate in practically all coal mine environments. Reliability and accuracy as location devices appear to depend on noise, depth and presence of metallic objects which distort the magnetic field. In addition, theoretical models appear to define best case situations in terms of noise and conductivity. Minor hardware problems were encountered, mostly involving battery contacts, switches and antenna cables on the receivers. No hardware problems occurred with the transmitters.

Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.

Selection of the best possible truck type (model) is of crucial importance for the mine decision-makers. In this paper, authors contribute to the body of knowledge by developing a novel methodology for the selection of mining truck. Both the Coefficient of Technical Level (CTL) and Analytic Hierarchy Process (AHP) methods were used in this study. The CTL represents a mathematical function which takes into consideration the interrelations among the main technical parameters of mining trucks. The authors developed a hierarchical structure where both attribute categories and their importance, i.e. priority or weight in the selection process were determined. For each category, a number of sub-attributes and their priorities were assigned, and a pairwise comparison among them was performed using the AHP method. In the final part of the study, the CTL was integrated into the AHP and represents a holistic approach in the selection of mining trucks. A case study on 180 tonnes truck category offered by five manufacturers was carried out. A sensitivity study of obtained results was also performed indicating a very stable solution. The methodology presented in this paper may be used by mining operators to help in the selection of a specific type when acquiring a new truck. It may also be used by equipment manufacturers to help in analysis of potential benefits of envisaged modifications concerning an existing truck type and/or development of a new type.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

"Declining ore grade, leading to increased material transport and plant throughput requirements, is one of the major challenges in the current mining environment. This is accompanied by rising energy and labor costs, decreasing plant productivity and the requirement for highest plant availability. Siemens’ answer is the latest gearless drive technology for grinding and conveying. Gearless drive solutions are surpassing the mechanical limits of conventional drive systems serving to utilize the principle of economies of scale. By elimination of various components of the drive train, the maintenance activities and spare parts inventories are reduced. The advantages are culminating in the incomparable availability of the Siemens’ gearless drive technology of 99.46 to 99.71 percent — as confirmed by real operational data from the Antapaccay Mine in Peru. It was the first plant worldwide to use gearless drives for both applications.The gearless principleThe principal idea behind a gearless drive system is to reduce the number of components and diversity of parts, especially those components that are at the edge of current manufacturing or power limits are eliminated. The used equipment provides the possibility to scale up and increase the power transmitted to the driven machine. This finally results in a possible increase of throughput respectively transported or processed material.In order to apply this principle of simplification, the components of a conventional drive system are examined. They consist of:• Driven equipment (mill, conveyor, slurry pump).• Components altering the rated speed (gearboxes, girth gear/pinion).• The electric motor.• Starting devices for the motor (VSD, CCV, LRS, clutch), which are necessary because a direct across-the-line start of high power motors with load would result in a significant drop in the line supply voltage.• Alternatively a variable speed drive (VSD) or cycloconverter (CCV) to utilize the possibility of speed variation during operation.• The electrical supply system (cables, switchgear, transformers, protection equipment)."

The reduction process of pre-oxidized ilmenite concentrate powder in 30%CO–70%N2 atmosphere was characterized by thermogravimetric and differential thermogravimetric (TG-DTG) analysis system at the temperature from 1073 to1223 K. The isothermal reduction results show that the reduction process is divided into three stages and the corresponding apparent activation energies are obtained by iso-conversional method and model-fitting method, respectively. For the first stage, the conversion degree increases sharply with increasing time, and the reduction process is controlled by the random nucleation and subsequent growth model (A2 model). For the second stage, the conversion degree increases slowly with increasing time, and the reduction process is controlled by the diffusion of carbon monoxide in the reduced layer (D1 model). For the third stage, the reduction processes at different temperatures are controlled by the diffusion of carbon monoxide in the reduced layer (1073 K and D1 model), phase boundary chemical reaction (1123 K and R2 model), random nucleation and subsequent growth (1173 to 1223 K, A2, and A3 models), respectively. For the whole reduction process, the apparent activation energies obtained by iso-conversional method and model-fitting method are 71.72 and 31.92 kJ mol−1 , respectively
