Objective To accurately measure very low air velocities (0-100 ft/min) in U.S. large-opening underground metal/nonmetal mines. Background Hundreds of metal/nonmetal underground mines operate throughout the United States. They extract commercial products from deposits such as limestone, salt, and gypsum. Mining generates a wide variety of gases and dusts, such as silica, diesel exhaust, radon, blasting byproducts, and perhaps even methane. If these substances become airborne, they can adversely affect the health and safety of underground workers. Many metal/nonmetal mines have large cross-sectional airways that could be 60 times larger than an average underground coal mine entry. These large airways require adequate volumes of fresh air to dilute, make harmless, and exhaust the toxic and, at times, explosive byproducts. However, in some underground mine sections, air movement is barely perceptible. The technology of measuring very low air velocities will become increasingly more important for operators of large-opening stone mines in order to monitor miner exposure to diesel particulate matter. Conventional anemometers (e.g., vane) are capable of accurately measuring air velocities only above 100 ft/min. Thus, it was necessary to investigate other anemometry technology to detect low air velocities in the range of 0-100 ft/min. Two different portable ultrasonic anemometers were tested. Actual testing was done in an underground limestone mine with openings about 51 ft wide by 29 ft high. Ultrasonic Anemometers Vane-type anemometers are commonly used by engineering personnel throughout the underground coal mine industry. They work well in measuring air velocities >100 ft/min. However, a separate technology, e.g., portable ultrasonics, is needed to measure air velocities much below 100 ft/min at various places within the large mine opening. Laser-doppler technology was also considered for this application, but was ruled out because of its high cost and other technical limitations. With no moving parts, the portable ultrasonic anemometers are claimed to be accurate down to about 1or 2 ft/min. The first type of ultrasonic anemometer that was examined underground is manufactured by Gill Instruments Ltd., Hampshire, U.K. The U.S. distributor is IN USA, Needham, MA. The Gill Instruments Solent Volometer (figure 1) is a battery-powered, single-axis anemometer meant for measuring low to medium air flows up to1,999 ft/min. It uses the ultrasonic "time of flight" principle where pulses of high-frequency sound are transmitted along the air flow path and the time taken to reach the receiver is measured. The faster the air speed, the quicker the pulses reach the receiver. The second ultrasonic anemometer that was examined under-ground is manufactured by Airflow Developments Ltd., Buckinghamshire, U.K. The U.S. distributor is Airflow Technical Products, Inc., Andover, NJ. The Anemosonic UA-6 (figure 2) is a battery-powered, handheld instrument with digital display. It measures air velocity (0 to 9,999 ft/min) or volume flow, flow turbulence intensity, and air temperature. Neither device is considered to be intrinsically safe for use in underground gassy coal mines. A comparison of salient specifications of both instruments is shown in table 1. The total suspended weight includes the instrument (Gill) or instrument probe (Airflow) plus about 35 ft of connecting cable attached to the pole. This combination of instrument plus cable length allows two operators to measure air velocities up to about 30 ft above the mine floor. Figures 1 and 2 show how each unit would be attached to an extensible, graduated fiberglass rod in order to position the sensor probe at a certain spatial point (centroid of the quadrate) within the underground large opening.

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

This supplement has been prepared to furnish information on amendments to the regulations that were approved by acting secretary of the Interior on June 24, 1946, while this report was in the press. Page 14, item 2, and page 20, item 4, have been amended by the addition of the following footnote: "Pending the development of a satisfactory multiple-shot permissible blasting unit, a blasting unit of Type II, Class A, covered by Federal Specification WB 411, December 31, 1941 (with or without Amendment 2, June 16, 1945), may be used until Decem- ber 31, 1947. Should a satisfactory multiple-shot permissible unit be made available prior to that date, this interim approval may be terminated." Page 14, footnote / has been amended to read as follows: "The use of charges over 1-1/2 pounds and not exceeding 3 pounds is approved pending further investigation. The approval, which may be withdrawn at any time, expires December 31, 1947, unless renewed. For charges over 1-1/2 pounds, the following additional requirements must be observed: (1) Shot holes must be 6 feet or greater in length. (2) Explosives must be charged in a continuous train with no cartridges deliberately deformed or crushed, with all car- tridges in contact with each other, and with the end cartridges touching the rear of the hole and the stemming, respectively. Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). "Reports are sometimes heard of one ill effects of pneumatic tools on the hands of workmen. In consequence of such reports, Dr. Francis M. Barnes, Jr., M..D. of St. Louis, Missouri, was retained by the operators to make an investigation of conditions in the Bedford, Indiana, region, and the result of this investigation was published the Journal of the Missouri State Medical Association, Volume 16, February 1919. A brief review of this report may be of interest to all users of pneumatic tools, or operators of plants where such tools are employed.The investigation was made during December 1917, and involved an examination of general working conditions, and a careful physical examination of stoneworkers who had long used pneumatic tools. As the Bedford district is the most important structural limestone producing center in the country, the results of this investigation may be regarded as fairly conclusive as to the general effect of pneumatic tools on limestone workers."

To improve electrical safety and lengthen light bulb life on trolley haulageways. Approach A resistor inserted in series with each pair of light bulbs, decreases the voltage applied to the bulbs and eliminates heavy arcing when voltages rise. How It Works Under certain conditions, incandescent light bulbs connected directly to a 300-volt d-c trolley wire can be a hazard, particularly during weekends when electrical equipment is nut in use. When little electrical power is being used, the voltage (on the trolley lines and at the substation) can rise to a value which will destroy the bulb filament, cause arcing, and damage the bulb holder. In one coal mine where light bulbs in certain locations fre¬quently failed, the problem was overcome by inserting a 100-ohm, 50-watt resistor in series with each pair of light bulbs. The light bulbs are rated at 300-volts and 100-watts. Figure 1 shows the light bulbs and resistor circuit. This resistance was added in order to reduce the current through a short circuited bulb holder, from several hundred amperes to a much safer value of 3 amperes. However, the resistor in series with each pair of light bulbs, also reduces the voltage across the lighted bulbs to approximately 240 volts during periods when the trolley line voltage is up to 300 volts. With this arrangement, no light bulb failures occurred over a 6-month period. The resulting light reduction has not been objectionable.

Reduce exposure of longwall face workers to respirable dust generated during the advancement of roof supports. Approach Identify and implement current water-application and improved support-movement practices used to lower support-generated dust. Defining the Problem Bureau studies have shown that on some longwall faces support dust can contribute over 30 percent of the respirable dust exposure of face workers. Conditions contributing to high levels of respirable dust generation during support movement are: depth of cover greater than 1,000 ft; immediate roof consisting of coal top or friable shales; and face-air velocities in excess of 500 fpm. Moreover, at most longwalls, supports are advanced on the intake-air side of the shearer as it travels with the airflow. This places the shearer operators, and in many cases the support movers, downwind of support advance, thus increasing their respirable dust exposures.

It is estimated that 6,202,235,000 gallons .of- gasoline was produced during the year 1922. The crude light oil- output Burin- the same year is estimated at 111,000,000 gallons, or 1.8 per cent of the gasoline production. In fact, if all the coal mined were coked in by-product ovens, and the light oil recovered therefrom, this product would amount to only 15 to 20 per cent of the quantity of the petroleum gasoline now produced annually. It is obvious therefore, from these figures that the light oils by present coking processes can not assume great importance as a gasoline substitute in a national sense. However, the use of light oil as a motor fuel is of real importance in districts adjacent to by-product coking operations from which a reasonable proportion of the local motor fuel supply may be derived. The certainty of diminution of petroleum resources in the relatively near future demands the utmost utilization of gasoline substitutes from the distillation of coal as well as other sources. Motor benzol is a by-product from the destructive distillation of coal. From 11/2 to 3 gallons of refined motor benzol is obtained per ton of coal carbonized. The light oil vapors are extracted from the by-product coke-oven gas by passing it upward through a series of towers in which these vapors are absorbed in a descending current of "wash" oil (petroleum distillate). The light, oil is recovered from this wash oil by distillation with live steam, the resulting crude light oil consisting of a mixture of benzol, toluol, xylol, solvent naphtha, and a small amount of other substances (unsaturated hydro-carbons, carbon disulphide, and other sulphur compounds, phenols and pyridines) is then transferred to an intermittent still and fractionated into crude motor benzol, which includes the toluol and a part of the xylol or light solvent naphtha. The crude, motor benzol is yellow in color, contains sulphur compounds which corrode copper and brass, and also contains unsaturated bodies which oxidize and polymerize on standing, producing sediment and forming gummy deposits highly objectionable when the benzol is used in motors. The new MSHA diesel rules have stone mine operators looking hard at pos¬sible upgrades to their ventilation systems. There are existing methods to reduce diesel engine emissions (MSHA, 2001)(Head, 2001b),but many operators will decide that a ventilation upgrade is necessary is well. NIOSH hay several stone mine ventilation projects underway, but in the meantime a good information resource is the work done by the U.S. Bureau of Mines in the 70&apos;s and 80&apos;s on ventilation for oil shale mines. The Bureau conducted this research because oil shale mines were projected to be gassy and would, therefore, require a lot of ventilation air. The focus of this oil shale work was on the use of jet tans for lace area ventilation, and on stoppings that would he low Lost and leak-tight. The work also considered changes in mine design to reduce the number and size of stoppings. The findings are still applica¬ble to stone mines.

"Inhalation of crystalline silica is associated with a biphasic biologic response of acute cell injury and chronic pulmonary fibrosis. Dust induced cell membrane injury leading to the release of lysosomal enzymes and cell death has been implicated as the initial important biologic event triggering the fibrosis. However, it ls also possible other biologic reactions could alternatively, or in addition to these enzyme related cytotoxicity reactions, alter the normal functioning of cells. It is well known that phagocytic activation results in the production of oxygen radicals which are highly cytotoxic to cells. In healthy - lung, protection against the toxic effects of the normal balanced ·biologic reactions are provided by a number of defen1e systems including antioxidants. In disease or condition of overproduction of oxygen radicals, biochemical protection may be overwhelmed with resultant cellular injury.Our recent observations have shown that reactive oxygen radicals (ROR) are generated during grinding of crystalline silica. We hypothesized that these newly generated RORs may cause cell injury, lipid peroxidation, or even damage to macromolecules such as DHA. Biochemical aberrations caused by the inhalation of crystalline silica with ROR at occupational settings might overwhelm cellular and antioxidant defense systems of the lung leading to injury and subsequent fibrosis.To test this hypothesis, we have investigated the generation and decay of ROR produced by crystalline silica using electron spin resonance (ESR) and investigated its toxicity with conventional biologic tests at various time intervals after grinding. We also studied the decay of these newly generated RORs in buffer and the effect of antioxidants and scavengers in the abolition of cellular damages."

In the interest of safety in metal mining, the Bureau of Mines recommends: That underground metal mines be equipped with a main fan in a fireproof housing, located preferably on the surface. The fan installation should be designed to ventilate the mine adequately throughout and to permit prompt reversal of direction of air flow. Many metal mines depend for ventilation upon natural flow of air, assisted by the exhaust from pneumatic drills and by compressed air blown into the workings. Others also ventilate separate headings or sections with fans and blowers. Relatively few have o mechanical ventilating system that controls the coursing of air throughout the mine.

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.
