Some changes in the materials of construction are also described.

Professor R. P. Plewman graduated with a B.Sc. in mining engineering from the University of the Witwatersrand in 1943, after which he had two years of military service. Mr P. W. J. van Rensburg attended St Andrew's College in Grahamstown before proceeding to the University of the Witwatersrand, where he obtained a B.Sc. (Eng.) degree cum laude in mining and metal. lurgy at the end of 1942 and was awarded the Chamber of Mines Scholarship and Gold Medal. Dr M. G. Atmore, Deputy Technical Director of the Anglo American Corporation of South Mrica, is also Manpower and Education Adviser to the Chamber of Mines of South Mrica and a Visiting Professor at the Imperial College of Science and Technology, London. Mr D. A. Vi1joen attended Queen's College, Queenstown, and then Rhodes University, where he gained a diploma in chemistry and a B. Comm. degree. Mr B. E. Protheroe, C.Eng., obtained a degree in Physical Metallurgy at University College, Cardiff, and an M.sc. in corrosion science from Swansea University. Mr N. J. Devine holds a B.Sc. in Metallurgical Engineering and a G.DE Mining Engineering, both from the University of the Witwatersrand. Dr Oskar Steffen graduated as a civil engineer at the University of the Witwatersrand in 1961, and obtained his master's degree in 1963.

TAYLOR, A.C.S.M., C.Eng., M.!.M.M. (Visitor) Some one-thousand kilometres of tunnels are mined annually in the gold mines of South Africa. Until two years ago, mechanized drilling on South African gold mines was not an economic proposition because of the availability of inexpensive labour and the fact that mechanized equipment developed for other mining markets could not perform satisfactorily in the tough, abrasive quartzites of theWitwatersrand System. A project team from the Technical Development Services Organisation of the Anglo American Corporation, in collaboration with various manufac turers of drill rigs and drill steel, has been concerned with the development of suitable equipment for mechanized main-haulage drilling. After two-and-a-half years of extensive testing and development of drifters, drill steels, and bits, many of the problems encountered have been sotved, and gradually jumbos mounting pneumatically and hydraulically powered drifters are being phased into production on various gold mines of the Group. A description of the development work is given, and actual operating results are recorded, together with details of the drilling and blasting techniques used.

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

Technosol production from mine waste, following amendment with additional organic residues, to provide healthy and functional topsoil is an advantageous alternative to the long-term dump disposal of mine waste. Minimising the legacy of mine waste and supplying soil for mine site rehabilitation contributes towards more sustainable mining practices. Following the creation of the physicochemical structure of the soil from appropriate mixtures of coal waste with low sulfur content, physical ameliorants and nutrient sources, the inoculation of Technosols with active microbial suspensions may accelerate the decomposition of organic matter present and ensure nutrient availability for plant growth through active nutrient cycling, particularly of nitrogen, sulfur and phosphorous. In this paper, South African ultrafine coal waste was used as the main mineral matrix, and malt residue was used as source of organic matter and nutrients. In order to evaluate the effects of Technosol inoculation, five microbial treatments were used, including the addition of: commercial grade efficient microorganisms (EM Prosoil), anaerobic digested sludge supernatant from treating brewery waste, and ‘tea’ extracts prepared from compost, vermicompost and soil native to the mining area. Growth experiments were carried out using Eragrostis teff, commonly known as teff, a grass typically used for the rehabilitation of mined areas in South Africa. Preliminary results showed that Technosols inoculated with microorganisms performed better in terms of nutrient availability and plant growth. Varied performance was observed as a function of the microbial inoculation applied. This suggests that the inoculation of Technosols with appropriate microorganisms may be recommended to accelerate nutrient availability assisting plant growth during the initial establishing of the Technosols. Technosols continue to show promise as an alternative to both mine waste disposal and the burrowing of topsoils for mine rehabilitation. The rate of face advance in the gold mines is between 3 and 10 m a month, with a median value of about 5 m a month; it follows that faces are blasted less frequently than is planned. There are many advantages in the use of short holes for stoping to give face advances of from 0,7 to 0,8 m per blast. This has the potential for so increasing the frequency of blasting that monthly rates of face advance could be improved significantly. Cleaning with face scrapers is too slow to permit the maximum achievement of a complete clean, drill, and blast cycle for each shift. Short-hole blasting, combined with the use of mechanical conveyors for face cleaning, offers the possibility of completing two such cycles each day, yielding monthly rates of face advance of up to 35 m. Experiments aimed at developing safe, unitized explosive charges well-suited to produce reliable face advances of 0,7 to 0,8 m per blast under a wide range of gold-mining conditions have been notably successful. A novel method of assessing the effectiveness of a blast based on the percentage of holes that leave socket lengths of 5 cm or less was used. Unitized charges of 60 per cent Ammon gelignite, 600 mm long by 25 mm in diameter, appear to be near optimal. The explosive is de-sensitized to obviate detonation by chance mechanical impact, but requires only a 6D detonator for initiation; it has good water-resistance. Means have been developed for producing these cartridges automatically, but the necessary machines will have to be built specially and the cartridges are not yet available in large numbers. A second experiment by way of an extended pilot production trial using these cartridges in holes 0,9 m long is now under way. Preliminary results indicate that drilling and explosive efficiencies and productivity are well above average, even though face scraping is being used. Unitized charges of this type are likely to prove even more advantageous when mechanical face conveyors come into use.

Globally, the demand for mineral products is ever increasing. Extraction of these mineral resources results in the continuous production of a huge volume of waste material, including tailing dumps. The mass of tailings usually exceeds the actual resource and often contains hazardous contaminants. This study investigated the effects of tailings disposal on soil, water, and air quality in the Nampundwe area. Water, soil, and dust samples were collected from different locations in the surrounding communities. The constituents analysed in the samples included copper, cobalt, iron, sulfate, and silica. According to the results obtained, some seepages occurred from the tailings impoundment to the shallow aquifer in the area. However, the general water quality meets the Zambia Environmental Management Agency (ZEMA) statutory limits. Recorded concentrations of sulfate (1500 mg/l), copper (1.5 mg/l), cobalt (1.0 mg/l), iron (2.0 mg/l), and silica were between 0.003 mg/l and 705 mg/l, which is far below ZEMA’s statutory limit. Silica concentration was also evident in the air. The highest concentration recorded was 260 ppcc (particle per cubic centimeter) recorded in July 2019 from the northern direction of the tailings dam. The concentration was below the statutory limit of 350 ppcc. The topsoil from the northern part of the tailings recorded a silica dust concentration of 39.9 ppcc. Iron was evident in the underground soil with a concentration of 8.01 ppcc, cobalt 0.005 ppcc, copper 0.051 ppcc, while sulfate was recorded as 0.41 ppcc.

"SynopsisFluorine – in the form of hydrofluoric acid, anhydrous hydrogen fluoride, elemental gaseous fluorine, fluoropolymers, volatile inorganic fluorides, and more – has played, and still plays, a major role in the nuclear industry. In order to enrich uranium, the metal has to be in the gaseous state. While more exotic methods are known, the standard and most cost-competitive way of achieving this is by means of uranium hexafluoride (UF6). This compound sublimates at low temperatures, and the vapour is enriched using centrifugal processes. The industrial preparation of uranium hexafluoride requires both elemental fluorine gas and anhydrous hydrogen fluoride (HF). HF is prepared by the reaction of sulphuric acid with fluorspar (CaF2). Fluorine gas in turn is prepared by the electrolysis of HF. Yellowcake is first converted to uranium tetrafluoride (UF4), using HF, after which the compound is treated with fluorine to yield UF6. After enrichment, the UF6 is reduced to UO2 for use in fuel elements in pellet form.South Africa has the largest reserves of fluorspar internationally, and is the third largest producer after Mexico and China. Fluorine technology has many associated difficulties, because of the reactivity of fluorine and the toxicity of HF. The main barriers to entry into the fluorochemical industry are thus the abilities to produce both HF and F2. Both these substances are produced locally, at the industrial scale, at Pelchem SOC Ltd. Should South Africa contemplate developing its own nuclear fuel cycle as part of the awaited new-build nuclear project, it will be imperative to leverage the existing skills with respect to fluorine technology, resident at both Pelchem and Necsa, for this purpose. This paper summarizes the fluorochemical skills developed locally over the past several decades, and suggests strategies for maintaining the technology base and developing it for the next generation of scientists and engineers.IntroductionFluorine chemistry has always had a very close relationship with the nuclear industry. Although the first mention of fluorspar was recorded in the sixteenth century, and the fundamentals had been well-developed by the Second World War, it was only during the Manhattan Project (Banks et al., 1994), when almost unlimited funds were made available for the large-scale industrialization of fluorine and related compounds, that the technology took off. Expertise in both the chemistry and the engineering aspects of fluorine is essential for the design and running of several of the unit processes in the nuclear fuel cycle."

This paper presents current work on the development and use of stereovision for underground mining. Information on the calibration of the cameras and the feature-matching algorithm are presented. This system uses an intensity-based approach that evaluated correspondences along the epipolar line. Once features have been identified and their distance from the cameras computed, a three-dimensional map of the muck pile is developed. The approach used here uses a ray-tracing algorithm. This approach provides an uncertainty measure along with the elevation. A discussion of the use of this modelling information in the control of the LHD is included. In conclusion, he thanked the organising committee, the authors and the contributors, and introduced the author of the first paper. The following papers were presented:- 'The future development of the Iron and Steel Industry' by J. P. Coetzee (Published in the Journal March 1971). Among those who contributed to the paper were Dr Bleloch, Dr K. Gebhard, Dr Way and Professor Müller. The main point made by Dr Bleloch related to the reserves of coking coal and of coal for power generation this in country and he deduced that in South Africa we are critically short of coking coal. On the basis that 4 million tons per year of coking coal are consumed for our present steel production, over 16 million tons would be required to meet the anticipated expansion in steel output by A.D. 2000. This must be set against the grim forecast made by the Coal Advisory Board in 1967 that our national reserves of coking coal will be exhausted before A.D. 2000. This gives tremendous significance to the development work presently being carried out by Iscor on alternative methods for coke production. On the other hand the blast furnace may have to be replaced by an alternative process for the reduction of iron ores, e.g., the use of rotary kilns followed by electric arc smelting. Dr Bleloch also expressed grave forebodings about the reserves of bituminous coal, pointing out that with present methods of mining the recoverable coal in any given reserve is in general only 50 per cent of that reserve. He stated that in the past seventy years great quantities of coal have been forever placed beyond the reach of mining by being undermined by extraction of lower seams or lost by being burned. A final point made by Dr Bleloch was the fast rise in the capital investment in a fully integrated steel plant, the figure having risen in the past decade from just over R200 to R350 per ton of finished steel per annum. Dr Gebhard spoke of the direct reduction processes for iron making pointing out the difficulties of securing a high percentage of reduction and the relatively high cost of smelting in electric arc furnaces. The exploration of deposits generates geological data which are suitable for creating a preliminary tectonic and stratigraphic model. Linked with the topographical map and analysis data from exploration drillings, this information forms a numeric representation of the deposit. The following example demonstrates an expert system which connects chemical quality requirements and quarrying criteria, and develops a quarrying strategy based on the calculated model. Additional constraining factors like process technology, quarrying methods, landscape protection regulations, etc. are included. The goal is to guarantee a long-term, homogeneous material flow from the quarry at acceptable production costs - even in the case of an extraordinarily inhomogeneous deposit. In order to fulfil this requirement it is necessary to consider a large number of rules, criteria and instructions which can be structured as an expert system and programmed with LISP at a comparably low cost. The chosen strategy is not necessarily final, but can be changed any time by altering or varying the framework of conditions. The output consists of a block-working sequence which best satisfies the set requirements for appropriate points of quarry opening.
