The Bureau of Mines is conducting investigations to determine how fuels belonging to or for the use of the United States Govern- ment can be utilized with greater efficiency. As a result of these investigations a number of reports have been published, each report treating of one phase of fuel utilization. A list of these publications is given at the end of this bulletin. The efficient utilization of coal depends on the correct design of furnaces and on their proper operation. To attain both of these conditions a knowledge of the fundamental principles of combus- tion is necessary. Therefore, the study of the combustion of coal in industrial furnaces has been made a part of the bureau's fuel in- vestigations. The desirability of investigating the fundamental principles of combustion was suggested by the study of a large number of steam- ing tests made by the fuel-testing division on coals from all of the more important fields in the United States. The results of these tests have been published in Bulletin 325 of the United States Geological Survey and in Bulletin 23 of the Bureau of Mines. As a result of that study a plan to investigate the combustion of coal in a special apparatus in which all conditions could be controlled was presented to the National Advisory Board for Fuels and Struc- tural Materials at its meeting of April 10 and 11, 1906. The plan received the approval of the board, and since the establishment of the experiment station of the Bureau of Mines at Pittsburgh the investigation of the combustion of coal has been carried on intermit- tently. As part of the U.S. Bureau of Mines program to improve base metal leach systems, pressure leaching of galena (PbS) concentrates in fluosilicic acid (H2SiF6) solution was investigated. Lead extraction was 93 pct when PbS was pressure leached in H2SiF6 at 95° C with 2OO-psig O2 pressure for 40 min, using ferric nitrate [Fe(N03)3] as a catalyst. The effects of several catalysts, O2 pressure, time, and acid concentration on leaching were determined. The purified leach solution was electrowon to recover high-purity Pb metal. The H2SiF6 used in leaching and electrowinning can be recycled continuously. A flow diagram was proposed based on this investigation. Elemental sulfur (SO) was recovered from the leach residue by solvent extraction. A method was also developed for treating the flnal residue to segregate the important byproduct elements such as Ag, Cu, and Zn and enable their recovery by standard commercial processes.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. A few of the more progressive mining companies have taken precautions to safeguard employees or man-trips. Specially constructed men-cars -have been provided with special devices or mechanisms to stop the cars on slopes, if the hoisting cable should break. Cars have been equipped with safety chains to connect and hold them together if a coupling should break. Steel frames covered with heavy wire netting have been placed over cars to reduce injuries to the riders from roof fails on slopes. A safety cable passing from the front car to a point above the cable socket on the slope hoisting cable is used frequently as a precaution in case the socket loosens o the main cable breaks at the socket. Such devices are commendable, but the percentage of man-cars and man-trips protected is relatively small - entirely too small. Man-trips that travel level haulage roads are rarely protected safety devices, and haulage roads are seldom inspected by mine officials to determine the condition of roof and ribs.

Surface subsidence caused by coal mining operations was the subject of a very successful symposium organised by the Illawarra Branch of The Australasian Institute of Mining and Metallurgy in February, 1973. This symposium dealt with the principles of subsidence and overseas experiences arising out of underground mining. Since that time the New South Wales Department of Mineral Resources and Development (formerly the Department of Mines) has incorporated in the approval for pillar extraction certain conditions related to the monitoring of surface movement. Surveys and plans are required to be kept at mines where total or partial extraction of coal takes place. This paper traces the monitoring of surface movement in the Northern Coalfields of New South Wales over the past ten years. Reference is made to the National Coal Board's Subsidence Engineers' Handbook (1975) and how the guidelines expressed therein have been beneficial. Mining engineers in Australia are able to plan underground workings where minimum subsidence is allowable and are in a position to foreshadow the surface effects where total pillar extraction is carried out. In certain cases such surface effects can be minimised by structural design in buildings or pipelines.

The paper presents a geotechnical simulation of the "Mavropigi" open pit mine (Western Macedonia Lignite Center, Greece), using the finite element method. The simulation was based on the initial planning of the pit using Mohr-Coulomb and Soil Hardening models. Results indicate high stability factors as well as the magnitude of the expected horizontal displacements and floor heaving. However, these deformations do not influence decisively the overall stability unless locally adverse tectonics are encountered. Results can be used in the ongoing update of mine planning and stability evaluation.

Predicting the future is a task that should always be delegated. If that is not possible, then stating your views confidently, but retrospectively, is preferable. Hindsight encourages clarity of thought and sharpens perception. When all else fails one can look back into history and see the trends, evaluate the current situation and project it a little way into the future - in this case 10 years. In exploration the rate of change has been increasing over the past 20 years. With expected developments in technology, legislation, and their sociological impacts, we will see such rapid change over the next decade as to make us uncomfortable, unless we are prepared for it.   The social obligations of our industry also have changed enormously over the past 20 years and are still changing. This will lead to further changes in the way we conduct our business if we wish to stay in business. As exploration technology improves, a further dimension is added by the expectations of the communities in which we operate. This extra dimension needs to be quantified so that we not only keep up with current developments but also get ahead of the game. This paper is based on the New Zealand experience, some of which will be familiar to mineral explorers in other countries.

Seam correlation in the central Rapahoe Sector (Greymouth Coalfield) can be enhanced by detailed lithostratigraphy and chronostratigraphy. Rewanui Coal Measures are overlain comformably by lacustrine, deltaic and fluvial strata, and this upper contact can be located using lithological and geophysical log character. The Cretaceous-Tertiary Boundary (KTB) occurs near the top of Rewanui Coal Measures and has been identified palynologically in 16 drillholes. The Rapahoe Sector can be subdivided into two palynostratigraphic domains which adjoin along a basement normal fault which was downthrown to the north during coal measure deposition. The KTB provides an isochronous surface which is independent of the lithostratigraphic datum. Using the KTB as a datum, the æUpperÆ, æMainÆ and æSubmainÆ seams can be reliably correlated throughout the southern and central Rapahoe Sector. Similarly, the æSubmainÆ seam can be correlated with æcÆ seam of the Strongman Mine area, though other Strongman seams are absent from the central and southern Rapahoe Sector.

This Bureau of Mines study reviews the geological factors that affect methane in the Beckley coalbed in southern West Virginia, including overburden, coalbed structure, type of and changes in lithology above and below the Beckley coalbed, and presence of fractures in the coal and rock adjacent to the Beckley. Depending on the depth, the Beckley coalbed emits from 216 to 520 ft3 of methane per ton of coal mined, and the Bureau estimates that methane emission in a deep, extensively developed mine in this area may exceed 3,000 ft3 per day per ton of coal mined. Average face cleat and butt cleat trends in the Beckley coalbed measured underground are N 33° W and N 53° E, respectively. Close cleat spacing con¬tributes to the friable nature of the Beckley and provides easy movement for methane and water. Because rider coals, splits, and carbonaceous shales may contribute methane to mine emissions, predictions of methane emission based on gas content of the Beckley coalbed alone may be conservative. Beckley coalbed reserves in the study area are 234 million tons. The gas content of the Beckley coalbed averages 407 ft3/ton, and the coalbed gas reserves are 108 billion ft3.

Deep cover retreat mining (overburden in excess of 750 ft) is an important emerging issue which will intensify in the future as the more easily mined shallow seam reserves are depleted. Analysis of Mine Safety and Health Administration (MSHA) statistics indicates that deep cover pillar recovery accounts for a disproportionate share of the underground coal mine roof/rib fall fatalities and injuries. Past research has shown that previously recommended Analysis of Retreat Mining Pillar Stability (ARMPS) stability factors (SF’s) may be excessive for deep cover pillar design. The objectives of this study were to evaluate the various methods and strategies by which panels, production pillars and barrier pillars are developed and extracted under deep cover, and to develop appropriate design guidelines. In the course of the research, 29 mines in 7 states were investigated to collect panel design case histories. At each mine site, underground geotechnical data were collected on the pillar line in order to document roof rock, coalbed and floor conditions. The analyses indicated that squeezes were the most likely failure mode where the depth was less than 1,250 ft, but bumps predominated in the deeper cover cases. Immediate roof rock quality, the ARMPS SF’s, and barrier pillar stability factors were all found to be important parameters in determining the outcomes of the case histories. Design guidelines, including suggestions for barrier pillars to isolate active panels from nearby gobs in bump prone ground, are also proposed.

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

This Bureau of Mines report describes a tunnel stress relaxation gage (TSR) developed to measure initial radial displacement around full-sized underground openings. The TSR technique was shown to be a valid concept in previous field verification tests. Sensitivity has been improved by employing a titanium alloy cantilever in the transducer head, which also permits a deeper sensor location. Use of improved fabrication methods such as stainless steel bellows and sputtering techniques and use of an environmental chamber for testing greatly increased overall reliability. A miniature data acquisition system (DAS) was interfaced directly to the transducer for increased versatility and containment entirely within a borehole. The present TSR system is suitable for use around full-size underground excavations, particularly machine-bored openings. Field evaluation of the improved instrumentation verified the design goals.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. (a) In-shaft equipment design and specification criteria are considered as they influence guideline preparation. (b) A comprehensive review of hoist electric drives and controls as applied to mine hoists is set forth with special reference to duty cycle calculations and their effect on electrical component selection.

Recovery of Fine Gold Particles from Philippine Gold Deposits by Enhanced Gravity Concentration and Flotation The objective of the study is to determine the applicability of enhanced gravity concentration (EGC) and flotation for gold recovery. While gravity concentration methods have long been applied to gold ores, especially to free-milling types that requires minimal beneficiation, flotation for gold recovery has not yet taken hold as a major operation in the Philippine setting. In this study, the application of EGC and flotation for gold is applied and compared to the existing methods for gold recovery. Two samples, with assays of 7.315 and 5.333 g Au/MT (samples 1 and 2, respectively) are used for this study. These samples are subjected to mineralogical studies and is found to have a gold-particle size ranging 10 to 200 microns. To verify the separation size, the mesh-of-grind (MOG) is used as the primary parameter for experimentation. Initially, the samples are stage-crushed, ground, and subjected to EGC using a Falcon SB40 Concentrator. Based on the results, the two samples showed that recovery increases with a finer MOG. The ratio of concentration (K) decreases with a finer MOG. This shows that there should be sufficient liberation of the gold values for EGC to be effective. The effect of the enhancement is to pronounce the difference in specific gravity of the minerals, promoting better separation. This is validated by the high recovery values of 86.97 per cent and 98.73 per cent exhibited respectively for samples 1 and 2 (at 54 microns). For the flotation runs, sample 2 with an average particle size of 80 per cent passing 74 microns is examined using thiocarbamate-based collectors for roughing and subsequently exhibited a recovery of 96.32 per cent. At this point, the concentration ratio (K) is noted as an important efficiency indicator for flotation process since it yielded a very low-mass and high-metal content concentrate.

It argues that these positions can not be understood as analogous to projects in developed countries. To conclude, infrastructure is a crucial link in the supply chain to market but the relative size of such projects in relation to the economy means that investors decisions in developing countries have quite different implications from those in developed countries."
