Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.

A review of historic mining information and geological literature pertaining to the Alpine Mine, Lyell Goldfield has been completed. As a result of this work the Alpine reef is inferred to be associated with an upright anticline with a sub-horizontal axis. Structural profiles prepared from limited underground data indicate that the reef is subparallel to the eastern limb of the anticline and cuts across the western limb. Reassessment of structural mapping completed by the New Zealand Geological Survey indicates that Greenland Group metasediments within the Lyell Goldfield are folded into a series of opposed assymetic folds with sub-horizontal axes. It is suggested that the anticline which harbours the Alpine Reef is located on the axis of a synclinorium. Along the western limb of the synclinorium the subsidiary folds have steep west dipping limbs and shallow east dipping limbs (western sense of assymmetry) whereas shallow west dips and steep east dips are typical of the eastern limb. The notion of quartz mineralisation occupying the axis of a synclinorium is contrary to the situation in the Reefton Goldfield where quartz mineralisation is affiliated with folds associated with an anticlinorium. Historic mine data reveals that below No.4 Level the quartz-gold mineralisation, in the Alpine Mine, occupied a steeply dipping ore channel. The strike of the channel was to the northwest and within this structure the are shoots plunged to the north at approximately 40¦. Archival mine plans show that two quartz bodies, the North and South Blocks, were present at No. 4 Level. Although the North Block was followed down to No 14 Level (530 m vertically below the surface outcrop) the South Block was only mined as far as No 7 Level. Sampling on No 7 Level together with the results of trial mining suggest that the grade of quartz underfoot in South Block is low. Information from the Mines Statements and mapping undertaken by the Gold Prospecting Scheme reveals that faulting had a profound influence on the intregity and extent of the Alpine Reef. The reef occupies a Inajor shear zone but little is known about it. It is also apparent that below No 7 Level the reef was progressively shattered by faulting and this may be the chief reason for the decrease in grade in the lower levels of the mine. No substantive facts are available about wall rock alteration effects adjacent to the Alpine Reef Still this is not surprising considering that comments on the mineralised pug envelope and breccias adjacent to the mined quartz shoots at the Globe - Progress Prospect were omitted from contemporary publications. In spite of this the existance of sulphide bearing reef casing lithologies cannot be completely dismissed since 9.15 m of 'reef track' has been reported in Reids No 2 Level.

Real copper prices during the past several decades display two striking characteristics. First, they are highly volatile. Within a year or two, copper prices can rise or fall by 30% or more. Second, over the longer term, they are falling. Indeed, since 1970, the secular trend price for copper is down by more than 50%. Figure 1 highlights both of these characteristics. It shows the average annual US producer price for copper since 1970 measured in constant 2001 US dollars. While the London Metal Exchange (LME) copper price is not shown, it and the US producer price have for some time moved more or less together. So pronounced short-run fluctuations around a significant long-run decline describe copper prices, not only in the United States, but around the world.

A collaborative research project is undertaken by Anglo American Coal and CSIRO to develop appropriate strategies for gas and spontaneous combustion management of longer panels. Extensive computational fluid dynamics (CFD) modelling studies have been conducted and calibrated using operational longwall goaf gas data to obtain a fundamental understanding of goaf gas flow patterns in longwall panels of 1.0-km and 3.0-km lengths and a detailed investigation of the effect of various mining and operational parameters on goaf gas flow patterns. The modelling studies have also been used to investigate the performance of various gas drainage and proactive inertisation strategies during various stages of longwall panel extraction. Simulation results indicated that apart from tailgate (TG) side goaf holes, gas drainage from maingate (MG) goaf holes and the mid panel start-up goaf holes would be useful for flat seam field conditions. Operation of 8–10 goaf holes is recommended for field site conditions with high goaf gas emissions of 6000 L/s. The modelling results indicated that the traditional inert gas flow rate of 500 L/s currently used in some mines would be insufficient to achieve effective goaf inertisation in long panels. Results indicate that 3.0- km-long panels would require 1500 L/s of inert gas and there is a need for multi-point inert gas injection strategy for effective goaf inertisation. In this paper, details and results of modelling investigations and recommended strategies for gas and spontaneous combustion management in 1.0-km- and 3.0-km-long panels are presented.

This paper reviews progress in equipment design and in the techniques applied to mine lighting in Great Britain. The incidence of the disease miner's nystagmus, which was a major source of concern only a few years ago, has now diminished, largely owing to improvements in standards of lighting in mines. The reorganisation of the coal mining industry, involving increasing mech-anisation, together with new safety legislation, has brought about the widespread use of mains electric lighting underground. An account is given of some of the results of research to determine the lighting conditions needed for compliance with the compulsory legal requirement of "sufficient and suitable" general lighting at specific localities in British mines. Some details are given of the techniques applied and the results of recent research in the problem of glare from miners' cap lamps. Of the various factors in the working environment of the miner, it is true to say that lighting is seldom given attention comparable with that devoted to other factors, such as dust, heat and humidity, or atmospheric gas content. No doubt one reason for this lies in the ability of the human eye to adapt itself to low brightness levels. Be that as it may, the fact is that at the turn of the 20th century the miner's working light improved little throughout the centuries during which mining technology has developed. Indeed, in coal mines which encounter a methane explosion hazard, flame safety lamps, with a luminous intensity less than one candle power, were virtually the sole means of lighting during almost the whole of the 19th century. The 20th century has witnessed a substantial improvement in lighting techniques underground in coal and metalliferous mining. In Great Britain the general pattern has been one of standards periodically raised by the implementation of Statutory Regulations imposed under successive hlines Acts, but it is fair to add that the more progressive mining companies usually anticipated the Statutory Regulations, which when they have been put into effect have served to turn into general practice what was already being done at the better mines. In earlier years, official requirements were limited to the specification of approved lamp designs, with stipulated minimum values of luminous intensity and light output, but more recently the necessity of satisfactory maintenance of standards during service has been recognized, and the current regulations not only require that a maintenance organisation should exist, but also specify a maximum permissible depreciation below initial approval standards.'

The Fifth International Heavy Minerals Conference (HMC) was held Oct. 16-19, 2005, at the Marriott Sawgrass Resort in Ponte Vedra, FL. With SME as sponsor, the 2005 conference marked the first time that the HMC was held in North America. The conference is held every two years and provides an important forum for professionals in the heavy minerals and related industries to meet and discuss issues related to heavy mineral exploration, mining, processing and marketing. Previous locations included Australia and South Africa. The conference consisted of technical presentations, field trips to heavy mineral operations, a trade show and social activities. It was appropriate that Ponte Vedra was selected as the location for the conference. Ponte Vedra, located on the Atlantic Coast 17 km (10 miles) southeast of Jacksonville, FL, is the birthplace of heavy minerals mining in North America. Ponte Vedra beaches were mined from 1916 to 1929 in what was then called Mineral City. Though Ponte Vedra is now a golf and beach resort, there are still four heavy mineral mines operating within an hour’s drive. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site.

"Auriferous quartz veins occupy zones of dilation. Foldgenerated dilation zones are systematically distributed and are dependent upon the folding mechanism. Comparison of natural and theoretical folds indicates that different mechanisms operated in the Halifax and Goldenville formations.In the slates of the Halifax Formation, the folds are of similar type and internal strain is most intense in the limbs. This internal strain is probably accommodated with little or no dilation.In the meta-sandstone and slates of the Goldenville Formation, a combined flexural and tangential longitudinal strain mechanism, modified by pure strain, produced the folds. Tension fissures produced by this mechanism are: (a) saddle 1'eef veins in slate horizons, (b) veins normal to bedding in meta-sandstone layers in the fold hinges,(c) veins along faults in the cores of tight fold hinges and (d) zones of en- échelon veins in slate honzons in the limbs of folds. Because veins in fold hinges (a, b and c above) account for most of the gold production in the Meguma Group, other factors controlling the distribution and size of these veins are summarized below.1. For practical purposes of the use of information resources in the field of geomechanics and mine surveying with accepted mining technology in mines, the authors have developed the packaged software programs of the survey-geomechanical information system with database objects of mine field. This system enables to execute the graphical representation of workings layout in preset scale, axonometric projection, the zones of higher ground pressure: program packages for calculations of rock pressure manifestations and for selection of suitable support facilities for the permanent, development and active workings and vertical shafts based on the information resources of the State Research Institute of Mining Geomechanics & Mine Surveying (VNIMI). The program packages are applied at coal mines in Russia and in Kazakhstan. The profitable operation of coal mines can be reached only by the combined optimal engineering decisions in mine working's laying-out and their reliability and safety at the stages of their designing and exploitation, and with minimal harm of the environment as well. This problem is being complicated by the fact that today the mining-practicing engineers and designers are ordinarily facing the problem " of an information barrier", when the complexity of controlling systems exceeds the potentialities of traditional management of production practice. Coal mine is a typical representative of complicated systems, because the information about geological structure, physicomechanical properties and stress-strain state of rock mass are of fragmentary character and insufficiently reliable. A mine has a developed network of interrelated workings, by the way, some of them are productive ones being subjected to control to a certain extent, and some of them are abandoned ones being noncontrollable and hazardous in rushes of water, gas, pulp and fire. The ground pressure forces cause the disintegration of rock mass growing with depth. The progress of mining operations constantly changes the geomechanical situation forming the zones of bearing pressure, stress relieving, coal falling, as well as it leads to the pulp movement on the earth surface, breaks the ground water flow, causes deformations and changes in stability of buildings, constructions and natural objects on the earth surface. One should take into account the existence of hazardous zones within the mine field, i.e. the zones of elevated ground pressure, geological dislocations and those ones under natural water reservoirs, ponds, etc. Major coal seams are prone to rock bursts, sudden outbursts, bleeding, endogenic fire. It is obvious, that in practice it is extremely difficult to account for the mentioned above factors in their interrelation.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

Mathematical simulation of reservoir behavior may be used to help understand reservoir processes and to predict reservoir behavior, thereby leading to the most economically desirable form of exploitation. In addition, simulation can be used as a tool for reservoir description to learn more about the physical nature of the reservoir and the mode of primary recovery. This use is essential in most reservoir studies and represents one of the more significant applications of simulation. Prediction of reservoir behavior provides information concerning displacement efficiency, optimum well locations, and the comparison of alternative producing processes. Since oil, water and gas all commonly occur in many reservoirs, a simulation that takes into account the simultaneous flow of three immiscible phases is a prerequisite for obtaining such information. Furthermore, a simulation that describes this flow in two dimensions provides the capability of evaluating combination gas- and water-drive reservoirs with either an areal or a cross-sectional description. Many reservoir problems require such a simulation. The objective of the research described here was to develop a mathematical model and associated computer program for accurate, efficient, and economical prediction of the reservoir flow of three phases in two-dimensional geometry. Several authors have discussed multidimensional reservoir simulation of two phases.l-3 Gottfried et al.' presented an analy- sis of three-phase simulation in one dimension. Fagin and Stewart" and Garrett6 have discussed the simulation of three-phase flow in two dimensions, but their solution techniques were different from the method discussed in this paper. In particular, previous models and computer programs have usually involved either fewer capabilities or inefficient and less rigorous descriptions resulting in limited applicability. In the following sections, we present a description of the model, an evaluation of the method, and the application to reservoir problems. Additional and supporting material is presented in the Appendix. The Three-Phase Model General Description The three-phase model consists of the mathematical description of the flow of oil, water and gas in a reservoir. Conceptually this description considers flow in all three space dimensions, but in the subject simulator it is assumed that no flow occurs in the third dimension. The model includes the effects on reservoir behavior of fluid and rock compressibility, viscosity, gravity, capillary pressure, relative permeability and gas solubility. Within the two-dimensional restriction, the reservoir considered may be completely heterogeneous and anisotropic. The differential equations governing multiphase, multidimensional flow in a reservoir are too complex to be solved analytically, so they are approximated by a system of finite difference equations and solved

A detailed study of the capital investment and production cost for copper electrowinning plants shows that significant savings in both can be achieved by increasing the current density. From the economic analysis it is determined that the optimum current density which will result in lowest capital investment and lowest operating cost is between 60 A/sq. ft. and 70 A/sq. ft., or at least three times as high as the Conventionally employed current density. The specific investment, expressed as $/ton-year, is found to be a function of both the current density and plant capacity and has a minimum value at the optimum current density. Empirical equations are developed for the purpose of estimating the capital investment and operating cost for plants of any production capacity operating at any current density.

The Cushion Blasting Technique applied to solve the high risk case history represented by a 10,704 TM rock locate at 120 M from the hydroelectrical plants of 350 KV each, is described, analyzed and discussed. The generation and distribution of 700 KV produced by two hydroelectrical plants must not be interrupted by any reason, because the 26 district of the province of cajatambo, of the Lima department; would not have electrical power. The search of the best alternative and methodology, the drilling and blasting pattern calculations, charge design and loading, connections and initiations of the 50 blasts are described, analyzed and discussed. Finally, the excellent results from a technical, economical, enviromental and safety point of view of the 50 primary blasts are discussed and emphasized.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

"Compagnie Miniere Esperance operates a gold primary ore body. The ore is processed through crushing, grinding and gravity concentration generating tailings with remaining fine gold. Analyses of the tailings proved a residual gold grade sufficient for a chemical treatment.As lab tests proved the technical feasibility of a pre-concentration using flotation, an on-site pilot operation has been carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for the industrial circuit sizing.Data collected during the pilot campaign have been used for calibrating a process simulator built with the USIM™ PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain a good fine gold recovery in a small amount of concentrate. A preliminary capital cost has been achieved to assess the flotation workshop profitability.INTRODUCTIONCompagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation in two stages: a top plant and a bottom plant. A “coarse” pond contains tailings of the top plant; this product feeds the bottom plant. Tailings of the bottom plant are stored in the “fine” pond.Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and meteorological conditions).It has been then decided to test the feasibility of a pre-concentration using flotation. "For new mining projects or for medium- to long-term areas of existing mines, drilling data is invariably on a relatively large grid. Direct estimates for selective mining units (SMUs), and also for much larger block units, will then be smoothed due to the information effects and the high error variance.The difficulty is that ultimately, during mining, selection will be done on the basis of SMUs on the final close-spaced data grid (grade control), which will then be available, i.e. the actual selection will be more efficient, with fewer misclassifications. However, this ultimate mining position is unknown at the project feasibility stage and therefore has to be estimated. This estimation is required because any cash flow calculations made on the basis of the smoothed estimates will obviously misrepresent the overall economic value of the project, i.e. the average grade of blocks above cut-off will be underestimated and the tonnage overestimated for cut-off grades below the average grade of the orebody. Similarly, unsmoothed estimates will be conditionally biased and will give even worse results, particularly in local areas of short- and medium-term planning or mining.This paper presents a case study of indirect post-processing and proportional modelling of recoverable resources designed for mediumand long-term mine planning at the Gold Fields’ Tarkwa Mine in Ghana. The case study compares long-term indirect recoverable mineral resource estimates based on typical widely spaced feasibility data to the corresponding production grade control model as well as the mine production. The paper also proposes certain critical regression slope and kriging efficiency control limits to avoid inefficient medium- to longterm recoverable estimates, and highlights the danger of accepting block estimates that have a slope of regression less than 0.5."

Before presenting this address I desire to express my appreciation of the honour which has been conferred on me by my election as iPresident of The Australasian Institute of Mining and Metallurgy. At this stage it might not be out of place to recall that Broken Hill was the birthplace of The Australasian Institute of Mining and Metallurgy, originally formed as the Australasian Institute of Mining Engineers in 1893.In selecting for my address the topic of "The Broken Hill Mining Industry and its Contribution to the Economy of Australia" I realise it is impossible to cover fully every aspect of the nation's economy which owes all or part of its origin to the Broken Hill field. Nevertheless, I feel that some attempt should be made to give credit to the Broken Hill mining industry for its part in the progress which Australia has made over the past seventy years.. If we care to reflect for a moment it soon becomes apparent that, not only is the Broken Hill mining industry an important producer of base metals for domestic and overseas consumption, but its profits have provided the means whereby many of Australia's leading secondary industries have been established or built up. Examples which come to mind are the founding of the iron and steel industry by the Broken Hill Proprietary Company; the establishment of plants at Port Pirie in South Australia, and at Risdon in Tasmania, for the production of metallic lead and zinc; and also at Port Kembla for the smelting of copper ores. In most mines using presplitting the final excavated wall shows a zone of damage just below the crest and well defined presplit half barrels. The crest damage (surface dilation) zone varies and is added to by subsequent adjacent perimeter blasting operations. Keeping the preconditioning to a minimum is possible using the methods described in this paper, developed on several diverse and geographically distant mining operations to control crest dilation and preconditioning by presplitting in advance - not just laterally but vertically in advance. The first documented case (Delbridge, Marton and McSweeney, 2004) in the development of the concept was undertaken at AngloGold Australia Pty Ltd's Sunrise Dam Gold Mine (SDGM), located beside Lake Carey, some 730 km northeast of Perth, Western Australia. The mine had been developed in a series of cutbacks to a depth of over 300 m and began underground mining during the latter stages of open cut operations. This mine is fairly unique in that it utilised a single pass vertical presplit which initially extended over three bench heights and after the failure mechanisms were understood, over four benches. The presplit drilling for the three stacked benches started on the floor of the second bench so that any dilation was confined to the surface one bench above the crest and modified perimeter blasting was then developed to curtail damage from blasting adjacent to the new crest. The second case is based on a South African coal mine in the Witbank Coal Measures, 140 km northeast of Johannesburg, Republic of South Africa (RSA). It was important that blasting for optimal wall stability and minimal scaling was developed in advance. A dragline is scheduled to excavate the #2 seam midburden which is the lowest of the economically viable coal seams in the five seam Witbank Coal Measures. Mining of the overburden, coal and partings above the dragline midburden pass are by excavator and truck and each mining layer is individually blasted. The results of presplitting the midburden through the overlying coal seams and partings have provided a presplit with no surface dilation of the midburden crest and ensures any subsequent crest loss is solely due to blasting adjacent to the vertical presplit. Typical of all coal mines in South Africa only vertical presplits are used. Wall control is most commonly delivered by presplit blasting and one common sight after the dust clears is a ridge of broken blocks along the presplit row, usually with a main crack running between the presplit blastholes and often parallel cracks either side of the perimeter line. The surface rock strata or block structures have been dilated by the venting gases and shock waves. Decoupled, fully coupled, single or double deck charges are used depending on a variety of factors, anecdotal practices and perceived benefits. Preconditioning of the crest rock by blasting from above may not be visible to the naked eye (or non-existent in overburden in strip coal mines) but the high speed venting of explosives gases (and often the water in the presplits) preferentially follow existing cracks and structures because there is no developed presplit crack near the surface. This nearly always lifts, shifts and separates the surface structures and geological layers. Stopping the dilation by 'sacrificial' or 'in advance' presplitting has been shown to reduce the crest loss at both metal and coal mines. Drilling and presplit blasting through an upper level of bench or layer provides a degree of restraint to the target layer where the crest must be maintained and any damage caused by the venting gases will not cause concern as it is removed as planned, leaving a stable crest.
